M5.9 quake strikes off Fukushima Prefecture via Japan Today

A strong earthquake late Friday shook northeastern Japan off the coast of Fukushima, the region hit by a massive quake and tsunami in 2011 that triggered a nuclear plant meltdown, but there were no reports of damage or injuries.

The Japan Meteorological Agency said there was no danger of a tsunami. It said the quake struck at about midnight and measured a preliminary magnitude of 5.9. It was centered about 50 kilometers below the ocean’s surface, it said.

The shaking was felt 240 kilometers away in Tokyo. Public broadcaster NHK said local trains stopped temporarily for safety checks but then resumed service

福島で震度5弱 巨大地震の余震 今後も注意を via NHK News Web

6日夜遅く、福島県沖を震源とする地震があり、福島県楢葉町と川内村で震度5弱の揺れを観測しました。この地震について、気象庁は、6年前の東北沖の巨大地震の余震だとしたうえで、引き続き今後の余震活動に注意するよう呼びかけています。

気象庁によりますと、6日午後11時56分ごろ、福島県沖を震源とする地震があり、震度5弱の揺れを福島県楢葉町と川内村で観測しました。

また、震度4の揺れを福島県の福島市や郡山市、いわき市、白河市など、宮城県の名取市、岩沼市など、それに茨城県笠間市や栃木県の大田原市など、東北と関東の各地で観測しました。このほか、震度3から1の揺れを、北海道や東北、関東甲信越、それに静岡県の広い範囲で観測しました。

気象庁の観測によりますと、震源地は福島県沖で震源の深さは53キロ、地震の規模を示すマグニチュードは5.9と推定されています。この地震による津波はありませんでした。

また、今回の地震は6年前の東北沖の巨大地震の余震だとしたうえで、「きのうは、福島県沖でマグニチュード6.0の別の地震が発生するなど、余震活動は依然として活発なので、引き続き注意してほしい」と呼びかけました。

衆院選、原発への姿勢「重視する」54% 朝日世論調査 via 朝日新聞

3、4日に実施した朝日新聞社の世論調査(電話)で、衆院選で投票先を決めるとき、原子力発電に対する姿勢を重視するかを尋ねると、「重視する」が54%で、「重視しない」34%を上回った。特に内閣不支持層では「重視する」が66%と高かった。

支持政党別にみると、自民支持層は「重視する」49%、「重視しない」41%だった。無党派層でも「重視する」が51%で「重視しない」34%を上回った。

北朝鮮のミサイル開発や核実験に対し、安倍首相が「圧力を最大限まで高めていく」と示している姿勢については、「評価する」が57%で、「評価しない」29%を上回った。無党派層でも「評価する」は46%で、「評価しない」36%より多かった。自民支持層は81%が「評価する」と答えた。

JPMorgan Tweaks Bylaws, Just in Case There’s a Nuclear Disaster via Bloomberg

JPMorgan Chase & Co.’s board just approved a series of tweaks to its bylaws including one that pops out — a new section defining what constitutes a quorum in the event of a “nuclear or atomic disaster.”

That scenario is listed among emergencies that might make it hard to hold a normal meeting. The clause can take effect if the U.S. is attacked or in a variety of other situations involving chemical or biological weapons, natural disasters or “acts of God.”

福島第一原発周辺の海水浴場の砂 「記録的放射能」via Sputnik

2011年3月の福島第一原子力発電所の事故直後、セシウム(Cs)137やその他の放射性核種(核種とは、固有の原子番号・質量数・原子核のエネルギー状態によって区分される原子核または原子の種類のこと。一つの元素には、一般に質量数の異なる数種の核種が存在し、互いに同位体と呼ばれる)が、原発から数十キロ離れた太平洋岸の海水浴場に波や満ち潮によって沈着し、現在そうした放射性物質は徐々に太平洋に戻っている。学術誌「米国科学アカデミー紀要(PNAS)」に掲載された論文で環境学者らが述べている。

米ウッズホール海洋研究所(WHOI)のヴァージニー・サニアル(Virginie Sanial)氏らは数年間にわたり、海水魚を捕獲して放射性核種のレベルを測定することで福島第一原子力発電所周辺海域の放射能の状況を追跡調査した。既に2012年4月にサニアル氏らは異変に気付いた。最も危険性の高いセシウム137とAg110m(銀の放射性同位体)の値が予測されていたよりも明らかに低かったのだ。

ではそのセシウム137はどこへ消えたのか。この問いを解明するため、サニアル氏らは原発から半径およそ120キロ圏内の土壌サンプル中の化学物質や同位体の構成を調べた。その結果、原発から遠く離れた海水浴場の砂の中では放射能レベルとセシウム濃度が、原発そのものに隣接する水域と比べておよそ10倍高いことがわかった。

原発事故発生当時、大量のセシウム137、セシウム134、銀110m、その他の放射性核種が海に放出され、沿岸流とともに日本の太平洋岸に沿って南へ移動し始めた。この放射性物質を含んだ水は波や満ち潮とともに定期的に海水浴場に打ち上げられ、その結果セシウムは地下に浸透し、塩分を含んだ水ではなく、淡水が多い地下深くの砂の層に徐々に蓄積していった。

「生業を返せ!」最大の原発訴訟、原告たちの訴え(前・後編)via 女性自身

「放射能汚染について、いまも心配はあります。でも、魚屋が魚を売らないと生活できない。だから、店で地元の魚を売るときは、不安を心に封じ込める習性が身についた。自分が魚を食べるときも同じ。心配していたら、辛くてここで生きていけない。けど、そんな自分のことを、ズルいと責めることもあるんです」

そう、心情を吐露するのは、「『生業(なりわい)を返せ、地域を返せ!』福島原発訴訟」(以下、生業訴訟・※)の原告団長の中島孝さん(61)だ。

生業訴訟とは、福島第一原発事故の被害者が、国と東電を相手どって起こしている全国最大の集団訴訟。原告数は、福島県と近隣県への避難者を合わせて、3,824人(結審時)にのぼる。10月10日に福島地裁で判決がでる。

原告団長の中島さんは、原発から北へ約44kmに位置する相馬市で家族や親戚とともに、地元に密着した『ナカジマストア』を営む。

「近くにある相馬の原釜漁港から水揚げされる魚は、味がいい。“常磐もの”と呼ばれて、築地の漁業関係者からも高く評価されていたんです」

しかし、原発事故によって、漁港は操業停止に。ナカジマストアも、他港から魚を仕入れるしかなく、コストがかさむ分、経営は苦しくなった。

事故から1年と少し過ぎたころから、試験操業で水揚げされた放射能測定済みの地元のタコなどは店頭に並べられるようになったが、客の反応は、芳しくなかった。

「小さな子どもの連れの夫婦から、『測っているのは、ヨウ素とセシウムだけ。ストロンチウムや他の核種は測っていない。だから心配で子どもには食べさせられない』と言われたんです」

中島さんは後日、なぜストロンチウムを測らないのか、と県の職員に問い合わせた。

すると、「ストロンチウムを測るには、高額な測定器が必用で、測定に時間がかかる」という返答が。

「つまり、測らないのは安全だからじゃない。経済的に見合わないから。もし、将来的に健康被害が出ても、あきらめろということなんです」

「東電に営業損害の賠償請求をしましたが、事故から1年以上経っても、一向に支払われませんでした。漁業組合の関係者たちは、『もう首をつるしかねぇな』というところまで追い込まれていったんです」

中島さんたちは13年3月、仲間とともに訴訟に踏み切る。これまでに中島さんが東電から受け取ったのは、わずか12万円の精神的慰謝料のみだった。

これまでの裁判のなかでは、国や東電の無責任ぶりを問うてきた。

「国や東電は、大きな津波が来ることを予見していたにもかかわらず、安全対策をとらなかった。『安全対策工事をするには、1年で1兆円の利益を産む原発を半年間止めないといけない。株主を説得できない』などと発言している内部資料も見つかっています。利益を優先せず、安全対策をとってくれていたら、私たちはこんなに苦しまなくてすんだのに」

事故前の空間線量、毎時0.04マイクロシーベルト以下に原状回復するまで、月額5万円の慰謝料を求めるほか、国から避難指示が出されたエリアの原告は、ふるさと喪失の慰謝料2,000万円を合わせて請求している。

「原発事故は普通の災害とちがって、ひとたび起きれば、甚大な被害を及ぼします。自然は汚染され、次世代への影響も計り知れない。補償の有無やリスクに対する考え方の違いで、人間関係も破壊されてしまう。それが今回の事故でわかったはずなのに、こんな判決を出すなんて。生業訴訟では、国の責任を認めさせて、二度と同じあやまちを繰り返させないようにしたいんです」

生業訴訟の弁護団事務局長である馬奈木厳太郎氏が、この裁判の意義をつぎのように語ってくれた。

「原告の話からもわかるように、被害の形は多様です。しかし現在は、加害者側の国や東電が、なにが被害で、誰が被害者かを決め、“お金”の問題だけに被害を矮小化しようとしています。こんなおかしな話はありません。裁判という形式上、賠償金の請求を求めていますが、お金だけにとどまらず、自然環境の再生や医療保障、壊れたコミュニティーの再構築なども合わせて訴えていくことを考えています。今回は、たまたま福島で事故が起こったが、いつ自分の近くの原発で事故が起きるかもしれない。いつ被害当事者になるかわからないのです。そういう意味でも、福島の人たちだけに関係する裁判ではない。誰もが関心をもって、10月10日の判決を見守っていただきたいと思っています」

<指定廃棄物>福島・富岡の処分場 環境安全委が視察 via 河北新報

 東京電力福島第1原発事故で発生した福島県内の指定廃棄物を同県富岡町の最終処分場に埋め立てる計画を巡り、自治体や住民、有識者でつくる環境安全委員会の初会合が5日、同処分場であった。

委員会は、環境省が県や同町、搬入路がある楢葉町と昨年6月に結んだ安全協定に基づき設置。両町の地元行政区長を含む14人で構成し、処分状況や周辺環境を監視して助言する。処分場は昨年、国が民間の処分場を国有化して改修した。

行政区長は監視データの分かりやすい情報発信や住民との密なコミュニケーション、ゲリラ豪雨など災害への十分な対応を求めた。

処分場では放射性物質濃度が1キログラム当たり8000ベクレル超10万ベクレル以下の指定廃棄物などを処理する。環境省によると、準備工事は今月中に終わる見通し。搬入開始時期は、県や両町と協議して決めるという。

A 6.3 magnitude earthquake has struck off the east coast of Japan — near the scene of the Fukushima nuclear disaster.

There were fears the quake could spark a dangerous tidal event or even a tsunami on the scale of that which levelled the nuclear power site in 2011, although experts later played this down.

The quake struck 180 miles east of Iwaki, Honshu, at a depth of 48 miles, monitors at the US Geological Survey said.

It comes just two weeks after a 6.2 magnitude earthquake struck six miles deep off the same coast — in the volatile region known as the Pacific Ring of Fire.

Nobel Peace Prize Goes to International Campaign to Abolish Nuclear Weapons via The New York Times

In a year when threats from nuclear weapons seemed to draw closer, the Nobel Peace Prize was awarded on Friday to an advocacy group behind the first treaty to prohibit them.

The group, the International Campaign to Abolish Nuclear Weapons, a Geneva-based coalition of disarmament activists, was honored for its efforts to advance the negotiations that led to the treaty, which was reached in July at the United Nations.

“The organization is receiving the award for its work to draw attention to the catastrophic humanitarian consequences of any use of nuclear weapons and for its groundbreaking efforts to achieve a treaty-based prohibition of such weapons,” the Norwegian Nobel Committee said in a statement.

“This prize is a tribute to the tireless efforts of many millions of campaigners and concerned citizens worldwide who, ever since the dawn of the atomic age, have loudly protested nuclear weapons, insisting that they can serve no legitimate purpose and must be forever banished from the face of our earth,” ICAN said in a statement.

The United States, which with Russia has the biggest stockpile of nuclear weapons, had said that the treaty would do nothing to alleviate the possibility of nuclear conflict and might even increase it.

The committee acknowledged as much in its statement, noting that “an international legal prohibition will not in itself eliminate a single nuclear weapon, and that so far neither the states that already have nuclear weapons nor their closest allies support the nuclear weapon ban treaty.”

“We have received this news with so much joy,” Elayne Whyte Gómez, the Costa Rican ambassador to the United Nations in Geneva, who was the chairwoman of the negotiations, said in a telephone interview. “Every year there should be at least one happy event to give us hope, and this was it.”

She said ICAN’s work “represented efforts by civil society activists who approached governments around the world and maintained the momentum of the negotiations to keep them going.”

Dr. Ira Helfand, a disarmament activist and board member of the Physicians for Social Responsibility, one of ICAN’s founders, called it “a powerful voice reminding us all of the urgent need to ban and eliminate these weapons as the only reliable way to make sure they are not used.”

The prize came against the backdrop of the most serious worries about a possible nuclear conflict since the Cold War, punctuated by a bellicose standoff between the United States and North Korea.

The North Korean leader, Kim Jong-un, has defied United Nations sanctions prohibiting his isolated country’s repeated nuclear weapons and missile testing, and he has threatened to strike the American heartland with the “nuclear sword of justice.”

President Trump has said he would have no choice but to destroy North Korea if the United States or its allies are attacked.

Berit Reiss-Andersen, chairwoman of the Norwegian Nobel Committee, told reporters that the award was not intended to send a message directly to Mr. Trump. “We’re not kicking anyone in the legs with this prize,” she said. The committee instead intended to give “encouragement to all players in the field” to disarm.

Proponents of the treaty have said that they never expected any nuclear-armed country would sign it right away. But they argued that the treaty’s widespread acceptance elsewhere would increase the public pressure and stigma of possessing nuclear weapons.

ノーベル賞 「ICAN」平和賞 核兵器廃絶キャンペーン via 毎日新聞

【ロンドン矢野純一】ノルウェー・ノーベル賞委員会のアンデルセン委員長は6日、2017年のノーベル平和賞をスイス・ジュネーブに拠点を置き、日本のNGOも参加している「核兵器廃絶国際キャンペーン」(ICAN)に授与すると発表した。

 ICANは2007年に発足した国際NGOネットワーク。核兵器禁止条約の制定を目指し、各国政府や市民社会に働きかけている。日本を含む世界95カ国に424の「パートナー組織」がある。

 ノーベル賞委員会は授賞理由について「北朝鮮のように、核兵器を獲得しようとする国々が現実の脅威となっている。ICANは国際法のもとでの核兵器廃止を実現するために市民社会における主導的な役割を果たしてきた」とした。今年7月に国連で「核兵器禁止条約」を採択した際に、主導的役割を果たしたことも高く評価した。

 同条約には米国など核保有国や、米国の核の傘の下にいる日本、韓国など同盟国は署名していない。
