High Lake Ontario levels nearly pushed Nine Mile nuclear plant into emergency action via WRVO

The historically high water levels in Lake Ontario this year have threatened homeowners, municipalities and nuclear power plants – almost triggering emergency action at the Nine Mile Point Nuclear Facility in Oswego County.

Nuclear power plants are required by the federal government to follow security protocols if natural hazards, like flooding, put the facility in danger. According to the Nuclear Regulatory Commission (NRC), Lake Ontario was only a foot short of placing Nine Mile in the lowest-level emergency action plan.

Despite the close call, the plant’s owner Exelon did not feel the situation warranted the unusual event status because the high water levels were not threatening operations. So the company appealed for a change.

Rising water levels can flood a nuclear plant’s pumps, which are part of the system that keeps its reactors at a safe temperature.

韓国原発運営会社 原発の建設中断を決定 via Chosun online

【ソウル聯合ニュース】韓国で原子力発電所を運営する「韓国水力原子力(韓水原)」は14日午前、南東部・慶州のホテルで取締役会を開き、新古里原発5、6号機(蔚山市)の建設工事の一時中断を決定した。

取締役会は前日に慶州の本社で開かれる予定だったが、労組が取締役の出席を阻止したため開催できなかった。

しかし韓水原が一部世論の反対の中で今回の取締役会を強行したことに対し、今後相当な反発が起こるものとみられる。取締役会を背任容疑で告訴するとの立場を示してきた韓水原の労組関係者は「国家の重要な政策決定をこのように拙速に決定することは到底容認できない」と批判した。

韓国政府は先月27日の閣議で、新古里原発5、6号機の工事を一時中断し、公論化委員会を構成して市民陪審員が原発工事中断の是非を判断することを決定した。これを受けて産業通商資源部は、韓水原に工事の一時中断に関する履行協力を求める公文書を送っていた。

工事の一時中断が決定したことにより、公論化委員会も3カ月間の活動を本格化させる。3か月後に市民陪審員団が工事中止の是非を判断する。国務調整室はこのほど公論化委員会を9人で構成することを決め、委員の選定手続きに着手した。

新古里原発5、6号機の工事一時中断が決まったことで、他の原発の新規建設も事実上、全面中断される状況となった。

現在、韓水原は完工を控えた新古里原発4号機(工程率99.6%)と新ハンウル原発1、2号機(工程率94.1%)を除く6基の原発の新規建設を推進している。

今回の決定により、建設準備段階にある新ハンウル3、4号機、天地1、2号機なども設計や環境影響評価などが中断された状態だ。

復興相、福島原発処理水の海洋放出に反対 via 日本経済新聞

 吉野正芳復興相は14日の閣議後の記者会見で、東京電力福島第1原子力発電所で高濃度汚染水を浄化した後に残る処理水の海洋放出に反対する考えを示した。「放出で風評被害が必ず発生する。福島の漁業者をこれ以上追い詰めないでほしい」と述べた。

事故原発から生じる汚染水は浄化装置を通じてほとんどの放射性物質を取り除けるが、放射性トリチウム(三重水素)が残る。このため処理水をタンクに保管している。

Fishermen express fury as Fukushima plant set to release radioactive material into ocean via The Telegraph

Local residents and environmental groups have condemned a plan to release radioactive tritium from the crippled Fukushima nuclear plant into the Pacific Ocean.

Officials of Tokyo Electric Power Co., the operator of the plant, say tritium poses little risk to human health and is quickly diluted by the ocean.

In an interview with local media, Takashi Kawamura, chairman of TEPCO, said: “The decision has already been made.” He added, however, that the utility is waiting for approval from the Japanese government before going ahead with the plan and is seeking the understanding of local residents.

The tritium is building up in water that has been used to cool three reactors that suffered fuel melt-downs after cooling equipment was destroyed in the magnitude 9 earthquake and tsunami that struck north-east Japan in March 2011.

Around 770,000 tons of highly radioactive water is being stored in 580 tanks at the site. Many of the contaminants can be filtered out, but the technology does not presently exist to remove tritium from water.

“They say that it will be safe because the ocean is large so it will be diluted, but that sets a precedent that can be copied, essentially permitting anyone to dump nuclear waste into our seas”, she told The Telegraph.

Fishermen who operate in waters off the plant say any release of radioactive material will devastate an industry that is still struggling to recover from the initial nuclear disaster.

“Releasing [tritium] into the sea will create a new wave of unfounded rumours, making all our efforts for naught”, Kanji Tachiya, head of a local fishing cooperative, told Kyodo News.

インタビュー:川村東電会長、福島第2とトリチウム水は「結論急ぐ」via ロイター

[東京 14日 ロイター] – 東京電力ホールディングス(9501.T)の川村隆会長は、ロイターなどの取材に応じ、福島第2原発の扱いと、福島第1原発の事故処理作業での懸案の放射性物質トリチウム(三重水素)を含んだ水の処理に関して、東電としての結論を急ぐ考えを示した。川村氏は、「どういう期限でどうやっていくのか、急いでやろうとしている」と述べた。

8年前の日立に比べてもはるかに困難な状況に置かれる東電の諸懸案に対し、どの程度の期間で処方せんを示すのか。記者の質問に川村氏は「12日の取締役会で、特にスピードアップする項目をリストアップした」と述べ、具体的な項目として「トリチウム水や福島第2の今後の方向付け」を挙げた。「100日プランという名前ではないが、出来るだけ早く、いつまでに何をするのか、大項目を取締役会で議論した」という。

<第2原発、結論引き伸ばしをわびる>

福島第1から南側約12キロに位置する福島第2は、過酷事故を免れたものの、再稼働は不可能とみられている。福島県庁や福島県議会など地元側から東電に対し、廃炉を決定するよう要請が続いているが、東電は結論を示さない対応を続けている。

<タンクに溜まる水、海洋放出は不可避か>

東電は、福島第1原発で発生する汚染水からセシウムなど62種の放射性物質を処理装置で除去した後も、分離できないトリチウムを含む水を同敷地内のタンクに貯蔵している。

ただ、最終的な処理方法が決まっておらず、処理水が増え続けている中での現行の対応策は、いずれ限界に突き当たるのは必至だ。

トリチウムは最も毒性の弱い放射性物質の1つと考えられており、東電による廃炉作業を監督する原子力規制委員会は、一定濃度以下で海に流しても魚や人体に影響は及ばないとして、海洋放出すべきとの見解を示している。

ただ、漁業者などからの反発が強く、合意を取り付けることは容易ではない。

この問題をめぐっては、経済産業省に設置された有識者による検討委員会での議論が続いている。東電が国のお墨付きを必要とするのは「事故の当事者である東電の意見だけでは、だめという人もいる」(川村氏)といった事情も影響している。

これに対し、原子力規制委からは「国の委員会の結論が出ないことで、東電は救われている」(今月10日の会議で更田豊志委員)などの指摘が聞かれる。地元との厳しい交渉を東電が避けてきたことに対する批判だ。

海洋放出について、川村氏は「科学技術的には正しいと思っている」と述べたうえで、国の委員会に対し「(結論を)前に倒すことを我々としてもお願いしたい」と述べた。

「稼ぐ」意識改革 福島第2廃炉是非示さず via 毎日新聞

東京電力ホールディングス(HD)の川村隆会長は13日、毎日新聞などのインタビューに応じ、「(現在の東電社員には)きちんと稼いでいくという迫力がない。(福島第1原発事故の処理費用を賄うためにも)稼ぐ意識は大事な要素だ」と述べた。東電が事故の賠償や廃炉、除染などで想定されている費用(約21.5兆円)の大半を賄わなければならない中、収益向上へ社員の抜本的な意識改革に取り組む考えを強調したもの。

  地元から強い要請が出ている福島第2原発の廃炉については「なるべく早く(判断したい)」と語ったが、廃炉の是非には踏み込まなかった。

Nuclear plant must release contaminated water via Japan Today

The new chairman of Tokyo Electric Power Co. (TEPCO) says the utility needs to stop dragging its feet on plans to dump massive amounts of treated but contaminated water into the sea and make more money if it’s ever going to succeed in cleaning up the mess left by meltdowns more than six years ago at the tsunami-hit Fukushima nuclear power plant.

Takashi Kawamura, an engineer-turned-business leader who previously headed Hitachi’s transformation into a global conglomerate, is in charge of reviving TEPCO and leading the cleanup at the Fukushima Dai-Ichi plant. […]

CLEANUP REQUIRES RELEASE OF TREATED CONTAMINATED WATER

Massive amounts of radiation-contaminated water that has been processed and stored in hundreds of tanks at the plant are hindering decommissioning work and pose a safety risk in case another massive quake or tsunami strikes. TEPCO needs to release the water – which contains radioactive tritium that is not removable but considered not harmful in small amounts – into the Pacific Ocean, Kawamura said. The method is favored by experts at the International Atomic Energy Agency and Japan’s Nuclear Regulation Authority as the only realistic option. Earlier, TEPCO had balked at calls by NRA chairman Shunichi Tanaka for controlled release of the water, now exceeding 770,000 metric tons, into the sea, fearing a public backlash. “Technically, we fully support the chairman’s proposal,” he said, adding that there is still strong resistance from local residents, especially fishermen. “I think we should have acted sooner. … We should start moving faster.”

PROFITS NEEDED TO COVER CRUSHING COSTS

Kawamura says TEPCO must become more profitable to manage to cover the gargantuan costs of cleaning up Fukushima Dai-Ichi after it suffered multiple meltdowns due to the massive March 11, 2011, earthquake and tsunami. TEPCO’S longtime status as a regional monopoly undermined its profit-making incentive, hobbling its ability to cover most of the 21.5 trillion yen (about $190 billion) price tag for decommissioning the plant and compensating dislocated residents. “To reconstruct Fukushima, we must make more profit, and I know we should not be taking about just money, but I think that is important,” he said.

Nuclear Watchdogs Skeptical of Los Alamos Lab Safety via Public News Service

ALBUQUERQUE, N.M. — The Los Alamos National Laboratory says firing workers and putting stricter controls in place are only the first steps it’s taking to protect the public as it prepares to accelerate production of a key plutonium component for the nation’s nuclear weapons arsenal. 

The Los Alamos lab has been under scrutiny by the U.S. Department of Energy for repeated violations of safety protocols, including mishandling of plutonium and nuclear waste. Greg Mello, who heads the watchdog Los Alamos Study Group, said this week’s announcement of some firings and new rules shows accountability, but more internal reform is needed.

The lapse in safety protocol comes a month after the Los Alamos lab mislabeled hazardous liquid that was shipped to a disposal facility in Colorado. Mello said the airplane shipment of radioactive material from New Mexico to California could have been a public health and safety disaster. His group contends the types and numbers of mistakes should concern New Mexico residents.

“This is not just a little package,” he said. “It’s not a brown package coming UPS to your door.” 

The Los Alamos National Laboratory in northern New Mexico is where the atomic bomb was secretly developed during World War II.

手抜き除染、虚偽報告、水増し請求……福島を食い物にする「除染」のウソを暴く via 週刊女性PRIME

民間シンクタンクの試算では除染費用は30兆円

福島第一原発事故に伴う除染事業の不祥事が相次いでいる。今年3月、環境省職員が除染事業への参入に絡む汚職事件で逮捕されたのを皮切りに、5月に福島市、6月にはいわき市と田村市、7月には南相馬市(すべて福島県)で除染事業者の不正が発覚。住民の被ばく低減という重要な目的を持つ除染をめぐり問題が噴出している。

除染は放射性物質汚染対処特措法(以下、特措法)に基づき始まった。国が直接除染を行う「除染特別地域」と市町村が中心に除染を行う「非直轄地域」に分けられ、人が5年以上は戻れない「帰還困難区域」は除外されている。

 この費用について、経済産業省は約6兆円と見積もるが(’16年12月時点)、民間シンクタンクは5倍の30兆円の試算をはじき出す。一方、特措法に基づき除染費用を支払うべき東京電力は、政府から賠償資金(賠償・除染費等)として約7兆5000億円の援助を受けている。

莫大な金がつぎ込まれてきた除染によって、実際のところ、どれだけの効果が上がっているのだろうか?

特措法の基本方針に基づき市町村が策定した「除染実施計画」では、空間放射線量を2年間で「50%減少」「60%減少」と目標値を掲げている。しかし除染の有無にかかわらず、時間がたてば放射線量は自然に下がる。例えばセシウム134の場合、放射能が半分に減る半減期は2年だ。こうした経年変化を踏まえると、除染後の放射線量は、実質的に20%の低下でしかない。

飯舘村にある『いいたてファーム』の管理人・伊藤延由さん(73)は除染作業のずさんさにあきれ返る。

「除染で出た土が敷地内に積んだままだったので、撤去するよう作業員に伝えたら“昨年度に作業した組の責任だからできない”と。強く何度も言って、やっと応じてくれたけど、言わなければそのままでしたね」

「元に戻す」のではなく「妥協して我慢させる」

「29年度は基本的に除染しない」という国の方針にのる自治体は多い。だが、除染をしてもやり残しがあったり、除染後に放射線量が再び上がったりする。そこで行われるのが『フォローアップ除染』(2度目の除染)。これは自治体独自に行うのではなく、福島環境再生事務所(環境省)との協議で実施が決まる。

その基準について、福島環境再生事務所に尋ねると「個人追加被ばく線量の状況や生活環境などを多面的に考慮して、局所的な汚染に対する除染をやるか、やらないかを判断するため、基準はない」との不明瞭な回答。実施件数も尋ねたが、明かさなかった。

フォローアップ除染が実施されなければ、初回の除染は完了したとの理由で、ホットスポットが放置されることになる。

 実際に郡山市では、住民から市の放射線対策課に「ホットスポットがある」と通報があり、職員が現場で測定をしたものの「周辺よりも高い数値だが、そこに1年間、居続けるわけではない」として除染されなかった。

「元に戻す」のではなく「妥協して我慢させる」考え方だ。

「除染が終わったと避難指示を解除し、家族が帰還する場合、年齢を問わないので子どもも戻れますよね。除染しても、汚染がない土地の10~20倍の放射線量を受け入れて生活することになる。でも、ほかの地域の子どもはそうではない。おかしいですよね」

『いいたてファーム』周辺は、地表1mで毎時1マイクロシーベルト超の空間放射線量。事故前のおよそ33倍を超えるところが多数あった。
