大阪高裁前には運転差し止めを求める住民ら約100人が集まった。午後3時すぎ、決定が伝わり、住民側弁護士が「不当決定」「住民の願いに応えず」などと書かれた紙を掲げると、大きなため息が漏れた。「何考えてんねん」「けしからん」。怒りをあらわにした住民らは「福島を忘れた高裁決定反対!」と叫んで拳を突き上げた。

 大阪市内で記者会見した弁護団長の井戸謙一弁護士は400ページを超える決定文を手に、「これだけの厚みだが、中身は関電と原子力規制委の考え方の引き写しだ」と批判。「3・11後、再稼働に突き進む行政の姿勢にストップをかけられるのは司法だけなのに、その役割、責任に自覚のかけらも感じられない」と話した。

 住民代表の辻義則さん(70)=滋賀県長浜市=は、「政府と電力事業者の思いをそんたくした不当な決定だ」と憤った。差し止めを命じた1年前の地裁決定は、東京電力福島第1原発事故を踏まえた画期的な判断で「司法の権威が上がった」という辻さん。「高裁は、住民の声に耳を傾ける姿勢が地裁と決定的に違った。恥を知れ」と厳しい口調で切り捨てた。

 避難指示解除のめどが立たない「帰還困難区域」の福島県浪江町津島地区から、福島市に移り住んだ主婦の三瓶(さんぺい)春江さん(57)は「新規制基準はどこまで安全といえるのか。『想定外は起こり得る』の例が福島第1原発事故で、大阪高裁の決定はおかしい。原発事故で古里を奪われ、住民もバラバラにさせられた福島の現状を直視してほしい」と憤った。

 東電柏崎刈羽原発(新潟県柏崎市・刈羽村)の再稼働差し止めを求める訴訟の原告の一人、高橋優一さん(65)は「地裁の判断が上級裁判所で覆ることが多いが、住民に寄り添った判断でないことは残念」と落胆した。

Resolutions support inclusion in bills dealing with Guam contamination via Pacific Daily News

A public hearing scheduled for 5:30 p.m. April 4 will address two resolutions supporting Guam inclusion in bills dealing with radiation and Agent Orange contamination on Guam.

The hearing will address Resolution 25-34, which declares official support for the Fighting for Orange-Stricken Territories in Eastern Regions Act (FOSTER) Act. The resolution also requests Congress recognize the use of Agent Orange on Guam during the Vietnam War and petitions for service-connection presumption to veterans presumed to be exposed to Agent Orange on Guam.

The hearing also will address Resolution 40-34, which petitions Congress to expand the Radiation-Exposed Veterans Compensation Act to include veterans who participated in the cleanup of Enewetak Atoll. The resolution also expresses official support for the Mark Takai Atomic Veterans Healthcare Parity Act, which would grant service-connected presumption to veterans exposed to radiation.

Call for ban on nukes falls on deaf ears as nuclear-armed states boycott

UNITED NATIONS — Hiroshima atomic bomb survivor Setsuko Thurlow condemned the Japanese government for its “inability to fully commit” to a U.N. conference to negotiate a treaty prohibiting nuclear weapons and called on the government to align itself with the Japanese people, rather than with military ally the U.S.

“[The Japanese government claims] to be playing a vital role in nuclear disarmament by bringing foreign dignitaries to Hiroshima with the hope that they will learn the reality of nuclear catastrophe,” Thurlow told representatives gathered at the U.N. General Assembly Tuesday for a second day of negotiations. “But these are empty, evasive actions as they continue to take shelter under the United States’ nuclear umbrella.”

Nobushige Takamizawa, Japan’s ambassador to the Conference on Disarmament, delivered a statement on behalf of the Japanese government at the opening of the conference on Monday, but announced that “it would be difficult for Japan to participate” in the conference further. Japan was absent from the talks Tuesday.

“This negotiation has not been formulated to pursue nuclear disarmament measures that will actually lead to the elimination of nuclear weapons, in cooperation with the nuclear weapon states,” Takamizawa said in his remarks.

The response to Takamizawa’s statement was cold. “The Japanese government official’s speech deepened hibakusha’s feeling of being continuously betrayed and abandoned by their own country,” Thurlow said, using the Japanese term for survivors of the atomic bomb attacks in Hiroshima and Nagasaki.

“At this point you have Donald Trump, who is reviewing if he’s even committed to a world free of nuclear weapons,” Fihn said, in reference to comments that the U.S. president has made, including through a tweet suggesting that the U.S. “greatly strengthen and expand its nuclear capability” — a reversal of previous U.S. commitments to disarmament. All U.S. allies, including Japan, need to evaluate whether they are willing to stand with President Trump on that, Fihn said.

“Being a good friend and a good ally means that sometimes you stand up for what’s right and say when they’re wrong,” she said.

Japan goes along with U.S. in shunning U.N. talks on nuclear ban via The Asahi Shimbun

Japan has opted out of the first U.N. talks on establishing a treaty to ban nuclear weapons, betraying its pledge to serve as a “bridge” between the nuclear powers and non-nuclear countries.

Taking the podium at the meeting that began in New York on March 27, Japanese disarmament ambassador Nobushige Takamizawa said Tokyo will not join the discussions on grounds the treaty has no realistic chance of being taken seriously by the established nuclear powers.

Washington, which is opposed to a ban treaty, is not taking part in the talks. Nor are the other nuclear powers.

Japan’s decision reflects the “intention of the prime minister’s office not to do something that might ruffle U.S. President Donald Trump’s feathers,” according to a source in the Japanese government.

Foreign Minister Fumio Kishida defended Japan’s decision not to join in the talks. He told reporters in Tokyo on March 28 that Japan’s participation in the negotiations could backfire.

“It could prove counterproductive as it could deepen the rift between the nuclear powers and non-nuclear powers,” he said.

His comment represented a complete about-face from a remark he made last October, when the push for a ban was announced by more than 100 U.N. members.

“We will actively join and assert our stance,” Kishida said at the time, stressing the importance of cooperation between the nuclear powers and non-nuclear powers.

Kishida, who is from a constituency in Hiroshima, also spearheaded efforts to achieve an epoch-making visit to the city by President Barack Obama last May. The U.S. leader was the first sitting president to do so.

日本の交渉不参加、被爆者「裏切られた」 核禁止条約 via 朝日新聞

米ニューヨークの国連本部で開かれている「核兵器禁止条約」の交渉会議で28日、カナダ在住の被爆者、サーロー節子さん(85)が演説し、日本の交渉不参加を痛烈に批判した。「自国に裏切られ、見捨てられ続けたという被爆者の思いを深めた」と述べ、参加国に対し、核兵器を違法化する条約の制定を求めた。

サーローさんは「広島に人々を招くことで、核軍縮で重要な役割を果たしていると日本政府は言うが、米国の『核の傘』に入り続けるのなら、空っぽでごまかしの行動だ」と非難した。

13歳で被爆したサーローさんは「広島を思い出すとき、認識不能なまでに黒ずみ、膨らみ、溶けた肉体の塊となり、死が苦しみから解放してくれるまでの間、消え入る声で水を求めていた、4歳だったおいの姿が脳裏に最初によみがえる」と証言。人類は二度と核兵器の苦しみを体験するべきでないとの確信から、生存者たちは核廃絶の運動を続けてきたと説明した。

さらに、各国の外交官に「将来世代だけでなく、広島や長崎の犠牲者の支持も感じながら」交渉に当たって欲しいと呼び掛け、核兵器の違法性の国際基準が確立されることを期待した。

「核兵器禁止条約」の制定に向け、米ニューヨークの国連本部で27日(日本時間同日深夜)に始まった会議で、条約を推進するオーストリアなどの非核保有国からは、核兵器の非人道性を理由に、法的に禁止する必要性を訴える意見が相次いだ。

政府代表による演説で、日本の高見沢将林軍縮大使は、禁止条約は安全保障問題の解決に結び付かないと主張。一方、オーストリアは「広島、長崎の画像を見て、被爆者の声を聞いた。法的禁止を定めた上で保有国と共に核兵器を廃絶しよう」と強調。メキシコは各地にある非核兵器地帯を念頭に「核兵器のない世界は夢ではない」と訴えた。

会議の議長にホワイト駐ジュネーブ国際機関代表部大使を送り出した中米コスタリカのゴンザレス外相は、国際社会が条約で生物兵器や化学兵器を禁止してきた点を挙げ「禁じられた兵器がその後途絶えることは、歴史が示している」と指摘。保有国の不参加を意識しつつも「重要なのは、私たちがここに集まったことと最初の一歩を踏み出すことだ」と述べた。

Exposed: Soviet cover-up of nuclear fallout worse than Chernobyl via New Scientist

It was a nuclear disaster four times worse than Chernobyl in terms of the number of cases of acute radiation sickness, but Moscow’s complicity in covering up its effects on people’s health has remained secret until now.

We knew that in August 1956, fallout from a Soviet nuclear weapons test at Semipalatinsk in Kazakhstan engulfed the Kazakh industrial city of Ust-Kamenogorsk and put more than 600 people in hospital with radiation sickness, but the details have been sketchy.

After seeing a newly uncovered report, New Scientist can now reveal that a scientific expedition from Moscow in the aftermath of the hushed-up  disaster uncovered widespread radioactive contamination and radiation sickness across the Kazakh steppes.

 

The scientists then tracked the consequences as nuclear bomb tests continued — without telling the people affected or the outside world.

The report by scientists from the Institute of Biophysics in Moscow was found in the archive of the Institute of Radiation Medicine and Ecology (IRME) in Semey, Kazakhstan. “For many years, this has been a secret,” says the institute’s director Kazbek Apsalikov, who found the report and passed it on to New Scientist.

More nuclear bomb tests were conducted at Semipalatinsk than anywhere else in the world during the 1950s and early 1960s. Western journalists have reported since the breakup of the Soviet Union on the apparent health effects on villagers downwind of the tests. And some recent studies have estimated radiation doses using proxies such as radioactivity in tooth enamel.

The newly exposed report of the expeditions in 1956 and 1957 was one of the few to escape the Soviet censors that destroyed or moved other reports from the country. It found “considerable radioactive contamination of soils, vegetable cover and food” in eastern Kazakhstan. Faecal samples taken from people on a collective farm just south of Ust-Kamenogorsk contained high levels of radioactivity, which were no longer detectable between two and five days after they stopped eating local food and switched to imported food.

The expedition called for a halt to eating local grain, and suggested that it was “inexpedient to conduct atomic tests (especially ground explosions) before the full harvest from fields” so the food was sheltered from the fallout.

But this recommendation was evidently not acted on. Gordeev mapped the fallout trajectories of subsequent major tests in August 1957 and August 1962.

The report also downplayed the dangers, saying that various changes in people’s nervous system and blood recorded by doctors, “could not be considered as the changes which arose only due to impact of ionizing radiation”. Instead, it goes on to blame poor sanitation, a “dreary diet” and various diseases such as brucellosis and tuberculosis.

Atmospheric bomb tests at Semipalatinsk stopped in 1963. Although much of the area downwind is now safe to live in, “some areas will never return to nature”, says Apsalikov. “The situation in others is uncertain and potentially dangerous.”

Roman Vakulchuk of the Norwegian Institute of International Affairs welcomes the new openness from Kazakhstan about the issue. The report is the first contemporary record of research into the effects of the tests on local populations, he says. “Until 1956, the [Soviet] government conducted no studies.”

But there is still uncertainty about the extent of continuing contamination and health impacts, he says. “Much of the area presents no danger, but some parts need to be safeguarded indefinitely.”

Ripples from US nuclear plant closings overwhelm small towns via abc news

Living in the shadows of the Davis-Besse nuclear power plant’s cooling tower, which soars above Lake Erie in Ohio like an oversized lighthouse, brings with it some give-and-take.

On the plus side, it generates tax money that once paid for a high school swimming pool and auditorium. Then there are the stockpiles of radiation pills and emergency drills for students in case of a disaster.

For the small, mostly rural towns that are home to 61 U.S. nuclear plants that produce one-fifth of the nation’s electricity, each one has been like the golden goose supplying high-paying jobs and money for roads, police and libraries.

But those same places and their residents are bracing for what may come next due to the soaring costs of running aging reactors that have speeded up the closings of a handful of sites and are threatening at least a dozen more. That’s because once the power stops flowing, so does the money.

Towns that already have seen nuclear plants shuttered are now dealing with higher property taxes, cuts in services and less school funding — a new reality that may linger for decades.

In Wisconsin, the tiny town of Carlton saw the source of roughly 70 percent of its yearly budget disappear when the Kewaunee nuclear power plant closed four years ago. That resulted in the first town tax in its history.

To make matters worse, many closed sites can’t be redeveloped for new uses because they’re still storing radioactive waste.

Some hope the Trump administration’s new budget proposal to revive the mothballed disposal site at Nevada’s Yucca Mountain will eventually allow for new development at the former plants.

“We have become a de facto nuclear waste dump. It just sits there, and sits there forever,” said Al Hill, the mayor in Zion, Illinois, where spent nuclear fuel remains stored on prime property along Lake Michigan even though the plant shut down 20 years ago.

On top of that, the closing took away half of the city’s tax base and pushed property taxes to the highest in the state, making it difficult to lure new businesses, Hill said.

Left behind are empty storefronts and little foot traffic, said Chris Daisy, who runs a downtown bicycle shop.

“It’s had a devastating effect on this town,” he said. “It’s terrible. Any town with a nuclear power plant in it or near it is in danger of suffering the same fate.”

住民に立証責任要求

 大阪高裁決定は、大津地裁決定を完全に否定した。国の原子力規制委員会が策定した新規制基準を全面的に評価し、「白紙委任」に近い内容となった。

 決定文はA4判415ページ。大津地裁決定(59ページ)の約7倍に及んだ。原発の安全性の肯定に多くのページを割き、180度異なる見解を示した。二つの決定で大きく異なったのは、原発のリスクと新規制基準に対する考え方だ。

大津地裁は東京電力福島第1原発事故を踏まえ、「常に危険性を見落としているとの立場に立つべきだ」として、厳格な安全性の確保を求めた。そして、福島事故の原因究明が「今なお道半ば」と言及。新規制基準について「公共の安寧の基礎となると考えることをためらわざるを得ない」と不信感を示した。福島事故を受けた認定で、国民の原発事故再発への強い不安に寄り添った内容だった。関電側は「実質的なゼロリスクを求めるものだ」と批判した。

 これに対し、高裁決定は原発に求める安全性の考え方を一変させた。

 山下郁夫裁判長は科学技術の利用では「相対的な安全性が許容されている」とし、「原発に『絶対的安全性』を要求するのは相当ではない」と指摘。「放射性物質による被害発生の危険性が社会通念上、無視しうる程度まで管理されていれば安全性が認められ、運転が許される」との判断を示した。

 さらに、原因が未解明との指摘もある福島事故については「発生及び、進展に関する基本的な事象は明らかにされている」と指摘。最新の科学・技術的知見に基づいて策定された新規制基準の合理性を強調した。原発の耐震性や避難計画の有効性など、あらゆる争点で安全性を主張する関電の言い分を追認。一方で、住民側の訴えは完全に退けた。

 高裁決定は、住民側にも安全性の不備に関する立証責任を求めたのも特徴だ。住民側の弁護団は決定後の記者会見で「東日本大震災後の原発裁判で最悪の枠組みで結論を導き出した。『裁判したいなら、完璧な証拠を持ってこい』と言わんばかりで見過ごせない」と憤った。

原子力規制委員会の安全審査を巡っては、これまで16原発26基が申請し、6原発12基が審査で合格。そのうち、関電高浜原発3、4号機のほか、九州電力川内原発1、2号機(鹿児島県)▽四国電力伊方原発3号機(愛媛県)--の3原発5基が再稼働した。
