St Petersburg’s Baltic Shipyard has announced it will begin a series of tests on Russia’s first floating nuclear power plant in a move that could include fueling its two reactors with uranium in the middle of a city of 5 million people.

The prospective fueling operation has drawn the ire of environmental groups and some politicians who say the procedure should be postponed until officials can inform the public about potential dangers. For its part, the city government has not been keen to press Russian state nuclear corporation Rosatom or the Baltic Shipyard over the perceived safety issues.

The Akademic Lomonosov, as the floating plant is called, has been under fitful construction for the last 13 years. Its keel was laid at the Sevmash shipyard near Severodvinsk in 2006 in, but the vessel was moved under hints of scandal to the Baltic Shipyard in 2008.

When it arrives, it will replace the nuclear power supplied to the remote Chukotka Autonomous Republic by the Bilibino Nuclear Power Plant, which Rosatom plans subsequently to decommission.

Rosenergoatom, Russia’s nuclear utility, announced in May that Akademic Lomonosov would be fueled by December. That hasn’t happened, and the utility has since remained stubbornly silent about when, exactly, the fueling operation will begin.

But the thought of an accident during fueling isn’t what bothers Andrey Zolotkov, a nuclear advisor with Bellona in Murmansk. He pointed again to Russia’s nuclear icebreakers – both their construction at the Baltic Shipyard, and their frequent refueling in icy seasons at Atomflot, their port, which itself is only four kilometers from Murmansk and its population of 300,000.

“Of course, its better to fuel away from populated areas, but let’s look at what we really have – all of the icebreakers besides the Lenin and Sevmorput left the Baltic Shipyard with functioning nuclear energy installations,” he said, and added that none of Atomflot’s refuelings have ever resulted in an accident.

広島・原爆資料館 「被爆再現人形」25日に幕 via 毎日新聞

広島市の原爆資料館で40年以上、来館者にインパクトを与えてきた等身大の展示物「被爆再現人形」が今月25日を最後に、改装に伴う本館閉鎖で姿を消す。撤去は2013年に決まったが、来館者らから「被害が分かりやすいのに」と惜しむ声が上がり、賛否の意見がある。資料館は改装後、被爆者の遺品など実物資料の展示を重視する方針で「原爆で運命を変えられた人々の人生を浮かび上がらせたい」と強調している。【山田尚弘、竹下理子】

 インドから訪れた女性は「実際はもっとひどいことが起きたはずだと子どもに伝えた。撤去は残念」と話す。広島県廿日市市の女子高校生は「小学4年の時に見て怖いというトラウマがあり、見られない」と顔を背けた。

 人形づくりは、当時の山田節男市長がロンドンのろう人形館をヒントに提案。初代人形を置いた第4代館長の浜崎一治さん(88)=広島県呉市=は、被爆者治療をした医者を人形職人と訪ね、更に実際に被爆者が着ていたもんぺや防空ずきんを人形に着せた。浜崎さんは「職人は被爆直後の人の皮膚がどんな状態だったかに気を配り、微に入り細に入り熱意を持って再現を試みていた」と振り返る。

 市は10年から展示更新について議論をしてきた。検討会議委員で広島県原爆被害者団体協議会理事長の坪井直(すなお)さん(91)は「被爆者から見れば(実相を反映しておらず)人形はおもちゃだ」と指摘。他にも「人形は実物ではなく事実でない」との意見もあり、撤去が決まった。

 これに対し、「子どもが怖がるからといって撤去するのはおかしい」などの声がインターネット上で上がった。撤去の撤回を求める活動も起き、約1万人分の署名が広島市議会に提出された。呼びかけた同市佐伯区の会社員、勝部晶博さん(46)は「被爆者に近い人の意見を取り入れた人形は、今後作ることができず価値がある。撤去で展示に抜け落ちる部分がないのか、改装後に検証すべきだ」と訴える。

 資料館は「怖いから撤去するというのは誤解」とし、ホームページ上で人形の写真公開を続けている。特別展などで展示する可能性もあるという。

原発事故 チェルノブイリ31年、福島6年 帰れぬ街カメラで追う 「人々を分断」 中筋さん、原爆資料館で講演 /広島 via 毎日新聞

旧ソ連で起きたチェルノブイリ原発事故から26日で31年。チェルノブイリと東京電力福島第1原発の事故があった福島を撮り続ける写真家、中筋純さん(50)=東京都八王子市=による講演会がこのほど、中区の原爆資料館であった。通常は立ち入り禁止のエリアで撮影した写真を紹介しながら、「福島でもチェルノブイリでも罪なき人々が分断されていくのを感じ、とても心苦しかった」と率直な言葉で語った。【竹内麻子】

 中筋さんは2007年から計6回、チェルノブイリを訪れた。原発の中で撮影した写真に写る「十字架」は、放射線量が高い場所で今も遺体を捜せない作業員のために作られたもので、毎日花が手向けられているという。廃炉の予定について担当者に尋ねると、「100年くらいかかる。(遅れたら)その後はわからない」と言われた。中筋さんは「福島は楽観的な計画を立てているが、核が破綻すると人間の手に負えないと感じた」と振り返る。

 チェルノブイリと福島を訪れ、「普通の人々の暮らしが一瞬で消え去り自然が領域を広げる。同じような風景にたびたび出会った」。一方で、違いも感じる。チェルノブイリは町ごと移動して除染を諦めたが、福島では今も除染作業が進められ、海岸や野球場に汚染土などを詰めたフレコンバッグが並ぶ。

 3月末にも多くの地域で避難指示が解除され帰還可能となったが、「賠償を打ち切ったというだけ。それより前に解除された所も帰還は全然進んでいない」と、事故から6年がたつ福島の現状を語った。

 「原発事故の影響は見えにくい。事故後の時間を何とか写真に写し込み、記憶の風化をとどまらせたいと思った」と、写真を撮り続ける理由を語る。

 今秋まで埼玉や静岡など全国各地で、巡回写真展「流転 福島&チェルノブイリ」を開催している。

The Children of Fukushima Return, Six Years After the Nuclear Disaster via The New York Times

Reopening the school “is very, very meaningful,” said Sachiko Araki, the principal of the junior high school. “A town without a school is not really a town.”

The new, $18 million two-story building has shiny blond wood floors, spacious classrooms, two science labs, a library filled with new books and a large basketball gymnasium. A balcony at the back of the building overlooks the sea.

Many emotions fueled the decisions of the families who returned to Naraha. It was always a small town, with just over 8,000 people before the disaster. So far, only one in five former residents has come home.

With thousands of bags of contaminated soil piled high in fields around town and radiation meters posted in parking lots, the memory of the nuclear disaster is never distant.

At the Naraha school, which was being constructed when the disaster hit, workers destroyed a foundation that had just been laid and started over, removing mounds of dirt in an effort to decontaminate the site.

Today, radiation is regularly monitored on the school grounds as well as along routes to the building. The central government, based on recommendations from the International Commission on Radiological Protection, set a maximum exposure of 0.23 microsieverts an hour, a level at which there is no concrete scientific evidence of increased cancer risk. (Microsieverts measure the health effects of low levels of radiation.)

Still, some teachers say they are extra careful. Aya Kitahara, a fifth-grade teacher, said she and her colleagues had decided it was not safe to allow children to collect acorns or pine cones in the neighborhood for art projects, for fear that they would pick up small doses of radiation.

Nearby, a nursery school and day care center was built mostly with money from the nuclear plant operator, Tokyo Electric Power Company, in 2007 and reopened this month. Keiko Hayakawa, the principal, said she was surprised that the city had pushed to bring back children before all bags of contaminated soil had been cleared from town.

Calculations of radiation exposure are imprecise at best. They may not detect contaminated soil from rain runoff that can collect in gutters or other low-lying crevices. Risk of illness depends on many variables, including age, activities and underlying health conditions.

“I don’t want to accuse anyone of being consciously disingenuous,” said Kyle Cleveland, associate professor of sociology at Temple University in Tokyo, who has written about the psychological effects of the Fukushima disaster. But government officials “have every incentive to downplay the level of risk and to put a positive spin on it.”

Reviving the towns of Fukushima is also a priority for the central government. With the 2020 Olympics to be held in Tokyo, Prime Minister Shinzo Abe wants to deliver on his promise that the Fukushima cleanup effort is “under control.”

Activists Plead With Local, State Officials To Prevent Radioactive Waste From Being Buried At San Onofre via CBS Local

SAN CLEMENTE (CBSLA) — Southern Orange County residents pleaded with the San Clemente City Council Tuesday night to urge the California Coastal Commission to stop Southern California Edison from burying 3.6 million pounds of radioactive waste on the beach.

Activists were begging the commission to cancel a permit that allows Edison to store spent nuclear fuel rods from the closed San Onofre Nuclear Generating Station at the beach.

“Just tell the Coastal Commission to take the conditions that they put 20 years out and move them up to today where they belong,” said activist Gary Headrick.

It’s one of the last battles those living close to the nuclear power plant have to fight.

If the Coastal Commission doesn’t rescind the permit to bury the spent fuel rods, neighbors said Edison will start loading canisters with radioactive waste early next year.

“This is a paramount and critical moment in history of our lives and the future lives of our children and grandchildren,” said San Clemente resident Tom Gudauskas.

CThe City Council will not vote on whether to even draft a letter to the Coastal Commission until the next meeting in May.

Where to put all the radioactive waste is now the burning issue via The Asahi Shimbun

The call might have been made to decommission five over-the-hill nuclear reactors, but the problem remains of where to dispose of their total 26,820 tons of radioactive waste.

The plant operators have yet to find disposal sites, and few local governments are expected to volunteer to store the waste on their properties.

The decommissioning plans for the five reactors that first went into service more than 40 years ago was green-lighted by the Nuclear Regulation Authority on April 19.

It is the first NRA approval for decommissioning since the 2011 Fukushima nuclear disaster triggered by the Great East Japan earthquake and tsunami.

That disaster led to a new regulation putting a 40-year cap, in principle, on the operating life span of reactors.

The decommissioning will be completed between fiscal 2039 and fiscal 2045 at a total cost of 178.9 billion yen ($1.64 billion), according to the utilities.

In the process, the projects are expected to produce 26,820 tons of radioactive waste–reactors and pipes included.

An additional 40,300 tons of waste, such as scrap construction material, will be handled as nonradioactive waste due to radiation doses deemed lower than the government safety limit.

Securing disposal sites for radioactive waste has proved a big headache for utilities.

About 110 tons of relatively high-level in potency radioactive waste, including control rods, are projected to pile up from the decommissioning of the No. 1 reactor at the Mihama plant.

Such waste needs to be buried underground deeper than 70 meters from the surface and managed for 100,000 years, according to the NRA’s guidelines.

In addition, the decommissioning of the same reactor will generate 2,230 tons of less toxic waste as well, including pipes and steam generators.

Under the current setup, utilities must secure disposal sites on their own.

原発廃炉工事、乗り越える課題多く 受注機会充実も地元参入には高い壁 via 福井新聞

 福井県内3基の原発の廃炉計画が認可され、今後は工事の受注を目指す企業の動きが本格化する。新たなビジネス機会をつかもうと説明会は盛況だが、地元からは参入の壁が高いとの声も聞かれる。「廃炉ビジネス」を成り立たせるには、乗り越えるべき課題は多い。

■機会は充実

廃炉計画が認可された3基のうち関西電力美浜原発1、2号機(福井県美浜町)は加圧水型軽水炉、日本原電敦賀1号機(敦賀市)は沸騰水型軽水炉とタイプが違う。日本原子力研究開発機構の新型転換炉ふげん(同)、高速増殖原型炉もんじゅ(同)を含めると、廃炉ビジネス参入の機会は多い。

「どれか一つにでも先んじて関わることができれば、全国の廃炉に今後対応できる」というのが、企業側の魅力の一つだ。2016年7月、若狭湾エネルギー研究センターが開いた県内企業向け説明会は、嶺南を中心に227社が参加。会場が満杯となり別室を設けるほどの盛況だった。

関電や日本原電は県内企業との共同研究を実施。原子力機構も、敦賀市での廃炉企業群の育成に本腰を入れている。電力事業者側も着々とビジネス環境を整えている。

■割り込み期待薄

廃炉参入を目指す活発な動きがある一方で、課題を指摘する声も増えている。

3月に敦賀市内で開かれた美浜1、2号機の廃炉工事に関する元請け会社との情報交換会には県内54社が参加し、7月にも始まる系統除染工事への参画機会を探った。美浜町で原発の仕事に長年従事する国川清・わかさ東商工会副会長(67)はこの会合で「元請け、下請けなどのタテのラインが既にあり、割って入って仕事を取るのは難しい」と感じた。地元企業の廃炉への期待感はあまりないという。

韓経:【コラム】原発なく第4次産業革命をするという韓国大統領候補たち via 中央日報

エネルギー分野で候補らは脱原発を主張している。新規原発計画の白紙化はもちろんだ。老朽原発は寿命を延長せず閉鎖し、建設中の原発と稼働中の原発まですべて閉鎖しようという主張も出ている。保守候補も同じだ。

第4次産業革命政策はなおさらだ。世界の競争でリードしようということに異論はない。

脱原発は安全という側面で、第4次産業革命は新しい成長動力という点で国民の関心事となっている。問題はこうした主張が矛盾しているという点だ。脱原発と第4次産業革命がなぜ矛盾になるのか。先日、国会である国会議員が周亨煥(チュ・ヒョンファン)産業通商資源部長官に「原発なしに第4次産業革命は可能なのか」と尋ねた。周長官は「不可能だ」とはっきりと答えた。これは何を意味するのか。

第4次産業革命は基本的にエネルギー需要を増やす要因だ。もちろん再生可能エネルギー、電力貯蔵システム(ESS)、スマートグリッドなど新技術で画期的な省エネが可能だ。しかしまだ十分に整った技術ではない。社会の全分野にわたりデジタルインフラを構築し、モノのインターネット(IoT)が普及すれば、データ量は爆発的に増える。データが増えればそのデータを処理して保存するデータセンターが拡大するしかない。これは電力消費の爆発的な増加につながる。

ある調査によると、2011年を基準に世界クラウドコンピューティングで消費された電力は6840億キロワットにのぼる。これを一国の電力消費量とすれば世界6位に該当する規模だ。今は比較にならないほど増えているだろう。

しかしそれくらいは何でもないという調査結果もある。2012年を基準にWi-Fi、無線LANなど無線ネットワークインフラの世界電力消費量がデータセンター消耗量の10倍にもなるという。第4次産業革命がそれほど多くの電力を消費するということだ。

問題は原発なしにこうした電力需要をカバーできるのかという点だ。ノルウェーやスウェーデンのような国は「2030年に100%脱原発、100%再生可能エネルギー」という目標を設定している。しかしこれらの国との比較は意味がない。電力の半分が水力から生じる国だ。ノルウェーは90%を超える。残りの相当部分も林業から出るバイオマスが満たす。

韓国はエネルギー輸入依存度が95%にのぼる。それでも大統領候補は2020年までに再生可能エネルギーの比率を20%以上に高めるという。40%をいう候補もいる。可能な話なのか。

Nuclear deals: Beware the corporates and the governments who cosy up to them via Mail and Guardian

Until I met its victims, my response to nuclear power plants was simplistic and ill-informed. Whether nuclear power was safe and clean, I was an agnostic, given the opinions of scientists on both sides of the argument. A recent visit to South Korea and Japan changed all that. The dangers facing us are infinitely greater.

My view was (and remains) that we must not let President Jacob Zuma get away with the unaffordable R1-trillion deal he wants with Russia, which lacks transparent conduct and includes the possibility of backhanders. Being told of government and corporate lies in Japan and South Korea was an eye-opener. The 2011 Fukushima disaster was triggered by a tsunami or earthquake. But that tells only half the story.

Contaminated food, children’s sandpits, water
My journey started with a visit to a parish church in Iyaki Laiki, 47km from the epicentre of the 2011 accident. The parish had opened its doors to people evacuated from the centre of the disaster. In all 24 000 people were evacuated, not because of the huge wave of seawater, but because of the high levels of radioactivity. Even here at this distance, radioactivity remains, six years after the accident, unacceptably high. In the local crèche children may not play outside because radioactivity of the playground sand, the swings and jungle gym remains dangerously high. Instead children play inside a pen with sand imported from hundreds of kilometres away.

Government radioactivity meters on street corners measure lower levels of radioactivity than locals’ meters. There is a reason for this: it costs the government millions to provide essential services to those evacuated. The government wanted them to return to their homes in Fukushima by April 1 2017, when all support and aid stops. The government says it is safe to do so but the people I met do not trust its advice. In what was the church vestry there are now two detector cubicles that measure and decontaminate food. Consumers have learnt that food they buy is often contaminated with high levels radioactivity. It takes an hour to decontaminate a litre of milk and three to four hours for water.

The company that built the Fukushima plant, Toshiba/Hitachi, avoids responsibility. It is here that I learnt my first lesson: Toshiba, which built scores of nuclear plants in Japan and elsewhere, ignored major risks to save costs. Legal investigations point to Toshiba’s liability. Angry Japanese charge that Toshiba places profit before the lives of people — and its effect will be felt by those not yet born. In a nation that has suffered more than its share of nuclear outfall, I heard the words repeatedly: the government-corporate nuclear mafia cannot be trusted; we don’t want compensation, we want prevention.

Back at the parish church the reverend asks that we don’t publicise his name and church for fear of reprisals from those in power. His parting comment: for every child elsewhere that has thyroid cancer we have 180 children.

The message from my hosts is moral and compelling: Toshiba, supplier globally to the booming nuclear energy industry, must stop exporting its lethal technology. Their call is to boycott, disinvest and call for sanctions against this evil industry. Between Japan, South Korea and the coast of China about 130 nuclear plants are in operation or are under construction. There are 90 in Western Europe and 104 in the United States.

South Korea’s pain
In Kori, South Korea, is another nuclear plant, partly shut down because of its age. The real danger of the plant is kept from them. We met Mr Lee and his disabled son. Mr Lee has stomach cancer. His wife contracted thyroid cancer two years ago. They charged the local nuclear plant company for her illness. The court found in her favour on the basis that the company hid the fact that radioactive material had leaked from the plant. Since the court victory 1 000 locals have instituted legal action because their health has been similarly compromised.

Mrs Yoshi Zaki Sachie, 77, is a Hiroshima survivor. As a five-year-old all she remembers is the huge light when the bomb was dropped. Her family’s distance from the epicentre of the bomb ensured it did not kill her. It maimed her.

Mrs Sachie She has devoted her life to campaign against the lethal power of nuclear plants. She never thought that nuclear power would haunt Japan again. Today the Japanese are perpetrators seeking to sell unsafe nuclear technology to others.

Racism against Koreans is not far from this debate either. When Hiroshima and Nagasaki was bombed, Korea was a colony of Japan. Of those killed, at least 22 000 were Koreans, partly forced labour, in Japanese armaments factories. They have not been acknowledged or compensated. Social prejudice persists to this day.

Koreans not killed but maimed at Hiroshima and Nagasaki returned, mainly, to Hapcheon in South Korea. At the memorial and victim care centre, I saw first, second and third generation victims – their bodies and minds impaired by nuclear venom.

South Korean citizenry is as opposed to nuclear plants as the Japanese are. Koreans want recognition and compensation for their A-bomb victims from the United States.

A moral revolution against governments in cahoots with the mega corporations is on the move — the Japanese and Korean Citizen’s Peace Solidarity Against Nukes. South Africa needs to join the global wave of popular uprising and stop the Zuma-Putin deal.

Horst Kleinschmidt’s visit was at the invitation of the movement against corporations in the nuclear industry in South Korea and Japan. Kleinschmidt is an activist. He was arrested and then went into exile in the 1970s, returning post-1994 to turn around the sea fisheries department. Besides opposing the Zuma-Putin deal, he does other ecological and social justice work.

63施設で市基準超え 放射線量、柏市除染対応へ via 千葉日報

柏市中央体育館で国の除染基準(地上1メートルで毎時0・23マイクロシーベルト)を上回る空間放射線量が測定された問題で、市内公共施設の緊急点検を行っていた柏市は19日、63施設計163地点で線量が市の除染基準を超えたと発表した。そのうち国の基準を超えたのは10施設14地点。市は既に2市立保育園計4地点で除染対応を完了しており、今後も生活空間にあたる地点を中心に除染を進めていく。

市環境政策課によると、同市は除染実施計画の中で、保育園などの子ども関連施設で地上5センチ、中学校や公園などで同50センチ、市役所や近隣センターなどで同1メートルを測定する高さとして独自に定め、それぞれ0・23マイクロシーベルトを超えた場合に除染対応を行っている。

緊急点検は道路や小規模な公園を除く市有の332施設を対象とした。各施設の担当課が2月8日~3月末、雨どい下、放置された側溝汚泥、落ち葉の集積場所計6585地点で測定を実施。市の基準を超えた地点のうち最も多かったのは雨どい下で、155地点だった。最大値が測定されたのは市少年補導センター裏にある雨どい下で、地上5センチで2・85マイクロシーベルトだった。
