State expands scope of subsidy recipients for nuclear plants via Japan Today

The state has expanded the scope of subsidy recipients from those hosting nuclear power plants to local governments located within 30 kilometers of them, a government official said, in a suspected bid to earn support for the restart of nuclear complexes.

The change in the subsidy system from fiscal 2017 starting April was not announced by the industry ministry to the press, fueling speculation that it is meant to assuage the concerns of many municipalities surrounding the host local governments about the restart of nuclear power plants suspended in the wake of the 2011 Fukushima nuclear crisis.

But the official at the Agency for Natural Resources and Energy of the Ministry of Economy, Trade and Industry denied the speculation, saying, “It is not for the purpose of gaining support for restarting operations at nuclear plants.”

With the change in the scheme, more than 150 local governments are entitled to the subsidy, for which 4.5 billion yen ($40 million) was allocated in the fiscal 2017 budget, the same amount as in fiscal 2016. For fiscal 2018, the ministry has requested a budget of 5 billion yen.

According to the agency, the subsidy program started in fiscal 2016 to mainly promote renewable energy and support other measures to revitalize the economies of local municipalities hosting nuclear power plants when decisions are made to scrap reactors due to old age.

But the state and utilities are reluctant to expand the scope of municipalities from which they need to obtain consent as doing so would raise the bar in restarting nuclear power plants.

原発30キロ圏まで補助金拡大 再稼働容認狙う?指摘も via 朝日新聞

原発立地自治体に限って支払われてきた国の補助金が2017年度から、原発から半径30キロ圏内の周辺自治体にも支払われる仕組みに変更されていた。朝日新聞が調べたところ、17年度は周辺16自治体に少なくとも約5億円が支払われる見込みだ。

30キロ圏内には再稼働に慎重な姿勢をとる自治体もあり、今回の補助金の拡大に、再稼働容認の流れを広げる意図があるのでは、との指摘も出ている。

この補助事業は、16年度から始まった経済産業省の「エネルギー構造高度化・転換理解促進事業」。廃炉が決まった自治体や立地自治体が原発への依存度を減らせるよう、新たに取り組む再生可能エネルギー関連事業を支援するとして始まった。

同省資源エネルギー庁によると、16年度の応募資格は原発がある道県と市町村だけだったが、要領を変更し、17年度から新たに「原子力発電施設から概(おおむ)ね半径30キロの区域を含む市町村、及び当該市町村が属する都道府県」を追加した。対象は150以上の自治体に広がった。

30キロ圏内の自治体については、東京電力福島第一原発事故後、避難計画の策定が義務づけられている。

要領は同庁のホームページで閲覧できるが、同庁は変更したことを報道発表していない。新たに対象になった自治体向けに説明会を開くなどして、拡大を知らせたという。

予算額は16、17年度は各45億円で、16年度の補助実績は立地12自治体に計3億6千万円。17年度について、同庁の資料を元に朝日新聞が各自治体に取材したところ、周辺16自治体に少なくとも約5億円が支払われ、立地自治体では21自治体に30億円以上が支払われる見通し。同庁は来年度の概算要求に50億円を盛り込んでいる。

同庁は取材に対し、補助金に応募したが認められなかった自治体があることは認めたが、自治体名は明かさなかった。

九州電力玄海原発(佐賀県玄海町)の30キロ圏内にある福岡県糸島市は再稼働への態度を留保してきたが、4月に容認に転じた。容認の表明は補助金交付決定の3日後だった。市議会では容認と補助金の関係を疑問視する指摘が出た。

放射能おびえない暮らしを=健康不安、切実な訴え-福島の被災者・原発集団訴訟 via JIji.com

東京電力福島第1原発事故の集団訴訟で、被災地の原告住民が訴えたのは、放射能におびえることがない元の福島の姿に戻してほしいとの切実な思いに尽きた。

原告の約9割が避難指示などが出た区域以外の住民だ。

事故当時、福島市で暮らし、妊娠中だった原告の女性は切迫早産と診断され、大きな余震が続く中で避難できず出産した経緯を意見陳述書につづった。放射線の不安を抱えながら授乳し、2歳の娘に被ばくの検査を受けさせることに心を痛め、娘に申し訳ない気持ちで涙があふれた。

女性は「わたしはここに住み続けて良いのか」「あの時、福島でないところで出産すれば良かったのではないか」と苦悩し、「原発がなければこんなつらい思いはしなかった」と訴えた。

福島県二本松市でスーパーを営む原告の服部浩幸さんは避難せず、事故後も地域の食料拠点として商品を提供できるよう必死で営業を続けた。しかし、子どもの健康への不安が消えない。意見陳述で「子どもたちだけでも避難させるべきだったのではないか」と自問自答する気持ちを吐露。「これは私たちのせいでしょうか」と国と東電を批判した。

国は除染廃棄物を保管する中間貯蔵施設を福島県双葉町、大熊町に整備している。

IAEA専門家 福島第一原発周辺の海水および水産物の調査来日へ via Sputnik

国際原子力機関(IAEA)は専門家チームを16日から26日まで日本に派遣し、福島第一原子力発電所沖合の海水や海底土、および水産物のサンプルを採取する。日本外務省が発表した。

日本外務省の発表によると、環境研究所の海洋モニタリングの専門家2名が訪日予定。

IAEA Affirms Japan’s Fukushima-Related Radioactivity Monitoring via EOS

Laboratories outside Japan have validated the results. Marine radioactivity levels from the nuclear disaster have fallen, but questions remain years after the meltdown.

“Fukushima: Japanese Government Guilty of Destroying Pacific Ocean” runs a headline from earlier this year on a website known for dubious news stories. Although wildly exaggerated by the article, some concerns linger among environmentalists, scientists, and others about how much damage marine ecosystems suffered from Japan’s 2011 Fukushima nuclear disaster and whether Japanese data on the effects are trustworthy. The International Atomic Energy Agency (IAEA) has decided that they are.

“After 3 years of interlaboratory comparisons and proficiency tests, we’re able to make the conclusion very confidently that the results published regularly by Japanese authorities are precise,” IAEA Environment Laboratories director David Osborn said at a 28 September press briefing in Tokyo about marine radioactivity measurements..

Radioactivity Levels Have Fallen

The study examined Japanese data from samples of seawater, marine sediment, and fish taken near the stricken Fukushima Daiichi nuclear power station, which underwent meltdowns following the magnitude 9 earthquake and tsunami of March 2011. Samples were taken at five locations during six missions carried out from 2014 to 2016. The testing revealed very low levels of radioactive contamination, Osborn said, including cesium-134 at 5 becquerels (Bq) per kilogram (kg) in fish samples from 2015 and 2016. That amount falls far below the Japanese food safety limit of 100 Bq/kg.

“Over 98% of the results were not statistically different from each other, which shows a high level of consistency among participating laboratories,” Osborn said. “This demonstrates a high level of accuracy and competence on the part of Japanese laboratories involved in the analysis of radionuclides in marine samples for the Sea Area Monitoring program.”

Questions and Concerns Remain

“I do welcome the IAEA conclusion, and I do trust the data of the government monitoring program,” said Jota Kanda, a professor at the Tokyo University of Marine Science and Technology. He questions, however, the way the monitoring program was implemented. Kanda coauthored a 2014 study of plutonium and radiocesium isotopes in the marine environment around the crippled power plant.

Kanda said a more comprehensive monitoring design, with more sampling stations and more frequent samplings, might have provided a fuller picture of the initial radioactivity dispersion and answered other questions that remain unresolved today. For instance, although the total released radioactivity has been well estimated, the variation of seawater radioactivity across the contaminated zone was not, according to Kanda.

Azby Brown drew a line between safety concerns and other considerations.  “I think this [IAEA assessment] is going to lend confidence to Japanese government testing, but it’s not going to answer every question,” said Brown, who is lead researcher with Safecast, a citizen radiation-monitoring program formed amid the dearth of data in the aftermath of Fukushima.

“Even if a person ate a kilogram of 100-becquerel fish every day for a year, these doses are fairly low compared to a lot of other things,” he noted. But for him, there’s also a different ethical question. “Why should we accept any cesium in our food at all?” he asked.

【生業訴訟判決の波紋】続く司法判断 影響見極めに時間も via 福島民友

国と東京電力に原発事故の責任を認めた10日の生業(なりわい)訴訟判決は今後、被告の国と東電が控訴して仙台高裁での審理に舞台が移る可能性が高い。また原発事故を巡る同種の集団訴訟は全国の地裁で約30件あり、今後も国や東電の事故に対する責任や賠償の妥当性を巡る司法判断が続く。

各原告団などでつくる「原発被害者訴訟原告団全国連絡会」によると、生業訴訟の原告も含めて原告総数は1万2千~4千人。原告は事故後もそのまま県内に在住した人、避難指示を受けて各地裁の場所に避難した人、県内外の自主避難者など立場はそれぞれ異なる。来年3月には京都、東京、福島・いわきの3地裁で判決言い渡しが続く見通しだ。

「まだまだ判断は分かれることが予想される」。原発事故を巡る賠償について検証している大阪市立大の除本(よけもと)理史教授(46)=環境政策論=は分析する。各訴訟の主な請求内容は、生業訴訟と同様に精神的損害への慰謝料、避難区域からの避難者の「ふるさと喪失」慰謝料、事故前の放射線量に戻すよう求めた原状回復請求など。いずれの訴訟でも国と東電は請求棄却を求めている。

「(裁判所の)判断が積み重なることで(国の)政策形成に結びつく」。除本教授は集団訴訟の意義は判例の積み重ねと、訴訟となった問題に対する社会の認識の醸成とし、全国各地で起こされた大気汚染公害訴訟を例に挙げる

生業訴訟の判決は提訴から4年7カ月かかった。今後予想される控訴審や他の訴訟も長期化が見込まれ、司法判断が県民に対する賠償や国のエネルギー政策にどのような影響を及ぼすのかを見極めるのにはまだ時間がかかりそうだ。

「安倍首相、福島で原発のげの字も言わず」共産・志位氏 via 朝日新聞

私はね、安倍首相の姿勢、(衆院選の)第一声を福島でやったって言うでしょ。福島でやっておいて、原発のげの字も言わなかった。よくそんな演説ができると思いますよ。事故を起こした責任者じゃないですか。長年の自民党政治、安全神話をつくってきた。その結果じゃないですか。その責任者が福島にやってきて、原発のげの字も言わない。

3月11日の犠牲者の追悼式典でも、彼は原発のげの字も言わなかった。もう、原発事故を終わったことにしてしまおう。そして、もう全部打ち切ってしまおう。そして、原発再稼働と輸出をやろう。

s Kobe Steel announces more cases of faked inspections data via Washington Post

Kobe Steel’s president, Hiroya Kawasaki, told reporters the company had uncovered nine more types of products whose inspections had been faked or manipulated, including copper alloy pipes and molds and steel wire rods used in vehicle tires and engines.

The exact extent of the problem remains unclear since Kobe Steel has not identified the customers affected. But it is a major supplier to many manufacturers, including railways, automakers, aircraft manufacturers, semiconductor factories and nuclear power plants.

According to the company’s website, Kobe Steel has a 50 percent world market share for wire rod products, a 40 percent world market share for built-up and solid crankshafts used in ship propulsion systems and half the Japan market share for aluminum panels used in engine hoods for vehicles.

The company also makes casks for nuclear waste and other equipment used in both conventional and atomic power plants.

Tokyo Electric Power Co., said Friday it had bought a backup duct for a heat exchanger for one of four reactors at one of two nuclear power reactors in northeastern Japan’s Fukushima that narrowly survived the 2011 tsunami despite some damage.

放射能汚染調べよ 米軍ヘリ事故 副知事「国責任で」via しんぶん赤旗

沖縄県東村高江で米軍ヘリCH53Eが炎上した事故で12日、富川盛武副知事は中嶋浩一郎沖縄防衛局長と川田司外務省特命全権大使を呼んで抗議の申し入れを行いました。

富川氏は、ヘリに搭載可能性がある有害物質について国が責任を持って調査するよう求めました。

富川氏は「CH53には放射性物質が搭載されている可能性がある。他の有害物質も含めて調査を国の責任で行ってほしい。消防隊員への被害も調査が必要だ。近くに水ガメのダムもある。自然環境や水に影響がないか厳格に調査を願いたい」と語りました。

2004年8月に沖縄国際大に墜落したCH53Dには、回転翼の安全装置に放射性物質ストロンチウム90が使用されていた可能性が明らかになっています。

また、富川氏は、県が早急に立ち入り調査できるよう要請し、現場の牧草地が汚染されていた場合の補償も求めました。

中嶋局長は、補償について「地権者4人と複数回話し合いしている」と語りました。

米軍、現場立ち入り拒否 沖縄県、放射能調査求める 高江米軍ヘリ炎上 via 琉球新報

県環境部は11、12の両日、土壌中の放射性物質や有害物質の有無などを調査するため、事故現場への立ち入りを求めたが、現場を囲む規制線内に入ることが認められていない。12日午後6時半現在、調査は実施できていない。

2004年の沖縄国際大米軍ヘリ墜落事故を受け、日米両政府は日本国内の米軍使用施設・区域外で米軍機が墜落または着陸を余儀なくされた際に適用するガイドラインを策定した。県はガイドラインに沿って調査を求めているが、見通しは立っていない。

日米地位協定が壁となり県警が現場検証などに至れない問題に関し翁長知事は「日米合同委員会の中で日本政府に当事者能力がない。米軍に『二度とこういうことがないようにしてください』という話しかしない。豆腐にくぎのような状況だ」と指摘した。

事故当日、現場に近づけなかった東村の伊集盛久村長は、一夜明けた12日午前9時過ぎ、現場から約50メートルの場所で機体の残骸を確認し「あってはならないことが起きてしまった」と事故を非難した。東村議会(安和敏幸議長)の議員団8人も現地を視察した。

役場に戻った伊集村長は午前11時過ぎ、小野寺五典防衛相から電話で謝罪を受けた。小野寺氏からは「事故原因が判明するまで訓練中止を検討する」との説明を受けたという。
