初の持続的核連鎖反応の75周年記念に際して、考慮してほしいこと 放射能人体実験へのシカゴ大学の参加
第二次大戦後の放射能人体実験にシカゴ大学も他の機関と共に参加しています。その多くはアイリーン・ウェルサムの記念碑的著書『プルトニウム・ファイル—冷戦期のアメリカの隠された医学実験—』(1999;日本語訳『プルトニウム・ファイル—いま明かされる放射能人体実験の全貌—』2013)、「放射能人体実験に関する諮問委員会の最終報告書」(1995, ACHRE)に記されています。しかし、あるシカゴの実験については、下院の「省エネと電力小委員会」の1986年報告書「アメリカの核モルモット:アメリカ市民に行われた放射能実験の30年」(エド・マーキー議長)にのみ記録されています。この実験では、ネバダ核実験場の放射性降下物または模擬降下物が1961年〜1963年の間に、102人の学生と研究室スタッフに与えられました。この人体実験が報告書に書かれている他の実験より酷いというわけでは決してありませんが、教育機関が自分たちの学生と職員を「核の測定装置」(報告書の「要旨と結論」による)として使った点で、特筆されるべきものです。(報告書の該当箇所は以下を御覧下さい。) 大学とは知識の探求の場とされています。時にその知の探求は、意図的であろうとなかろうと長く黙認されてきた歴史の一部を明らかにする形もとります。それは近年、大学が奴隷制度と関わっていたことの捜査が進められていることからもわかる通りです。シカゴ大学が核の時代の一環として、人体実験の問題について検証を始めることは、一時的なお祭り騒ぎではなく、今後ながらく「核反応」(”Nuclear Reactions”、つまり、75周年記念の一連の行事の総称)と向き合っていく上で、むしろ必要ではないでしょうか。政府率先の研究をふくめ、こうした実験に踏み出すに当たって 、 どんな基準が採用されたのか? 実験の決定に関わったのは誰か? 放射線医学との関係はどんなものだったのか? 教員主導の実験に学生とスタッフが自主的に参加するとは、どういう意味なのか? これらの問題は現在の私たちにも重要です。 マーキー報告書はエネルギー省に対して、以下の要求をしています。「この実験の対象とされた人々を明らかにし、放射線影響の長期間の病歴を調べ、これらの人間モルモットが被った被害の賠償をするため、可能な限りの努力をすべきである」。これはおよそ30年前、1986年の記述です。 ノーマ・フィールド シカゴ大学ロバート・S.イ ンガソール名誉教授 (牟田おりえ訳) ◇PDFはこちら ◇英文
