東京電力は2日、福島第1原発2号機の原子炉格納容器の内部調査で撮影した映像を解析したところ、一部で毎時530シーベルトという超高線量を測定したと発表した。

これは、とてつもない数値だ。ICRP(国際放射線防護委員会)の指標では、宇宙線や大地からの「自然放射能」に加えた「追加被曝線量」の公衆限度は年間1ミリシーベルトとされている。毎時換算でおよそ0.11マイクロシーベルトだ。福島原発事故後に日本政府が避難指示を解除する目安の除染目標にしたのは、年間20ミリシーベルト。長期にわたって居住が制限される「帰還困難区域」の線引きは、年間積算線量が50ミリシーベルトとされた。

1000ミリシーベルトが1シーベルトなのである。今回、計測された530シーベルトという高線量は、想像を絶する世界だ。「マイクロ」も「ミリ」もつかず、しかも「毎時」。1999年に茨城県東海村の核燃料加工会社で起きた臨界事故で死亡した作業員の被曝量は、最大で20シーベルトと推定されている。放射線医学総合研究所によれば、毎時6~7シーベルトが100%致死量だという。

東電は「推定値だから30%の誤差がある」と説明しているが、7掛けしたって毎時370シーベルト。人間が近づけば即死するレベルであることには変わりない。

■「メルトアウト」が起きている可能性

気がかりなのは、毎時530シーベルトという放射線量が、運転中の原子炉圧力容器内と同程度の放射線量だということだ。メルトダウン(炉心溶融)した核燃料が圧力容器の底を突き抜け、地下水と接触して再臨界に達しているということではないのか。

核燃料が原子炉建屋の床を突き破る「メルトアウト」が起きている可能性は高い。これが地下水に達していれば、いくら循環冷却しても放射性物質の拡散を防ぐことはできない。チャイナシンドロームが進行中のような惨状下にあると考えるべきだろう。

■途方もない年月と費用が必要

「政府の工程表は夢物語でしかなく、見直す時期に来ていると思います。福島原発の場合、燃料をすべて取り出して更地にするという意味での廃炉は、数十年単位では無理でしょう。問題なく運転終了した原発でも、廃炉まで数十年かかるのです。米国のスリーマイル島事故では、核燃料がまだ格納容器内にとどまっていたから、なんとかなった。世界的に見ても、過酷事故で燃料デブリになったものを取り出した例はありません。福島では、形状をとどめていないデブリがどこにあるかも分からないし、メルトダウンした原発が3基もある。チェルノブイリのように石棺化しても、100年は持たないでしょうし、本当に廃炉に至るまでには、途方もない年月と金額が必要になる。廃炉費用がいくらかかるか、誰にも分かりません。ところが、政府は最終的な費用の計算に先行して、国民に負担させるスキームの議論を始めた。ホント、ふざけています。40年という廃炉工程表を取り下げないのは、着実に廃炉に向かっているというパフォーマンスでしかない。東電を存続させ、原発再稼働を進めるためです」(環境経済学者で立命館大教授の大島堅一氏)

「40年での廃炉なんて、どう考えても無理です。現実的な廃炉計画を立てられる状況にもない。しかし、原発輸出を成長戦略に据えている安倍政権は、既存の原発を稼働させたうえで、新設の仕組みもつくりたいのでしょう。世界に向けて、安心・安全を担保するためには、虚構の事故処理シナリオを維持する必要がある。何兆円使おうと、工程表通りの廃炉はできないと思いますが、それも結局、税金にしろ電気料金にしろ国民負担にされてしまう。それでも原発再稼働を支持する国民が、どれだけいるのでしょうか」(大島堅一氏=前出)

原発はコストが安いなんて、よく言う。福島原発の現状を見れば、原発再稼働は正気の沙汰とは思えない。原発事故は収束どころか、現在進行形だ。オリンピックなんて、やってる場合ではないのではないか。

福島原発事故の東電支援が8兆円突破へ 7千億円を政府に追加申請 via 産経ニュース

東京電力ホールディングスは26日、福島第1原発事故の被害者への賠償や除染作業のため、約7078億円の追加支援を政府に申請したと発表した。支援額の増額申請は10回目で、認定されれば計約8兆1774億円となる。

原子力損害賠償・廃炉等支援機構と連名で、支援額の変更を盛り込んだ「新総合特別事業計画」(新総特)を政府に申請した。内訳は、除染費用の見積額の増加が約4136億円、出荷制限や風評被害などの見積額の算定期間を延ばしたことによる増加が約2380億円、農林業への新たな賠償が約561億円。

「学校給食」福島県産食材は3割超 原発事故前水準に迫る via 福島民友

県教委は2日、本年度の学校給食での県産食材の活用率が品目数ベースで32.3%と震災後初めて3割を上回り、震災前と同水準まで回復したと発表した。県教委は「学校給食用食材の放射性物質検査などで保護者の不安感が軽減されてきており、献立に県産食材を積極的に取り入れるようになっている」と分析する。

震災前は35%前後で推移していたが、原発事故による放射性物質の不安で一時、10%台まで落ち込んだ。学校給食モニタリング(放射性物質検査)や保護者向け給食試食会を実施し、基準が守られていることを説明してきた。本年度の学校給食モニタリングでは、26市町村と県立学校17校で調べた約3千点全てで検出下限値(1キロ当たり約1ベクレル)以下だった。

活用率が低かった県北が16.3%から23.4%、相双・いわきは16.1%から25.1%といずれも前年度から7ポイント以上増加した。給食に市産米を使用している福島市では、県産食材を積極的に取り入れようと栄養士の研修会を実施し、前年度より活用率が上がった。また、いわき海星高生が漁獲したカジキを使ったいわき市の献立やみしらず柿を使った会津若松市など、地場産品や郷土食を活用した学校給食の取り組みも進んでいる。

200 million yen raised for U.S. vets who helped in Fukushima via The Asahi Shimbun

NAGOYA–Almost 200 million yen ($1.8 million) has been donated so far to a foundation set up to support U.S. veterans who claim they were affected by radioactive fallout after the 2011 Fukushima nuclear disaster when they were in the region doing relief work.

Former Prime Minister Junichiro Koizumi, one of the founders of the fund, said the total is expected to “reach about 200 million yen by the end of March.”

Koizumi, who said the high amount was totally unexpected, revealed the progress in a lecture he gave in Nagoya on Feb. 2.

The former prime minister initiated the original relief project and later set up the foundation in July along with others including another former prime minister, Morihiro Hosokawa, to assist the veterans, who were part of Operation Tomodachi mission to assist after the Great East Japan Earthquake.

“Once the momentum to create a nation without relying on nuclear power generation picks up, the citizens and corporations will also stand up to help,” predicted Koizumi, who has publicly campaigned for a nuclear-free Japan.

Staff ‘Overwhelmed’ at Nuclear Plant, but U.S. Won’t Shut It via The New York Times

PLYMOUTH, Mass. — One by one, ordinary residents confronted the federal regulators, telling them during a three-hour meeting Tuesday night that the Pilgrim Nuclear Power Station here was not safe and should be shut down.

Their chief piece of evidence? An internal email written Dec. 6 by the leader of a federal inspection team and sent accidentally — thanks to autofill in the “to” line — to Diane Turco, a citizen activist opposed to the plant.

The email outlined a host of problems at the aging plant, 40 miles southeast of Boston, including that the plant managers seemed “overwhelmed just trying to run the station.”

Ms. Turco immediately forwarded the email to The Cape Cod Times, which ran an article that set off alarm bells across the state and reignited residents’ long-simmering worries about the plant, which has been classified by federal regulators as one of the three worst-performing of the nation’s 99 nuclear plants.

But to the surprise of some at the meeting, the regulators acknowledged the problems. Donald Jackson, the inspector who wrote the email, discussed its main points. And the regulators said the problems raised in the message were being addressed and, most important, were not serious enough to close the plant.

The Nuclear Regulatory Commission has classified Pilgrim, which went online in 1972, and two plants in Arkansas in a category called Column Four, one step away from being required to shut. All three are owned by Entergy Corporation, based in Louisiana.

After the meeting Tuesday night, Patrick O’Brien, a spokesman for Entergy, said, “The key for us is that the N.R.C. said the plant is safe to operate.”

The company is shutting the plant anyway by May 31, 2019, for financial reasons, Mr. O’Brien said. “With low gas prices, it’s not favorable to run a nuclear generating station and make money,” he said. But if the plant were to shut down early, Entergy would be penalized for failing to keep its commitment to contribute to the region’s electrical grid.

Dave Lochbaum of the Union of Concerned Scientists, who has worked in the industry but is now advising the activists, said he thought the regulators’ conclusions were “reasonable,” but he faulted them for failing to fully explain their thinking.

“The N.R.C. didn’t do a good job of explaining why a troubled plant can still be operating safely,” he said.

Research review shows that nuclear safety is valued too low via Phys.org

New research has shown that the benchmark used by the Office for Nuclear Regulation for judging how much should be spent on nuclear safety has no basis in evidence and places insufficient value on human life. The review suggests it may need to be ten times higher – between £16 million and £22 million per life saved.

The research review led by Professor Philip Thomas from the University of Bristol and Dr Ian Waddington and published in the journal Nuclear Future, examined the evidence for the “value of a prevented fatality” (VPF) currently used as a safety guideline by the Office of Nuclear Regulation, the Health and Safety Executive and numerous Government departments.

The VPF figure of £1.83 million (published in July 2016) emerged from a 20-year-old small-scale opinion survey of 167 people and its interpretation method has recently been shown to be too flawed to be credible.

The VPF study team came up with the current UK figure after setting aside the results of their first opinion survey, but a recent re-analysis has shown that the discarded valuations were actually entirely rational and understandable and the VPF study team rejected the wrong survey. An up-to-date interpretation of the first would suggest that the VPF should be set about ten times higher than at present, at between £16 million and £22 million per life saved.

The Judgement- or J-value, a new method pioneered by Professor Thomas that assesses how much should be spent to protect human life and the environment that has recently been validated against pan-national data, would value life about four times higher, closer to the value used by the US Department of Transportation ($9.1 million in 2012).

Philip Thomas, Professor of Risk Management in the Department of Civil Engineering, said: “The Office of Nuclear Regulation and other national bodies clearly have a problem with how they should assess the right level of expenditure to protect people from nuclear and other accidents.

白血病の元原発作業員が賠償請求、東電側は争う姿勢 via TBS News

福島第一原発の事故の収束作業で被ばくし、白血病になったとして労災認定された元作業員の男性が、東京電力などに損害賠償を求めている裁判で、東電などは争う姿勢を見せました。

北九州市に住む男性(42)は2011年10月からおよそ2年間、事故後の福島第一原発や九州電力玄海原発で働いていましたが、少なくともおよそ20ミリシーベルトの線量を被ばくし、その後、白血病やうつ病になりました。

男性が労働による被ばくで白血病を発症したとして、東電と九電にあわせておよそ6000万円の損害賠償を求めた訴訟で、東電は2日、「原発での労働と白血病の発症との因果関係」などについて争う姿勢を示し、東電、九電ともに請求を棄却するよう求めました。

Radiation level at Fukushima reactor highest since 2011 disaster; grating hole found via The Mainichi

Tokyo Electric Power Company Holdings Inc. also announced that based on image analysis, a hole measuring 2 meters in diameter has been found on a metal grating beneath the pressure vessel inside the containment vessel and a portion of the grating was distorted.

According to TEPCO, the extremely high radiation level was found near the entrance area in the space just below the pressure vessel. The previously highest radiation level monitored in the interior of the reactor was 73 sieverts per hour.

The hole could have been caused by nuclear fuel that penetrated the reactor vessel as it overheated and melted due to the loss of reactor cooling functions in the days after a powerful earthquake and tsunami on March 11, 2011 hit northeastern Japan.

According to the image analysis, about 1 square meter of the grating was missing.

The plant operator plans to deploy a robot at the bottom of the reactor containment vessel, which houses the reactor pressure vessel, to check the conditions there.

The analysis follows TEPCO’s discovery Monday of a black mass deposited on the grating directly beneath the pressure vessel, possibly melted fuel after the unit suffered a meltdown along with two other Fukushima Daiichi reactors.

原発避難いじめ防止、福島特措法改正案に明記 政府方針 via 日本経済新聞

 政府は2日までに、今国会に提出する福島復興再生特別措置法の改正案に、東京電力福島第1原発事故で福島県から避難した子供へのいじめ防止を明記する方針を決めた。1日の自民党東日本大震災復興加速化本部で案を示し、了承された。

特措法のうち避難した子供の教育機会確保を定めた条項に、「いじめ防止のための対策の実施」を追記する方向で調整している。

特措法改正案は原発事故で立ち入りが制限されている福島県内の帰還困難区域で、帰還した住民が住めるよう「復興拠点」を整備し、国費による除染を進めることなどを盛り込んだ。政府は2月中旬までに閣議決定し、今国会での成立を目指す。〔共同〕

福島原発 2号機「1分弱で死亡」の毎時530シーベルト via 毎日新聞

格納容器内の映像解析で推定 1メートル四方の大きい穴も

 東京電力は2日、福島第1原発2号機の格納容器内部で撮影した映像を解析した結果、グレーチング(金属製の格子状足場)に穴が2カ所見つかり、内部の放射線量は最大毎時530シーベルト(推定)だったと発表した。第1原発事故で観測された線量としては最大。
