Shale: an overlooked option for US nuclear waste disposal via Bulletin of the Atomic Scientists

Toss a dart at a map of the United States and, more often than not, it will land where shale can be found underground. A drab, relatively featureless sedimentary rock that historically attracted little interest, shale (as used here, the term includes clay and a range of clay-rich rocks) is entering Americans’ consciousness as a new source of gas and oil. But shale may also offer something entirely different—the ability to safely and permanently house high-level nuclear waste.

More than 70,000 metric tons of commercial spent nuclear fuel currently sit aboveground at 75 power-generation facilities across the United States. Surface storage of this growing inventory of long-lived waste is both a financial and security burden, and as the 2011 tsunami at Fukushima graphically showed, threats can be hard to anticipate. Recognizing this, plans in the United States and other nuclear nations, however vague, call for the eventual isolation of high-level waste underground. The devil is in the details of where and how to accomplish this.

Because spent nuclear fuel remains dangerous for hundreds of thousands of years, it is helpful (and arguably necessary) for the rock housing an underground repository to provide long-term containment as a backup to the waste packaging and repository engineering itself. Globally, considerable research is being devoted to determining what types of rock can do this. Sweden and Finland are almost entirely underlain by granite and well along with plans for granite-hosted repositories. Germany, once focused on underground salt formations, is considering its options. France, Switzerland, and Belgium are planning or considering repositories in shale.

So there is reason to believe shale can isolate spent nuclear fuel underground as long as needed. Shale also has what amounts to built-in containment redundancies, including a tendency for clay particles to sorb, or grab, dissolved waste. Then there is the sheer abundance of shale, which greatly expands geographic options for repository siting, even when oil- and gas-rich or otherwise unsuitable formations are ruled out.

On the flip side, concerns about shale include the possible instability of excavated repository shafts and rooms, and permeability increases caused by excavation. Shale is also a poor conductor of heat, which means a shale-based repository could get hotter than a facility sited in a different type of rock.

Shale’s virtues and deficits should be evaluated in the context of what has been learned about other rock types. Salt has extremely low permeability and is so deformable that fractures quickly heal, and even repository access shafts would close over time. But salt is wetter than first supposed, and heat from spent nuclear fuel may draw corrosive brine into a repository. (The salt-hosted Waste Isolation Pilot Plant facility in New Mexico, which until a recent incident was the world’s only operating geologic repository for long-lived radioactive wastes, accepts only transuranic wastes producing little heat.) Tuff at Yucca Mountain is above the water table and in a location where rainfall is scant. Nevertheless, there is evidence that water may pass through the tuff relatively quickly, perhaps along fractures. Excavations in granite are quite stable, and granite handles heat from spent fuel with little difficulty, but groundwater flow is affected by fractures and difficult to predict.

鎌倉市がイベント後援拒む 原発再稼働反対は「政治的」via 47 News

神奈川県鎌倉市が毎年後援してきた平和をテーマにした市民団体のイベントを、今年は「政治的な主張が含まれる」として断ったことが29日、市や団体への取材で分かった。イベント告知のチラシに、原発再稼働に反対する表現などがあったことが理由。

市文化人権推進課は「原発再稼働は国民の意見が分かれる問題。中立を保つため、一方だけを後押しできない」と説明。市民団体の貞兼綾子代表は「特定の政治団体に属さず、率直に思ったことを言葉にした。表現の自由はないのか」と反発している。

Similarities come into focus in talk of nuclear plants, U.S. bases with ethnic minority in Vietnam via The Asahi Shimbun

The first construction project for a nuclear power plant in Vietnam is proceeding in Ninh Thuan province, on the country’s south-central coast.

I visited the site in September on an Okinawan university’s study tour.

Inrajaka, a 30-year-old man belonging to the Cham ethnic minority, invited us to “drink some tea in my new home, if you’d like.” His new house was in the middle of the wilderness where the cactus grows, away from the village of My Nghiep where only Cham live.

Borrowing from Cham tradition, he built it with only wood and red clay. A woven mat was laid out in front of the house. A few people were having a party as they viewed the harvest moon. Inrajaka graduated from university in Ho Chi Minh City.

He now lives alone, drifting between jobs as a writer and musician. He is quite a handsome man. Living here by himself, he says he focuses on creating art without being disturbed by other people. Inrajaka is always clad in an ethnic costume that looks like a white turban and skirt. He even walks the streets of downtown Ho Chi Minh City barefoot. He’s quite a character.

I asked Inrajaka a question with an obvious answer. “They’re gonna construct a nuclear power plant around here. What do you think about that?” Immediately he replied, “It’s among the worst things humans do.” His new home is 10 kilometers from where Russia is going to build the Ninh Thuan No. 1 nuclear power plant.

That night at a meeting in the hotel, a student, whom I’ll call “M,” murmured, “So they have ethnic minorities in Vietnam. It’s terrible they’d put a nuclear power plant in such a place. I think it’s good we don’t have ethnic minorities in Japan.”

Hold on there M, but aren’t you from Naha, Okinawa Prefecture? I purposely bit my tongue, and then an older student, “A,” said, “No, that’s not the case. We Okinawans are an ethnic minority, right?”

“Japan will build a nuclear power plant near our village soon. What do you all think of that?” “What happened with the Fukushima crisis?” I purposely refrained from helping the students field the questions the villagers bombarded them with. I did no more than interpret the best answers they could give.

Issues concerning nuclear power plants and bases … in other words, Ninh Thuan and Henoko, Okinawa, where a U.S. base will be relocated … the Cham and Okinawans–I think we’ve had parallel experiences.

They only met each other for a short while, but taking this realization away from it made me feel a little glad as the lone Yamato. It might not be going too far to say it is a feeling of self-satisfaction as a member of the majority.

ベトナムでは初の原発建設計画が中南部の海岸、ニントゥアン省で進められている。9月、沖縄の大学のスタディーツアーで現地を訪問した。

「よ かったら今から新居へお茶を飲みにおいで」と誘ってくれたのは、少数民族チャム人の男性、インラジャカさん(30歳)。チャム人ばかりが住むミーギエップ 村のはずれ、サボテンが生い茂る荒野のまんなかに新居はあった。チャム人の伝統にのっとり、木と赤土だけで建てた。家の前にムシロを敷いて、中秋の名月を 眺めながら数人が宴たけなわ。インラジャカさんはホーチミン市の大学を卒業、文筆活動やミュージシャンをやる、いわゆるフリーターで独身、なかなかの美男 子だ。ここで独居して人に邪魔されず創作に励むのだという。常に白いターバンとスカートのような民族衣装、しかも裸足でホーチミン市の中心街だって歩いて しまう。すごい。

「このへんに原発ができますよね、どう思います?」。返事がみえみえの質問をわざと投げてみた。「人間がやることのうちで最悪の部類に入りますね」とあっさり。新居はロシアが建てるニントゥアン第一原発から10㌔メートルだ。

その夜、ホテルでのミーティングで学生のM君が、ぼそっと言った。「ベトナムには少数民族がいるんですね。そんなところに原発なんてひどい。日本には少数民族がいないのでよかったと思います」。え、え、M君、沖縄の那覇出身でしょうが。
わざと黙っていたら、先輩学生のAさんが言った。「いや、そんなことないでしょ。うちらは、うちなんちゅ、少数民族でしょう」

「インラサラさん、今年はね、沖縄の学生を連れてきましたよ。日本の少数民族でね、ちゃんと独自の文化や言葉もあります。迷惑な基地を押し付けられて困ってるんです。国土の0.06%の広さの島に、日本にある米軍基地の74%がありますよ。」

説明を聞いた村の知識人、高僧や、インラサラさん、大いに感じ入るところがあったらしい。「そうか、じゃあここにいる若者たちと私たちはみんな少 数民族だねえ。そうか、このなかであんただけが多数民族だね」と指を差された筆者、そうだった、ついつい自分が、やまとんちゅであることを忘れていた。

「もうすぐ日本が私たちの村の近くに原発を建てようとしています。皆さんはそれをどう思いますか」「フクシマの事故はどうなっているんですか」。私は、村の人から学生が質問攻めにあったのをわざと助けず、一生懸命答えるのを通訳するだけにとどめておいた。

原発と基地問題つまり、ニントゥアンと、米軍基地の移転先とされる沖縄の辺野古。チャム人と、うちなんちゅ。とってもパラレルにできていると思 う。両者の交流をわずかながら取り持ったことで、やまとんちゅのひとりとして少々うれしく思っている。多数民族の自己満足にすぎないといわれるかもしれな いが。

 ノーベル文学賞作家の大江健三郎さんは29日、東京都内で行われた作家池沢夏樹さんとの公開対談後に記者会見し、原発再稼働に向けた与党の動きについて 「3・11直後は、完全に方向を改めるのが日本中の声だった。私たちの危機感が無視されている。それは日本人を侮辱することだ」と批判した。

New Mexico nuclear waste accident a ‘horrific comedy of errors’ that exposes deeper problems via The Ecologist

Last February’s explosion at the WIPP dump for long-lived intermediate-level nuclear waste from the US’s nuclear weapons program remains unexplained, writes Jim Green. But with the site’s history of ignored warnings, ‘missing’ safety culture, lack of supervision and dubious contractor appointments, it surely came as no surprise – and further accidents appear inevitable.

The precise cause of the February 14 accident involving a radioactive waste barrel at the world’s only deep geological radioactive waste repository has yet to be determined, but information about the accident continues to come to light.

The Waste Isolation Pilot Plant (WIPP) in New Mexico, USA, is a dump site for long-lived intermediate-level waste from the US nuclear weapons program. More than 171,000 waste containers are stored in salt caverns 2,100 feet (640 meters) underground.

On February 14, a heat-generating chemical reaction – the Department of Energy (DOE) calls it a ‘deflagration’ rather than an explosion – compromised the integrity of a barrel and spread contaminants through more than 3,000 feet of tunnels, up the exhaust shaft, into the environment, and to an air monitoring approximately 3,000 feet north-west of the exhaust shaft. The accident resulted in 22 workers receiving low-level internal radiation exposure.

‘The contractors were not exactly meticulous’

Investigators believe a chemical reaction between nitrate salts and organic ‘kitty litter’ used as an absorbent generated sufficient heat to melt seals on at least one barrel.

But experiments have failed to reproduce the chemical reaction, and hundreds of drums of similarly packaged nuclear waste are still intact, said DOE spokesperson Lindsey Geisler. “There’s still a lot we don’t know”, she said. [2]

Terry Wallace from Los Alamos National Laboratory (LANL) said: “LANL did not consider the chemical reactions that unique combinations of radionuclides, acids, salts, liquids and organics might create.” [3]

Major deficiencies at Los Alamos National Laboratory

Of immediate relevance to the February 14 WIPP accident are problems at Los Alamos National Laboratory (LANL). The waste barrel involved in the accident was sent from LANL to WIPP. LANL staff approved the switch from an inorganic clay absorbent to an organic material in September 2013.

That switch is believed to be one of the causes of the February 14 accident. LANL also approved the use of a neutraliser that manufacturers warned shouldn’t be mixed with certain chemicals. [10]

“In particular, we noted that:

  • Despite specific direction to the contrary, LANL made a procedural change to its existing waste procedures that did not conform to technical guidance provided by the Department for the processing of nitrate salt waste; and
  • Contractor officials failed to ensure that changes to waste treatment procedures were properly documented, reviewed and approved, and that they incorporated all environmental requirements for TRU waste processing. These weaknesses led to an environment that permitted the introduction of potentially incompatible materials to TRU storage drums. Although yet to be finally confirmed, this action may have led to an adverse chemical reaction within the drums resulting in serious safety implications.”

Compromised response to the accident

A degraded safety culture was responsible for the accident, and the same failings inevitably compromised the response to the accident. Among other problems: [4,6]

  • The DOE contractor could not easily locate plutonium waste canisters because the DOE did not install an upgraded computer system to track the waste inside WIPP.
  • The lack of an underground video surveillance system made it impossible to determine if a waste container had been breached until long after the accident. A worker inspection team did not enter the underground caverns until April 4 – seven weeks after the accident.
  • The WIPP computerized Central Monitoring System has not been updated to reflect the current underground configuration of underground vaults with waste containers.
  • 12 out of 40 phones did not work so emergency communications could not reach all parts of WIPP in the immediate aftermath of the accident.
  • WIPP’s ventilation and filtration system did not prevent radiation reaching the surface, due to neglect.
  • The emergency response moved in slow motion. The first radiation alarm sounded at 11.14pm. Not until 9.34am did managers order workers on the surface of the site to move to a safe location.

Everything that was supposed to happen, didn’t. Everything that wasn’t supposed to happen, did.

川内村に仮設焼却炉完成 年明けに本格稼働 via 河北新報

東京電力福島第1原発事故に伴う解体家屋や片付けごみを焼却するため、環境省が福島県川内村下川内五枚沢地区に建設した仮設焼却炉の火入れ式が26日、現地で行われた。第1原発が立地する双葉郡で、国が建設を進める仮設焼却炉が完成するのは初めて。

敷地は村有地約7400平方メートルで、処理量は1日7トンを見込む。総事業費は約30億円。来年1月に本格運転を開始し、同年12月までに廃棄物約1700トンを処理する。排ガスから放射性セシウムを取り除く集じん機を2列設置した。

焼却灰は敷地内に一時保管し、1キロ当たり10万ベクレルを超える灰は大熊、双葉両町に建設予定の中間貯蔵施設に、10万ベクレル以下の灰は富岡町が候補地の管理型最終処分場に搬入する。

火入れ式後、遠藤雄幸村長は取材に「避難指示解除後、村に戻ってきた住民は2割弱。施設を利用し(戻れる)環境整備が進むことを期待する」と話した。

国は浪江、富岡両町と葛尾村でも仮設焼却炉の建設を進めている。

札幌地下鉄、今冬は暖房オフ 「原発に頼らない社会の実現のため」via Huffington Post

札幌市の上田文雄市長は11月28日、市営地下鉄車内の暖房を今冬は原則停止すると発表した。12月1日〜3月31日までが対象。早朝や深夜を除き、午前8時〜午後11時の間は、暖房を使用しない。国から節電推進が求められていることや、北海道電力の電気料金値上げもあるが、脱原発社会の実現を目指す対策でもあるという。

札幌市では2013年11月、2013年度の冬は2010年度に比べて7.8%節電するとの目標を掲げた。低炭素社会と脱原発依存社会の実現を目指すためである。今冬はさらに2013年を0.7ポイント上回る、8.5%の節電を目標とするという。

上 田市長はこの日の記者会見で、「市民一人ひとりの取り組みの積み重ねは、新たな発電所を作ることに匹敵する大きな電力を生み出す。事実、北海道全体の(節 電の)実績は29万キロワットで、発電所を1基つくることに相当する量だ。目標を掲げて対応することは、電力のひっ迫への対応というだけでなく、原発に頼 らない持続可能な社会の実現を目指すという目標のためでもある」と述べた。

Reactor-maker Areva’s stake in new UK nuclear plant called into question amid financial difficulties

Plans for Britain’s first new nuclear plant in a generation could be threatened by a financial crisis at the company supplying the reactor, experts claimed last night.

The £25bn Hinkley Point project in Somerset is due to be built by a consortium led by French energy giant EDF Energy, with fellow French state-owned business Areva due to provide its EPR reactor technology and take a 10pc stake in the project.

But Areva on Wednesday issued its third profits warning in four months, sending its shares down 16pc and leading to speculation it would be forced to undergo a radical restructuring.

Steve Thomas, professor of energy policy at Greenwich University, claimed the company’s participation in Hinkley would be in doubt as a result. He told TheTimes: “Areva’s never going to be able to take 10pc”.

Areva’s financial woes have been caused in part by delays in buildings its EPR reactors at Olkiluoto in Finland and at EDF’s Flamanville project in France.

Saudi Electric, the Gulf’s largest utility, has been named as one of the parties interested in the 15pc stake, but talks with the Chinese partners are said to have run into difficulties over demands for Chinese companies to take a higher proportion of the supply chain work.

French Economy Minister Emmanuel Macron insisted there was “no anxiety about Areva’s industrial activities”. “Areva is here to stay and is a priority for us,” he said.

EDF declined to comment.

 原子力規制委員会は28日、北海道電力泊原子力発電所の安全審査会合で、原発周辺の地盤の特徴を評価するには、地震波の計測データなどが不足しているとして、同社に追加調査を行うよう指示した。

 審査会合で焦点となったのは、泊原発が立地する積丹(しゃこたん)半 島の西側海岸の隆起地形。同社はこの日、今年9月から積丹半島で実施した掘削調査の結果に基づき、「過去の地震によるものではなく、長い時間をかけて、広 域的に隆起した」との主張を繰り返した。しかし、規制委は「断層活動で隆起した可能性を否定するにはデータが足りない。追加のデータが必要」と判断した。
