Abe visits Futaba just days before anniversary of nuclear disaster via The Asahi Shimbun

By Naoki Mitsuyama

FUTABA, Fukushima Prefecture–Prime Minister Shinzo Abe on March 7 visited the virtual ghost town of Futaba, a once bustling community until the 2011 nuclear disaster hit and forced all the residents to evacuate.

His visit came four days before the ninth anniversary of the earthquake and tsunami disaster that triggered the crisis at the Fukushima No. 1 nuclear power plant, and just a few days after an evacuation order was lifted for a small portion of the town.

Futaba is one of two towns whose jurisdictions cover the crippled facility.

Speaking with reporters, Abe was upbeat about the prospects of Futaba eventually recovering its former self, saying, “The lifting of the evacuation order for part of Futaba is a major step forward toward full-scale reconstruction.”

He pledged that the government would continue with efforts to allow evacuees to return to the Hamadori district of Fukushima Prefecture facing the Pacific Ocean and which covers Futaba.

It was Abe’s 20th visit to Fukushima Prefecture and his first since April 2019.

[…]

[…]While much of Futaba is still classified as a “difficult-to-return zone” because of high radiation levels, the area around the station has been designated as a core component of special reconstruction work to allow residents to return.

Plans are afoot to lift the evacuation order for the entire special reconstruction work zone by spring 2022 so residents can begin returning.

Abe took a test run on the Joban Line and met with Futaba Mayor Shiro Izawa at the station platform, where Izawa explained what his town is doing to rebuild.

Nine years on, Fukushima nuclear plant lawsuits await high court rulings via Japan Times

High courts in Japan have been hearing a number of damages claims filed by those who evacuated due to the unprecedented nuclear accident in Fukushima Prefecture nine years ago.

Attention is on how the courts will assess the liability of the government, which has flatly denied responsibility over the accident at Tokyo Electric Power Company Holdings Inc.’s Fukushima No. 1 nuclear plant.

The plant suffered meltdowns in three of its reactors after being hit by a massive earthquake and tsunami on March 11, 2011, forcing many residents to evacuate.

So far, six of 10 district courts have found the government responsible for the nuclear accident, while the other four did not recognize government liability.

The key issues are whether the government was able to predict the huge tsunami and was able to avert the catastrophe by taking preventive measures.

The plaintiffs claim that the government could have prevented the accident if it had urged Tepco to take measures by exercising its regulatory power, based on its long-term earthquake prediction issued in 2002.

All of the 10 district courts recognized Tepco’s responsibility to pay damages to the plaintiffs based on a law obliging a plant operator to pay damages over a nuclear accident, regardless of whether it was negligent or not.

The Maebashi District Court and five others found that the long-term earthquake assessment was reliable, saying it was a reasonable prediction that should have been taken into account when considering tsunami countermeasures.

The courts thus recognized the government’s responsibility, finding that it acted illegally by neglecting to order Tepco to take preventive measures — such as relocating power sources to a higher location at the plant.

By contrast, two separate rulings issued by the Chiba District Court did not support the claim of government responsibility, reaching verdicts that the nuclear accident could not have been avoided even if preventive measures had been taken.

Still, all district court rulings found that the government had been able to foresee the possibility of a huge tsunami hitting the plant.

“Based on the premise that a nuclear plant should be protected at any cost, the government should exercise its regulatory power soon after it predicts a tsunami,” said Izutaro Managi, a lawyer involved in a case filed with the Fukushima District Court.

The Fukushima case involves some 3,800 plaintiffs — the largest number among suits filed against Tepco and the government over the nuclear accident.

[…]

Specifically, he called on the government to review its compensation guidelines, which include measures such as monthly payments of ¥100,000 to each resident in evacuation zones.

Manila mulls nuclear power, bishop point to Fukushima and too many risks via AsiaNews.it

To meet energy needs, the government is considering nuclear power. The dossier awaits Duterte’s signature. Archbishop Alminaza: nuclear disasters “powerful and painful reminder” of the dangers related to technology. Focusing on renewables as a “cheaper and safer” source requires a green commitment “for the care of our common home”.

Manila (AsiaNews / Cbcp) – After the hard confrontations of the past on the fight against drugs and the campaign against extremist groups in Mindanao, there is a risk of a new rift between the Filipino bishops and the government of President Rodrigo Duterte over energy concerns. The governemnt seems to be considering nuclear to meet the needs and fuel the industrial development of the country

The atomic disasters of Chernobyl, Fukushima and Three Mile Island show that nuclear power “carries risks” which, to put it simply, “is not worth taking”. This was stated by Msgr. Gerardo Alminaza, bishop of the diocese of San Carlos, in the province of Negros Occidental, in the west of the archipelago. The prelate, who has long been at the forefront of the fight for clean energy and renewables, stresses that “the three accidents occurred in countries with far more advanced technology, infrastructure and experience than the Philippines”.

[…]

An executive meeting was held on March 2, in which the Minister of Energy Alfonso Cusi illustrated the nuclear plan for the nation. Commenting on reports, the bishop of San Carlos hopes that the president will not turn his back on his appeal, which calls for the development of renewable energies which represent a “cheaper and safer” source than a possible nuclear “holocaust”.

On several public occasions, Duterte criticized members of the Church with violent and often vulgar tones, inviting also to “kill” them because they are “useless”. Since his election, bishops and priests have censored some of the government’s policies. These included the bloody war on drugs, which caused around 5,000 deaths and the imposition of martial law on Mindanao.

This time Msgr. Alminaza hopes that the response from the head of state will be different and that he will not sign the executive order, strengthening his commitment to “green” and renewable energies. “This – concludes the prelate – would be truly beneficial for our people and a concrete act for the care of our common home”

Results of radioactive contamination survey around Tokyo 2020 Olympics Torch-Relay route
3/3/2020
Nobuyoshi Ito: Iitate Village Resident
Jun Nakamura: Co-Chairman, Fukuichi Area Environmental Radiation Monitoring Project
Kazumasa Aoki: Vice President, NPO Radioactivity Monitoring Center for Citizen (Chikurin-sha)

  1. Purpose of Survey
As Prime Minister Abe defines the coming Tokyo 2020 Olympics as “Reconstruction Olympics”, great interest
is globally shown in the radiation in Fukushima Prefecture. The survey is to study the radioactive
contamination of the surroundings along the roads where the Torch Relay will go running, mainly in
    Hama-dori Area of Fukushima prefecture.
  2. How We Made Survey
    (1) We surveyed radioactive contamination levels on and around the route of the Olympic Torch-relay, over
towns and villages in Fukushima Prefecture Hama-dori area. Measurement was made on radiation dose rate
at the height of 1m above the ground and on radioactive concentration of soils.
    (2) When Survey was performed: December 16 through 18, 2019, January 13 through 14, 2020.
    (3) Where Survey was performed: 69 locations ( 9 in Tomioka, 6 Okuma, 11 Naraha, 7 Kawauchi, 7
    Minami-Soma, 6 Namie, 7 Katsurao, 9 Iitate, and 7 Kawamata)
    (4) Where measurement was made: Two to three locations in the Olympic Torch-relay Route in each city, town,
and villages, and five to six locations at road sides, parks, residential areas, and forests around the route.
  3. Summaries of Survey Results
    (1) 43 out of 69 locations (62%) surveyed are found to be “Intensive contamination survey areas” specified by
the “Decontamination Special Measures Act”, with air dose level above 0.23μSv/h. Though the government
has announced that all areas have already been decontaminated, those areas are still at a level shall be
    decontaminated specified in the law.
    (2) 3 locations (4.4%) are in the levels of categorized as “Zone of alienation” defined by Chernobyl Law. 10
(14.5%) are in the level of “Zone of obligatory resettlement”. 25 (36.2%) are in the level of “Zone of
guaranteed voluntary resettlement”. 18 (26.1%) are in the level of “Zone for radiation control”. Only 13 (19%)
locations do not belong to any radiation level category.
    (3) A severe Hot-spot was detected in the Torch-relay route in Iitate: soil contamination density of
    2,140,000Bq/m
    2
, and dose rate of 0.85μSv/h (at the height of 1m from ground).
    (4) Even on the Torch-relay route road, 11 locations (52%) show radiation contamination levels which are
categorized as “Intensive contamination survey areas” specified in “Decontamination Special Measures Act”.
    (5) On Torch-relay route road, 14 locations (67%) show radiation levels above than “Zone for radiation control”
defined by Chernobyl Law. Only 7 locations (33%) do not belong to any specific area designation.
    4.Conclusions.
    (1) We found extremely serious hot spot on torch relay route in Iitate: air dose rate is 0.85μSv/h, soil
    2
contamination density is 2,140,000 Bq /m
    2
. Inhabitants are living in those areas. Their annual exposure may
possible 7.5 mSv. It exceeds seven times the general public limit (1 mSv / year). Further survey should be
made by Japanese Government on and along the Torch-relay Route to identify similar hot-spots.
    (2) It is dry in late March, when the torch relay takes place. Attention should be paid to internal exposure due to
inhalation of soil dust. Runners and supporting people especially children need to be warned.
    (3) All our surveyed areas are places where people live. The government has announced that decontamination
of these areas have been completed, but it is clear that they are still in the levels where should be
decontaminated according to the “Decontamination Special Measures Act”.
    (4) Prime Minister Abe is intended to make a message to the world as if Fukushima had been reconstructed by
calling “Reconstruction Olympics”. However, radioactive contamination caused by the Fukushima NPPs
accident is still serious. It is not permissible to make the Olympics to send wrong information to the world.

Japan opens part of last town off-limits since nuclear leaks via The Post-Star

By Mari Yamaguchi

TOKYO (AP) — Japan’s government on Wednesday opened part of the last town that had been off-limits due to radiation since the Fukushima nuclear disaster nine years ago, in a symbolic move to show the region’s recovery ahead of the Tokyo Olympics.

The entire population of 7,000 was forced to evacuate Futaba after three reactors melted down due to damage at the town’s nuclear plant caused by a magnitude 9. 0 quake and tsunami March 11, 2011.

The partial lifting of the entry ban comes weeks before the Olympic torch starts from another town in Fukushima. The torch could also arrive in Futaba, about 4 kilometers (2.4 miles) from the wrecked nuclear plant.

Unrestricted access, however, is only being allowed to a 2.4 square-kilometer (less than 1 square-mile) area near the main Futaba train station, which will reopen later this month to reconnect it with the rest of the region for the first time since the accident. The vast majority of Futaba is restricted to those who get permission for a day visit.

[…]

“I’m overwhelmed with emotion as we finally bring part of our town operations back to our home town,” said Futaba Mayor Shiro Izawa. “I pledge to steadily push forward our recovery and reconstruction.”

Town officials say they hope to see Futaba’s former residents return, but prospects are grim because of lingering concern about radiation. Many residents also found new jobs and ties to communities after evacuating, and only about 10% say they plan to return.

Futaba’s registered residents already has decreased by 1,000 from its pre-disaster population of 7,000. Many evacuees ended up in Kazo City, north of Tokyo, after long bus trips, various stopovers and stays in shelters at an athletic arena and an abandoned high school. The town’s government reopened in a makeshift office in another Fukushima town of Iwaki.

Even after radiation levels declined to safe levels, the region’s farming and fishing are hurt by lingering concerns among consumers and retailers. The nuclear plant is being decommission in a process that will take decades and it is building temporary storage for massive amounts of debris and soil from ongoing decontamination efforts.
