FUKUSHIMA – A major anti-nuclear group said Friday it will send 12 people from Fukushima to New York to convey the lessons learned so far from the prefecture’s triple core meltdown in 2011 to mark the U.N. Nuclear Non-Proliferation Treaty review conference starting later this month.

The participants to be dispatched by the Japan Council against Atomic and Hydrogen Bombs (Gensuikyo) said they want to protest not only nuclear weapons, but also the so-called peaceful use of nuclear energy by states as recognized by the treaty.

It’s a very big challenge. Honestly speaking, I cannot say it’s possible.

I have to make decisions every step of the way.

福島第一原発2号機 格納容器の温度計故障か via NHK News Web

東京電力福島第一原子力発電所2号機で、原子炉を取り囲む「格納容器」に設置された一部の温度計の値が先週から急上昇していて、東京電力は、故障で異常な値を示している可能性が高いとみて監視を続けています。
今月3日の午前11時ごろ、福島第一原発2号機の格納容器内に設置された温度計の1つで、それまで20度前後だった値が70度まで急上昇したあと、5日の午後5時には88.5度まで上がりました。
その後は徐々に下がっていますが、8日の午前11時の時点でも依然として81.8度を示しています。
東京電力によりますと、2号機の格納容器には36か所に温度計が設置されていますが、原発事故のあと10か所は故障してデータを取っていないほか、8か所は正常な値を示さなくなっていて、問題の温度計はこのうちの1つだということです。

原発設備会社:世耕氏側に幹部5人献金 計750万円 via 毎日新聞

世耕弘成(ひろしげ)官房副長官の資金管理団体「紀成会」に兵庫県の原子力発電所設備会社の社長ら幹部5人が2013年、個人献金の上限である 150万円ずつ計750万円を献金していたことが分かった。うち3人が同年2月20日に、2人が6月5日にそろって献金しているものの、社長は「会社と関 係なく、献金日が同じだったのは偶然」と話すが、専門家は「金額も日付も同じなら自由意思なのか疑問で、個人献金を装った企業献金の疑いがある」と指摘す る。【杉本修作】

紀成会を巡っては昨年11月にも大阪市内の人材派遣会社の幹部ら5人から07年以降100万円ずつ、毎年計500万円の献金を受け、08年と09 年は献金日も同一だったことが明らかになっている。この時も人材派遣会社側は「個人で行っていることで会社は関係ない」と説明している。

紀成会の政治資金収支報告書によると、13年に献金したのは原発設備会社の社長のほか同社の技術担当、財務担当役員や総務部長など幹部社員。社長は12年11月15日にも150万円を献金しているが、他の4人は13年に初めて献金している。

同社のホームページ(HP)や信用調査会社によると、1971年に現社長が創業した非上場会社で、従業員は120人、年間売上高は約60億円。福 井県にある関西電力高浜、大飯、美浜各原発に事業所を設け、原子炉の冷却水系統のメンテナンスを受注するなど関電関連が売り上げの8割を占める。HPでは 「資源の乏しい我が国には原子力発電が必要です」「産業立国『日本』の基盤を支える原子力発電」などと原発の重要性を強調している。

村上春樹さんに読者が聞いてみた 「原発より交通事故の方が問題では?」via The Huffington Post

日本を代表する作家の村上春樹さんが、ネット上で脱原発の必要性を訴えた。読者の質問に答えるサイト「村上さんのところ」で38歳の男性が書いた「原発NO!に疑問を持っています」という質問への回答として、4月9日に掲載された。

男性が「年間5000人近く亡くなっている交通事故の方が原発よりも身に迫る危険性が大きいのでは?」などと質問したところ、次のように答えた。

た しかに年間の交通事故死が約5000人というのは問題ですよね。それについてはなんとか方策を講じなくてはと、もちろん僕も思います(最近は年々減少して いるようですが)。しかし福島の原発(核発電所)の事故によって、故郷の地を立ち退かなくてはならなかった人々の数はおおよそ15万人です。桁が違いま す。それだけの数の人々が住んでいた土地から強制退去させられ、見知らぬ地に身を寄せて暮らしています。家族がばらばらになってしまったケースも数多くあ ります。その心労によって命を落とされている方もたくさんおられます。自死されたかたも多数に及んでいます。その人々の故郷はいつ戻れるかもわからない土 地として、打ち捨てられています。

効率っていったい何でしょう? 15万の人々の人生を踏みつけ、ないがしろにするような効率に、どのような意味があるのでしょうか? それを「相対的な問題」として切り捨ててしまえるものでしょうか? というのが僕の意見です。

そ れからちなみに、「年間の交通事故死者5000人に比べれば、福島の事故なんてたいしたことないじゃないか」というのは政府や電力会社の息のかかった「御 用学者」あるいは「御用文化人」の愛用する常套句です。比べるべきではないものを比べる数字のトリックであり、論理のすり替えです。僕は何度もそれを耳に してきましたが、耳にするたびにいささか心がさびしくなります。

Forest Fires Threaten New Fallout From Chernobyl via The New York Times

On April 26, 1986, the Chernobyl nuclear plant in Ukraine released a plume of radiation that eventually blanketed an estimated 77,000 square miles of Europe and Eurasia. While the worst of the contamination occurred near the plant — an area still closed to human habitation, now referred to as the exclusion zone — the effects are still seen further afield as well. Radioactive wild boars roam German forests, and radioactive mushrooms grow in Bulgaria.

Now, an international team of experts warns that Europe could receive fresh doses of Chernobyl radiation from forest fires.

Radioactive isotopes of cesium, strontium and plutonium take decades to millenniums to decay. The contaminants remain in soil and in plants that, once on fire, can release them into the air.

Timothy Mousseau, a biologist at the University of South Carolina, and his colleagues created a computer model that incorporates fire patterns, climate predictions and field data collected in contaminated areas in Ukraine and Belarus.

According to their analysis, published in Ecological Monographs, wildfires that broke out in the exclusion zone in 2002, 2008 and 2010 have cumulatively redistributed an estimated 8 percent of the original amount of cesium-137 released in the 1986 disaster.

“We’ve invested billions to put a new cover over the old reactor building,” Dr. Mousseau said. “But forest fires have the ability to remobilize radioactive material from the original event.”

While the researchers did not predict how much radioactive material might be redistributed in the future, they warn that large blazes could leave significant amounts of radioactive soot around Chernobyl and across Europe, possibly leading to crop contamination.

How much of a health threat this would pose is unknown. But, Dr. Mousseau pointed out, “There is never a positive consequence of having increased amounts of mutagenic materials in our environment. It’s always negative.”

India registers record production of nuclear fuel via The Economic Times

NEW DELHI: In a major milestone for the nuclear industry, India has registered a record production of over 1,252 MT of uranium bundles, manufacturing close to double the annual fuel requirement of atomic reactors in the country.

The production has also exceeded country’s annual fuel requirement of 650 MT for the Pressurised Heavy Water Reactors (PHWRs), which means the country has surplus nuclear fuel, for at least a few months.

“After the Pokhran tests and the subsequent technology denial regime, NFC had to build indigenous capability for design and manufacture of special purpose equipment for pilgering, honing, sintering, welding, machining, final assembly etc.

“While some of these equipment were conceptualised, designed and fabricated in-house, Indian industry played a vital role in developing a lot of critical equipment.

世界でいちばん放射線量の高い場所10 ― 汚染惑星、地球を知ろう【PART1】via Tocana

 2011年3月11日の東日本大震災と、その後の東京電力福島第一原子力発電所の現状をめぐる懸念は、わたしたちに放射能の脅威に対するある種の自覚をもたらした。だが、多くの人々はいまだ、放射能汚染(radioactive contamination)が地球規模の災厄であることに気づいていない様子だ。

以下のリポート「世界でいちばん放射線量の高い場所10」は、放射性核種による汚染問題にとり組むNGO、ブラックスミス・インスティテュート (The Blacksmith Institute)が2010年に周知した報告などをもとに、そこに筆者が多少手を加えたものである─。

■第10位 ハンフォード核処理施設、アメリカ/ Hanford, USA

アメリカ、ワシントン州にあるハンフォード核処理施設(The Hanford Site)は、1945年7月16日に、ニューメキシコ州アラモゴード砂漠で人類初の核爆弾となった「ガジェット」(The gadget)─これをトリニティ実験と呼ぶ─および長崎に投下された史上3番めの原爆「ファットマン」(Fat Man)用のプルトニウムを製造した原爆開発工場として、いまなお、歴史にその悪名を残している。

その後、1989年まで続いた冷戦(Cold War)の緊張下、コロンビア川の岸辺に位置するこのサイトは60000個あまりの核兵器(nuclear weapons)にプルトニウムを供給するためフル稼働を続けた。

ハンフォード核処理施設は、現在では操業を終えている。それでもここには、アメリカ国内の高レベル放射性廃棄物の3分の2が貯蔵されている。およ そ5300万ガロンの液体廃棄物(liquid waste)と、2500万立方フィートの固形廃棄物(solid waste)、また敷地直下の200平方マイルにわたる汚染された地下水が、この地を全米で最も呪われた場所にしている。

業を必要とする場所は1400箇所以上にのぼる上、次々と深刻な汚染状況が明らかとなり、はたして1518平方キロメートルに及ぶこの広大な地に将来的な再生が可能なのだろうかという疑問が政府と国民の頭を悩ませている。

Consequences of Trinity Site in New Mexico via Current-Argus

The time was 5:30 a.m., Monday morning July 16, 1945. My grandfather, Eugene McKim, Sr., was having breakfast with my grandmother and aunt. My grandfather’s 200 acre property was two miles east of Oscuro, one of the closest towns to the first atomic explosion.

They rushed outside. The sky was red. In the next week the hair on the cattle fell off. They were told it was an ammunition dump, nothing to worry about. Only when two Japanese cities were obliterated did New Mexicans learn their explosion was atomic.

This last weekend there was a protest at the annual Trinity Site visit. A group calling itself Downwinders was protesting that after this atomic device is exploded above ground, there was and is radioactive fallout and illnesses. The government has never addressed the radiation effects on people from the Trinity Site.

It has always been in vogue to talk about radiation in Japan and how those people suffered, but not in New Mexico. Obviously no environmental impact statement was filed before the nuclear test. In the 1970s there was some research on the Chupadera Ridge radiation but not on people.

Generations of New Mexicans have been sickened by the released radiation yet our government turns a blind eye as does the news media and our elected officials. Contrast that with the hoopla last year when a miniscule amount of radiation escaped from the Waste Isolation Pilot Plant.

The protestors at the Trinity Site visit were noted by the media who otherwise yawned broadly at the spectacle of these people being sickened and killed by the actions of our government. Without the media pushing this, nothing will happen since the political parties feed upon media attention.

So the media could lead the change in the fortunes of these unfortunate citizens. First the media must get their hackles up that all of these people have been harmed and not compensated or helped by our government. The same government throws billions of dollars at many countries who hate the United States. How about a little love for our own citizens?

This is partly personal since I developed the aggressive thyroid cancer that some call Chernobyl cancer because it has been studied downwind of the 1986 nuclear accident in the Ukraine. It hasn’t been studied in the United States like it has in Europe. We could have been studying this in our country but no interest.

In all of the years my cancer and subsequent treatments have cost me lots of money and discomfort. Also my quality of life has been compromised dramatically. Some expenses have been picked up by insurance, but there has not been even a “Sorry” from the government.

再稼働と脱原発併記 原発事故で各社記述増も内容苦心 via 産経ニュース

 東京電力福島第1原発の事故については全教科書の29%にあたる31点が扱い、現行の16%を大きく上回った。現行教科書では社会、理科、技術・ 家庭の3教科に記述があるが、今回は保健体育と国語も加わり、5教科に増えた。公民では6点全てがエネルギー問題と絡めて原発事故を記述。「再稼働」と 「脱原発」の両論を併記して生徒に議論を促す教科書が目立った。

特に記述が多かったのが公民だ。東京書籍は4ページをエネルギー問題に充 て、事故後に設置された原子力規制委員会の役割や、運転開始から40年を超える老朽原発の運転制限まで踏み込んだ。火力、原子力、水力、再生可能エネル ギーそれぞれの利点と課題を示した表を載せ、生徒が安全面や経済面から総合的に議論しやすいよう工夫を凝らした。

日本文教出版は、鉱物性燃料輸入額のグラフや原発事故を伝える新聞記事を使って両論を併記。「化石燃料の輸入費用がかかり、経済活動に悪い影響が出る」という再稼働論を、反対論の「安全性に問題がある限り、原発を稼働すべきではない」と比較させた。

また原子力についての記述は難しくなりがち。東京書籍の3年用の理科には当初、原発事故の解説に「炉心」「半減期」など中学校の学習内容になかったり、高校で学習する内容だったりする用語を使っていたが、「生徒にとって理解しがたい」と検定意見が付けられ、修正した。

これまで放射線の記述がなかった保健体育は4点中2点が「放射線と健康」のテーマで、内部被曝(ひばく)と外部被曝の説明やレントゲンなど身の回りの放射 線について解説を加えた。国語は光村図書出版の2年用教科書に、原発事故で立ち入り禁止区域に残された動物の写真集の読書案内が掲載された。
