CONCORD’S DIRTY LITTLE SECRET: A NUCLEAR WASTE DUMP via The Mount Observer

Behind its idyllic, tranquil façade and illusions of peace, harmony, and vibrant wholesomeness, Concord hides its dirtiest little secret. The Massachusetts Environmental Protection Agency (EPA) and the United States Nuclear Regulatory Commission (USNRC) have designated a nuclear waste dump of catastrophic proportions located at 2229 Main Street, Concord, the location of the former Nuclear Metals Incorporated, more recently known as Starmet Corporation as a nuclear superfund site.
A fully functioning, legal nuclear waste process and dump site as recent as 2001, researcher and ecologist Ed Ericson confirms this forty-six acre depleted uranium Superfund site is located adjacent to the Thoreau Day Camp and Thoreau Club and across the street from the Assabet River. Scientists from the Environmental Protection Agency have determined that “The soil, more than a mile from the nuclear dump is radioactive. A 1993 epidemiological study found the town’s residents suffered higher rates of cancer than the state average.”
Thinking of sending your son or daughter to the Thoreau Day Camp, in order to give your child the chance to experience nature and participate in activities in a safe and supportive environment, better think twice or wait ten years because that is how long the Environmental Protection Agency estimates it will take to clean up the site to “acceptable” levels of radioactivity (EPA). According to the USNRC, Depleted uranium, or DU, has a half-life of nearly 840 million years, a relatively short span in geologic terms, but seemingly forever compared to the human race.
The United States Nuclear Regulatory Commission and the State of Massachusetts Environmental Protection Agency have been negotiating with the failed, bankrupt corporation to begin the long tedious process of cleaning up the area and according to those agencies an agreement has been reached (USNRC). “In April 2004, the state reached an agreement with the U.S. Army to remove the more than 3000 drums of depleted uranium and other materials from within the facility. Between October 4, 2005 and February 27, 2006, Envirocare of Utah removed 3,800 barrels of low level radioactive material, and 317 tons of depleted uranium via truck to Clive, Utah.”
According to the official Town of Concord website, at a recent Annual Town Meeting the citizens of Concord overwhelmingly approved a plan to change the Concord zoning by-law to allow developers to build homes on the 46 acre Nuclear Metals/Starmet Superfund Site. Regulators have convinced the townsfolk that by cleaning up the site to a “residential standard”, they will get a “better cleanup”, a “cleaner clean”. New meetings with the concerned citizens were set up last November to announce a plan to tear down the five existing contaminated buildings left on the property. The Nuclear Regulatory Commission notes that presently there is a “uranium plume flowing down gradient toward the Assabet River.”

40% of Fukushima evacuation personnel exposed to radiation of 1 mSv via Japan Today

Nearly 40% of Self-Defense Forces troops, police officers and firefighters involved in evacuation operations right after the 2011 Fukushima nuclear crisis were exposed to radiation above the annual public limit of 1 millisievert, the government said Monday.

The Cabinet Office surveyed for the first time 2,967 personnel who assisted in evacuating residents living within a 20-kilometer radius of the Fukushima Daiichi nuclear complex as well as radiation cleanup and other activities from March 12 to 31, 2011.

The survey found that around 62% were exposed to radiation of less than 1 millisievert. But 38% were exposed to 1 millisievert or more, of whom 19% received 1 to 2 millisieverts and 5% received 5 to 10 millisieverts.

Daily radiation doses remained high until around March 15—the day the third reactor building suffered an explosion at the plant—and dropped below 0.1 millisievert from March 18.

The Cabinet Office revealed the data at a meeting to discuss ways to mitigate the radiation exposure of civilians helping others to evacuate in the event of a nuclear accident.

The government plans to set a 1-millisievert-limit for civilians assisting in evacuations such as bus drivers. But some bus drivers are reluctant to accept the proposal.

The maximum radiation dose for ordinary members of the public is set at 1 millisievert per year. The limit for workers at nuclear facilities is 100 millisieverts over five years and 50 millisieverts per year in normal times, but it is raised in emergencies.

South Korea’s Nuclear Obsession via The Diplomat

The fixation on nuclear power ignores Fukushima and the global trend towards renewables.

Five Greenpeace activists last week entered the security zone of the Kori Nuclear Power Plant. Arriving via a black inflatable boat, they climbed out and scampered up a rocky slope, unfurling a bright yellow banner in front of the plant’s fence. For 40 minutes they stood their ground as guards looked on, sirens blazed, and warnings from the Coast Guard were broadcast over the loud speaker.

In South Korea, the world’s fourth largest producer of nuclear power, the government is planning to expand the Kori site. With six reactors online, two waiting for operating license approval, and an additional two planned, it will bring the total number to ten reactors by 2022. Yet with 3.4 million people living within the 30 km zone, major companies such as Hyundai Motors located nearby, and popular Haeundae beach also in the vicinity, it reveals a government in denial of the threat to its people and nation.

But for the government and the industry, the argument is that Korea needs nuclear power. But the reality is that industrial economies, both established and rapidly developing nations, are investing in renewables because they are reliable, affordable, quick to install, safe, and are the best generating technology to reduce carbon emissions. In 2014, Germany, Japan, China, India, Spain, Mexico, Brazil and the Netherlands collectively generated more electricity from renewables (excluding large-scale hydro) than from nuclear power.

The majority of South Korean people, like the people of Japan, have understood the lessons of Fukushima – that nuclear power is a technology with unacceptable risks. In contrast, both the Abe government in Japan and the administration of Park Geun-hye in South Korea are deliberately ignoring the lessons of Fukushima. It took the Fukushima Daiichi accident to change the mind of one national leader. South Korea should not have to wait for an accident at Kori to have a similar effect.

また「安倍政権の政策は目先の経済的利益だけを追い求め、地球を汚染する最悪のエネルギー・環境政策だ」とも提起した。

Radioactive Dump That Burned in Nevada Had Past Troubles via The New York Times

Nevada now has ownership and oversight of the property, which opened in 1962 near Beatty as the nation’s first federally licensed low-level radioactive waste dump and closed in 1992. State officials said this week they didn’t immediately know what blew up.

A soundless 40-second video turned over by US Ecology to state officials showed bursts of white smoke and dirt flying from several explosions on Oct. 18 from the dump in the brown desert about 110 miles northwest of Las Vegas.

A state fire inspector, Martin Azevedo, surveyed the site on Wednesday.

His report, obtained Friday by The Associated Press, described moisture in the pit and “heavily corroded” 55-gallon drums in and around the 20-foot-by-30-foot crater. Debris from the blast spread 190 feet. Two drums were found outside the fence line.

Jon Bakkedahl, state radiation control supervisor, said previously the material that exploded was probably buried in the mid-1970s.

Federal records say 4.7 million cubic feet of materials was buried before the 40-acre waste site closed. Officials say there are 22 trenches up to 100 feet deep and 800 feet long, with pits capped by up to 10 feet of clay and dirt.

The permit was for low-level solid radioactive waste, including contaminated tools, protective clothing, machine parts, medical items and laboratory supplies.

Former Nevada Gov. Robert List ordered the Beatty low-level waste facility shut down in 1979 and launched a probe after a radioactive cargo fire on a truck parked on U.S. Highway 95 at the facility gate.

The fire came three years after employees were dismissed for pilfering radioactive building materials, tools and even a portable cement mixer, according to a 1994 report prepared by the Idaho National Engineering Laboratory.

首相は中央アジア5カ国を歴訪中で各国で日本企業の事業拡大に向けたトップセールスを展開している。カザフスタンは最後の訪問国。ウランの埋蔵量が世界第2位、生産量が世界第1位の資源国だ。日本とは原発の輸出に必要な原子力協定を結んでいる。

カザフスタンは新たに原発の建設を検討しており、東芝傘下のウエスチングハウス(WH)などが受注を目指している。日本政府は海外へのインフラ輸出の拡大 を成長戦略の一つとして掲げており、カザフでの原発受注にも力を入れている。首相が直接、大統領に日本企業の受注を売り込む。

福島原発事故処理にあたった自衛官らの40% 年間安全基準以上の放射線を浴びる via Sputnik News

関東・東北豪雨被害の影響調査 栃木・塩谷町、環境省に抗議 via FNN News

「目的が違う」として、栃木・塩谷町が、環境省に対し抗議した。
9月の関東・東北豪雨で、冠水被害に遭った栃木・塩谷町の見形和久町長らは、井上環境副大臣と面会し、環境省が10月14日に行った「被害の影響調査」が、目的が違うとして抗議した。
塩谷町は、指定廃棄物の最終処分場の詳細調査候補地になっているが、豪雨被害の影響を調べた際に、候補地としての調査も行われたという。
さらに、見形町長らは、詳細調査候補地の白紙撤回もあらためて求め、井上副大臣は、「課題について、いろいろ対応しながら進めていきたい」と述べた。

BACKGROUND:
New information shows that Illinois is in the path of thousands of nuclear waste shipments if the controversial and currently defunct HLRW disposal site proposed for Yucca Mountain, NV, were to open. Transporting the nation’s nuclear waste stockpile to Yucca Mountain would involve tens of thousands of shipments nationally on roads and railways, making accidents a statistical certainty. Members of the current Congress, especially Republic Representative John Shimkus (15th, IL), have been pushing for a re-opening of the now defunct Yucca Mt., NV site as a HLRW disposal facility.

Illinois’ extensive road and rail network, and its proximity to Lake Michigan make it a major corridor state for such shipments. Exelon’s 14 reactors (11 operating) have produced the largest amount of HLRW of any state. IL also has the nation’s only commercial HLRW storage facility near Morris, IL. A 2012 DOE study targets IL as an optimal location for the nation’s first “away from reactor” storage facility. Exelon’s threat to close up to 5 of its Illinois reactors moves up the timeline for dealing with HLRW storage, transportation and disposal considerably. Finally, a cash-strapped, nearly bankrupt state without a budget could result in the dangerously inadequate ability to provide for the safe transportation of HLRW in the immediate future, as department closures and staff reductions impede on the State’s ability to safeguard the shipments or respond to transportation emergencies and accidents.
