原発後始末40兆円 国民1人当たり32万円via東京新聞

 福島第一原発をはじめとする廃炉や使用済み燃料再利用など原発の後始末にかかる費用は、本紙が政府推計や予算資料を集計したところ、総額で最低40兆円、国民1人当たりで32万円に上る。原発は税金を投入し、電力会社間の競争も長年制限して保護してきた国策産業。だが、いまやこの形が「あだ」となり、事業が難航。税金や電気代上乗せで国民負担が重くなる負の循環に入ろうとしている。 (池尾伸一)

 ここ数年の原発関連の費用の膨張は福島事故の被害が深刻で、廃炉費や被災者への損害賠償などが拡大していることが要因だ。

 しかしそれ以外の原発関連事業も軒並み難航している。政府は使用済み燃料は埋めるのではなく再利用する政策を取るが、青森県六ケ所村の再処理工場はトラブル続きで十兆円をかけても軌道に乗っていない。再処理の結果、出てくる「高レベル放射性廃棄物」の最終処分場も候補地はみつからず、立地のコストは政府が見込む三・七兆円を超える可能性がある。世界的に安全基準が厳しくなる中、東芝の苦境に象徴されるように原発建設費や運営費も上昇している。

 これらのコストは電気代などで最終的にほとんどが国民負担になる。少子高齢化で国民の負担力が低下する中、政府の言い分を信じてさらに原発を推進し続けるのか。国のエネルギー政策は重要な岐路に立っている。

South Korea’s Jeju airline ditches Fukushima Airport due to radiation fears via The Japan Times

South Korean low-cost carrier Jeju Air has decided not to use Fukushima Airport for planned chartered flights between South Korea and northeastern Japan due to crew fears of radiation, officials have said.

The carrier will switch to Sendai International Airport in Miyagi Prefecture to operate the flights between Incheon International Airport and northeastern Japan from March, they said on Tuesday.

Jeju Air had planned a flight from Fukushima to Incheon airport on March 18 with a return flight on March 20.

However, it is understood some of the airline’s staff expressed health concerns over flights to and from the airport in Fukushima Prefecture, where Tokyo Electric Power Company Holdings Inc.’s damaged Fukushima No. 1 nuclear power plant is located.

Jeju Air will instead use Sendai International Airport to provide Fukushima Prefecture residents with flight access to South Korea, Choi said.

The company’s planned use of Fukushima Airport drew criticism from a South Korean labor organization.

Fears of radiation are still strong in South Korea. The nation has an ongoing ban on imports of all marine products from eight prefectures in Japan, including Fukushima.

廃炉のタブーが現実味 福島第一原発事故から6年、原発ルポ via dot.

晴れ間が広がった2月上旬の月曜日。日本記者クラブの取材団に参加し、東電福島第一原発の構内に入った。いくつものチェックゲートを通過すると、1~4号機の原子炉建屋を一望できる高台にバスで案内された。

「建物の中には放射性物質が充満しています」

東電担当者が指さした先には、水素爆発で原子炉建屋上部が吹き飛んだ1号機が間近に見えた。1号機の原子炉建屋の最上階では鉄骨があめ細工のように折れ曲がり、事故当時の無残な姿をさらしていた。目線を南側にある3号機に移すと、分厚いコンクリートの壁がぼろぼろに崩れ、鉄筋がむき出しになった原子炉建屋が見えた。

その間にある2号機の原子炉建屋。炉心溶融は起こしたが、爆発をまぬがれ、事故前の姿をかろうじてとどめていた。

この2号機での廃炉に向けた作業が最近注目を浴びた。1月末、遠隔操作によるカメラで調査したところ、2号機の原子炉圧力容器の下にある足場で、溶けた核燃料(デブリ)のような黒い塊が確認されたからだ。

溶けた燃料は、周辺機器のさまざまな金属などと混じりながら、圧力容器の下に流れ落ち、格納容器の底に落ちていると見られる。専門家によっては、飛び散って周辺にこびりついているのかもしれないという見方もある。

●100年単位の核管理

福島第一原発でチェルノブイリのような石棺は考えられていない。ただ、専門家の間には「選択肢としてあり得る」といった見方は少なくない。吉岡斉・九州大学教授(科学技術史)は「福島第一原発も当面石棺化するしかない。発熱量がわずかなので、何らかの事故があっても核物質の再燃はまず起こらない。100~200年経過すれば、放射線量は相当減るので、その時点で高濃度の物質の取り出しを考えればいい」と指摘する。

原発の推進、反対の立場を問わず聞こえてくるのは、「デブリは確認できても取り出すのは難しいのではないか」との見方だ。東電は廃炉期間を30~40年とするスケジュールを掲げるが、さらに長期化する恐れは十分ある。長期管理も含めた石棺の可能性を否定するだけでは、ふたたび疑念が生じる。正面からとらえて、議論をすべき時期を迎えている。

福島第一原発の敷地内はもはやタンクだらけで、何か別の化学工場の中にいるような気分になる。それというのも、日々、タンクに入れる汚染水の発生が絶えないためだ。

第一原発では、事故直後から、溶けた燃料を冷やすため、1~3号機の建屋に水を注入し続けている。注入された水は溶けた燃料にふれて汚染されるが、地下水なども流入してくるので、入れた量よりも多くの汚染水が出てくる。

海洋放出の現実味

流入する地下水を抑制するために、1~4号機の建屋を氷の壁で覆う凍土壁の設置、建屋地下から水をくみ上げるなどの対策を進めているが、いまだに汚染水が増え続ける。すでに約96万トンの汚染水タンクが敷地内にたまり、その数は1千基に。3階建て相当のタンクが数日でいっぱいになる勢いだ。

今後の方針を決める別の部会のメンバーでもある東京大学の関谷直也特任准教授(災害社会学)は、「経産省の報告では、漁業が受ける経済被害をコストに含めていない。地元の漁業が再生の途上にあり、放射性物質の国民の理解が十分に進んでいないなかでの放出は時期尚早だ」と国の姿勢の不足を指摘する。

原子力規制委員会も、海洋放出が現実的な対応だとしているが、強く主導するわけでもない。

Number of nuclear energy supporters growing in Belarus via Belarus News

MINSK, 1 March (BelTA) – The number of supporters of nuclear energy development in Belarus has reached 49.8%, Yelena Martishchenkova, a researcher at the Department of Sociology at the Institute of Sociology of the National Academy of Sciences of Belarus (NASB), said during an online press conference hosted by BelTA.
 
A regular survey was held in May 2016 as part of the effort to monitor the public opinion on the current state and development prospects of the country’s fuel and energy sector. “The analysis of the results showed that although there were slight variations across regions and social groups, no significant changes in the distribution of respondents’ answers to the question about the need for nuclear energy in Belarus have happened. The number of nuclear energy supporters has grown slightly over the past year: from 47.8% to 49.8%, i.e. by 2%. The number of those who hesitate, i.e. those who find it difficult to answer, decreased by 3.4%, from 32.4% to 29%,” she said.
 
As for the social groups, the biggest support for the NPP project is seen among entrepreneurs, company managers, rural dwellers, blue collars and students. The share of NPP supporters among men is 55.9%, among women – 44.8%; pensioners – 48.4%, youth – 50.9%; rural and urban dwellers – 53.9% and 48.4% respectively.
 
“The majority of the population (55.7%) believe that with the launch of the nuclear power plant the situation in the energy industry will improve. This is a positive fact, in our view. Some 34.9% are confident that with the plant up and running, Belarusian goods and services will become more competitive,” Yelena Martishchenkova added. However, we need to take into account the fact that some part of the population is still hesitant, as evidenced by the large number of those who found it hard to answer (29%).

Yelena Martishchenkova noted that the monitoring of public opinion conducted by the Energy Ministry in Belarus has been the first industry-specific project in the field of public relations. From its inception, the project has been aimed at identifying trends in the public perception of energy-related issues and determining how people evaluate the performance of the industry in terms of the provision of services. The surveys are also designed to study people’s opinion about the prospects of improving the qualify of energy services, saving resources, modernizing the sources and basic funds, and increasing the use of local and renewable energy sources, including nuclear fuel, which means the construction of an own nuclear power plant. “Such feedback from the public is very important, not only for keeping track of public opinion, but also for making strategic decisions,” Yelena Martishchenkova emphasized.
 
Opinion polls are conducted annually as a nationwide representative sample survey. They collect feedback from 2,000 respondents, including 300 residents of Ostrovets District, Grodno Oblast. The respondents are selected against the criteria of age, sex, education, social status, the region of residence and location (urban or rural).

SIX YEARS AFTER: 4 more districts in Fukushima set to be declared safe to return to via Asahi Shimbun

Evacuation orders will be lifted shortly for four more municipalities in Fukushima Prefecture, but the prospect of residents returning to their old homes in huge numbers seems unlikely.

The restrictions, in place since the immediate aftermath of the Fukushima nuclear disaster in March 2011, will be lifted by April 1.

About 32,000 residents will be affected, but there is no guarantee that all will soon, if ever, return.

Naraha and Katsurao are among five municipalities that are no longer subject to evacuation orders.

However, only 11 percent of Naraha residents and 9 percent of Katsurao residents have returned.

One reason for the low rates is that evacuees have already established new domiciles elsewhere. Others are concerned about the availability of medical workers in areas where evacuation orders will be lifted.

The next step involves the 24,000 former residents of the zone where returning continues to be considered difficult.

The government intends to pay for the decontamination of certain areas within that zone so former residents can return.

According to one estimate, the program would only cover about 5 percent of the entire area that is designated as difficult to return.

福島・富岡町、帰還準備は3% 院長無念の病院解体 診療所で再出発「住民戻るかも」via 毎日新聞

東京電力福島第1原発事故が起きるまで福島県富岡町内で唯一の病院だった「今村病院」が今春にも、解体される。院長だった今村諭さん(61)は昨年、新たな町立診療所の所長として地域医療の現場に戻った。4月1日に予定される避難指示解除後も帰還する住民は一部にとどまる見通しで、原発事故まで約20年間、守り続けてきた病院の経営が成り立たないと判断したからだ。【杉直樹、土江洋範】

「廃虚にしたくない」と床に散らばるカルテを整理し、施設を修繕したが、年数百万円の維持費がのしかかるだけで再開のめどは立たない。東京電力からの賠償金も多くが病院の債務返済に消えた。6億円近くかかる建物の解体費に国費が出ることもあり、「もはや病院は負の遺産だ」と苦渋の決断をした。

 「先生、いつ始めるの」。診療所長を引き受けたのは再起の糸口を見いだせずにいたころ、住民の言葉に背中を押されたからだ。「診療を再開すればみんなが戻ってくるかもしれない」。2016年9月下旬、平屋建ての診療所の前で町長らと開所のテープカットをした。式典では「町の復興のシンボルに」とあいさつした。

 開所日、初めて診察したのはなじみの患者だった。「私の病状をよく分かってくれているから」と避難先の東京から福島に戻ってきてくれた女性もいる。診療を休んでいた間、ずっと患者の体調が気にかかっていただけに、気持ちが少し軽くなった。

 古里で必要とされる医者であり続けたいと思う。「今はもう前に、前に進むしかないね」

8町村、診療中は1病院のみ

 福島第1原発事故の被災地は、住民が帰らなければ医療機関が再開できず、医療機関が開かなければ住民が帰還できないというジレンマに陥っている。

 原発事故で避難指示が出た福島県双葉郡8町村の6病院(計1047床)のうち、今村病院を含む5病院は再開のめどが立たない。患者が減少した上に看護師らの確保も困難なためだ。唯一診療を続ける広野町の高野病院は昨年末、院長が死亡し一時常勤医がゼロになり、地域医療の脆弱(ぜいじゃく)さを露呈した。事故前に48あった診療所も12カ所に。県は2018年に富岡町に30床を備えた病院を整備する。

 復興庁などが昨年8月、富岡町民に実施した意向調査によると、帰還を諦めたり、迷ったりしている世帯は83%で、理由の最多は「医療環境に不安がある」だった。

トランプ氏に被爆者抗議文 「地獄絵図想像したのか」via琉球新報

 長崎の被爆者でつくる五つの団体は28日、核戦力拡大への意欲を示したトランプ米大統領に宛てて「核妄想に抗議する」と題した文書を郵送した。「ヒロシマとナガサキの地獄絵図を想像したことがあるのか。強力で危険な武器を大量に持って、他国を威圧する時代は終わった」と記した。

抗議文は「ブーメランのように自国を滅ぼす危険性がある」と、核兵器の脅威を指摘。2001年の米中枢同時テロで核兵器が使用された場合を想像して考え方を改めるよう促した。さらに、3月下旬から国連本部で制定交渉が始まる核兵器禁止条約について「賛同することを強く望む」とした。

Fukushima students to go on tours of wrecked nuclear plant via The Asahi Shimbun

FUKUSHIMA–A tour of the infamous crippled Fukushima No. 1 nuclear power plant is in store for some college students here over the coming years.

Fukushima University officials say it is crucial that future nuclear power plant decommissioning workers such as engineers are given the opportunity to examine the current state of the nuclear plant and gain experience from doing so.

The extracurricular tour of the Fukushima No. 1 plant, which was wrecked by the tsunami and the Great East Japan Earthquake on March 11, 2011, will start within the next fiscal year starting in April.

University officials said Feb. 1 that tour participants will be recruited from the 20 or so students who are working on radiation, radioactive cleanup and other research subjects at the Faculty of Symbiotic Systems Science.

The tours will be organized as part of a program that won a bidding process initiated by the science ministry for research and personnel development projects that help accelerate nuclear decommissioning processes.

The program has been designated to receive subsidies over a five-year period from fiscal 2015 through fiscal 2019.

TEPCO officials said the company has allowed university students to tour the Fukushima No. 1 nuclear plant in the past, most of whom were from laboratories working on nuclear decommissioning processes and radiation.

A total of about 40 executive staff members, clerical workers and other officials of Fukushima University, including President Katsumi Nakai, have toured the nuclear plant twice this fiscal year, in December and January, respectively.

Quake hits off Japan’s Fukushima, no tsunami risk via The Straits Tiems

TOKYO (AFP) – A 5.6-magnitude earthquake on Tuesday (Feb 28) struck north-eastern Japan near the disaster-hit Fukushima nuclear plant but there was no fear of a tsunami, Japanese and US authorities said.

The quake struck at a depth of 42.3 km in the Pacific Ocean, 34 km east-northeast of the town of Namie, the US Geological Survey said.

The Japan Meteorological Agency said there was no risk of a tsunami from the quake, which caused some swaying in high-rise buildings in Tokyo.

There were no immediate reports of damage or injuries though some local service train services stopped, public broadcaster NHK reported.

Tokyo Electric Power, operator of the Fukushima plant, said no abnormalities were detected.

In November a powerful 6.9-magnitude quake sparked panic and triggered a one-metre tsunami that washed ashore at the Fukushima plant but caused no damage.

Japan sits at the junction of four tectonic plates and experiences a number of relatively violent quakes every year.

宮城・福島で震度5弱 気象庁「大震災の余震、依然活発」via 日本経済新聞

28日午後4時49分ごろ、東北地方を中心に広い範囲で強い地震があり、宮城県南部と福島県浜通りで震度5弱を観測した。気象庁によると、震源地は福島県沖で、震源の深さは約52キロ。地震の規模はマグニチュード(M)5.7と推定される。津波の心配はない。宮城、福島両県は、市町村から目立った被害の報告はないとしている。

同日記者会見した気象庁の青木元・地震津波監視課長は、プレート境界で発生した「逆断層型」の地震と説明。「東日本大震災の余震は依然として活発に続いている」として、引き続き注意するよう呼びかけた。

東京電力や東北電力、日本原子力発電によると、女川原子力発電所や福島第1、第2原発、東海第2原発に新たな異常は確認されていない。
