(社説)「震災も原発事故もまだ終わっていない」 「ふたば未来学園高校」演劇で伝えるvia東京新聞

東京電力福島第一原発から30キロ圏にある福島県立ふたば未来学園高校(同県広野町)の演劇部が4日、事故後の学校生活を描いた創作劇「数直線」を東京都品川区の小劇場で上演した。脚本、構成ともに生徒たちの自作。演出を担当した2年の佐藤美羽(みう)さん(17)は「震災も原発事故もまだ終わっていない」と話す。

 主人公は、東京からふたば未来学園高校へ入学したサクラ。東京で避難生活を経験した同級生がいじめに遭ったことや、故郷に帰れない現実を知り「私に何ができるだろう」と思い悩む。

 「ここに、線を引きます」。サクラは、二〇一一年三月十一日を原点とした直線を舞台に引き「皆さんは今、どこにいますか」と出演する生徒たちに問う。「今」の一七年で足を止める子、震災の日から動けない子…さまざまな立ち位置が、事故後の現実をどう受け止めてきたかを映し出す。

 せりふも印象的で「(福島のことは)たにんごとなの?」「震災があってから、作り笑いをするようになりました」など、実体験や生の言葉が基になっている。出演した二年の日下(くさか)雄太さん(17)は「この劇を『自分事』として演じられるのは僕らしかいない」。

 終演後は、同校で演劇を指導する劇作家の平田オリザさんも登壇し「震災後、何かで線を引いたり数値化したりしなきゃいけなかった世界を、うまく立体化した」と講評。

 東京都出身でサクラを演じた一年松田咲良(さくら)さん(16)は「福島について考える機会はないでしょうが、今日は考えてください」と呼び掛けた。

社説 原発内部の確認 廃炉の道一段と険しくvia毎日新聞

 廃炉の道が、従来の想定よりも一段と険しいことが浮かび上がった。

 炉心溶融を起こした東京電力福島第1原発2号機で、原子炉圧力容器の下部に初めてカメラが入った。作業用の足場に堆積(たいせき)物があることが確認された。溶融した核燃料の可能性が高いと見られている。

 東日本大震災から6年近くを経たが、内部が確認できたことは、廃炉作業にとって一歩前進だ。

 だが、東電の解析によれば、現場の放射線量は1分足らずで人間が死亡するほど高く、溶融燃料と見られる堆積物は広範囲に飛散していた。東電はカメラ付きのサソリ型ロボットを月内にも投入し、本格調査する予定だったが、見直しを迫られた。

 このままでは、30~40年かかるとされる廃炉期間が拡大し、2兆円から8兆円に見直された廃炉費用もさらに膨れあがることは確実だ。

 廃炉費用は東電が負担することになっているが、結局は、電気料金を支払う消費者の負担となる。

 技術開発の進め方は妥当か。廃炉費用を抑制する方策はないのか。政府と東電は、事故対応のあり方を、抜本的に見直す必要がある。

 福島第1原発事故では1~3号機で炉心溶融事故が起きた。政府と東電の廃炉工程表では、2018年度に1~3号機のいずれかで溶融燃料の取り出し工法を決め、21年中に取り出しを始めることになっている。

 そのためには、溶融燃料がどこにどのように分布しているかや、性状を把握しておく必要があるが、いまだによく分かっていない。

 今回、2号機は内部調査の入り口でつまずいた。それでも1、3号機よりはましだ。この2基は水素爆発で原子炉建屋が壊れるなど損傷が激しく、調査はうまくいっていない。

 炉心溶融が起きた1979年の米スリーマイル島原発事故では、溶融燃料の取り出しが始まったのは事故から6年後、作業が終了したのは11年後だ。溶融燃料は圧力容器内にあり、内部を水で満たして放射線を遮りながら遠隔操作で取り出した。

 福島第1原発1~3号機は圧力容器外に核燃料が溶け出ており、作業はより困難だ。取り出した溶融燃料の保管方法や場所も未定だ。政府と東電は内外の英知を集め、一層の技術開発に取り組むべきだ。

 廃炉工程を考える上で、忘れてはならないのは、廃炉の進展度合いが地域の復興や住民の帰還にかかわることだ。その一方で、無理な作業工程を設定すれば、作業員の労災や被ばくのリスクを高めかねない。

The facility’s operator, Tokyo Electric Power (Tepco), said atmospheric readings as high as 530 sieverts an hour had been recorded inside the containment vessel of reactor No 2, one of three reactors that experienced a meltdown when the plant was crippled by a huge tsunami that struck the north-east coast of Japan in March 2011.

The extraordinary radiation readings highlight the scale of the task confronting thousands of workers, as pressure builds on Tepco to begin decommissioning the plant – a process that is expected to take about four decades.

The recent reading, described by some experts as “unimaginable”, is far higher than the previous record of 73 sieverts an hour in that part of the reactor.

A single dose of one sievert is enough to cause radiation sickness and nausea; 5 sieverts would kill half those exposed to it within a month, and a single dose of 10 sieverts would prove fatal within weeks.

The presence of dangerously high radiation will complicate efforts to safely dismantle the plant.

A remote-controlled robot that Tepco intends to send into the No 2 reactor’s containment vessel is designed to withstand exposure to a total of 1,000 sieverts, meaning it would survive for less than two hours before malfunctioning.

The firm said radiation was not leaking outside the reactor, adding that the robot would still prove useful since it would move from one spot to the other and encounter radiation of varying levels.

JUDGE: TRUCKS CARRYING LIQUID RADIOACTIVE WASTE CAN ROLL via Sierra

A judge has given the U.S. Department of Energy the green light to begin transporting highly radioactive liquid waste from Ontario, Canada, to South Carolina, but opponents of the shipments say the fight is not over yet.

The Sierra Club was one of seven organizations that filed a lawsuit to require the DOE to produce an environmental impact statement before shipping 100 to 150 truckloads on interstate highways from a storage facility in Chalk River, Ontario, to the DOE’s Savannah River Site in Aiken, South Carolina.

In denying the plaintiffs’ request, U.S. District Court Judge Tanya S. Chutkan cited precedents that she said obligated her to “defer to the wisdom of the agency, provided its decision is reasoned and rational.” She accepted the DOE’s contention that since it had earlier assessed the hazards of shipping waste in powdered form, there was no need for a new assessment of liquid waste.

On the eve of the February 2 decision, the U.S. House of Representatives approved a bill that, if approved by the Senate, would require a risk assessment before the DOE could transport highly radioactive waste across the Peace Bridge connecting Fort Erie, Ontario, with Buffalo, New York—a key stretch of the trucks’ most likely route.

“We continue to fight for appropriate environmental and safety assessments as the Department of Energy plans, for the first time, to move this hazardous material through our community,” said Congressman Brian Higgins (D-NY), who has repeatedly expressed concern about the shipment plan.

In Asheville, North Carolina, a town the shipments are likely to pass through, Judy Mattox, chair of the Western North Carolina (Wenoca) group of the Sierra Club, expressed disappointment in the decision. “We feel that this puts citizens of North Carolina and other parts of the country at risk. Our lawyers are reviewing the decision to determine the next steps in the legal process.”

Dream of cheap, clean nuclear power is over via The Japan Times

For much of my life, I loved the idea of nuclear power. The science was so cool, futuristic and complicated, the power plants so vast and majestic. I devoured science fiction novels like “Lucifer’s Hammer,” where a plucky nuclear entrepreneur restarts civilization after a comet almost wipes us out. I thought of accidents like Three Mile Island and even Chernobyl as stumbling blocks to a nuclear future.

Then, in 2011, two things happened. First, a tsunami knocked out the Fukushima No. 1 nuclear plant, forcing a mass evacuation and costing Japan vast sums of money. Second, I learned that progress in solar power had been a lot faster and steadier than I had realized. I started taking a closer look at whether nuclear was really the future of energy. Now I’m pretty convinced that my youthful fantasies of a nuclear world won’t come true anytime soon.

The biggest problem with nuclear isn’t safety — it’s cost. The economics of nuclear are almost certain to keep it a marginal part of the energy mix, especially in the United States.

Many energy sources involve relatively small upfront costs. To increase solar power, just build more panels. Fracking also has lower fixed costs than traditional oil drilling. But nuclear’s fixed costs are enormous. A new nuclear plant in the U.S. costs about $9 billion to build — more than 1,000 times as much as a new fracking well, and more than 3,000 times as much as the world’s biggest solar plant.

Raising $9 billion is a daunting obstacle. It’s more money than Apple Inc., America’s most valuable company, borrowed in 2016. The plucky young entrepreneur raising enough money to build his own nuclear plant in “Lucifer’s Hammer” was pure fantasy; in reality, nuclear plants get build by giant corporations such as General Electric Co. and Toshiba Corp., with huge assistance from the government in the form of loan guarantees.

Another source of risk is safety — not the well-known threats of accidents and storage leaks, but the unknown unknowns. If terrorists figure out how to bomb nuclear plants, or hackers find ways to invade their software and cause them to melt down, the destruction could be catastrophic. But no one really knows how likely or remote those threats will be a decade from now. And even if those risks can be prevented, doing so will probably cause large unanticipated costs.

So nuclear power hasn’t become the futuristic dream technology the old science fiction novels envisioned. Instead, it’s a huge, risky government-subsidized corporate boondoggle. Someday we may have fusion power or small, cheap fission reactors, and the old dream of nuclear will be realized. But unless one of those breakthrough technologies comes to fruition, nuclear isn’t the power of tomorrow.

Only Godzilla can bring attention to the Fukushima nuclear plant via NONDOC

Alarming radiation levels at Japan’s Fukushima nuclear plant represent one of those stories we hear about and think, “Hmm, that doesn’t sound good.” But then we move on with our days.

Oddly, I think the comic above is what it would take for the problematic nuclear reactor to be a more concerning story for the rest of the world.

 2011年4月、牧場が警戒区域に指定された後も、蛭田さんは避難先から通いながら餌やりを続けたものの、栄養不足などで牛は次第に息絶えていった。その年の冬を越すのは難しかった。内部被ばくを調査する研究機関への検体提供に「牛の命が世の中の役に立てるなら」と同意し、残った10頭を安楽死させた。互いに涙を流しながらの別れだった。

 原発事故から2年が過ぎた夏、町の農業復興組合で農地を維持する草刈り作業に従事しながら、酪農への思いをつないでいた。

 「夢がかなうなら、またここに牛の鳴き声を響き渡らせたい」。牧場の隅々まで除染し、実証試験で牧草の安全性を確かめた。酪農は「取り上げられたら何も残らないほど人生の全て」だった。

 15年9月に町の避難指示が解除。風評被害への懸念にさいなまれながらも、昨年4月に6頭の牛を導入し、試験搾乳に踏み出した。程なく1頭の雌牛が無事に生まれたときは、目頭が熱くなった。みとるほかなく、死なせてしまった牛たちが「生まれ変わってきた」気がした。

Nuclear officials killed study on whether reactors posed cancer risk to nearby residents via the Orange County Register

Federal regulators killed a rigorous examination of cancer in millions of Americans living near nuclear plants because they were convinced the study couldn’t link reactors to disease and would be too costly, newly released records show.

Doubts over the study’s usefulness ran deep at the Nuclear Regulatory Commission, the agency overseeing America’s aging fleet of nuclear plants. But some study skeptics pushed to save it nonetheless, arguing that modern science could help address public concerns over possible health risks related to the plants. They couldn’t convince their bosses, however, who concluded that the $8 million price tag for the pilot study – which would have examined San Onofre and six other sites – couldn’t be justified.

The previously unreported rift is captured in more than 1,000 pages of NRC documents obtained by Southern California News Group under the Freedom of Information Act. Some officials worried that killing the study would be “a PR fiasco,” reigniting questions about the demise of what some saw as the most significant federal examination of nuclear plant safety in a generation.

The push for this new probe was driven by dissatisfaction with the U.S. government’s reliance on an unsophisticated 27-year-old study – employing even older data – to assure Americans there are no health risks associated with living near nuclear power plants.

Several recent European studies found disturbing links between childhood cancers and kids living close to nuclear plants, and NRC staffers traded emails citing them. A senior agency advisor dismissed the methodology used in those studies. “Publish or perish,” she wrote to her colleagues.

The don’t worry, be happy report

In 2012, the French Institute of Health and Medical Research found that kids living within 3 miles of nuclear power plants had double the risk of developing acute leukemia as those living farther away. The peak impact was on children between the ages of 2 and 4, and the findings echoed those of a German study.

For decades, however, the official opinion of the United States government has been: “From the data at hand, there was no convincing evidence of any increased risk of death from any of the cancers we surveyed due to living near nuclear facilities.”

Which raises the question of the quality of the “data at hand.”

Nationwide, some 116 million people are “nuclear neighbors,” living within 50 miles of a nuclear power plant, according to the U.S. Census Bureau. Many remain convinced that the plants are tied somehow to local cancer clusters and other maladies.

Officials from the NAS and NRC heard heartbreaking testimony at public meetings on the study all over the country. “I want to remind you how important it is to protect people from the harmful things that are being put into our environment,” said Sarah Saurer, then 17, who lived near two reactors near Chicago and developed brain cancer at age 7. “I hope that in this study you will remember who you are doing this study for. It is for me and all of the other kids and people who live near nuclear power plants.”

They are not as certain as NRC officials were about the outcome.

 2月6日付「日刊ゲンダイ」書評欄で、布施哲也著『福島原発の町と村』が紹介されました。

「◆巨額の“原発交付金”がゆがめた自治体の実態◆

原発災害が長期化するにつれて地元の自治体では微妙な分裂が起こっているといわれる。原発立地の現場では、長年巨額の助成金や交付金でうるおった歴史があり、それを知る他の自治体では被災地やそこからの避難民に対して密かに冷たい視線が浴びせられているというのだ。

狭山事件裁判や障害者の教育権問題などで社会運動にたずさわり、昨年まで清瀬市の市議をつとめてきた著者は、震災前から何度も福島第一原発の地元を訪問、反原発の立場から国家行政に対する抵抗の拠点を築こうとしてきた。

実は福島県浜通りの双葉町長は震災後も首相官邸を訪れて計画中の原発増設を訴えたという。

しかも巨額の交付金で味をしめてきた双葉町はハコモノ建設に走り過ぎて財政破綻寸前に陥っており、7、8号機の増設計画は死守したいのだ。

そんな地元のゆがんだ体質に鋭く雌を入れながら、著者は東電への不買運動を呼びかける。愚直な思いにつらぬかれた本。」

Nuclear reactor trip caused by defective water pump via The China Post

TAIPEI, Taiwan — A cutoff in a nuclear power reactor on Tuesday was probably caused by a defective part or installation of a cooling water pump, and Taiwan Power Company (Taipower) said it might hold the supplier, Westinghouse Corp. of the United States, accountable.

Taipower said a cooling water pump of the No. 1 reactor at the Third Nuclear Power Plant malfunctioned at 6:25 a.m. that day, causing the reactor to trip and lowering the power reserve capacity to below 6 percent.

A “safe halt” mechanism was activated right after the reactor’s motor tripped, said Taipower, adding that an initial investigation found the incident was caused by the malfunction of a protective part.

Taipower said it has asked Westinghouse to confirm the cause of the trip, and will hold the U.S. company accountable for negligence, according to the terms of the contract.
