India’s Ambitions With Atomic Plants: Two Opposing Views via The Wall Street Journal

In coming weeks the nuclear plant at Kudankulam — built on a part of the Indian coastline struck 10 years ago this week by a devastating tsunami — will start officially selling electricity into the Indian power grid.

The Wall Street Journal this week wrote about the controversy over the plant’s location and filed a video report from the village of Idintha KaraiIn separate interviews, the Journal discussed Kudankulam with Swapnesh Kumar Malhotra of India’s Department of Atomic Energy, and S.P. Udayakumar, founder of a prominent activist group, People’s Movement Against Nuclear Energy.

Here are edited excerpts of selected topics discussed in the two interviews.

The Wall Street Journal: What are protesters’ concerns about the plant?

S.P Udayakumar: We are not very good in disaster management here in India.

We have been opposing this Kudankulam nuclear power plant for several years now. But the Fukushima accident did make a huge difference. Only after Fukushima did people show more interest in this issue, because they all saw what happened in Fukushima on their TV sets.

The fisherfolk [who live near the coastal plant] depend on the sea and seafood for livelihood. And when the nuclear power plant dumps coolant water into the sea, it is going to have very bad effect on the sea, seawater and their sea catch.

This particular part of India has a high incidence of cancer because of high natural radiation. So we don’t want to add to the radiation problem that already exists., or “Broken Coast,” where a protest movement against the plant is centered.

Activists worry about the risk of tsunamis, citing the example of Fukushima, Japan, where a nuclear plant damaged by a tsunami in 2011 leaked radiation. India’s government describes the Kudankulam plant as state-of-the-art and engineered to be safe from the waves.

Mr. Malhotra: No major changes in design. It was only change in terms of the placement of equipment.

[After the Fukushima disaster, Indian examiners] studied each and every plant. In general it was found that nuclear power plants in India are better equipped to handle some situations [than were Japanese plants].

WSJ: How should the need for power be balanced with the need for safety?

Mr. Udayakumar: We say that India, being a highly and densely populated country, with a very bad disaster-management culture, with lot of corruption and inefficiency on many areas, we cannot have a Fukushima or a Chernobyl in our country. We do need electricity, we do need development. We want business with Americans and Russians and everybody else on the earth. We want to grow with rest of the world, but not at the cost of our well-being and survival, and the welfare of our progeny.

Nuclear: Carbon Free, but Not Free of Unease via The New York Times

Next week, if all goes as planned, the 42-year-old nuclear reactor at the Vermont Yankee generating station will be shut down for the last time. The steam turbine at the plant, which at its peak could make enough electricity for about half a million homes with virtually no greenhouse gas emissions, will grind to a halt.

Vermont Yankee, in the river town of Vernon near the Massachusetts border, had been the target of years of protests and lawsuits by state officials, environmentalists and others concerned about safety and radioactive waste.

But in the end, the antinuclear movement didn’t kill the plant. Economics did.

To its advocates, nuclear power is a potent force for fighting climate change, combining the near-zero emissions of wind and solar energy with the reliability of coal and gas. And nuclear power, which provides about 19 percent of all electricity in the United States and 11 percent worldwide, could be a greater source.

But as Vermont Yankee illustrates, the nuclear industry in the United States is having trouble maintaining the status quo, much less expanding. “It’s going nowhere quickly,” said Sharon Squassoni, who studies energy and climate change at the Center for Strategic and International Studies in Washington. Overseas, the outlook is not much better.

All of this is encouraging to opponents of nuclear power, who are concerned about the costs, the potential for a major accident — despite the industry’s relatively good safety record — and the hazards of storing spent fuel.

“These things are extremely expensive and prone to cost overruns,” said Grant Smith, the senior energy policy analyst with the Civil Society Institute, a Massachusetts research group that advocates solutions to climate change. “The high-level nuclear waste issue has never been addressed. You’re talking about indefinite costs into the future.” But the outlook for nuclear power dismays the industry and its supporters, including some environmentalists, who point out that replacing the lost electricity from Vermont Yankee and the other recently closed reactors with power from natural gas could result in the release of as much carbon dioxide as is produced yearly by two million cars or more.

But Peter A. Bradford, a former member of the Nuclear Regulatory Commission, said that in discussions of adding more nuclear power to help curb emissions and fight climate change, the issue of safety takes on a new dimension.

“You can’t rationally bet a big part of your climate change abatement plan on a technology that you may suddenly find you don’t want to use anymore,” Mr. Bradford said. A major accident, for example, might force the entire industry to shut down, at least temporarily. “There’s no other low-carbon alternative with the potential to develop a large hole like that.”

Small radiation hot spots in Fukushima to be declared safe via The Japan Times

This Sunday, officials will lift an evacuation advisory for 142 locations in the city of Minamisoma, which will affect 152 households, Yosuke Takagi, state minister of economy, trade and industry, said this weekend during a briefing to residents.

Amid complaints from residents, Takagi said the decision was based on rules that allow hot spot designations to be lifted once radiation levels fall following decontamination work.

In June 2011, three months after the triple reactor meltdown at Tokyo Electric Power Co.’s Fukushima No. 1 nuclear plant, the government designated 260 places in the cities of Minamisoma and Date and the village of Kawauchi as hot spots where annual radiation doses for residents could exceed 20 millisieverts. Evacuations were advised.

Date and Kawauchi were declared free of hot spots in December 2012.

In October this year, the government indicated it would add Minamisoma to the list within the month. But it postponed doing so amid concerns among residents that radiation levels remained high.

Sweden doubles waste fee for nuclear power plant operators via Reuters

(Reuters) – Sweden’s government has decided to almost double a fee nuclear power plant operators pay to the nuclear waste fund, in order to help it cover the rising costs of decommissioning, the environment ministry said on Thursday.

Sweden’s state-owned utility Vattenfall [VATN.UL] operates Forsmark and Ringhals power plants, and Germany’s E.ON operates Oskarshamn plant. Finnish utility Fortum, which operates Loviisa power plant, also has stakes in Forsmark and Oskarshamn.

“Nuclear power must bear its own costs and the government’s decision to increase the nuclear waste fee makes this possible,” said Climate and Environment Minister Asa Romson.

Nuclear power has come under increased pressure in Sweden after general elections in September when the Social Democrats and the Green Party formed a minority cabinet. The coalition fell in a budget vote earlier this month, and a snap election is due in March.

The industry has warned that a combination of rising taxes and extra costs for new safety measures could lead to earlier shutdown of older plants, and potentially higher power prices.

東通 耐震補強見直しも 「活断層否定できず」報告案 via 東京新聞

 東北電力東通(ひがしどおり)原発(青森県)の断層を調べている原子力規制委員会の専門家チームが二十二日、「敷地内に活断層が存在する可能性を 否定できない」とする報告書案をまとめた。新規制基準による東北電の審査申請は、敷地内に活断層がないことが大前提。東北電は想定すべき地震の揺れを見直 し、耐震補強なども求められることになりそうだ。

 規制委事務局は東北電の意見を聴いた後、報告書案を委員会に報告する。了承されれば「敷地内に活断層ありの疑い」の判断が確定する。

 東北電は、敷地内の断層は活断層の動きによるものではなく、地下水で地盤が膨張する膨潤(ぼうじゅん)によってできたものだと主張。しかし、調査チームは「断層が将来動くものではないとする東北電の主張には、十分なデータが示されていない」と退けた。

 敷地内を南北に長く走る「F-9」「F-3」と呼ばれる二つの断層は、「活断層の可能性を否定できない」などと指摘。特にF-9断層は、原子炉建屋から西に百数十メートルしか離れていない。

海から冷却水を取り込む熱交換器などが入る重要施設の下を走る「f-1断層」では、専門家の間で意見が分かれ、活断層の可能性と、否定的な見方の両論を併記。原子炉建屋直下の「f-2断層」は「活断層ではない」とした。

 会合後、東北電の安倍宣昭(のぶあき)副社長は「報告書案は科学的、合理的ではない。早急に内容や議論を分析し、あらためて疑問点や見解をまとめる」と述べた。

再生エネルギー勉強 南相馬ソーラー・アグ viaKFB福島放送

南相馬市原町区の体験型学習施設「南相馬ソーラー・アグリパーク」の再生可能エネルギーウインタースクールは0日、同施設で始まった。
初日は親子連れら約25人が参加した。
「福島復興ソーラー・アグリ体験交流の会」の半谷栄寿代表理事らの指導を受け、太陽光発電で蓄えた電気自動車の電力と、使用済みの油をつかい、キャンドル作りを体験した。
21日は約30人が参加し、木炭電池で電球を光らせるクリスマスツリーを作った。

既成事実を積み上げ、国民に仕方ないと思わせ、従わせようという戦術か。だが、原発をめぐる国民の合意ができないままでは、かえって行政の停滞を招かないか。
 ▼国民を惑わせる報告書
 「原発が抱える問題は安全性の他にもあるため、安全性を確認した原発の再稼働を進めるという考えは間違い」「原発は他の技術と比較して異次元の危険性を内包した施設であり、過去、安全神話に陥っていたことは問題」
 こんな文章があると思えば、正反対の考えを示す文章もある。
 「原子力は数年にわたって国内保有燃料だけで生産が維持できることから、重要な選択肢となる」「古い原発の安全炉への転換をはじめ新増設・リプレース(建て替え)方針を明らかにすべきだ」
 前の二つは脱原発派だろう。後者は維持・推進派の見解である。
 経産省の総合資源エネルギー調査会原子力小委員会で先月27日に示された中間整理案にあった。

経産省の本音は原発推進でも、少数派の意見は無視できないから報告書などでは両論併記となりがちだ。それを読む国民は具体的な方針どころか、対立し、分裂した内容に戸惑いを覚えてしまう。
 推進派にはこれでいいのかもしれない。議論を続ける一方で既成事実を積み上げていく。それは原発再稼働であり、原発を持つ電力事業者への支援策の強化である。
 深刻な事故が起きれば電力会社だけでは手に負えない。福島事故を見て、巨額の投資を長時間かけて回収する原発のリスクを電力会社はあらためて意識した。そこで、支援強化を国に求めている。

温室効果ガスの主要排出国でありながら、削減目標の提出時期の見通しすら立たない日本に対し、国連の事務総長をはじめに早期提出を促す声が相次いだという。
 デンマークは2050年までに石油や石炭など化石燃料を使わない社会の実現を目指す長期ビジョンを掲げる。そのベースにあるのが与野党の合意であるという。

 政権交代があっても、エネルギー政策の基本に変更がない安心感から、個人も企業も長い目で見た投資が考えられるというわけだ。

原発政策を曖昧にして時を待つような姿勢では、世界の大きな流れに取り残されるのではないか。
 ところで、重い家計負担があってもなぜ、ドイツなどで再生可能エネルギーの普及が進むのか。有識者を集めた経産省の委員会の一つで面白いやりとりがあった。
 再生可能エネルギーを使った発電の主体が地域であり、住民が企業を組織してやるからだとの解説である。風力発電も地域住民で考え、計画して、自分たちの地域に建設するから反対も起きにくい。
 結果、再生エネの普及が進み、地域活性化にもなる。立地自治体と周辺地域との対立を生みやすい原発に比べると、どこにも可能性がある再生エネは夢がある。そう思う国民が多いのではないか。

Fukushima and the institutional invisibility of nuclear disaster via Ecologist

The nuclear industry and its supporters have contrived a variety of narratives to justify and explain away nuclear catastrophes, writes John Downer. None of them actually hold water, yet they serve their purpose – to command political and media heights, and reassure public sentiment on ‘safety’. But if it’s so safe, why the low limits on nuclear liabilities?

Plant design is unrepresentative and/or correctable

Parallel to narratives about Fukushima’s circumstances and operation, outlined above, are narratives that emphasise the plant itself.

These limit the relevance of accident to the wider nuclear industry by arguing that the design of its reactor (a GE Mark-1) was unrepresentative of most other reactors, while simultaneously promising that any reactors that were similar enough to be dangerous could be rendered safe by ‘correcting’ their design.

Accounts in this vein frequently highlight the plant’s age, pointing out that reactor designs have changed over time, presumably becoming safer. A UK civil servant exemplified this narrative, and the strategic decision to foreground it, in an internal email (later printed in the Guardian [2011]), in which he asserted that

“We [The Department of Business, Innovation and Skills] need to … show that events in Japan, whilst looking dramatic, are all part of the safety processes of this 1960’s reactor.”

Stressing the age of the reactor in this way became a mainstay of Fukushima discourse in the disaster’s immediate aftermath. Guardian columnist George Monbiot (2011b), for instance, described Fukushima as “a crappy old plant with inadequate safety features”.

He concluded that its failure should not speak to the integrity of later designs, like that of the neighboring plant, Fukushima ‘Daini’, which did not fail in the tsunami. “Using a plant built 40 years ago to argue against 21st-century power stations”, he wrote, “is like using the Hindenburg disaster to contend that modern air travel is unsafe.”

Other accounts highlighted the reactor’s design but focused on more generalisable failings, such as the “insufficient defense-in-depth provisions for tsunami hazards” (IAEA 2011a: 13), which could not be construed as indigenous only to the Mark-1 reactors or their generation.

The reliability myth

This is all to say, in essence, that it is misleading to assert that an accident of Fukushima’s scale will not re-occur. For there are credible reasons to believe that the reliability required of reactors is not calculable, and there are credible reasons to believe that the actual reliability of reactors is much lower than is officially calculated.

These limitations are clearly evinced by the actual historical failure rate of nuclear reactors. Even the most rudimentary calculations show that civil nuclear accidents have occurred far more frequently than official reliability assessments have predicted.

The exact numbers vary, depending on how one classifies ‘an accident’ (whether Fukushima counts as one meltdown or three, for example), but Ramana (2011) puts the historical rate of serious meltdowns at 1 in every 3,000 reactor years, while Taebi et al. (2012: 203fn) put it at somewhere between 1 in every 1,300 to 3,600 reactor years.

Either way, the implied reliability is orders of magnitude lower than assessments claim.

In a recent declaration to a UK regulator, for instance, Areva, a prominent French nuclear manufacturer, invoked probabilistic calculations to assert that the likelihood of a “core damage incident” in its new ‘EPR’ reactor were of the order of one incident, per reactor, every 1.6 million years (Ramana 2011).

改憲派は減、脱原発派は増 via 中日新聞

だが、九条改憲に積極的な自民党と次世代の党を合わせた議席は、公示前は衆院での改憲発議に必要な定数の三分の二に迫る三一四あったが、二九二に減った。

 原発再稼働をめぐっても、前回衆院選では超党派議員でつくる「原発ゼロの会」などに属した脱原発派の約百二十人の七割が落選・引退したが、今回は 民主党などから九人が返り咲いて議席を得た。脱原発を明確にする共産党も議席を八から二一まで伸ばし、社民党も公示前を維持した。

 再稼働で与党と歩調を合わせる次世代を除き、慎重・反対を唱える野党の勢力は公示前の百十九議席から百三十九議席に増えた。

 いずれも多数を形成するには至っていないが、改憲や再稼働論議に与える影響が注目される。

雨で機能停止する韓国原発は大丈夫か…部品も偽造する安全意識、それでも世界に輸出される現実 via 産経ニュース

洪水じゃないのに…衝撃広がる

「ちょっと日本では考えられない…」。日本の電力関係者が驚く事件が今年8月25日、韓国の原発施設で発生した。韓国南部、釜山郊外にある6基の原発を操作する施設が、豪雨により停電し、約23時間にわたりほぼ機能を停止していたというのだ。

原発を運営する韓国水力原子力(韓水原)によると、釜山郊外の古里1~4号機と新古里1、2号機の運転を操作する同社の本部建物が、豪雨で地下の配電盤が水に漬かったため、同月25日午後4時(日本時間同)に停電した。復旧したのは26日午後3時ごろだったという。

当時、原子炉5基が稼働中だったが、うち1基は蒸気を冷却する海水の取り入れ口から雨水が大量に入ったため運転を停止。残り4基は別の電源から電力供給を 受け運転を継続した。制御装置も機能したことから、韓水原は「安全性に問題はなかった」と説明しているという。しかし、地震や津波ではなく、「雨」で操作 施設が停止したことに衝撃が広がった。

だが、ひとたび原発事故が起これば、放射性物質の拡散など影響は国境を越えかねず、安全性は最も優先されなければならない。今年11月には古里原発 と隣接する新古里原発で放射性物質が外部に流出する重大事故が起きたとの想定で、日中韓が初めて一緒に原発事故の訓練を行ったほどだ。

韓国が経済的な理由で原発輸出を積極的に進めるのは勝手だが、安全意識の欠如や隠蔽体質までも輸出するのは許されない。
