安倍晋三首相は３日、東京電力福島第一原発事故で被災した福島県葛尾村などを視察した。視察後、記者団に「帰還困難区域でないにもかかわらず、いまだ避難指示が続いている区域は来年３月には解除し、早期に帰還できるように取り組むことを指示した」と改めて強調。帰還困難区域の復興についても、「この夏までに国の考えを示したい」と語った。

避難指示の解除には線量の低下に加え、電気や水道、通信、医療・介護体制などの復旧が条件となる。国と住民との「十分な協議」も必要で、国が解除のスケジュールを提案しても、「線量がまだ高い」などと解除が延期される例も多い。

原発震災から丸５年を過ぎて、復興・帰還のキャンペーンや風化が進むなかで、現地相談会は、全国の保養や移住の受け入れ活動を継続している団体が、被災地へ直接足を運び一堂に会し、不安を抱える人たちの相談を顔を見合わせて耳を傾ける貴重な機会です。
またうけいれ全国は、こうした団体の全国規模での唯一のネットワークであり、相談会場での横のつながりは、かけがえのない全国交流と情報交換の機会でもあります。

除染された地域で再び線量が高まっている？
福島第一の原発事故から５年を控えた２月中旬の南相馬市。自転車で登校する小さな女の子たちの無邪気な姿を目にして、ショックを受けて深くため息を つく男がいた。米国バーモント州で“フェアウィンズ・アソシエイツ”のチーフエンジニアを務める原子炉の専門家、アーニー・ガンダーセン氏だ。
45年に渡り、原子炉の設計、運営、廃炉に携わって来た同氏はスリーマイル島の原発事故の研究とその公表に従事。福島原発事故後も独自の調査を行い、日米のメディアで、原発の危険性を声高に訴えて来た。
そんなガンダーセン氏は、事故から５年を経て、再び、福島の地を訪ねていたのである。ガンダーセン氏が、女の子たちの姿を見てショックを受けた理由をこう説明する。
「今回の訪日で福島の再調査を行いましたが、驚いたことは、すでに除染された地域が再汚染されているという現状です。これは予測していないことでした。除染された地域では、あまり高い放射線数値は出ないだろうと思っていたからです。しかし、結果はその反対だったのです」
今回の訪日で、ガンダーセン氏は、南相馬市のタウンホール屋上や、セブンイレブンのフロアマット、道路脇などからダストを採取。それらを計測したところ、放射線廃棄物遺棄場に運び出されなくてはならないような大きな線量が検出されたという。

ガンダーセン氏はさらに、人肺が内部被曝の影響を受けている可能性も指摘した。
「今回の福島県訪問で、私は99.98％フィルタリングできる本格的な放射線防御マスクを、６時間に渡って身につけていました。そのマスクのフィルターを帰国後、研究所で検査してもらったところ、年換算すると大変な数値となるようなセシウムが検出されました。
ガイガーカウンターだけの数値を懸念し、内部被曝は考慮していないIAEAや日本政府、東電は、こんな数値は軽視していることでしょう。しかし、実際には、人肺は重大な内部被曝を受けていることを証明しているのです」

再汚染が起きているのはなぜなのか。一つには、政府が徹底した除染を行わなかったからだろう。ガンダーセン氏もずさんな除染状況を目の当たりにした。
「訪ねたある人家は、庭の半分だけが除染対象地域だったため、半分しか除染されていませんでした。あり得ないことです。残りの半分も汚染されているはずです。
また、ある人は、除染されたはずの自宅の車道から、高汚染されている土壌が再び見つかったため、役人に報告したところ、『一度除染したところなので再除染する必要はない』という回答が来たと話していました。信じられないことです。
ちなみに、その人の家は、峡谷を挟んで、向かい側が居住禁止地域となっているのです」
再汚染が起きているもう一つの原因に、山岳地帯に堆積していた放射性物質が、風雨により市街地に運び戻された可能性が考えられる。ガンダーセン氏は山岳地帯が高汚染されている状況も目の当たりにしている。

ここ最近、栃木県のある道の駅で国の基準値を1500ベクレルも上回るような山菜が販売されたり、宇都宮市の小学校給食に使われたタケノコから基準値の２倍を超える放射能が検出されたりしている。これらも、再汚染の影響とは考えられないだろうか。
ずさんな除染で進む再汚染。実際、福島県川内村では、住民が「森林の除染が不十分だ」と訴えている。それにもかかわらず、政府は、避難を解除し、再汚染地域に人々を戻そうとしている。
What do you do when there’s 10,000 barrels of illegally dumped uranium two miles away from your home and the government tells you not to worry about it?
Dawn Chapman and her family are stuck in an absurd and depressing situation: Less than two miles from the Chapmans’ neighborhood in Bridgeton, Missouri, sits a landfill where radioactive uranium was illegally dumped by a government contractor forty years ago. Since the Environmental Protection Agency is not required to warn people of such things, most people in the area—including many elected officials—knew nothing about the dump for decades.
“It would be great to be able to leave this area, but we couldn’t honestly sell our house right now, ” Chapman says. “Even ethically, with what’s going on, I wouldn’t want to sell my house to another family.”
Karen Nickel learned about the dump site during a town hall with the Army Corps of Engineers. The Corps have successfully removed illegally dumped nuclear waste from other sites across the nation but because this particular site, West Lake Landfill, is under the control of the Environmental Protection Agency, the Corps does not have the authority or funding to conduct a clean-up here. Nickel and other mothers are fearful about what health problem such close proximity to radioactive waste could cause their children. “A lot of their children are coming forward with cancers and such, a couple of my daughter’s friends have brain tumors,” Nickel says.
Nickel has good reason to be worried; other children who grew up around the original holding facility for the waste became stricken with cancers and tumors as they aged. Five miles away from the landfill sits a popular creek directly next to Mallinckrodt Chemical Company, which stored the waste on the ground from the 1940s through the 1970s. Adults who played in that creek as children began surveying their health problems about five years ago and noticed high rates of cancer. The adults organized and convinced the county health director, Dr. Faisal Kahn, that there was a major problem.
“What you see is an environmental health disaster unfolding slowly over decades,” Kahn told CBS News. “The rates of appendix cancer, for instance, which is relatively rare— we see about 800 cases across the nation per year,” Kahn added. “To find seven or eight cases in one zip code or one small geographic area is rather unusual.”

The two competing narratives—one from the EPA, suggesting that people in northern St. Louis county are safe and that the nuclear waste can stay put, and one from activists and environmental groups arguing that the Corps is more qualified to handle the site and should remove the waste—has been a constant for the last five years. Chapman and Nickel have worked steadily to rally the community to support the second narrative. Under the banner of “Just Moms,” the two women have organized informal town-hall meetings to announce happenings at the waste site. Online, their Facebook page alerting people to landfill news has grown to 18,000 members. They have used their grassroots power to lobby representatives, making the case that the waste needs to be transferred away from its current location.

Just Moms continue to rally the public to demand tests from the state. The women also took trips, uninvited, to the state offices and asked for meetings so they explain why they believed the nuclear waste posed a threat. The aggressive community lobbying appeared to pay off: the state health department agreed to test the site for evidence that the radioactive waste has spread, and late last year, the Missouri State Attorney general finally released the findings. Among the disturbing conclusions: possible radioactive waste has in fact been found “off site” in the nearby foliage. What’s more, groundwater wells outside the perimeter of the landfill were found to be contaminated with carcinogens like benzene in “high concentrations,” the state said.

n a surprise move, EPA’s lead administrator Gina McCarthy agreed to meet with Chapman and Nickel recently, when the women were in D.C. to talk to their senators once again about the landfill site. “She had a productive conversation and publicly thanked the Moms for meeting with her,” Washburn says.
For now, Chapman and Nickel are philosophical about their situation, even as they describe living with a constant foul smell in their neighborhood and seeing health problems in their children. They can’t help but point out that the underground “smoldering event,” though frightening, has engaged more people in the issue than what would have been otherwise. “It’s been a blessing and a curse,” says Nickel.
“We’re getting swung at by a lot of people,” she says, but they’ve also seen the way locals have become energized and slowly inspire changes, and so they don’t plan to quit.

Members of the General Confederation of Labor (CGT) union voted to down tools at all 19 nuclear power plants on Thursday.“All power production sites voted to strike from Thursday. All 19 nuclear plants voted for the strike. We will start cutting power output tonight from 1900 GMT,” said CGT union official Laurent Langlard.
The walkout will unlikely end up in blackouts since there is a rule that obliges unions to retain a minimum output level that prevents outages.
However, the EDF, France’s nuclear electric power generation company, might be forced to boost its electricity imports from neighboring countries to make up for the shortage.

CLINTON — The 29-year-old Clinton nuclear power plant, which employs some 700 people in central Illinois, will close on June 1, 2017, Exelon Corp. said today.
But U.S. Rep. Rodney Davis, R-Taylorville, said today he thinks there’s still time to save the plant.
“The good news is we’ve got time because the closure is not set to take effect until next year,” Davis said. “We know that it’s going to be devastating to the families in and around DeWitt County, but it’s also going to be devastating to the families that rely upon that plant to generate power that families use to turn the lights on and cook meals.”

Exelon’s controversial energy plan included a provision increasing electric rates for all Illinois electric customers in order to keep the Clinton and Quad Cities plants open. The company said that the typical residential ratepayer would pay an additional 25 cents a month to keep the Clinton and Quad Cities nuclear plant, slated for a June 1, 2018 closure, in operation.“I think the key point that many lose sight of when a large baseload generating plant like Clinton would close is how much of an impact that has on the overall power grid and what that does to the supply, and what that does to prices for consumers,” said Davis. “Renewable energy sources have their place but renewables like wind and solar and even hydropower cannot power the American economy. Nuclear energy does not get the credit it deserves for zero emissions and generating a lot of capacity. Nuclear energy gets a bad rap because of the waste.”
He said all of the Clinton plant’s nuclear waste fits inside a pool “that’s smaller than some pools we’ve seen in backyards.”

オバマ米大統領が27日、被爆地の広島を訪れ、17分にわたる演説で核廃絶を訴えた。オバマ大統領の広島訪問は中国でも多くの国民が注視したが、中国ではこの訪問がどのように伝えられたのだろうか。
中国のメディアが一貫して注目していたのは、原爆投下に対するオバマ大統領の「謝罪の有無」だった。
だが、一方で戦勝国のアメリカが敗戦国の日本に頭を下げれば、日本の「被害国」としての印象を際立たせ、「加害国」としての立場を弱めてしまいかねない。訪問を前にオバマ大統領は日本のメディアに「（メッセージに謝罪は）含まない」としたが、これも中国にとっては分が悪い。アメリカが謝罪をしないという態度は、「日本は中国に謝罪しなくてもよくなった」という暗黙の了解を与えることにもなりかねないからだ。
謝罪してもしなくても、中国にとってその展開は好ましからざるものとなる、アメリカの大統領の広島訪問はそんな複雑さを秘めたものとなった。

東京電力福島第１原発事故で発生した放射性セシウムによる屋内の汚染度合いは、放射性物質を大量に含んだ放射性プルーム（雲）の通り道では、原発からの距 離に比例しないことが、東北大大学院薬学研究科の調査で分かった。屋外で測定した放射性物質の濃度とは必ずしも一致しない結果となった。
調査は２０１３年７月～１５年１月、薬学研究科ラジオアイソトープ研究教育センターの吉田浩子講師（放射線防護）が実施した。
福島県内の避難指示区域で木造家屋を中心に調査ポイント２６５３カ所で粉じんを採取。時間経過による放射性物質の減衰を考慮し、事故のあった１１年３月時点の推計値を出した。
１平方センチ当たりの放射性セシウム濃度は、いずれも中央値で原発から１．６キロ地点が７．９９ベクレル、４．２キロ地点が１．８７ベクレル、９．３キロ地点が０．２７ベクレル。原発から離れるほど低くなった。
原発から３４．８～４２．６キロ離れている福島県飯舘村は事故で高い空間線量を観測。だが今回調査では、村内９９１カ所のうち７５％に当たる７４４カ所で屋内の放射性セシウム濃度が０．０１ベクレル以下だった。
２日午後２時５５分ごろ、茨城県東海村の日本原子力発電東海第２原発の廃棄物処理棟の室内に液体がたまっているのを作業員が確認した。原電が調べた ところ、１リットル当たり３７万ベクレルの放射性物質が検出された。作業員の被ばくや、建屋の外への放射性物質の漏えいはないという。
原子力規制庁によると、室内には液体廃棄物の入ったタンクの中の気体から水分を除去する装置があり、液体はこの装置を囲む堰内にたまっている。
安倍政権が福島第一原発の汚染水対策の柱としている凍土遮水壁のうち、先行して凍結を始めた海側などの約3％がまだ凍っていないことが分かりました。
東京電力は全長約1.5キロの凍土壁のうち、今年3月から海側など一部を凍らせる作業を始めていました。2日に開かれた原子力規制委員会の検討会合のな かで、東電は凍結開始から2カ月を経てもこのうちの3％がまだ凍っていないことを明らかにしました。東電は「凍結していない場所が目の粗い石の間で地下水 の流れが速く、凍らせることが難しい」と説明していて、セメントなどを投入して穴埋めする追加工事を提案しています。
