 原発事故後、官邸前の脱原発デモに10万人以上集めた首都圏反原発連合の中心メンバーの一人だ。

翌日、原発で爆発が起きる映像をテレビで見る。すぐカーテンを閉めて窓のサッシに目張りした。

 岩手大の学生だった長男(23)を除く、夫と高校2年だった長女(21)と3人で、ともかく避難。北関東を転々とした。

 夫の仕事があるため4月にいわきに戻ったが、1年間、長女は学校以外は外に出さなかった。

 原発はもはや遠い存在どころではなくなっていた。

Royal Navy investigates Trident whistle-blower William McNeilly who claims nuclear programme is a ‘disaster waiting to happen’ via The Independent

Able seaman William McNeilly has gone on the run after making a series of damaging accusations which the MoD says are ‘subjective and unsubstantiated’

The Royal Navy is investigating claims by an apparent whistle-blower that there is a “complete lack of concern for security” that makes the Trident nuclear weapons programme vulnerable to terror attack.

The claims were made in an online post by 25-year-old William McNeilly, and included a photograph of his Navy ID card.

McNeilly said he had “sacrificed” his freedom and a well-paid career to make the claims in an 18-page report entitled “The Secret Nuclear Threat”, and that after posting it he had gone on the run.

In his report, McNeilly claimed he had witnessed a host of inadequate systems and checks while training with the Trident programme, from “things like food hygiene” to failed launch tests, flooding on board submarines, fires in the missile compartment and “a complete lack of security”.

“If airport security and nuclear weapon security were both compared to prisons,” McNeilly writes, “the airport would be Alcatraz and base security would be house arrest.”

McNeilly’s report: Key claims

“I’m releasing this information in this way because it’s the only way I can to be sure it gets out,” he said, adding that he had “raised concerns through the chain of command on multiple occasions” and got nowhere.

避難先の福島市渡利のアパートに構えた事務所兼自宅には、4年分以上の領収書が束となる。帳簿の記入から決算書の作成まで1人で追われている。同社の決算日は納付期限日より1カ月後の4月30日。経理が終わらない以上、確定申告はできなかった。

会社の収支を確定させなければならない理由がもう1つあった。「賠償金をもらわないと税金を払えない」。所得税や法人税などの納税額が膨らめば、手持ちの資金では心細い。最低限の運転資金は確保しておきたい。すがるところは未請求の賠償金しかなかった。
平成23年7月に東電から損害賠償の仮払い金250万円を受けて以来、本格的な賠償金を請求していない。仕事の現場と避難先を往復する日々で、避難などに要した経費を会社分と個人分に仕分ける作業さえ進まなかったためだ。会社と個人の財物賠償も求めていない
会社の存続を優先するあまり、後回しになった賠償金を、納税のために請求する羽目になるとは思ってもいなかった。営業損害賠償や財物賠償の一部は課税対 象だ。納税するための賠償金で、また納税することになる。「自分の怠慢が招いた悪循環だが、これでは原発事故の損害を埋められない」。西内さんは首をかし げる。

設備投資の借入金は金融機関の口座から自動的に引き落とされる。このままでは破綻すると考えた。避難生活も落ち着かない中で働きだした。同業者から 分けてもらった仕事などで、ほそぼそと経営を続けた。依頼があれば空間放射線量が1時間当たり10マイクロシーベルト超の墓地にも入った。
「原発事故直後に事業を再開したのは正解だったのか、賠償金を受け取って事業再開を断念した方が良かったのか…」。今なお答えは出ない。

政府は「生活再建」「事業再開」と避難者を鼓舞する。ただ、原子力災害の損害を埋め合わせるための賠償金で、国に税金を納めざるを得ない現実もある。納税は国民の義務だが、先行きを見通せない避難者には不条理な重荷と映る。課税をめぐる賠償の底流を追う

カバー解体作業の画像公開=粉じん防止剤噴霧-福島第1原発 via 時事ドットコム

東京電力は15日、福島第1原発1号機原子炉建屋を覆うカバーの解体に向けた作業の画像を公開した。カバーを外したときに放射性物質を含む粉じんが舞い上 がらないよう、飛散防止剤を内部に噴霧する様子で、噴霧器を大型クレーンでつり上げ、屋根部分に開けた穴から散布した。放射線量が高いため、噴霧作業は遠 隔操作で行った。

全村避難 福島・飯舘村の復興考える集い (神奈川県)via 日テレNEWS24

福島第一原発の事故から4年が経過した今も全村避難が続く福島県飯舘村について考えるシンポジウムが16日、神奈川県藤沢市で開かれた。

TEPCO starts prep work to take cover off damaged Fukushima reactor via The Asahi Shimbun

Tokyo Electric Power Co. began preparations on May 15 to remove the cover around a damaged reactor building at the crippled Fukushima No. 1 nuclear power plant, the first step in a lengthy process to extracting nuclear fuel inside it.

The work is part of a preparatory process that could take several years for the eventual removal of nuclear fuel from the spent fuel pool in the No. 1 reactor building.

On the first day of the work, TEPCO, the plant operator, sprayed a chemical agent in the reactor building to prevent radioactive dust in the building from being released into the air when the cover is removed.

On May 15, a large crane lifted a spraying machine to insert a thin, long nozzle into the building through holes created on the top cover to spray a glue-like chemical to contain dust and other materials generated by a hydrogen explosion triggered by the March 2011 Great East Japan Earthquake and tsunami.

The agent will be sprayed through the nozzle at 48 points. After it completes the spraying, TEPCO plans to begin retracting the roof cover on May 25 at the earliest to remove debris from the upper part of the building.

When the utility was removing debris from the No. 3 reactor building in the summer of 2013, a large amount of radioactive substances was released into the environment, fostering the public’s distrust in the process.

家賃1億6千万円過払い 福島県の借り上げ住宅 via 産経新聞

 福島県は15日、東日本大震災と東京電力福島第1原発事故の被災者が入居する借り上げ住宅の家賃などを約1億6100万円多く貸主らに支払っていたと発表した。うち約1200万円が未回収で、県は今後、返納を求める。

 県は過払いを2年以上前に把握していたが公表していなかった。担当者は「膨大な支払い業務が一時に集中した。大変申し訳ない」と陳謝した。

Regulators asked to close Washington nuclear plant until crack in cooling system repaired via The Oregonian

Anti-nuclear groups want federal regulators to keep the region’s lone nuclear plant shut down until repairs are made to a cracked pipe that feeds cooling water to the reactor.

The Columbia Generating Station in Richland, Washington, shut down a week ago for scheduled maintenance. Operators said the plant just completed a record 683-day uninterrupted run.

Energy Northwest, the utility consortium that operates the 1,100 megawatt plant, contends said the cracked pipe is a minor repair that doesn’t need to be done immediately. The consortium said activists are seizing on the issue to forward their agenda of seeing the plant shut for good.

The pump is the latest in a growing list of issues that activists have raised about the plant, which they claim is uneconomical, outdated and isn’t designed to withstand the size earthquakes that are possible at the site.

The Physicians for Social Responsibility on Wednesday petitioned the Nuclear Regulatory Commission to suspend the plant restart until the pipe has been repaired. The group contends the fix is crucial in light of recent seismic studies showing that a major earthquake could cause more ground movement at the plant than designed to withstand.

Energy Northwest was required to deliver its own seismic review of the site to Nuclear Regulatory Commission in March. But the commission on Tuesday gave Energy Northwest another two years analyze how the expected ground movements would impact structures at the plant.

The petition said that the crack or any other pipe damage during an earthquake could cause water to drain more rapidly from the reactor, affecting the ability to keep the radioactive core cool.

Need to formally establish a planned economic mitigation fund for reactor communities in Illinois via NEIS

ince Exelon’s unilateral closure of the twin-Zion nuclear reactor in 1997, NEIS has urged public officials at all levels to plan and establish economic mitigation funds to prepare for the negative consequences of the abrupt loss of tax revenue and jobs in affected reactor communities resulting from such closures. To date, we have seen nothing that rectifies this adverse economic impact eventuality. Just as the U.S. did in Iraq – we have no “exit strategy.” Consequently all future hand-wringing about economic disruption as a result of reactor closures is really more a matter of “self-fulfilling prophecy,” than crisis requiring immediate and ill-thought- out, knee-jerk response. We believe that this situation can best be rectified by State legislation, for uniformity and planning.

Further, in a period of energy transition such as the nation and world are currently experiencing, it is natural and inevitable and should be recognized that some jobs will and must be transitioned, changed or lost. Illinois no longer supports the families of unemployed blacksmiths or clipper ship sailors. While acting responsibly to help workers transition into new jobs and fields, the State should not succumb to legalizing extortive practices from large “company town” employers like Exelon Corporation. Instead, it should responsibly plan and assist ways to facilitate the job transitions with the minimal disruption to workers and local economies. Subsidizing annual jobs-hostage crises — the inevitable consequence of caving to Exelon’s current demands — is not responsible governance, nor acceptable fiduciary practice.

As NEIS has pointed out repeatedly, there are numerous ways that reactors can close, some anticipated, some unexpected, some outright immediate. Because of the latter, it is incumbent on responsible public officials at the local and state levels to take measures in advance which mitigate the negative effects of the inevitable closures.

We list the many possible ways for reactors to close:

• Unexpected major accident, resulting in immediate and presumably premature closure
• An NRC ordered shut down
• Exelon’s unilateral decision to close a plant on economic or other grounds, as it did at Zion, resulting in an immediate loss of about 55% of Zion’s tax base
• Devaluation through sale, as occurred at the Clinton station, resulting in enormous loss of tax base
• Eventual old-age, license expiration closure (the outcome most hoped for after 40-60 years)

Recommendation: Planning for some kind of eventual closure must be made long before it happens to minimize economic and service disruptions to the entities whose tax base will be affected. Current debate about the reactor license extensions for Exelon’s Byron and Braidwood reactors, and Exelon’s threat to close as many as five of its Illinois reactors serve as a reminder of this need, and an opportunity to take action. We recommend that dependent governmental and taxing entities begin formal negotiations with Exelon to establish an escrowed “closure mitigation/just-transition fund,” based on some mutually agreeable assessment and payment structure, so that dependent entities will have some kind of defined temporary funding stream available to soften the economic blow of closure, and not radically disrupt essential services.

Such programs have already been established between the U.S. Dept. of Energy and local communities around DOE sites. In the early 90’s after several federal nuclear weapons production sites were closed, Sen. John Glenn drafted legislation that established a worker and community transition and worker medical monitoring programs in the Energy Department ( Sections 3161& 3162 of the FY 1992 Defense Authorization Act). The law provided funds for worker training for site cleanup, medical follow-up of current and former workers, transfer of assets for community reuse, and payment in to local jurisdictions lieu of taxes.

An example of what NEIS suggests is found in our comments to the Nuclear Regulatory Commission on the proposed re-licensing of the Byron and Braidwood nuclear plants:

Comment 2: Analysis of socio-economic impacts are incomplete. No analysis of impacts of early or unexpected closure are considered or provided.

The Exelon ER documents a significant local tax impact for the presence of the Braidwood Nuclear Station, yet only addresses the positive impacts. No mention or analysis of negative impacts resulting from abrupt, planned, or unexpected early closure of Braidwood is presented. This is a significant omission.

According to the Exelon ER Braidwood represents less than 2% of the Will County total tax base, roughly $20 million annually for the years 2008 through 2010. However, it accounts for upwards of 78% of the Reed-Custer School District 255U’s adjusted property tax levy. These are not insignificant amounts for the local communities around Braidwood, as opposed to the county as a whole. Their abrupt disappearance would wreak local economic havoc on the affected governmental and essential service entities’ ability to operate; while leaving Will County as a whole largely unaffected.

The ER either fails to recognize or mention at all some of the possible events that could result in such a situation:

• Unexpected major accident, resulting in immediate and presumably premature closure
• NRC ordered shut down
• Exelon’s unilateral decision to close the plant on economic or other grounds, as it did at Zion, resulting in an immediate loss of about 55% of Zion’s tax base
• Devaluation through sale, as occurred at the Clinton station, resulting in enormous loss of tax base
• Eventual old-age, license expiration closure (the outcome most hoped for)
