ふるさと納税の寄付金の使い道として、北海道函館市大間原発青森県大間町)建設差し止め訴訟の費用を加えたところ、4月からの約1カ月で630万円が集まった。ふるさと納税全体のうち、件数で75%、金額で62%を占めた。

5月7日までに確認されたふるさと納税は全体で384件、1015万2千円。このうち訴訟への寄付が287件、630万円だった。これまでふるさと納税とは別に単独で受け付けてきた訴訟費用への寄付は、昨年度は約92万円。その約6・8倍になる。

訴訟担当者は「大間原発を止めてほしいという思いの表れだと思う。心強い」と話している。

ログイン前の続き今年度の函館市へのふるさと納税は、道内からは45件だったが、関東(204件)、近畿(54件)などの道外からが9割近くを占めた。訴訟費用寄付が関心を集め、関東圏を中心に全体を押し上げたと見られる。

函館市は、津軽海峡を挟んで大間原発と最短約23キロの距離にあり、国と事業者のJパワー(電源開発)を相手に2014年に建設差し止め訴訟を東京地裁に起こし、争っている。(泉賢司)

A thermonuclear bomb slammed into a North Carolina farm in 1961 — and part of it is still missing via Business Insider

  • In 1961, a US nuclear bomber broke up over North Carolina farmland, killing three of eight crew members.
  • The accident dropped two powerful hydrogen bombs over the area, but they did not detonate.
  • The military fully recovered one of the bombs.
  • While the second bomb was mostly recovered, one of its nuclear cores is likely still buried in up to 200 feet of mud and dirt.

Disaster struck early in the morning of January 24, 1961, as eight servicemen in a nuclear bomber were patrolling the skies near Goldsboro, North Carolina.

Each Mark 39 thermonuclear bomb was about 12 feet long, weighed more than 6,200 pounds, and could detonate with the energy of 3.8 million tons of TNT. Such a blast could kill everyone and everything within a diameter of about 17 miles — roughly the area inside the Washington, DC, beltway.

But the jet airplane and three of its crew members never returned to base, and neither did a nuclear core from one of the bombs.

The plane broke up about 2,000 feet above the ground, nearly detonating one of the bombs in the process.

Had the weapon exploded, the blast would have packed about 250 times as much explosive power as the bomb dropped on Hiroshima.

One bomb safely parachuted to the ground and snagged on a tree. Crews quickly found it, inspected it, and moved it onto a truck.

However, the parachute of the other bomb failed, causing it to slam into a swampy, muddy field and break into pieces. It took crews about a week of digging to find the crumpled bomb and most of its parts.

The military studied the bombs and learned that six of seven steps to blow up one of them had engaged, according to The Register. Only one trigger stopped a blast — that switch was set to “ARM” yet somehow failed to detonate the bomb.

It was only “by the slightest margin of chance, literally the failure of two wires to cross, a nuclear explosion was averted,” a declassified 1963 memo described Robert McNamara, the secretary of defense at the time, as saying.

“Had the device detonated, lethal fallout could have been deposited over Washington, Baltimore, Philadelphia, and as far north as New York City — putting millions of lives at risk,” according to a 2013 story by Ed Pilkington in The Guardian.

高浜原発再稼働 「安全性」北朝鮮への備えは

高裁判決における「安全性」の認識には、いま日本んが直面している北朝鮮の脅威という最も深刻な問題が欠落している。

そもそも原発は、経済産業省の報告所においても「弾道ミサイルに有効に対処しうるシステムは未配備」なのである。

こうした辞退に備えて政府は、地対空誘導弾「PAC3」を原発の周辺に急ぎ移動させ、稼働中の原発がミサイル攻撃をうけた場合にどれだけの被害が想定されるかを明かにし、原発に着弾した場合の避難マニュアルを作成し、日なんっくんれんを本格的に実施すべきである。

仮に政府が、こうした対策が不要であるとと言うのであれば、金正恩委員長は原発を攻撃するような「理性を欠いた指導者ではない」ことを国民に説得的に説明死、高浜町が「例外」となる根拠をしめすべきである。

被曝防護より風評拡大を懸念? 福島県庁がHPで「影響一切ない」と言い切る〝勇み足〟~山林火災は火勢弱まるも消火活動続く via 民の声新聞

福島県浪江町の帰還困難区域で4月29日に発生した「十万山」の山林火災で、現在も放射性物質の拡散が無いか測定が続けられているにもかかわらず、福島県庁広報課が今月2日に更新したホームページ(HP)で「周辺環境に影響が及んでいる事実は一切ありません」と断言している。「負の情報ばかり発信したくない」との想いが込められているようだが、完全な〝勇み足〟。予防原則に立たず県民の放射線防護に消極的だった6年前の教訓が全く生かされていない。火勢は弱まり「鎮圧状態」が宣言されたが鎮火には足らず、県放射線監視室は今後も大気浮遊じんの測定を続ける方針だ。

【県「専門家の意見も聴く」】
行政は県民を守らない。それが端的に現れた文面だった。
福島県のホームページに掲載されている「新着情報」。8日未明の段階でそのトップに位置する「浪江町の林野火災における放射線モニタリング状況等について」(http://www.pref.fukushima.lg.jp/sec/01010d/0502monitoring.html)をクリックすると、福島県放射線監視室が公表している「空間線量モニタリング結果情報」など、モニタリング結果を参照出来るリンクが張られている。そして、こんな文言が添えられている。
「現在、周辺環境に影響が及んでいる事実は一切ありません」
山林火災の発生を受け、福島県放射線監視室は急きょ、粉塵測定器(ハイボリュームエアサンプラー)を3カ所に設置。今月1日から大気中の放射性物質をモニタリングし始めたばかり。測定の中にフィルターが置かれており、掃除機の要領で周辺の粉塵を付着させる。しかし「人手不足や電源確保の問題などから試料の採取時間は90分から3時間程度にとどまっている」(県放射線監視室)。帰還困難区域には電気が通っていないため、発電機を持ち込んで測定器を稼働させているが、発電機を動かすための燃料を補給する事が難しく、午前中に測定器を稼働させて2、3時間後にフィルターを回収するのが精一杯という。
「大型連休が終わり、落ち着いて来たら何とか長時間測定出来るようにしたい。試料採取時間が長ければ下限値が下げられ、測定の精度を高められる」と県放射線監視室職員。今後は専門家の意見も参考にしながら、さらに測定を続けて人体に悪影響を及ぼすような状況か否かを判断して行くという。つまり、絶対に危険な状態とも言い切れないが、現在進行形の中で「周辺環境に影響が及んでいる事実は一切ありません」などと〝安全〟を断言するような状況でも無いのだ。

浪江町では2015年3月28日にも山林火災があったが、福島県災害対策課によると「翌朝には鎮火し、焼失面積も10ヘクタール程度だった」。今回の山林火災では50ヘクタールを上回る面積が燃えたとされており、原発事故後の避難指示区域での山林火災では最大規模と言える。それだけに「慌てて動いている部分もあり庁内も混乱している」(県放射線監視室)という状況も想像に難くない。しかし6年前も、原発の爆発事故とそれに伴う放射性物質の拡散という初めての事態に行政は混乱を極め、さらに県民の放射線防護よりも人口流出を恐れて〝安全〟のアピールに躍起になっていたとの指摘は少なくない。現在、福島地裁で係争中の「子ども脱被ばく裁判」でも、行政の消極性が争点の柱となっている。

「浪江町双葉町合同災害対策本部」が設置された浪江町地域スポーツセンターには医療関係者も待機し、飲料水も大量に並べられている。浪江町では5日に最高気温25.1℃を記録。7日も24.5℃に達した。現場から戻って来た町役場の職員は汗だくだ。原発事故が無ければ、現場が放射性物質に汚染されていなければ、防護服も防護マスクも必要無い。30代の男性職員は、白い防護服を脱ぎながら「僕らの方が世間の認識とずれているのかもしれません。放射性物質の二次拡散や被曝を心配するのは決して大げさでは無いと僕は思いますよ」と苦笑した。
陸自第6師団に所属する隊員たちは、胸に小さな積算線量計を付けている。隊員の1人は「活動が全て終わった段階で回収し、記録をまとめます。化学防護隊の支援を受けて日々、スクリーニングを実施していますが高い値は出ていません。個人的にはそんなに被曝リスクを心配するような状況では無いと思います」と話した。
地元消防団の佐々木保彦団長は「消防団員は帰還困難区域には入れないので招集もしていません。いろんな見方があるかもしれないが、我々としては県が様々な測定をして問題無いと判断すればそう理解するしかない」と対策本部で推移を見守る。何度もヘリに乗って上空から現場を視察するなど対応に追われている浪江町の馬場有(たもつ)町長は疲労の色が濃い。職員も大型連休など吹き飛んだ。代休がとれるかどうかも分からない。
浪江町民は言う。「安全だ安全だと言って帰還困難区域以外の避難指示が解除された。しかし、町内には帰還困難区域が存在し、許可が無ければ立ち入る事が出来ない。山林火災が起きれば放射性物質が二次拡散しないか不安が募る。原発そのものが二次災害を起こさない保証など無い。それのどこが〝安全〟なのか」。

FAYETTEVILLE, Ark. – – Fayetteville City Council on Wednesday approved dumping wastewater from the site of a former nuclear reactor into the city’s sewer system. 

The water will eventually flow into Beaver Lake, our area’s main source for drinking water.

 One city council member thinks it’s a bad idea, but others claim it’s perfectly safe.

 “We are actually dumping our sewage, what’s left of it into our drinking what source,” said Fayetteville City Council member John La Tour.

 “If you actually tested ground water going into anybody’s basements you’d probably see the same levels of this hydrogen tritium that they are talking about, it’s very low almost non-detect, so I don’t think there’s any worry,” Nyander said.

So if the water is considered safe, what’s the problem?

 La Tour at his age of 61 said he’s realized experts aren’t always right, and questioned why the city would risk it when they could send the waste water to a hazardous waste facility in Little Rock.

Officials said it’s preferred to do it through a municipal water plant, rather than take up space at a hazardous waste facility, because they need to save room for actual hazardous waste.

Large nuclear cardiology laboratory slashes radiation dose by 60 percent in 8 years via EurekAlert!

Dose reductions achieved despite a large number of obese patients

Vienna, Austria – 7 May 2017: A large nuclear cardiology laboratory has slashed its average radiation dose by 60% in eight years, according to new research presented today at ICNC 2017 and published in JACC: Cardiovascular Imaging.1,2 The study in over 18 000 patients shows dose reductions were achieved despite a large number of obese patients.

“There has been concern amongst the medical community and the public that the radiation from medical diagnostic tests could increase the risk of cancer,” said Professor Randall Thompson, a cardiologist at the Mid America Heart Institute, Kansas City, Missouri, US.

He continued: “Although the risk of harm from an individual nuclear cardiology test is very low – even very conservative estimates suggest only one in 1 000 extra patients would develop cancer 20 years later – the cumulative dose from multiple medical diagnostic tests may be a concern.”

The average radiation dose fell from 17.9 mSv in 2009 to 7.2 mSv in 2016 and the median dose (the 50th percentile) dropped from 10.2 mSv to 2.5 mSv. Professor Thompson said: “There was a dramatic lowering of the radiation dose with all of these concerted efforts. The average dose fell by 60% and the median dropped by 75%.”

“The average dose had fallen to 5.4 mSv in 2012 but crept up as we’ve had more obese patients referred in whom we have to use the higher dose protocols,” he added. “But more than half of patients now are tested with a low-dose, stress-only test using the new technology, which is why the median dose of radiation has fallen so dramatically.”

The average background dose for people living in Europe and North America from radon underground and cosmic background sources is about 3 mSv a year. Medical societies consider higher and lower dose tests to be above 10 mSv and below 3 mSv, respectively. In 2010 the American Society of Nuclear Cardiology set a target of 9 mSv or less for the majority of tests.3

Professor Thompson said: “The majority of studies were in the high dose range back in 2009 and now most tests have a radiation dose that is about a third of the target. This is despite being referred a larger number of obese patients. In the last 2.5 years, 17% of patients have needed the large field of view camera as their average body mass index was 46 kg/m2 and they were simply too big for the small cameras.”

小泉純一郎が総仕上げで動く女性初の小池首相誕生と脱原発 via 週刊実話

 4月18日20時過ぎ、首相官邸から直線で約1キロほどの場所にある東京・赤坂の日本料理店『津やま』周辺は多くのSPに囲まれ、緊迫した空気に包まれていた。それもそのはず、同店にはこの夜、政界重鎮や時の人らが、一同に会していたからだ。
そのメンバーは、小池百合子都知事、敵対関係にあるはずの自民党の二階俊博幹事長、山崎拓元副総裁、武部勤元幹事長。しかし、それ以上に目立ったのは、小泉純一郎元首相だ。

そこまで話が進んだ時、個室に突然、安倍首相が登場したという。
「同店の別室でニトリHDの似鳥昭雄会長らと会食を開いていた安倍首相が、小泉氏らの会合を聞き、挨拶をしに顔を出したのです。『お手柔らかにお願いします』とにこやかに話し掛けた安倍首相に対し、小池氏も笑顔で応じた。このでき過ぎた流れは、都議選後を見据えた小泉氏と二階氏の連携によるものと見られているのです」(全国紙政治部記者)

ただ、安倍首相と小池氏も、実は対立を望んでいないというのが周囲の見方だ。
「会合直前の17日、2人は銀座に完成した複合商業施設『GINZA SIX』のオープニングイベントに招かれ、やたらと親密な雰囲気をアピールしていましたよ。安倍首相からは『銀座と言えばデュエット曲の“銀座の恋の物語”。小池さんと一緒に歌ってもいい』、『東京五輪もしっかりと協力していきたい』と、暗に今後の共闘を思わせる発言まで飛び出しましたからね」(同)

つまりは、東京五輪までは自分が首相だが、その後は小池氏を、といった安倍首相の思惑も見え隠れし始めているというのだ。
「それこそ初の女性首相に、ということ。安倍首相が可愛がってきた稲田朋美防衛相は、南スーダンの日報問題や森友学園問題で今や首の皮一枚。そんなことも、安倍首相が小池氏に傾き始めた理由でしょう」(同)

「それぞれをつなぐキーマンとして、安倍首相と会食した似鳥氏が急浮上しています。小泉氏は東日本大震災の際に放射能被害に遭った米兵救済基金を募っているが、似鳥氏はこれにポンと1億円を寄付している。さらに似鳥氏は、安倍首相とプライベートでゴルフもする仲であり、二階氏とも何度も会食を重ねるほど昵懇。小泉氏としては、うってつけのパイプ役として似鳥氏を選んだと言えます」(同)

前出の関係者によれば、会食では小池氏に「きちんと実績を残せば次のステップもあるし、それを応援する」との檄も飛ばしたという小泉氏は、一方で持論の反原発の動きも活発化させている。4月14日の「原発ゼロ・自然エネルギー推進連盟」(会長=城南信用金庫・吉原毅相談役)の顧問就任もしかりだ。

小泉氏周辺関係者は、こう語る。
「小泉さんは、世界も日本も、いずれ反原発、脱原発が主流になると見ている。その旗を小池新党、自民党に掲げさせ、ポスト安倍に自民党と連携した小池首相誕生を思い描いているということ。今はそれをスタートさせる好機と見て、あの場を仕掛けた。小池首相で官房長官が小泉進次郎というのも面白いんじゃないか」

「福島県産食品、問題ない」 国連食糧農業機関トップ via 朝日新聞

国連食糧農業機関(FAO)のジョゼ・グラジアノ・ダシルバ事務局長(67)が、9日からの訪日を前に朝日新聞とのインタビューに応じた。東京電力福島第一原発の事故後、FAOが定期的な検査を行っている福島県産の食品の安全性について、「現時点で問題はないと確信している」と述べ、引き続き態勢を維持することが重要だとした。

福島県産食品についてグラジアノ氏は国際原子力機関IAEA)と協力して支援してきたと述べ、「この問題については、非常に綿密に見守ってきた」と語った。また事故後の日本政府の対応は国際的な規則に沿っており、満足しているとも語った。

 一方で、震災前に主要な輸出先だった台湾や香港は規制があって再開に至っておらず、過去最高だった08年の70トンに比べて半分にも届いていない。

Rock Canyon Poets show nuclear power’s cost in ‘Nuclear Impact Utah’ via Daily Herald

The new poetry anthology “Nuclear Impact: Broken Atoms in Our Hands” is pretty massive: nearly 500 pages long, with pieces from 163 poets from 16 nations.

“If you think about it, there are only nine nations in the world in control of nuclear power,” said Bonnie Shiffler-Olsen, a Utah resident and cofounder of Rock Canyon Poets, a growing local poetry group. “And so obviously, it doesn’t just impact those of us who have the buttons to push.”

Shiffler-Olsen and other members of Rock Canyon Poets have contributed to the new anthology, which explores the human cost of nuclear power around the world. From the world’s first nuclear test in 1945 (a New Mexico-based explosion known as Trinity) to the Fukushima nuclear disaster in 2011, “Nuclear Impact” covers the broad spectrum of world-changing nuclear events on a personal level. It’s not about dates and figures, but individuals and families.

The anthology also hits close to home in Utah: Many of America’s aboveground nuclear tests happened near the Nevada-Utah border. Utah residents felt the effects, many through radiation-induced disease and eventual death. On Monday, Rock Canyon Poets host “Nuclear Impact Utah – Poets on the Nuclear West” at Pioneer Book in downtown Provo. The event will include readings from the anthology, as well as showings from the recent documentary “Downwinders,” which examines how those nuclear tests affected citizens of the Intermountain West, and a Q&A with the “Downwinders” filmmakers.

The new anthology, Shiffler-Olsen said, is a major contribution to the discussion surrounding nuclear power, “and not only how we’re impacted by it, but how we live under its threat, and how we live with the memory of what has already been done. And so it’s calling to action anyone who is willing to turn those pages.”

Shiffler-Olsen and her Rock Canyon Poets cofounder, Trish Hopkinson, contributed poems to the lengthy anthology. Their pieces were originally created for a project commemorating the 70th anniversary of the Hiroshima and Nagasaki atomic bombings.

“And that’s 70 years later, and people are still trying to recover and understand what happened back then,” Hopkinson said. “It’s an ongoing issue that’s going to continue to effect future generations. And what we put up with now is going to impact how much they have to put up with in the future.”

“A lot of the people are angry,” Skousen explained. “I think some of them are a little heartbroken, because they’ve sort of lost faith in something that they viewed as being very good. And when you lose that trust, there’s a lot of sadness. And then there are others who are just sort of depressed about it — especially those that have lost loved ones. They’re not angry as much as they are just sad and unhappy. I find very few people who are nonchalant or don’t care.

“Until you see the face of it, and you see the person, and how personal it is, it’s easy to sort of divorce yourself from what happened,” he continued. “So the film really puts a face right in front of you of the victims, or the families of the victims. And that’s really hard to deny.”

Nuclear power, and all its disastrous potential, isn’t a bygone topic. All of those interviewed for this story mentioned its current relevance. Many foreign governments — ones that historically haven’t been allies with the U.S. — are showing a renewed interest in nuclear weaponry. Same goes for the United States’ current presidential administration. This comes after decades of coordinated, worldwide disarmament efforts.
