核兵器禁止条約採択へ 保有国不参加で溝鮮明 via 日本経済新聞

 【ニューヨーク=高橋里奈】国連本部で核兵器の開発や使用、保有を法的に禁ずる条約が7日に採択される。広島・長崎への原爆投下から70年以上を経て、初めて核兵器を禁止する条約がまとまる。交渉には129カ国が参加し核軍縮に向けた機運が高まるが、米国やロシア、中国など保有国は欠席。日本や韓国など「核の傘」の下の国も不参加で「核兵器なき世界」を巡る国際社会の溝が鮮明となっている。

6日午後に記者会見したホワイト議長(コスタリカ)は「正式に条約を採択する明日の会議は歴史的な瞬間になる」と語った。3月末の交渉開始からのスピード決着で「これほど速く交渉が進んだ条約はないだろう」と誇った。第72回国連総会期間中の9月20日に署名を開始し、世界にアピールする。

条約案では第1条で核兵器の開発や実験、製造、保有、移転、貯蔵といった主要禁止事項を定めた。使用のほか、議論となっていた「使用をするとの威嚇」も含めたため、保有国のさらなる反発を招きそうだ。禁止事項について支援を求めたり、受けたりすることも禁じ、配備を許すことも禁止した。日本のような「核の傘」の下にある国にとっても参加のハードルがより高くなった。

また保有国が加盟に転じた場合には、核兵器を「即座に運用状態から撤去し、破壊する」とした。交渉の推進国は保有国の参加も歓迎する立場を表明している。核実験や核兵器による犠牲者に対しては「差別することなく医療やリハビリ、精神的支援を提供、社会・経済的に受け入れること」と明記した。

前文には「核兵器の使用の犠牲者(被爆者)の苦しみや被害に留意する」と盛り込み、広島・長崎の被爆者をいたわった。だが唯一の戦争被爆国である日本は交渉に参加しておらず、被爆者の怒りを買っている。

条約は50カ国目が批准、または受け入れを届け出てから90日後に発効する。

福島で震度4 M4・8、原発に新たな異常なし via サンスポ

7日午後9時48分ごろ、福島県相馬市や南相馬市、田村市などで震度4の地震があった。気象庁によると、震源地は福島県沖で、震源の深さは約70キロ。地震の規模を示すマグニチュード(M)は4・8と推定される。津波はなかった。東京電力によると、福島第1原発と第2原発に新たな異常は確認されていない。

JR東日本によると、東北新幹線が新白河-古川で一時、運転を見合わせ、6分後に再開した。

In France, anti-nuclear activists protest sixth MOX shipment en route to Japan via The Japan Times

A cargo of reprocessed nuclear fuel containing highly radioactive plutonium left the French port of Cherbourg for Japan under heavy security on Wednesday as demonstrators protested the transport.

The controversial shipment from a plant of the French nuclear group Areva located about 20 km (12 miles) from the port arrived in Cherbourg before dawn aboard two trucks escorted by dozens of security vehicles as a helicopter flew overhead.

Around 20 Greenpeace activists carried protest banners and threw smoke bombs at the convoy shortly before it arrived at the port.

The shipment is the sixth delivery of mixed oxide (MOX), a blend of plutonium and uranium, from France to Japan since 1999.

“We are warning of how dangerous this shipment is and especially the risk of nuclear proliferation and the possible diversion for military purposes,” Greenpeace France activist Yannick Rousselet said.

On Tuesday, the Reseau Sortir du Nucleaire (Nuclear Phase-Out) said in a statement: “Areva profits from selling this dangerous fuel to a country devastated by a nuclear accident to supply reactors whose resumption the Japanese people reject.”

There are currently five reactors in operation in Japan compared with 54 before the Fukushima disaster.

ドイツ環境相の寄稿全文 「脱原発通じて独は多くを学んだ」 via 東京新聞

ドイツのヘンドリクス環境・建設・原子力安全相(65)が本紙に寄稿し、トランプ米大統領が地球温暖化対策の国際的枠組み「パリ協定」から離脱表明したことを受け、離脱に反対する米国の州による「米国気候同盟」と連携して引き続き米国を取り込み、温暖化対策での国際協力を進めていく考えを表明した。パリ協定履行に向け、トランプ政権との対立も辞さない決意を示した形だ。

一年あまり前に福島第一原発と周辺地域を訪れ、原子力の利用はいかに甚大なリスクを伴うのかを目の当たりにしました。二〇一一年三月十一日、海底地震が引き起こした津波は日本沿岸を襲い、広い地域が荒野と化し、二万人近い住民の方々が亡くなったり、行方不明になったりしました。

 その後の数日間に福島第一で起きた原発事故は大惨事となり、当時のドイツで、政治における考え方を根本的に改める契機となりました。ドイツ政府は、国内の原発の運転期間延長を決定したばかりでしたが、政策転換に踏み切り、原発八基の運転を停止し、残り九基も段階的に稼働停止することを決めました。これにより遅くとも二二年末にはドイツの全ての原発が停止することになります。

 この決定でドイツでは再生可能エネルギーが大幅に拡大しただけでなく、国内の政治論争が納得いく形で収束し、エネルギー政策、気候変動政策の将来のあり方が示されました。ドイツのエネルギーシフトは、同様の計画を進める他国にとってモデルケースとなるだけではなく、むしろドイツ自身が他の部門や業種で構造改革を行う際に役立つ多くのことを学んでいます。

 ドイツは五〇年までに温室効果ガスニュートラル(排出量と吸収量を相殺)を広範囲で実現しなければなりません。そのために必要な変革を社会とともに形づくり、新たなチャンスが生まれ、皆が社会的、経済的、そして環境的に持続可能な行動をとるようになることを目指しています。

 この枠組みを定めるのが、一六年末に、パリ協定履行のため長期戦略として策定された「地球温暖化対策計画2050」です。この計画は、経験から学ぶ過程を打ち立て、定めた道筋が削減目標達成のために適切かどうかを定期的に検証することを盛り込んでいます。また、計画は欧州連合(EU)の気候変動政策にも合致しています。ドイツの三〇年温室効果ガス排出削減目標の「一九九〇年比で少なくとも55%削減」も、EUの二〇三〇年目標のドイツ分担分に相当します。

 エネルギー需要を再生可能エネルギー源で全て賄うまでは、エネルギー部門で脱炭素化を推進するため、特にエネルギー効率を大幅に高める必要があります。

原発停止求める仮処分申し立て 北朝鮮ミサイルで被害のおそれ via NHK

北朝鮮の弾道ミサイルによって日本の原発に被害が出るおそれがあるとして、脱原発を訴えている大阪の女性が、福井県にある高浜原子力発電所3号機と4号機の運転の停止を求める仮処分を裁判所に申し立てました。

大阪地方裁判所に仮処分を申し立てたのは、関西電力高浜原子力発電所からおよそ80キロ離れた大阪府高槻市に住む水戸喜世子さんです。

申し立てでは、北朝鮮の弾道ミサイルに対して政府が破壊措置命令を常に発令しているような状況では、日本の原発に落下して被害が出るおそれがあるとして、命令が出ている間は高浜原発の3号機と4号機を運転しないよう求めています。

水戸さんは「原発が攻撃されたら日本は壊滅的な被害を受けてしまうので恐ろしいです」と話しています。
また、代理人の井戸謙一弁護士は「北朝鮮が原発を狙う可能性は否定できない。せめて破壊措置命令が出ている間は、原発を止めるべきだ」と話していました。

一方、関西電力は申し立てについて「状況が把握できていないのでコメントできない」と話しています。

「放射性薬剤開発」支援 福島再生交付金、福島医大に12億円超 via 福島民友

 復興庁は26日、東京電力福島第1原発事故からの復興を支援する「福島再生加速化交付金」の第30回配分を決定した。交付総額は48億8400万円(交付額ベース)。主な事業としては、福島医大先端臨床研究センターが行う放射性薬剤の研究開発費として12億3400万円を配分した。

福島医大への支援は、放射性薬剤開発を中長期的に支えるため4年分の事業費を一括して配分する。内容は薬剤開発に必要な人材確保の経費など。交付金の「福島健康不安対策事業」を活用した。

研究開発が進められているのはがん治療に使う放射性核種「アスタチン」を利用した薬剤で、体内に投与し、がん細胞に直接放射線を照射する「放射性同位元素(RI)内用療法」に使うための研究費として、県は開会中の6月定例県議会に一般会計補正予算案として12億3455万円を計上している。

主な事業は、富岡町の上郡山地区での産業団地整備を巡る用地購入費として6億1200万円、田村市の古道体育館の大規模改修事業に計2億1800万円を配分した。

このほか、道路側溝にたまった汚泥などの堆積物を撤去する「道路等側溝堆積物撤去・処理支援」事業には3億9800万円を配分。

MOX fuel shipment leaves France for Japan via World Nuclear News

Two ships carrying mixed oxide (MOX) fuel yesterday departed from the French port of Cherbourg en route to Japan. It is the sixth such shipment of MOX fuel from Europe to Japan.

Two ships – the Pacific Heron and the Pacific Egret – are owned by Pacific Nuclear Transport Ltd (PNTL) – a subsidiary of International Nuclear Services. They are due to arrive in Japanese waters in the second half of September.

PNTL said, “The voyage is being undertaken with all necessary safety and security permissions from national and international regulators and the purpose-built ships are sailed by some of the most experienced nuclear mariners in the world.”

According to Areva, “MOX fuel falls within the category of nuclear materials requiring stringent physical protection measures. Extensive physical measures are incorporated into the transportation plan for the shipment of MOX fuel to Japan to ensure that the ships and their cargo are protected against the threat of theft or sabotage.”

The MOX fuel was ordered by Kansai Electric Power Company for use in unit 4 of its Takahama nuclear power plant. Areva announced last September it had started fabrication of 16 MOX fuel assemblies for use in that unit.

MOX fuel contains plutonium recovered from used fuel by reprocessing. Used fuel from Japan, and other countries, has been routinely reprocessed in Europe, with MOX fuel and high-level waste being returned. Japan is working towards opening its own MOX fabrication facility, and has not sent used fuel to Europe for reprocessing since 1998.

Commissioning of the Rokkasho reprocessing plant in Japan, which is based on the Areva’s La Hague technology, has been making slow progress. The facility is now scheduled for completion by September 2018.

About 5% of the content of MOX fuel is plutonium recovered from nuclear fuel already used in power-generating reactors. Recycling the material in this way increases the energy it produces by 12%. If unfissioned uranium is also recovered and reused the figure increases to 22%. The process also allows the separation of the most highly radioactive fission products, meaning the volumes of the most dangerous wastes is reduced by over 60%.

Russian war monument turns out to be radioactive via BBC News

A Soviet-era anti-aircraft gun in a public park in Russia’s far north has been leaking radiation over 150 times the safe level, it seems.

It only came to light recently, although the Second World War monument has been on public display in the city of Arkhangelsk for a good four years. The discovery was made by local man Dmitry Surin, who told BBC Monitoring that he had decided to check the city’s main landmarks with his portable radiation counter “out of sheer interest”. 

He certainly did not expect to see such high figures, and promptly shared his findings on the popular social network VKontakte. The park, commemorating the victory over Nazi Germany, is popular with locals and tourists, and children especially like clambering over the gun installation. 

Dmitry rang the Emergencies Ministry and was surprised with the swift reaction. “They took me seriously, and the incident response team arrived within half an hour. The gun was removed by midnight,” he said.

People on social media have reacted with dismay to the news that the monument was dangerous. “It was standing there for years, and kids were constantly climbing on it. It’s horrible,” said Pavel Zyukov on VKontakte.

Newly digitized footage shows Hiroshima before A-bomb via The Japan Times

The Hiroshima Peace Memorial Museum released online Wednesday digitally processed 16 mm film footage that shows the central area of Hiroshima about 10 years before the city was devastated by the U.S. atomic bombing.

The original film is the only footage owned by the museum depicting the area before World War II.

The footage is “valuable data that clearly shows how Hiroshima looked before being atom-bombed,” said a staff member at the museum. In the closing days of the war, the United States dropped an atomic bomb on Hiroshima, on Aug. 6, 1945, and another on the city of Nagasaki three days later.

The three-minute, black-and-white video was originally shot by the late Genjiro Kawasaki, a resident of Hiroshima, for his own collection.

The museum spent about ¥900,000 to digitize the original film, which was donated in 1963. Work to process the film included removing scratches and increasing the resolution, as the film was in a bad state with poor image quality.

Lettering on a movie theater sign and the numbers on trams are both clearly shown in the digitized footage, despite having been unreadable in the original film. Museum officials say this allows more detailed research into the circumstances in the center of the city at that time.

The museum now believes that the film was shot around April 1935, not around 1936 as previously thought, based on the release date of the movie listed as being shown at the theater, the officials said.

溶けた塩でセシウム除去 福島大が土壌に混ぜる手法発見 via 福島民友

福島大は5日、原発事故で飛散し土壌に固く結合した放射性セシウムについて、低温で溶融するナトリウム塩、カリウム塩を土壌に混ぜることで除去する手法を発見したと発表した。実用化できれば、除染作業で生じた大量の土壌の減容化につながる可能性がある。19、20の両日に福島市のとうほう・みんなの文化センターで開かれる環境放射能除染研究発表会で研究成果を詳しく発表する。

佐藤教授によると、溶融した塩を混ぜることで、土壌と固く結合している放射性セシウムが動きやすくなり、土壌から分離すると考えられるという。

研究では、日本曹達(東京都)が開発した低温で溶融状態になる特殊な塩を使用。120度程度の溶けた塩を土壌に混ぜると、薬品を使用する手法としては高い85%の除去率を達成した。放射性セシウムを土壌から除去して高濃度にし、減容化につなげたい考え。佐藤教授は「研究はスタート段階だが、これまでのやり方よりも実用化へ期待ができる手法だ」と話した。
