前向き〟大合唱にかき消される被曝リスクへの懸念。「前向きなら大丈夫」。放射線防護は過去の話?メディア批判も~伊達市で「ダイアログセミナー」via 民の声新聞

「福島のエートス」が中心となったダイアログセミナー「私たちの未来のために、私たちに必要なこと~ICRPの協力による対話の継続」が8日、福島県伊達市役所で開かれた。福島市や伊達市、飯舘村や川俣町山木屋、田村市の住民たちがそれぞれの想いを発表したが、どれも「前向き」なものばかり。被曝リスクが語られる事はほとんど無かった。ダイアログセミナーは9日も17時過ぎまで伊達市役所で開催される。入場自由。同時通訳あり。次回は11月25、26の両日、川俣町山木屋で開催される予定。

【「楽しい方に進めば良い」】
会場を提供した伊達市の仁志田昇司市長のあいさつがそもそも、被曝リスクや避難の合理性を認めていなかった。
「私たちも、全体から見れば軽い方ですけれども放射能の被害がありまして、一部避難というのもあったわけですけれども、今は相当程度落ち着いております。けれどもまだ、いろんな問題を抱えているというのが実態であります。ICRP(国際放射線防護委員会)のダイアログは17回だそうですが、そのうち7回を伊達市で開催していただきまして大変光栄に思っております」
仁志田市長の言う「問題」とは点在する被曝リスクからどう市民を守るか、ではなく、一部の市民の〝誤解〟や世間の〝風評〟をどのように払拭するか、だ。実際、2013年から発行されている「だて復興・再生ニュース」の中で、仁志田市長は「年間1ミリシーベルト=0.23μSv/hの呪縛」、「原発事故によって、放射能に対する関心が高まったことは悪いことではないのですが、過剰な拒否反応は良いことではありません」、「消費者の信頼を回復するためには、我々自身が『福島県産以外のものを…』などということがあってはならず、まず、我々自身が『地産地消』を意識するべき」、「当市でも未だ自主避難が解消されていないこともあることを考えると、風評被害の完全な払拭はなかなか難しいことであるとつくづく思わされます」、「今、必要なのは『心の除染』」などと綴って来た。
その仁志田市長が歓迎する「ダイアログ」だから、参加者からは、何度も「前向き」という言葉が発せられた。
「(原発事故の)被害者で居続けたい人は誰の事も幸せにしない」
「ストレスを抱えないように、楽しい事を考えて楽しい方に進めば良いのではないかと考えたら、体調も良くなった」
「前向きな事をやっていれば絶対に大丈夫だ、という想いが根底にある」
汚染や被曝リスクがほとんど語られない〝対話〟。これでは、被曝リスクへの懸念を堂々と口に出来るはずが無い。〝自主避難〟など到底、理解されない。

【「被曝への不安、否定しない」】
原発事故による被ばくリスクがほとんど語られない中で、ダイアログに飛び入り参加した「ふくいち周辺環境放射線モニタリングプロジェクト」共同代表の小澤洋一さん(南相馬市)は、「私だけが後ろ向きなのかな」と苦笑した。
小澤さんは土壌測定の重要性を提起。「食品検査で『不検出』だったからといって決して『安全』ではない」とした上で「取り込んだ放射性微粒子は血液とともに体内を巡る事を分かって欲しい」、「地表面の放射線量は、高さ1メートルのそれより2倍高い」などと語った。
また、福島市のNPO法人「ビーンズふくしま」の富田愛さん(「みんなの家@ふくしま」事業長)は「福島県外に避難している母親、避難先から戻って来た母親、避難しなかった母親、それぞれの選択を大切に尊重して認め合い、ゆるやかにつながれる居場所をつくりたい。福島で子育てをしているママを支えたい。まずはママたちが笑顔を取り戻し、自信を持って子育てできる福島にしたい」と語った。「〝自主避難者〟は『勝手に逃げた』『家族をバラバラにした』と言われて傷ついている。ママたちは子どもを守りたいという事だけを思い、たくさん悩み、たくさん傷ついて自己選択を繰り返してきた」と涙をこらえる場面も。
全ての選択を尊重する、という観点から、「みんなの家@ふくしま」は昨年から畑を借りて農業にも取り組んでいるという。「来週、ジャガイモを使ったカフェを開催する予定。土壌や作物をしっかりと測って数値を全て公表します。畑作業に参加するしない、食べる食べないはそれぞれの判断。それは尊重します」。
全国で問題となった「避難者いじめ」に関して、富田さんは全国での放射能教育の必要性を訴えた。今年3月末での〝自主避難者〟向け住宅の無償提供打ち切りに際して、福島県知事へ打ち切り撤回を要請する事は無かったという。
ダイアログセミナーは、ICRP(国際放射線防護委員会)や福島県立医科大学、伊達市が参加する実行委員会の主催で、日本財団が資金面でバックアップしている。この日はフランス放射線防護原子力安全研究所(IRSN)やフランス原子力防護評価センター(CEPN)などの関係者も多く参加した。福島民報・浜通り創生局長の早川正也さんも参加した。
実行委の中心メンバーである「福島のエートス」代表の安東量子さんは休憩時間に取材に応じ、「私たちは決して、被曝リスクを心配する人々を否定しません。全体が前に進む中で、ともすれば置いてきぼりになってしまう人々をケアする人が誰もいません。例えば〝自主避難者〟がそうです。早い段階で国も行政も避難の権利を公的に認めるべきだったのです」と語った。

「25年までに原発17基を閉鎖」仏エコロジー相、国内の3割 via 日本経済新聞

【パリ=白石透冴】フランスのユロ・エコロジー相は10日、仏メディアの取材に「2025年までに原発約17基を閉鎖するつもりだ」と発言した。仏国内にある原子炉58基の約3割に当たる。原発依存度を現状の7割超から5割にまで下げる政府の目標を達成するためだと説明した。ただ電力需要を満たせるのかなど、実現性は不明だ。

ユロ氏は「計画を練る必要があるが、おそらく閉鎖は17基程度だ。よく調べてみないといけない」と述べた。電力消費量を減らすことや、太陽光や風力などの再生可能エネルギーの生産量を高めることで実現するという。どの原発を閉鎖するかは示さなかった。

フランスは日本と並ぶ原発大国で、2014年時点で電力生産量の約77%を原発に頼る。ユロ氏は6日の記者会見で依存度を5割まで下げるというオランド前政権が掲げた目標を維持すると表明しており、今回は詳細に踏み込んだ。

Study Links Three Mile Island Nuclear Partial Meltdown To Thyroid Cancers In Surrounding Counties via Creen Technica

A new study from the Penn State College of Medicine has — for the first time, apparently — linked the partial meltdown of the Three Mile Island Nuclear Generating Station on March 28, 1979, to thyroid cancers in the surrounding counties.

To be more exact here with the wording, the researchers have found a “shift in (thyroid cancer) cases to cancer mutations consistent with radiation exposure from those consistent with random causes,” as worded by the press release.

The press release provides more:

“In this retrospective cohort study — meaning the patients in the study already had thyroid cancer and were known to have been exposed to the TMI accident — lead researcher Dr David Goldenberg, professor of surgery, and colleagues identified 44 patients who were treated at the Penn State Health Milton S Hershey Medical Center for the most common type of thyroid cancer, papillary thyroid cancer, between 1974 and 2014. The patients were then divided into two groups: at risk and control groups.

“Patients in the at-risk group were those who developed cancer between 1984 and 1996, consistent with known latency periods of radiation-induced thyroid cancer, and who lived in at-risk geographical areas — based on reported weather patterns — at the time of the accident.”

“This definition was designed to allow us to identify relatively acute effects of radiation exposure from the accident,” explained Goldenberg.

The press release continues: “Patients who developed cancer outside of the expected latency period were placed in the control group. Researchers searched through all thyroid cancer tumor samples in the hospital’s possession from the study period for patients who lived in at-risk regions Dauphin, York, eastern Cumberland, Lancaster and western Lebanon counties. They used genealogical software to verify that the patient was in an at-risk area during the accident, remained until cancer developed and was treated at the Medical Center. The tumor samples of those patients who were positively linked to the TMI accident area were then processed through the Penn State Institute for Personalized Medicine to determine genetic makeup of the cancer.

“While most thyroid cancers are sporadic, meaning they happen without clear reasons, exposure to radiation has been shown to change the molecular makeup of the cancer, according to the researchers. The researchers observed an increase in the genetic mutation caused by exposure to low-dose radiation in the at-risk group and a decrease in the incidence of sporadic thyroid cancer, identified by a specific genetic mutation known as BRAF. The BRAF mutation is typically not present in the radiation-induced types of thyroid cancer.

“The study indicates that these observations are consistent with other radiation-exposed populations. In the control group, 83% of patients had the BRAF mutation. The BRAF mutation was found in only 53% of patients in the at-risk group. In the at-risk group, there was also a rise in other molecular markers seen in radiation induced thyroid cancer, the researchers added.”

So, this is yet another example of the way that nuclear energy is probably not the safest (or most economical) way to go about providing people with electricity.

Goldenberg continued: “While no single marker can determine whether an individual tumor is radiation-induced, these data support the possibility that radiation released from TMI altered the molecular profile of thyroid cancers in the population surrounding the plant.”

The researchers are now planning to expand the work to include patients from other regional hospitals, to try and determine if the correlation is true on the larger scale as well.

Rocky Flats: Colorado’s Nuclear Shadow via CBS Denver

For 37 years, the Rocky Flats plant produced nuclear weapon parts, 16 miles northwest of Denver. In 1989, the FBI and EPA raided Rocky Flats uncovering serious environmental hazards. Rocky Flats was declared a Superfund site and a $7 billion cleanup would follow. Federal and state health officials say tests show the area where Rocky Flats once stood is safe. But, now as a new community is built alongside the former site, critics questioning the efficacy of the cleanup are coming forward.

Building A Community

Although Rocky Flats was dismantled and cleaned up more than a decade ago, the controversy surrounding the former nuclear weapons facility has not gone away.

Now houses, a school and a whole community called Candelas, is under construction alongside the former Rocky Flats site, 16 miles northwest of Denver.he former nuclear weapons facility has not gone away.

He said he was not allowed to “interject his opinion” about Rocky Flats, so he offered us a list of websites to read.

The site was designated as part of the EPA Superfund and a massive $7 billion clean up
took place. Fires over the years led to some of the contamination issues.

So clean was this area said to be that it was to be turned into a National Wildlife Refuge, open
to the public with hiking trails on the land that is still off limits. It was deemed “acceptable for all uses.”

But our tipster insisted there were issues of which the public should be made aware. He was disturbed to see all the homes being built right across from the Rocky Flats perimeter and even more troubled to learn that a K-8 school was being built right there.

Using an official Department of Energy map, I was able to sit down with this former manager and he took me building by building through the issues he knew that left contaminated walls, stairs and other building partly left in place.

Government authorities confirmed much of the information, but insisted that it was left there because it was more dangerous for workers to remove than to seal it up with concrete and epoxy.

All Candelas buyers must sign papers acknowledging the history, present and future use of the area. Candelas, we learned, was primarily funded by the Southern Ute Tribe. Its person designated to deal with our questions was very helpful with information, but would not provide anyone to go on camera for an interview.

Well, that first tip led to others like him. Some were willing to speak only anonymously others on camera. Eventually it was decided this is much too much for a one-part story, it needed more. And so, here we are “Rocky Flats, Colorado’s Nuclear Shadow.”

鹿児島市で震度5強 川内原発異常なし via 毎日新聞

 11日午前11時56分ごろ、鹿児島県の鹿児島湾を震源とする地震があり、鹿児島市で震度5強を観測した。気象庁によると、震源の深さは約10キロ、地震の規模を示すマグニチュード(M)は5.2と推定される。津波の心配はないという。九州電力によると、運転中の川内(せんだい)原発1、2号機(同県薩摩川内市)に異常はない。同県の南九州市で一時約3600戸が停電した。

鹿児島県は災害警戒本部を設置し、情報収集している。指宿南九州消防組合などによると、指宿市内の61歳の男性から「落下物で頭頂部をけがした」との通報があり、救急搬送した。南九州市の市道では、崖崩れで道路を土砂がふさいでいるとの情報もある。鹿児島赤十字病院(鹿児島市)の建物1階の床の一部にひびが入った。JR九州によると、九州新幹線の新八代(熊本県)-鹿児島中央(鹿児島県)間で一時運転を見合わせた。

U.N. Nuclear Watchdog to Open Uranium Bank That May Have No Clients via U.S.News

The U.N. global nuclear watchdog is about to open a uranium bank in the Central Asian state of Kazakhstan, but it may never have any customers. 

The raw material used to make nuclear fuel and atomic bombs will be stored in a Soviet-era industrial plant where security was once considered so lax that all the highly enriched uranium kept there was removed in a covert U.S. operation in 1994.

The U.N. global nuclear watchdog is about to open a uranium bank in the Central Asian state of Kazakhstan, but it may never have any customers. 

The raw material used to make nuclear fuel and atomic bombs will be stored in a Soviet-era industrial plant where security was once considered so lax that all the highly enriched uranium kept there was removed in a covert U.S. operation in 1994.

The International Atomic Energy Agency’s goal now is the same as Washington’s 23 years ago as it prepares for next month’s launch of its Low Enriched Uranium Bank in the city of Oskemen — to prevent nuclear proliferation.

But this time there will be no weapons-grade uranium involved and in the best-case scenario the $150-million bank will never need to be used. 

IAEA member states will be able to “draw” low-enriched uranium at market prices if supplies of fuel to a nuclear power plant are disrupted “due to exceptional circumstances”, but the bank will be a lender of last resort.

TIGHT SECURITY 

Funding to build the low-enriched uranium bank in eastern Kazakhstan, about 1,000 km (620 miles) from the capital Astana, came from several countries including the United States, and U.S. billionaire Warren Buffett contributed $50 million. 

Based in a small industrial building on the territory of the Ulba Metallurgical Plant (UMP), set up in the 1940s to produce components for the Soviet arms nuclear arms program, the bank will store up to 90 tonnes of low-enriched uranium — enough for a light-water reactor to power a large city for three years.

Back in 1994, three years after the Soviet Union broke up, the United States had feared criminals would be able to steal the 90-91 percent enriched uranium stored in a warehouse at the UMP — either to sell it to a state trying to become a nuclear power or to use themselves to build a nuclear device.   

In October and November of that year, with the agreement of the Kazakh government, a team of U.S. specialists secured 600 kg of the radioactive material — enough to make 24 nuclear bombs — and flew it safely to the United States.

The operation known as Project Sapphire helped Kazakhstan, a former Soviet republic that became independent in 1991, build trust with the international community and paved the way to the IAEA’s decision to base its uranium bank there. 

Kazakhstan was also a logical choice as host because it is the world’s biggest producer of uranium.

Uranium hexafluoride — a highly toxic, white-gray, waxy solid used in the enrichment process — will be stored at the bank in 60 cylinder-shaped containers. It cannot immediately be turned into fuel, a process which would take several months.

“Sixty cylinders will contain about 90 tonnes of uranium hexafluoride,” Alexander Khodanov, the UMP sales director, told Reuters at the plant. “This is enough to produce a full fuel load for a standard nuclear reactor… I think half a year would be sufficient time to supply the material and produce the fuel.”

Critics question whether there is any need for another uranium bank, especially as the one in Angarsk has never been tapped and uranium is not in short supply globally. Some Kazakhs say the Oskemen facility could become a white elephant, as the Kazakh government must pay for its maintenance and security.

But UMP’s Khodanov said the new bank’s creation was an opportunity for Kazakhstan to sell uranium to the IAEA as the facility it builds up its reserves. Hosting it also carries prestige and signals international recognition of Kazakhstan’s commitment to nuclear non-proliferation.

◎原発被災地の行方 南相馬市/桜井勝延市長

-東京電力福島第1原発事故による南相馬市の旧避難区域の帰還者の割合が2割を超えた。
「避難生活中も、故郷での生活再建を諦めなかった住民に感謝している。市は2016年度中の3000人の帰還を目指していた。高校生や勤務者を含めれば日中の滞在者は3000人を超える。目標を大きく下回ってはいないと考える」

<民間の力生かす>
-帰還者には高齢層が目立つ。
「原発事故時の混乱が記憶に焼き付き、帰還を決断できない人も少なくない。女性を中心とした生産年齢人口の減少は全市的な課題だ。購買力が大きいだけに地域経済への影響も見逃せない。魅力の発信に力を注ぎ、市外から移住してもらえるよう努める」
「移住の前段として交流人口の拡大が必要となる。市は各地の大学生や研究者に共有スペースを提供してきた実績もある。小高区に建設する交流拠点の一部を若者に活用してもらうなど、地域との接点を増やしていくことも考えられる」

「小高区の沿岸部はいったんは大規模な水田整備が必要。その上で花の栽培など稲作以外に活用しても構わない。山間部は牧草地や飼料作物などへの転用を探ってもいい。安心できる農作物は高値でも売れる。小規模でも経営的に成り立つ農業はできるはずだ」

福島の自然・文化を記録に残す 那須在住の映画監督・安孫子さんに聞く via 東京新聞

 二〇一一年の東日本大震災と東京電力福島第一原発事故を機に、那須町に住みながら福島県下郷(しもごう)町を拠点に活動するドキュメンタリー映画監督がいる。福島の人々の営みを描いた作品を精力的に発表している安孫子亘(あびこわたる)さん(57)だ。廃校となった校舎に構えたという仕事場を訪ね、福島への思いを聞いた。(北浜修)

-その後、福島を活動拠点にしたのは。

 「震災と原発事故以降、福島を撮影したいという思いが強くなった。地方にとってこれほどの大打撃はないが、福島の美しい自然や伝統文化を映像に記録し、残していきたいと考えた。撮影する場所に住むか拠点にするのが、ポリシーでもある」

 -会津地方の下郷町を選んだのは。

 「(原発から離れた)会津にも目を向けてほしいから。廃校舎を(仕事場に)再利用できることになり、選んだ。寝泊まりする部屋もあり、今は下郷町にいることの方が多い」

 -これまでにさまざまな作品を発表している。

 「(会津の)檜枝岐(ひのえまた)村の農村歌舞伎を守る人々を撮影した『やるべぇや』(一一年)、会津の語り部の女性を撮った『生きてこそ』(一三年)。山に入るマタギを撮影した『春よこい』(一五年)では、放射能の影響を表現した」

 -社会派ドキュメンタリーで、収賄罪に問われた福島県の佐藤栄佐久元知事を描いた「『知事抹殺』の真実」(一六年)もある。

 「佐藤さんは原発にいろいろと問題提起していた。罪を犯す人かどうかを公平に見てもらえれば」

 -今後どのような活動をするのか。

 「福島には多くの被災者がいる。福島にいるからこそ、被災した人々の声を届けていかないといけないと思う。被災者の声をフォローしていきたい」

◆宇都宮で来月、上映会

 「『知事抹殺』の真実」の上映会が八月二十日午後二時から、宇都宮市竹林町のトヨタウッドユーホームすまいるプラザで開かれる。大人千円、中高生五百円。上映後、安孫子監督が舞台あいさつする予定。問い合わせは、とちぎ映画上映会=電028(621)7006=へ。

 <あびこ・わたる> 1959(昭和34)年、北海道小樽市生まれ。専門学校卒業後、映像プロダクションでテレビのドキュメンタリーなどを制作。90年代には野生動物の撮影のため、アフリカ・ケニアで一時暮らした。98年、東京から那須町に移住。福島県下郷町を拠点に、作品制作や上映会開催などの活動を続けている。

Japan’s nuclear safety chief raps Tepco’s attitude on Fukushima No. 1 crisis, restarting other reactors via The Japan Times

The head of the Nuclear Regulation Authority told Tepco’s top management he questions their attitude toward decommissioning the Fukushima No. 1 nuclear power plant and the company’s ability to resume operating its other reactors.

“I feel a sense of danger,” NRA Chairman Shunichi Tanaka said during a special meeting Monday with the top management of Tokyo Electric Power Company Holdings Inc.

Tanaka also said Tepco does “not seem to have the will to take the initiative” toward decommissioning the crippled nuclear power station that suffered three reactor meltdowns in March 2011.

“An operator lacking the will to take the initiative does not have the right to resume operation of nuclear reactors,” Tanaka said.

Tepco’s chairman responded by saying: “There are citizens who believe nuclear power is necessary. Operating reactors is our responsibility.”

But Kawamura also admitted there is room for only two more years’ worth of space in the tanks to accommodate the contaminated water building up at Fukushima No. 1.

During the meeting the NRA asked Tepco’s management about the company’s safety measures for the Niigata complex — the biggest nuclear power station in the world — as well as its safety awareness.

Tanaka said the NRA does consider Tepco’s responses at the meeting as sufficient and requested that it submit further explanations on its plan to decommission Fukushima No. 1 and resume operation of the two reactors at Kashiwazaki-Kariwa.

Tanaka plans to conduct on-site checkups at the two reactors, saying, “Tepco, which caused the (Fukushima) accident, is not an ordinary operator.”

「福島県民と向き合っていない」規制委が東電幹部を聴取、危機感表明 via 産経ニュース

田中俊一委員長は、汚染水処理などで東電が「福島県民と向き合っていない」と指摘、「廃炉作業で主体性が見えない。非常に危機感を持っている」と表明。川村氏は「福島の責任を全うすることが最優先課題だ」として理解を求めた。

規制委側は基本的考え方として「廃炉に主体的に取り組み、やりきる覚悟と実績を示すことができない事業者に、柏崎刈羽原発の運転をする資格はない」と表明。会合では、増え続ける汚染水を規制委が海洋放出すべきだとしているのに対して、「東電はどうしたいのか全然見えてこない」と疑問を呈した。
