Young Jimmy Carter once averted a nuclear disaster via AV Club

Mike Vago

[…]

What it’s about: A thrilling nuclear crisis, narrowly averted by a future president, which is shockingly a real life event and not an early ’90s Harrison Ford movie. And its setting, an Ottawa research facility that ran multiple nuclear reactors from 1944 until 2018.

Strangest fact: The Queen Of England is the ultimate authority on Canadian nuclear power. In 2007, Chalk River’s National Research Universal reactor (NRU) was shut down for routine maintenance, and the Canadian Nuclear Safety Commission (CNSC) decided to extend the shutdown to add more backup power systems. The only problem was, as mentioned last week, Chalk River—specifically the NRU—provides nearly all of the medical isotopes for North America, and shutting down the reactor caused a worldwide shortage.

[…]

Thing we were happiest to learn: Future president Jimmy Carter saved the day. In 1952, one of the other reactors, the NRX, underwent what’s euphemistically called a “power excursion,” and is in fact an uncontrolled chain reaction. Part of the reactor’s coolant was lost, the core was damaged, and as a result the fuel rods were overheated. The reactor melted down, a series of explosions further damaged the reactor, and 4,500 tons of radioactive water flooded the basement. The U.S. Navy sent in a 26-man rescue team, based in Schenectady, New York, led by a young Jimmy Carter. The cleanup was successful enough that within two years, the reactor was back online.

Thing we were unhappiest to learn: Carter’s victory over the atom was short-lived. Only six years after the NRX melted down, the NRU suffered a fuel rupture, which started a fire, overheating some fuel rods. The mechanical arm charged with pulling the uranium rods out of the reactor broke when the uranium caught fire. The rod broke and fell down into the reactor, irradiating the whole building. When the building was ventilated, the surrounding area was also contaminated. Laboratory staff put out the fire with buckets of wet sand, but the aftermath required another joint civilian-military cleanup effort.

Typhoons cut Fukushima radiation, likely created hotspots via The Asahi Shimbun

FUKUSHIMA–Typhoons that battered Japan in October reduced radiation levels of some parts of Fukushima Prefecture significantly, but might have created radiation hot spots, according to the environmental group Greenpeace.

Greenpeace Japan, a Tokyo-based nongovernmental organization, on March 9 released the full results of a radiation level survey it conducted at seven locations in the prefecture in autumn 2019, including Namie and Fukushima city.

Radiation levels fell sharply at some of the measurement points due to heavy rain brought by typhoons that made landfall in October and caused extensive damage to the prefecture, the survey showed.

The typhoons also created hot spots, where high levels of radiation are concentrated, in other points, the results indicated.

[…]

The latest survey was carried out between Oct. 16 and Nov. 5. Typhoon No. 19 struck the prefecture right before Greenpeace started conducting the survey and Typhoon No. 21 hit there while the team was measuring radiation levels.

The team measured radiation levels at a residential area in Shimotsushima in Namie by dividing the area into nine zones with 200 to 900 measurement points in each.

Greenpeace has been measuring radiation levels of the area, which spans about 790 tsubo (One tsubo is about 3.3 square meters) and is located within a “difficult-to-return zone,” since 2017.

A maximum radiation level of 5.9 microsieverts per hour was recorded at 1 meter above the surface of a road near a rice field in the 2018 survey, but the level fell by about 65 percent to 2.1 microsieverts in the latest survey.

The overall average radiation level in Shimotsushima also fell from 1.3 microsieverts in the previous survey to 0.9 microsievert this time.

However, the latest survey also found 40 hot spots with radiation of 1 microsievert or more. The level is about four times the government’s standard for decontamination of 0.23 microsievert per hour.

A maximum radiation of 3 microsieverts was recorded in a depression in the ground that could easily hold a pool of rainwater at 1 meter above the surface.

A reading at the same spot showed a maximum radiation level of 14 microsieverts at 10 centimeters above the ground surface.

Areas around JR Fukushima Station and Fukushima Prefecture’s Azuma Baseball Stadium, one of the venues for the 2020 Tokyo Olympics in Fukushima city, had a low radiation level of 0.1 microsievert on average.

But a maximum radiation of 5.5 microsieverts was recorded near the ground surface in areas close to the city center’s main street.

“Some points saw a significant drop that can’t be explained by the decrease in radiation levels with time,” a survey team member said, adding that hot spots “were created in areas rainwater flows into.”

The latest survey also found a point with a high radiation level of maximum 71 microsieverts per hour on the ground surface near the J-Village sporting complex, which straddles Naraha and Hirono. Tokyo Electric Power Co., operator of the stricken nuclear plant, later carried out decontamination work there.

That figure made headlines in December when it was cited, stirring concerns over safety as the area is where the Olympic torch relay will begin.

“It is vital to constantly monitor (radiation levels) and carry out decontamination work,” said Greenpeace member Kazue Suzuki, who was on the survey team.

We condemn the Tokyo Police’s house search against our comrade in the Anti-Olympics struggle! via No Olympics 2020

Around 8am on February 18th, the Tokyo Metropolitan Police Department (TMPD) invaded and conducted an unjust house search at the residential tent of our comrade “A” who has been protesting the Olympics with us. Their warrant stated that A was being charged for a suspicion of having kept an incorrect address on A’s government-issued license card. After the police quickly let A glance at the warrant, Obayashi from the TMPD’s Second Public Security Division, along with 30 or so plain clothes officers in red vests, began forcefully entering A’s home. A was woken up, pushed out of their home, taken photographs and body-searched on the spot. Police officers wearing bouffant caps carefully examined a lint roller and exclaimed “we got the hair!” as they confiscated three pieces of hair off the roller. They dusted all over A’s household items to find fingerprints. Then they demanded to get A’s saliva for DNA sample. A asked if it was optional, to which the police responded it was. When A refused the DNA collection, the police threatened that they might “collect it later by force.” The police really are the worst.

Neighbors and comrades arrived quickly to support A and protest the police. When the supporters tried to document the scene, the police blocked them from filming because it would, in their words, “violate the human rights of the suspect,” and separated A’s supporters away from the police lines they drew. Meanwhile A was not even allowed to put on a jacket in the cold temperature, was pressured by the police to stand witness to the search, surrounded by an excessive number of police officers who even kept a watch on A while A was using the bathroom. To hell with human rights of the suspect. The police went on going through documents and other personal items, spending 3.5 hours for this search operation.

They confiscated a laptop, a mobile phone, notebooks, ID card, bank card and many other items that have A’s personal information. Right as the search operation was about to end, the police pressured A again for a DNA collection and optional accompaniment to the police station. A declined.

The charge known as “provision of incorrect information on driver’s license” is a very minor misdemeanor which the police frequently uses to crack down on activists and crush social movements that they dislike. Many people do not or simply forget to report change of address to the license bureau – in other words, anyone can be penalized under this violation. We firmly believe that this search was simply a part of the state repression campaign targeting those who stand against the Olympics, now that it is 5 months point to the slated opening of the Tokyo 2020 Olympics.

Many folks under different life circumstances have to live at addresses different from what’s registered on our ID cards, and A’s situation is merely one of them. On the same day, the TMPD simultaneously made a home visit to one of A’s friends, conducted a home search and confiscated their personal items. This is the state of the police repression we are experiencing, in the name of the Olympics. We must not overlook their abuse of power and keep pushing back.

We’re continuing to monitor police activities as they could return to A at any moment. At the same time, we are calling against their forceful confiscation of DNA sample – one of the most sensitive types of personal information. We repeat: the Olympic Games exist on the ground of surveillance and repression against the everyday people. We will not forgive TMPD who force searched A’s home and Tokyo District Court’s Judge that issued the search warrant.

We’re determined to fight back against this repression against A and the broader state repression against the anti-Olympics movement.

We demand a return the confiscated items untouched!
Stop the Olympic Repression!
Abolish the police along with the Olympics regime!
Raise your voice in support!

English ver is here

Starting the Olympic torch relay in Fukushima should remind us of the dangers of nuclear power via The Japan Times

BY CASSANDRA JEFFERY AND M. V. RAMANA

VANCOUVER – If the Tokyo Olympics are held on schedule, thousands of athletes will soon come to Japan. Considering the multiple reactors that melted down there nine years ago, in March 2011, the government’s decision to start the ceremonial torch relay in Fukushima Prefecture seems a bit odd, to say the least.

While radiation levels may have declined since 2011, there are still hot spots in the prefecture, including near the sports complex where the torch relay will begin and along the relay route. The persistence of this contamination, and the economic fallout of the reactor accidents, should remind us of the hazardous nature of nuclear power.

Simultaneously, changes in the economics of alternative sources of energy in the last decade invite us to reconsider how countries, including Japan, should generate electricity in the future.

[…]

Restarting nuclear reactors or constructing new ones, should that ever happen, only increases the likelihood of more nuclear accidents in the future and raises the costs of electricity. Regardless of who we cheer for at the Olympic Games, nuclear power does not deserve our applause.
