In the end, all countries with nuclear arms ended up boycotting the negotiations. The historic vote now means that within two years there could be the ratification necessary to enter the treaty into international law. President of the U.N. conference, Elayne Whyte Gómez, Costa Rican ambassador, said, “This is a very clear statement that the international community wants to move to a completely different security paradigm that does not include nuclear weapons.”

EU looks at lifting import curbs on Fukushima rice, Tohoku marine products, wild vegetables: sources via The Japan Times

The European Union is considering lifting an import restriction on rice produced in meltdown-hit Fukushima Prefecture as well as on wild vegetables and marine products from Japan, sources said Sunday.

At present, the EU requires that radiation inspection certificates be submitted by exporters of some food products from 13 prefectures in the eastern half of the Japanese archipelago.

But the European Commission, the EU’s executive arm, has drafted import regulation reform plans that call for scrapping the requirement when it comes to rice from Fukushima, home to the crippled Fukushima No. 1 nuclear power plant, the sources said.

The EC also proposes removing the regulation for some kinds of seafood, including shrimp, crab, octopus, yellowtail, red sea bream and bluefin tuna, from the seven prefectures of Fukushima, Miyagi, Gunma, Ibaraki, Tochigi, Chiba and Iwate, and certain wild vegetables from seven prefectures including Akita, Nagano and Yamagata.

Meanwhile, the radiation certificate obligation will remain in place for food imports from Yamanashi, Niigata and Shizuoka prefectures.

EU、福島産米の輸入規制解除へ 今秋にも決定、他県は証明書不要 via 中日新聞

【ブリュッセル共同】欧州連合(EU)が2011年の東京電力福島第1原発事故後、続けている日本産食品への輸入規制について、福島県産米など10県の食品の一部または全部を除外する方向で検討していることが10日、分かった。EUの欧州委員会は今秋にも決める見通し。同県産米の規制が解除されれば、他県からEUへのコメ輸出の手続きが簡素化されるため、全国的に朗報となりそうだ。

Australia’s secret plans to have its own nuclear arsenal via news.com.au

AMERICA. Russia. China. Britain. The world’s most powerful countries all have nuclear arsenals – and few people know Australia was almost one of them.

LAST week’s successful test of a North Korean missile raised fresh fears Australia is now potentially within range of one of the rogue nation’s nukes. 

Yet despite being the world’s third largest producer of uranium — the key ingredient in a nuclear bomb — Australia has no similar weapon to chuck back should Kim Jong-un press the big red button.

But, were it not for the rolling of Australian Prime Minister John Gorton in 1971, in a Liberal Party coup, Australia could easily have developed its own true blue, and massively deadly, nuke.

A military expert has told news.com.au, that top secret plans were so advanced Australia was considered “top of the pile” of countries expected to acquire its own nuclear arsenal.

It was 60 years ago that the last nuclear bomb was detonated in Australia, a British weapon at the Maralinga test site in South Australia.

If you look closely, evidence of Australia’s plans for its own nuke remain. A few hours south of Sydney, at picturesque Jervis Bay, a small road leads into the bush. By a boat ramp is a large car park.

However, this was never designed to be a place for tourists’ vehicles. Rather, it is the unfinished foundations of Australia’s first commercial nuclear power station.

The public were told it would revolutionise the country’s energy needs. The truth was it would enrich uranium for Australia’s atomic bombs.

“German, Italy, the Netherlands — all wanted nuclear weapons but Australia was top of the list because of our uranium resources, our scientists and our enrichment program,” Prof Reynolds says.

However, the very success of Britain’s tests only served to isolate Australia further.

In 1957, the US decided it would rather have the UK back in its nuclear club than out on an atomic limb. The US and UK now share their arsenal. “Australia was adrift,” says Prof Reynolds.

So Australia took tentative steps to go it alone. This included the Lucas Heights nuclear plant in suburban Sydney, to this day Australia’s only reactor. Today, it produces radioisotopes for medical applications, but it began its life researching nuclear weapons.

In the early 1960s, the Menzies Government was discussing with the US the top secret “SEATO plan 4” which could have seen American bombs on Australian soil.

“This were absolutely not known by the public and plan 4 was only declassified thirty years later,” says Prof Reynolds.

「おっかなびっくり」の作業で被曝 原子力のプロ失格 規制委の立ち入り検査で露呈 via 産経ニュース

「おっかなびっくりで作業していた」-。日本原子力研究開発機構「大洗研究開発センター」(茨城県大洗町)で作業員5人が内部被曝(ひばく)した事故で、機構側が原子力規制委員会の立ち入り検査に対し、核燃料物質の貯蔵容器の点検作業についてこう話していたことが分かった。計3回の検査で判明した事実は、「日本で唯一の原子力に関する総合的研究開発機関」という原子力のプロにふさわしくないものばかりだった。(社会部編集委員 鵜野光博)

事故は6月6日午前、同センターの燃料研究棟108号室で、作業員がプルトニウムやウランが入った貯蔵容器の蓋を開けたところ、容器の中にあった二重のビニールバッグが破裂し、核燃料物質が飛散。5人が被曝した。

23日の立ち入り検査で、作業員らの上司に当たる担当部長は、核燃料物質の長期貯蔵でガスが発生する可能性があることを知っており、作業前から「気をつけろ」と言っていたと説明。しかし、その下の担当課長は知識がなく、「気をつけろが何のことか分からなかった」という。規制委は担当部長が具体的な注意喚起ができず、安全指示が不十分だったとみている。

13年前の「膨らみ」生かされず

担当部長が以前所属していた核燃料サイクル工学研究所(同県東海村)では16年4月、核燃料物質を入れたビニールバッグが膨らむ事象が確認されていた。規制委は昨年暮れの保安検査で、機構の施設などで核燃料物質を作業台に保管するなど不適切な管理があることを指摘。これに対して機構は今年1月、作業台に放置した理由として、13年前にバッグが膨れた事象があったことを規制委に初めて報告した。

2月には「バッグ内の物質が放射線で分解され、ガスが発生した可能性がある」と説明、その情報を機構内部でメールで共有。担当課長はこのメールを読んだものの、知識がないため特に問題意識を持たなかったという。

日常的に繰り返し行われることが少ない作業については、「非定常作業計画書」を作ることが求められているが、規制委は20~30年という長期間未開封の容器を開ける作業はこれに該当するとみており、同計画書が作られていなかったことを問題視している。

また、先述した知識不足から、安全チェックリストでは「爆発、破裂、飛散の恐れはない」と評価。さらに、チェックリストの被曝線量(計画値)で、作業場所の計測値だけを評価し、取り扱う核燃料物質の値を検討していなかった。

これらの不備を規制委が指摘すると、担当課長らは「検討が不足していた」と繰り返したという。

上水道の不調放置で除染シャワー使えず

30日の立ち入り検査では、作業員が汚染区域から出る際に使用しようとした除染シャワーが、故障のため使えなかったことが初めて判明。代わりに、50メートル近く離れた別棟からホースを引っ張って水を出し、除染を行った。この後の検査で作業員の1人の肺から2万2000ベクレルのプルトニウムが検出されたが、翌日搬送された施設では非検出。ホースを使った除染が不十分だった可能性が高いとみられている。

規制委によると、機構は作業施設の上水道が減圧弁の不調で水の出が悪いことを把握していたが、修理していなかった。また、除染で生じる汚染水をためるタンクのポンプも故障しており、他の施設へ廃棄ができない状態だった。

US won’t fine company for spilling radioactive sludge outside Utah waste disposal facility via 2KUTV.com

CHEYENNE, Wyo. (AP) — The agency that regulates the U.S. nuclear industry will not fine a Canadian uranium mining company for twice spilling low-level radioactive sludge outside a Utah waste disposal facility, giving the company credit for efforts to prevent the problem from recurring.

Saskatoon, Canada-based Cameco faced a $35,000 fine from the Nuclear Regulatory Commission. Commission officials told Cameco they won’t seek a fine in part because the company plans in the future to store the barium sulfate sludge in bags within the trucks.

過労自殺が糾弾されても、自民党と同じように電通には反省がない。高橋まつり事件でメディアからの取材には答えないようにというお達しが出たという。

東日本大震災によって東京電力福島第1原発事故が起こった時もそうだった。

ある社員が上司に「これまでの東電べったりの態度は、改めるべきではないですか!」と申し立てたら、「われわれの給料も、東電からのカネが入っているのだ!」と一蹴された。

プロモーターの康芳夫は、「週刊文春」等で報じられた東京オリンピックの招致をめぐる疑惑で、フランス検察当局から、電通顧問で東京オリンピック・パラリンピック組織委員会理事の高橋治之に逮捕状が請求されたとみている。現在73歳の高橋は、電通入社後、国際本部海外プロジェクト・メディア局長などを経て専務となり、2009年に顧問に就任した。

高橋は「サッカーワールドカップとFIFAを支える巨額のテレビ放映権料の取引の最前線に、30年以上も立ち続けている」超大物だという。弟が東京協和信用組合をめぐる背任容疑で逮捕された高橋治則で、2005年に亡くなっている。

招致にからんで東京側から多額のおカネが、当時のIOCの委員だったラミン・ディアクに渡されたという疑惑を報じたのは、16年5月11日付のイギリスの新聞「ガーディアン」だった。電通がタブーとなっている日本のメディアはほとんど追及しない。

著者は「今もし、高橋に対して逮捕請求が出て、日本政府がそれに応じた場合、その時点で東京オリンピックは崩壊してしまう」と書いている。

原発もオリンピックも腐敗の中心に電通がいるのである。

未来の変革者を世界に

 日本の南東約4000キロの太平洋に浮かぶマーシャル諸島=1=はかつて米国による核実験の舞台になった。そして今、地球温暖化現象の一つである海面上昇の危機に直面している。島の平均海抜は2メートル。「キングタイド」と呼ばれる巨大な高潮が襲うたび、国土を失いかねない脅威にさらされる。「島を見捨てない」と、マーシャルを拠点に世界を股にかける活動家のキャシー・ジェトニル・キジナーさん(29)。6月に初来日した際、温暖化対策や反核への思いを聞いた。【聞き手・森忠彦】

--マーシャル諸島のビキニ環礁では1954年、米国による水爆実験(ブラボー実験)があり、日本の第五福竜丸も死の灰を受けました。日本と同様、「被爆国」なんですね。

 実験があった54年3月1日にちなみ毎年3月1日は「核被害者追悼の日」です。母の呼びかけもあり、今年からは被害者も参加して大きな会議を開きました。母方の祖父母は米国の核実験による被ばくでがんになり、病院で治療を受ける機会もないまま亡くなりました。広島や長崎と同様、核兵器による多くの犠牲者がいるのです。でも、これまでは米国に経済を依存してきたこともあり、あまり大きな反対運動にはなってきませんでした。ようやく今年から、「反核兵器」が大きな社会運動になろうとしています。

 冷戦中には米国の核実験によって、そして今は地球温暖化による気候変動によって、マーシャルは人類の犠牲になってきました。つまり、歴史的に2回も人類から「廃棄された」存在なのです。大国のエゴのために廃棄される、小さな島国。私たちの役割は、起きてはいけないことを未来に伝えるメッセンジャーなのかもしれません。

--今回、広島も訪問しました。改めて感じたことは?

 痛ましく悲しい事実と被爆者や支援する若者たちの活動に感情を揺さぶられました。記憶や体験を伝えることがいかに大切か。人の心に一番訴えかけられるのは「人間」のストーリーなんだと。もっと日本政府は、日本人は、核の恐怖を世界へ訴えてほしい。

 これまでマーシャルの人間は控えめでした。何かものを言うということに慣れていなかった。弱小国なので見向きもされないと思っていました。でも、最近の若者は違ってきています。反核や気候変動への危機感からソーシャル・ネットワーキング・サービス(SNS)などを通して世界に向けて国のことや自分たちの訴えを発信するようになってきました。そういう若者を社会のリーダーに育てる非政府組織(NGO)を運営しています。未来の変革者を世界へと送り出すのが、今の私の役目です。

敦賀原発で側溝から水あふれる…放射性物質検出 外部漏洩はなし via 産経ウエスト

日本原子力発電は5日、敦賀原発1号機(福井県敦賀市)の廃棄物処理建屋にある「濃縮廃液貯蔵タンク室」で6月、側溝から室内に約1・3トンの水があふれ出し、水から放射性物質を検出したと発表した。含まれる量は国への報告基準の約100分の1に当たる約3万ベクレルで、外部への漏洩(ろうえい)はないという。

原電によると、あふれたのは設備の冷却や洗浄に使った水で、屋外のタンクから浄化設備に向けて移送中に、室内の側溝からあふれた。タンク室から排水できる量以上の水が側溝に流れたためとみられるが、原電は事前に流路の確認をせず、水がタンク室を通ることすら把握していなかった。

6月19日、タンク室での水漏れを知らせる警報が鳴り、社員が室内を確認すると、床に深さ約3センチの水がたまっていたという。

タンク室には、平成13年まで高濃度の放射性廃液を貯蔵するためのタンクが設置されていた。タンクの撤去作業で室内に放射性物質が飛散し、床などに残っており、今回あふれた水に混じったとみられる。

Ukraine is in talks with one of France’s biggest energybusinesses to construct a £969m solar facility at the derelict Chernobyl nuclear reactor plant and its surrounding area.

Ostap Semerak, Ukraine’s minister of ecology, said Engie is starting a pre-feasibility survey, bankrolled by the French government, next week. The results should be published by the end of the year.

“France’s experience in nuclear is one of the reasons that we wanted to work with them,” Mr Semerak told The Washington Post. “They approached us after we announced our intention to develop renewables in Chernobyl.”

Chernobyl was the scene of the world’s worst nuclear accident in 1986, causing 56 direct deaths. However, estimates suggest the death toll could be as high as 4,000 because of radiation exposure-related cancer fatalities.

A 30km exclusion zone remains around the reactor that set fire during a safety test. 

Despite the area remaining contaminated and a large quantity of radioactive material still at the demolished reactor, Ukraine is looking at using Chernobyl as a base for renewable energy.

The Life Span Study has found no evidence that nuclear radiation causes multi-generational genetic damage.

In 2006, the United Nations Scientific Committee on the Effects of Atomic Radiation reported: “Although those exposed as children and the emergency and recovery workers are at increased risk of radiation-induced effects, the vast majority of the population need not live in fear of serious health consequences due to the radiation from the Chernobyl accident.”

Mr Semerak is confident about the future of the plant. “The big question at this time last year was would anyone be interested, would anybody want to build renewables in a territory that’s limited, polluted?”
