東京電力福島第1原発事故で生じた放射性物質に汚染された牧草の処理を巡り、大崎市は25日の市議会産業委員会で、試験的にすき込みをした農地で育った牧草に含まれる放射性物質の濃度は、牛の餌として使用しても問題ないレベルだったと報告した。

 市は5月、鳴子温泉上原(うわ)地区の市有牧草地にサンプル測定で1キロ当たり140ベクレルの汚染牧草をすき込み、新たな種をまいた。市によると、8月2日に刈り取った一番草で5検体を測定したところ、放射性物質の濃度は最大同38ベクレルで、2検体は検出下限(同25ベクレル)以下だったことが判明。5検体はいずれも、肉牛(同100ベクレル)や乳牛(同50ベクレル)のエサとして国が許容した値を下回った。また周辺の空間線量にもほぼ変化がなかったという。

福島の汚染水 課題先送りの無責任 via 信毎Web

遠くない将来に訪れる限界にどう対応するのか。課題を先送りしていては不信感が増すだけである。

東京電力福島第1原発の汚染水の問題だ。事故で溶け落ちた核燃料の冷却に使った水が高濃度汚染水となって、原子炉建屋の地下にたまっている。さらに建屋に流れ込む地下水が汚染水を増やしている。

汚染水対策の「切り札」として国費約350億円が投じられたのが凍土遮水壁である。原発の周囲の地盤を凍らせ、全長約1・5キロ、深さ約30メートルの壁を築く。地下水流入を防ぎ、新たな汚染水の発生を抑える狙いである。残された区間の凍結が始まり、今秋にも全面運用に入る。

期待通りの効果を発揮しても問題解決には程遠い。流入を完全に遮るのは難しく、毎日100トン程度の汚染水が新たに発生し続けるとみられるからだ。

さらに大きな問題も残る。汚染水は多核種除去装置(ALPS)で浄化しても、放射性物質の一つ、トリチウムを除去できない。人体への影響は小さいとされ、通常の原発では希釈した上で海に放出している。ところが、福島原発では放出していない。放出量が膨大になる上、地元漁業者らに風評被害の懸念が出ているためだ。

トリチウムを含む処理水は原発敷地内に設けたタンクにため続けている。保管量は増え続け、7月現在で約77万7千トン、タンク数は約580基に上っている。設置スペースには限りがあり、いずれ行き詰まる。

東電はこれまで、地元の反発を恐れ、処理水の処分方法を曖昧にしてきた。規制委が東電の姿勢を明確にするように要請していたものの、きのう提出した回答書でも具体的な方針を示さなかった。

Nuclear worker documentary returns to theaters in CSRA via Aiken Standard

A documentary highlighting workers in the nuclear industry is returning to the CSRA.

The award-winning documentary “The Safe Side of the Fence” will be on the big screen next week at the Regal Aiken Mall 8 and at the Regal Exchange 20 in Augusta.

“The Safe Side of the Fence” will be shown at the Regal Aiken Mall 8 at 4 p.m. Wednesday, Aug. 30. The documentary will be shown in Augusta at 6:30 p.m. Thursday, Aug. 31, at the Regal Exchange 20.

The film looks at the nation’s nuclear legacy from the start of the Manhattan Project to today’s nuclear industry, according to a news release about the film.

World War II’s Manhattan Project required massive amounts of uranium to be refined, and St. Louis-based Mallinckrodt Chemical Works took on the job, the release states.

“As a result, the chemical company’s employees would become some of the most contaminated nuclear workers in history,” according to the release. “This documentary explores the legacy that St. Louis is still coping with, from workers who became ill, to the challenges of dealing with the fallout of creating some of the world’s first nuclear waste.”

The documentary also delves into the history of the Energy Employees Occupational Illness Compensation Program Act, a program that was set up to compensate nuclear weapons workers who became ill from their work, according to the release.

原子力規制委員会の田中俊一委員長は24日、来月18日の退任を前に朝日新聞の単独インタビューに応じ、原発の審査が長期化して再稼働が進まないことに対して「政治的な圧力が常にあった」と任期の5年を振り返った。ただ、科学的な基準で判断することを徹底し、審査会合もすべて公開したことで規制委の独立性は保てたとした。

田中委員長は規制委が発足した2012年9月に就任。当初の予想では、審査時間は1原発につき「半年ほど」とされたが、特に地震や津波の議論が難航。審査の長期化が相次いだ。これまでに新規制基準に適合したのは6原発12基、再稼働したのは3原発5基だ。

この間、原発を推進する自民党議員だけでなく、電力労組出身の民進党議員らが「審査に時間がかかりすぎている」と批判を繰り返した。田中委員長は「規制委の独立性を保つ気概を持つこと、隙をつくらないことに努めた。議論をすべて公開することで透明性を確保できたが、続けていくことが大事だ」と語った。

As radiation stigma fades, Malaysia raises Fukushima rice imports via The Malay Mail Online

KUALA LUMPUR, Aug 25 ― Malaysia will increase its imports of rice from the Fukushima Prefecture in Japan as stigma over radiation following the nuclear disaster there in 2011 fades, according to reports.

Japan’s Kyodo News Agency said that Fukushima aims to have exported 100 tonnes of rice and 15 tonnes of peaches to Malaysia by March next year.

“In the aftermath of the earthquake and the nuclear plant incident, the agriculture sector suffered very much. We have to deal with negative rumour. But things are slowly recovering,” Fukushima governor Masao Uchibori reportedly said.

Malaysia reportedly started importing rice from Fukushima back in May, and has imported 29 tonnes so far.

He said that Malaysia is aiming to import 100 tonnes of rice every year, or maybe even increase the amount to 12 tonnes a month.

福島県知事 東南アジアで県産農産物のPR via NHK News Web

原発事故による食品への風評を払拭(ふっしょく)しようと努力が続く中、福島県の内堀知事がベトナムを訪れ、県産品の輸出拡大に協力を求めました。

6年前の東日本大震災の被災地の食品をめぐっては、東京電力福島第一原子力発電所の事故を受けて、台湾や香港が今も食品の輸入を停止している一方、風評を払拭(ふっしょく)しようと粘り強い努力が続けられる中で、東南アジアへの輸出量は徐々に増えています。

福島県の内堀知事は今月22日からマレーシアを訪れ、首都クアラルンプールのショッピングモールで、福島県産の桃やコメの販売促進イベントに参加しました。そして、24日、ベトナムを訪問してティン国家副主席と会談し「ぜひ福島県産のおいしいフルーツを味わってもらいたい」と述べて、県産品の輸出拡大に向けた協力を求めました。

ベトナムでは日本産の梨の輸入が解禁となり、25日から福島県産の梨の販売も始まります。

地域医療に関心を持つ医学生を対象にした相双地域医療体験研修は22~24日の3日間、相馬市など相双地域の各市町村で行われ、医学生たちが被災地医療の現状に理解を深めた。

福島医大、慶応義塾大の学生13人が参加し、相馬市の公立相馬総合病院や富岡町のとみおか診療所、川内村の保健福祉医療複合施設「ゆふね」など相双地方各地を訪れた。

中学校教諭が「飛び降りろ」と発言 謝罪へ 福島 via NHK

教諭の行為について1年生の生徒は「黙っていると首を絞められたり声を出すためだと言って腹を強く押されたりした。1学期は嫌なことが多かった」と話していました。

生徒の母親は「息子は声が小さいという理由で『毎日のように暴力を受けていた』と話しています。

学校からは『コミュニケーションの一環』などと説明を受けましたが、納得がいかず許せません」と訴えています。

この生徒の同級生の母親は「中学校に入ってから子どもが学校のことを話さなくなりました。こういうことがあると安心して子どもを学校に預けることはできません」と話しています。

さらに別の生徒の母親は「子どもたちは男性教諭に対して恐怖を感じ、精神的に追い詰められています。中学校の仮設校舎は狭く、ほかの教諭は知らなかったのか疑問です」と学校の対応に不満を感じていました。

全校生徒は11人 いずれも避難を経験

東京電力福島第一原発が立地する福島県双葉町は、今も全域で避難指示が出されています。

原発からおよそ4キロほどの場所にある双葉中学校は、町にあるただ1つの中学校で事故のあと授業を休止していましたが、平成26年の春に避難している住民が多いいわき市で授業を再開しました。

その年の夏からは新たに建設された仮設の校舎で授業を行っています。

現在の全校生徒は11人でいずれも避難を経験し、複数回、転校した子どももいるということです。

3rd Circuit Rejects Bid to Revive Nuclear Plant Exposure Cases via The Legal Intelligencer

On Wednesday, a split three-judge panel of U.S. Court of Appeals for the Third Circuit affirmed a ruling by the Western District of Pennsylvania that dismissed on summary judgment more than 70 cases related to a nuclear power plant in Apollo, Pennsylvania. The 69-page ruling from Chief Judge D. Brooks Smith in McMunn v. Babcock & Wilcox Power Generation Group agreed with the district court that the expert testimony didn’t pass muster.

Smith wrote that plaintiffs’ causation expert, Dr. James Melius, testified that anyone who lived or worked near the Apollo plant had been exposed to a sufficient amount of radiation to cause various forms of cancer, which the plaintiffs developed. However, even in light of the Pennsylvania Supreme Court’s November decision in an asbestos case, Rost v. Ford Motor, which held that experts did not need to distinguish and quantify exposures to each defendant’s products, Smith said Melius’ testimony was deficient.

“Although Rost stresses that causation is an issue for the jury, we have never hesitated to grant summary judgment where one side fails to establish a genuine issue of fact concerning causation,” Smith said. “It is true that demanding more than evidence of ‘any exposure’ makes it more burdensome for most plaintiffs to recover for injuries from radiation. But the evidentiary regime that must apply in these cases necessarily requires that a jury find radiation was a substantial factor in causing a plaintiff’s injury—and requires, now, at summary judgment, that we be able to hold that a reasonable jury could so find.”

According to Smith, the Apollo facility operated from 1953 until 1983. In 1958 it began to manufacture uranium fuel, and decommissioning began in 1978, Smith said.

The facility not been specifically constructed to house radioactive materials, and it emitted radiation that, plaintiffs argued, was over the regulatory limits. The plaintiffs’ allegations focused on radiation emitted from the stacks, vents and fans. Along with disputing the sufficiency of the expert testimony, the parties also disputed the boundary of the “unrestricted area,” which is where the permissible concentration levels of radiation are determined. The plaintiffs argued that emissions from any part of the roof, including the stack, vent or fan, should be less than the maximum permissible concentration, while the defendants contended that the unrestricted area was limited to the boundary of the roof.

Smith agreed with the defendant’s definition of the restricted area, and said much of the data the plaintiffs relied on from the stacks and fans was “legally irrelevant.”

“Plaintiffs failed to provide an expert who could testify that the data upon which they rely (stacks, vents, and readings from outside the facility) could show a violation of the maximum permissible concentration of uranium effluent at the boundary of the roof when averaged annually,” he said.

Judge Luis Felipe Restrepo joined Smith’s decision. Judge Theodore McKee issued a concurring decision, which Restrepo also joined, saying the Price-Anderson Nuclear Industries Indemnity Act, which governed the plaintiffs’ claims, “places an almost insurmountable burden on plaintiffs,” and said state and federal legislators should address the issue.

“I can only hope that the dues that we pay for the comforts of living in the atomic age will one day not require us to forego remedies for the harmful effects of the nuclear byproducts of that modernization, which we are still trying to understand,” McKee said.

State says radioactivity in stormwater runoff is not from West Lake Landfill waste via St. Louis Post Dispatch

Analysis has shown that radioactivity found in stormwater runoff from West Lake Landfill could not be linked to decades-old radioactive waste at the site, the Missouri Department of Natural Resources says.

“The results do not indicate that the radionuclides in the sample are radiologically impacted material from West Lake Landfill,” a MDNR report released last week concluded. “This is based on the relatively low activity level of West Lake Landfill-related radionuclides in the sample.”

Test results the agency released in June showed that stormwater runoff sampled from just outside the fence line of the landfill complex contained radioactivity that exceeded the levels allowed for drinking water — a standard used as a comparative baseline because of its strictness.

The origins of the radioactivity remain unclear. Doster said that while some radioactivity would be expected from natural sources, the department is unable to quantify that amount.

“Science isn’t always fast, but it’s irrefutable,” said Russ Knocke, vice president of communications and public affairs for Republic Services, the landfill operator and one party responsible for the site’s Superfund cleanup. “In this case, science tells us there’s nothing related to West Lake Landfill.”

The regional EPA office agreed with the state agency’s interpretation of the data. The EPA has said since June that the levels of radioactivity found in runoff from the site do not put the public at risk.

But some concerned with the landfill are pushing for stormwater testing to be done regularly. April’s sampling was only conducted in response to worries about stormwater overflow.
