A PETITION to limit President Donald Trump’s power to launch nuclear weapons has reached nearly half-a-million signatures, Democrat lawmakers have claimed.

The petition supports a bill which is currently before Congress which calls for President Trump to be denied the authority to fire nuclear weapons without a declaration of war from Capitol Hill. 

The Restricting First Use of Nuclear Weapons Act comes as international tensions continue to escalate with threats of nuclear activity from North Korea.

He added that the signatures on the petition “are a reflection of concern across our country of the use of nuclear weapons by the President.”

Mr Markey also claimed the act was “absolutely critical during the Trump administration” as hinted at situations in North Korea and Russia.

The senator for Massachusetts added: “As long as President Trump has a Twitter account, we need a nuclear no-first-use policy for the United States of America.”

能登の土 心ゆくまで 保養PROJECT 福島の家族を招待 via 中日新聞

東日本大震災と原発事故のストレスを緩和してもらおうと、県内の住民団体「能登保養PROJECT」が招いた福島県の家族らが四日、輪島市門前町道下(とうげ)で、田植えなどを通じて能登の自然を満喫した。(山本義久)

 二〇一四年から五月の大型連休や夏休みに招待しており、今年は九家族四十五人が訪れた。

 輪島親子昆虫クラブのメンバーと一緒に虫捕りも楽しんだ。福島県伊達市から参加した母親(36)は「今も子どもには土を触らせていない。車に乗っていても窓を開けさせない。能登は本当に空気がきれい。思う存分楽しんでほしい」と、笑顔で見つめていた。

 福島の家族たちは三日から七日まで、門前町道下の諸岡公民館に宿泊し、町内にある風車を見学したり、タケノコ掘りなどを体験する。

 能登保養PROJECT代表の平野雅靖さん(60)=小松市=は「放射能汚染への対応は、まだ十分に進んでいない。汚染されていないところで一時的に過ごすことは大切。取り組みは続けていく」と話した。

高齢者に移住勧奨へ 孤立死防ぐ 福島・川内村 via 毎日新聞

福島県川内村は、中心部から離れた地域などで暮らす高齢者に中心部への転居を呼びかける「移住勧奨」を始める。福島第1原発事故の避難指示が村内全域で解除されて6月で丸1年がたつが、高齢化に拍車が掛かっており、行政の支援が行き届かずに生活が困難になったり孤立死したりする心配があるためだ。専門家は、状況が似ている飯舘村などにも同様の取り組みが広がる可能性があると指摘する。

全国で過疎の調査をしている日本総研の藻谷浩介主席研究員は「住み慣れた自宅から高齢者を引き離す政策は、通常は体調を悪化させるなど弊害の方が多い」と指摘する。ただし、原発事故で強制避難させられ、地域コミュニティーを喪失してしまった末の対策であり「やむを得ない」と話し、状況が似ている他の自治体にも移住勧奨が広がる可能性があるとみている。【大塚卓也】

Wildfires in Namie via Nuclear-News

Wildfire is raging in the highly radio-contaminated area in Namie, Fukushima prefecture. Japanese authorities are minimizing the radiation risk. It is time to provide information from civil movement point of view. We are publishing here the translation of an article by Suzuki Hiroki, a freelance journalist.

What is happening in Namie, the 74th month after the Fukushima Daiichi accident?

There is a wildfire in the forest in the “difficult-to-return zone” causing rising concerns about the secondary dispersion of radioactive substances.
“Is it safe?” Voices of rage from the townspeople towards the central and local governments that hurried the evacuation order lifting.

A forest fire broke out on 29 April in Namie Town, Fukushima Prefecture, where one month had passed since the evacuation orders were lifted from a large part of the town. Moreover, it happened in the “difficult-to-return zone” where radio-contamination is especially high even in Namie town. Strong winds and high concentrations of contamination have made it difficult to fight against the fire and the fire has not been extinguished as of the night of May 1. Although the evacuation orders have been lifted as “the environment for everyday life is sufficiently in order”, it has been made clear that Namie has a perpetual risk of secondary dispersion of radioactive materials in the future. The fact that there is no means to prevent internal irradiation of firefighters as well as of returning residents brought home again the “reality” of the nuclear power plant accident.

The radiation of the firefighters is unavoidable”.

“The secondary dispersion of radioactive materials is an alarming thing, but it has been expected. Judging that ‘the living environment is generally in order’, evacuation orders have been lifted, but once the wildfire starts, this is what happens. Did the government lift the evacuation orders after presenting these risks to the townspeople? I do not have any confidence in the central government nor in the local administration. They are good at appealing that everything is going well in this country. It was the same during the war. In that sense, it is a system of ‘self-responsibility’. I have no choice but to take care of myself”, said a man in his 40s, who was evacuated from the Hiwatari-Ushiwata administrative district. No active effort to announce the secondary dispersion of radioactive materials associated with forest fires was made by the town. It was delivered at last in the Mail magazine of the town at 10:00 a.m. on May 1. The following warning sentence was diffused: “Please do not approach carelessly, for it is dangerous”. It was not known to the townspeople for more than a full day because the fire report is dated Saturday evening. “The administration is difficult to move on Saturdays and Sundays,” said the General Affairs Disaster Security Division. On May 1 at 7:00 a.m., the same content was announced to the entire neighborhood by the disaster prevention radio, and “Notice of forest fire conditions” was published on the town homepage. However, there was no call for wearing a mask related to secondary dispersion of radioactive materials.

This council member says, “it is only a personal opinion, but it is natural to assume that radioactive cesium will scatter with smoke and ash, and the fire extinguishing activity should be carried out while measuring how much radioactive material there is in the one square meter. However, it is not realistic, and I have to say that it is not possible to prevent internal irradiation exposure after all.” Another council member also said, “the risk was not examined when the evacuation order was lifted. The danger has been proven by the forest fire this time.” He is ready to take the matter to the Town Council.

As for the irradiation risk of the fire brigade, the headquarters of the Futaba Regional Communities Area Union Fire Department admit that while they can make a point “not to carry out the contaminated materials from the area”, there is no means to prevent the exposure of the fire brigade member. They can only try to shorten the time of stay in the “difficult-to-return zone”, but in reality it takes time to reach the site, and it is difficult to reach it. We have to admit that the exposure is unavoidable.” I wonder if we can consider the situation as “nuclear accident is under control”?

Difficulty to monitor fine particles

There is no significant fluctuation in the airborne radioactivity measured by the monitoring posts installed inside and outside the town. The local media also actively convey the point. However, Mr. Yoichi Ozawa of the citizen’s group in Minamisoma City, “Fukuichi Environmental Radiation Monitoring Project”, pointed out that “radioactive particulates cannot be caught by a dosimeter or monitoring post.” In response to the forest fire, the above Project and the Citizen Radioactivity Monitoring Center “Chikurin-sha” (Hinode Town, Nishitama County, Tokyo) put several linen cloths in the town of Namie. It is thought that the secondary dispersion situation can be estimated by examining the adhesion of the fine particles that cause the internal irradiation.

The central government also faces a cautious posture about the secondary dispersion of the radioactive materials by combustion. On April 20, at the meeting with the residents of Iitate village the person in charge of the Cabinet Office asked the villagers “not to burn the field until the results of experimentation and analyses about how much radioactive materials scatter and adhere to crops etc. come out.” It is a reality that even the bureaucrats of the central government who rushed the evacuation order lifting are not able to affirm that it is safe.

【74カ月目の浪江町はいま】改めて考える消防隊員の被曝リスク。「5000時間滞在しないと10mSvに達しないから大丈夫」か?~帰還困難区域の山林火災 via 民の声新聞

福島県浪江町の帰還困難区域で4月29日に発生した「十万山」(標高448.4メートル)の山林火災は、放射性物質の二次拡散だけでなく、消火活動にあたる消防隊員の被曝防護という問題を改めて浮き彫りにしている。消防庁のマニュアルでは、隊員の外部被曝限度量は10mSv。現場の消防本部も「空間線量はマニュアルの値よりはるかに低い」との認識だが、消火のためとはいえ一般公衆に比べ10倍の外部被曝を受忍しなければならない現状には批判もある。現場で汗を流す隊員に敬意を表しつつ、改めて消火活動中の放射線防護について考えたい。

【「内部被曝は極力避ける」】
「汚染区域での消防の活動は通常、10mSvまで許容されています。今回の火災現場は平均2μSv/h。10mSvは1万μSvですから、単純計算で5000時間までの活動が可能という事になります」
双葉地方広域市町村圏組合消防本部の担当者は言う。現在、陸上自衛隊第6師団にも災害派遣を要請して空と地上の両面から消火活動を展開しているが、現場が急斜面である事やヘリからの放水が届かない場所のある事などから難航しているのが実情。山中には消火栓など無く、地上で消火活動にあたる消防や自衛隊の隊員は「背負い式消火水のう」と呼ばれるリュックサックのような装備で火を消す。燃えにくい素材で出来た「防火衣」の中に防護服を着用しているが、これは被曝を防ぐのではなく放射性物質の持ち出しを防ぐため。
「背負い式消火水のうに水を約20リットル入れてリュックのように背負い、ホースを接続して水鉄砲の要領で水を出して火を消します。後はスコップで土をかけたりするしかありません。とにかく人海戦術です」(双葉地方広域市町村圏組合消防本部)。気の遠くなるような地道な作業が続く。完全に鎮火が確認出来るまで大型連休など関係なく全員、毎日出勤するという。
「一般的な空間線量が0.04μSv/h前後ですから、それに比べれば火災現場の空間線量は確かに高いです。しかし、消防活動が10mSvまで許容されている事を考えると、その意味では汚染のレベルが全然違う(低い)んじゃないかなと思います。ただ、内部被曝は極力避けなければいけません。吸い込まないように防護をします」(双葉地方広域市町村圏組合消防本部)

【幅が大きい空間線量】
総務省消防庁が策定した「原子力施設等における消防活動対策マニュアル」や、それに基づく教材「スタート! RI119 消防職員のための放射性物質事故対応の基礎知識」では、1回の消火活動における被曝線量の上限を「10mSv」と定め、現場で携帯する個人警報線量計の警報設定値も10mSv未満で設定するよう求めている(人命救助等の緊急時活動では100mSv)。「被曝線量限度に到達する時間(活動可能時間)は、10mSvを空間線量率で割った値」と定義されているが、双葉地方広域市町村圏組合消防本部の担当者が「5000時間まで活動可能」と言う根拠がこれだ。

しかも、5000時間というのは外部被曝の話。前号の記事でも触れたように、防護マスクに装着する吸収缶の効果は3時間しか持続しない。「実際には余裕をもって3時間に達する前に交換するが、汚染下での交換はなかなか厳しい」と双葉地方広域市町村圏組合消防本部。教材も「あくまでも計算上の数値であることに留意すること」と慎重な対応を求めている。
ちなみに、福島第一原発の爆発事故を受けて放水にあたった東京消防庁の報告では、活動に従事した隊員249人のうち、外部被曝線量は最大で29.8mSv。16人が10から20mSvだった。内部被曝は1mSv以下だったという。「当庁は緊急時の人命救助のための被曝量の基準を最大100mSvと設定しており、当該基準を超える結果には至らなかった」(東京消防庁)

そして、残念ながら日本でも原発事故は起きてしまった。恐れていた帰還困難区域での山林火災も。放射性物質の二次拡散を懸念するのは当然だ。ところが地元紙「福島民友」は3日付の社会面トップで「浪江の山火事デマ拡散 専門家ら「まどわされないで」とする記事を掲載。「火災に伴う放射線量の上昇による健康への影響はない」と断言したうえで「インターネット上には放射性物質の拡散による健康不安をあおる信ぴょう性が低い情報や、その情報を否定する書き込みが集中している」と論じている。

帰還困難区域の山火事 鎮火の見通し立たず via NHK News Web

東京電力福島第一原発の事故で帰還困難区域となっている福島県浪江町の山林の火事は、4日で発生から6日目となりましたが、鎮火の見通しが立たず、消防や自衛隊などは5日も消火活動を続けることにしています。福島県によりますと、周辺の放射線量に目立った変化はないということです。

先月29日、福島県浪江町井手の山林から出火し、これまでに周辺の20ヘクタール以上が焼け、現在も南風の影響で徐々に広がっています。

今のところ人や建物への被害はないということですが、現場は原発事故の影響で放射線量が比較的高く、立ち入りが厳しく制限されている帰還困難区域で、消火活動は通常より難しくなっています。

4日も福島県や災害派遣要請を受けた自衛隊のヘリコプターなどが上空から消火活動を行ったほか、地上では消防と自衛隊の合わせておよそ240人が、放射性物質の付着を防ぐ防護服を着て消火活動を行いましたが、鎮火の見通しはまだ立っていません。

Workers prepare to tackle Hanford’s potentially deadly spill via Tri-City Herald

The initial work has begun to clean up a spill of Hanford waste so radioactive that it would be lethal within two minutes of contact.

Workers have entered the airlock of the nuclear reservation’s 324 Building for the first time in 15 years. 

Beneath the Cold War-era building lies the spill of cesium and strontium, a nasty surprise found by workers in 2010.

The building, which is about 1,000 feet from the Columbia River, has been left standing to provide shielding from the radiation beneath it until contamination can be removed using remotely operated equipment.

Entering and cleaning out the airlock is an early step toward installing the equipment to clean up the spill and then tear down the building.

The 324 Building, built in the mid-1960s and operated until 1996, housed thick-walled rooms called “hot cells” where workers used remotely operated equipment to perform work with highly radioactive materials.

As workers were decontaminating the building for demolition in 2010, they discovered the cesium and strontium that had leaked from the B Cell into the soil.

A spill during work in the 1980s for Germany is suspected of making its way through the cracked lining of a sump at the bottom of the cell. Workers were fabricating concentrated cesium and strontium into a heat source for Germany to test a repository for radioactive waste, which emits heat.

By stopping the planned demolition when the spill was discovered and leaving the building standing, the structure not only provides a barrier against the radiation, it acts as an umbrella. Precipitation could carry contamination deeper in the soil toward the groundwater.

The 324 Building is one of only a few buildings still standing in the 300 Area, as more than 170 buildings in the Hanford complex just north of Richland have been demolished as part of environmental cleanup over the last decade.

At Hanford’s Maintenance and Storage Facility, a 28,000-square-foot building no longer needed to serve the deactivated Fast Flux Test Facility, some of the testing for the 324 Building project is being done.

Book Review: Understanding the Imaginary War: Culture, Thought and Nuclear Conflict, 1945-90 edited by Matthew Grant and Benjamin Ziemann via LSE

In Understanding the Imaginary War: Culture, Thought and Nuclear Conflict, 1945-90, editors Matthew Grant and Benjamin Ziemann offer a collection focusing on how the unknowable and inconceivable – nuclear war – was necessarily imagined during the Cold War period. April Curtiswelcomes this as a valuable contribution to understanding the cultural history of the Cold War that also serves as a reminder of its continued impact on contemporary international relations. 

The world existed in a precarious state of duality during the Cold War. The United States and the Soviet Union, the only two superpowers, were both at war and at peace. Nuclear weapons — commonly shortened to ‘the bomb’ — made a nuclear holocaust feasible, and yet also served as credible deterrence against such an event. Understanding the Imaginary War: Culture, Thought and Nuclear Conflict, 1945-90, edited by Matthew Grant and Benjamin Ziemannis a collection of cultural history essays exploring experiences of this unique duality. The book covers a wide breadth of communities and topics focusing on individual nations, such as Britain, the US, the USSR and Japan, as well as more narrow groups, such as the Catholic community, physicians, nuclear scientists and the imagery of nuclear war in US government films.

Metaphors were another tool used to conceptualise the destruction that a nuclear war would bring. The world struggled to create a distinction between the known —conventional warfare — and the unknown — nuclear warfare. Scientists promised that a nuclear war would be more destructive than World War II, yet how this could be possible was difficult for the public to grasp. Jason Dawsey’s chapter on philosopher and anti-nuclear activist Günther Anders argues that in order to imagine what the war of the future would look like, it was necessary to turn to a book from the past: the Bible. Anders believed a gap had formed between technology and humanity’s ability to imagine the destructive powers of its own invention. Despite not being religious himself, Anders used religious apocalyptic eschatology in order to bridge this gulf as the Bible’s imagery seemed the only thing capable of conceptualising the devastating potential of nuclear war. He hoped that if humanity was able to imagine nuclear war clearly, nuclear weapons would be eliminated. Dawsey’s essay provides an excellent juxtaposition with Daniel Gerster’s essay on Catholic anti-communism in West Germany and the USA. Here, Gerster argues that Catholics who spoke out against nuclear weapons rarely employed apocalyptic imagery, but instead kept their arguments abstract in order to increase their credibility.

Understanding the Imaginary War is useful both as a historical tool, but also as a reminder that nuclear weapons still exist, and that nuclear war is still a very real possibility. If anything, the current political situation between Russia and the United States, and especially the inclusion of Article 27 in Russia’s 2014 Military Doctrine relating to the possibility of using nuclear weapons to respond to a conventional attack, shows that emotions felt during the Cold War still affect contemporary relations.

川内原発専門委座長が九電から2億円 研究受託「判断に影響ない」via 西日本新聞

九州電力川内原発(鹿児島県薩摩川内市)の安全性などを検証する県の専門委員会の座長を務める宮町宏樹鹿児島大大学院教授(火山物理学)が、九電から南九州の地下構造を調べる約2億円の研究を受託していたことが分かった。宮町教授は3日、県庁で記者会見し、公平性が保てないとの指摘に「事実を曲げることも、専門委の判断に影響することも全くない」と説明した。

研究は姶良カルデラを含む南九州の地上や海中に約500台の地震計を設置。人工地震の地震波を読み取り地下構造や深部のマグマだまりを解析する。2017年度から3年間の予定。

宮町教授は「研究成果に口出しなしを条件に受託した。原発に不利なデータも公表する。火山は鹿児島特有のテーマ」と述べ、研究結果は専門委でも議論の素材にすると強調した。県原子力安全対策課は「受託は個人の問題。今後も技術的見地から助言を頂くことに変わりない」としている。

宮町教授は13~16年度、九電から離島周辺の地震研究を6千万円で受託、グループ企業から寄付500万円を受けたことも判明している。
