Activists mobilize on nuclear power proposals via Cape Cod Times

Subsidies, energy credits could benefit aging plants such as Pilgrim.

PLYMOUTH — Watchdogs are being vigilant on two fronts this week, as state and federal agencies consider regulations that could benefit the aging and trouble-plagued Pilgrim Nuclear Power Station in Plymouth.

Public comment ended Monday on the U.S. Department of Energy’s proposal to bail out nuclear reactors and coal plants nationwide with subsidies, and hearings were being held this week on a possible expansion of state standards that could qualify older nuclear plants for clean energy credits.

The rationale behind the proposed federal regulations is that coal and nuclear power, which cannot compete in the marketplace with sources such as natural gas, wind and hydropower, should be compensated for their reliability.

The proposed rule would require customers to pay coal and nuclear plants for all their expenses plus a profit, to keep them churning out power.

Local activist Mary Lampert, director of Pilgrim Watch, voiced her opposition in comments to federal regulators and to the Times. “The game for nukes used to be ‘We don’t produce carbon,’” Lampert said. “Now their game has switched to reliability.”

Lampert called the federal proposal “outrageous.”

“The winners would be the dirtiest fuel source — coal — and the least safe — nuclear,” Lampert said. “And the losers would be the type of energy generators that are the wave of the future.”

Janet Azarowitz, a Falmouth resident and member of the Pilgrim Legislative Advisory Coalition, said she has submitted written comments of her own to the Department of Environmental Protection opposing any provision changes that would allow Pilgrim to pick up energy credits. Her coalition also has submitted comments, Azarowitz said.

“We certainly don’t want Pilgrim included in any energy credits,” she said. She called the state’s decision to look at expanding the newly adopted clean energy standards “kind of scary.”

Even though Entergy has repeatedly said it will close Pilgrim in 2019, “I don’t trust them,” Azarowitz said. Entergy’s Fitzpatrick nuclear plant in New York was slated to close, but the state’s decision to bolster the plant with subsidies kept it online, she said.

Fukushima debris heading to intermediate storage facility via The Asahi Shimbun

The Environment Ministry on Oct. 28 will start bringing radiation-contaminated soil to an intermediate storage site in Fukushima Prefecture, despite having acquired less than half of the land needed for the overall project.

The ministry’s announcement on Oct. 24 marks a long-delayed step toward clearing temporary sites that were set up around the prefecture to store countless bags of radioactive debris gathered after the triple meltdown at the Fukushima No. 1 nuclear power plant in March 2011.

The entire intermediate storage project will cover a 16-square-kilometer area spanning the towns of Futaba and Okuma around the nuclear plant. It is designed to hold up to 22 million cubic meters of contaminated debris for a maximum period of 30 years.

However, the ministry is still negotiating with landowners on buying parcels of land within the area. As of the end of September, the ministry had reached acquisition agreements for only about 40 percent of the land for the project.

The soil storage facility that will open on Oct. 28 is located on the Okuma side. It has a capacity of about 50,000 cubic meters.

Bags of contaminated soil stored in Okuma will be transferred to the facility, where the debris will be separated based on radiation dosages.

A similar storage facility is being constructed on the Futaba side.

福島県GAP「認証マーク」を発表 県産品に明示、品質PR via 福島民友

 農産物や農作業の安全性などを管理するGAP(ギャップ、農業生産工程管理)の福島県独自の認証制度「ふくしま県GAP(FGAP)」で、県は23日、「FGAP認証マーク」を発表した。同マークは今後、認証を受けた県産農林産物の包装資材や梱包(こんぽう)資材などに活用される。

県が認証した生産工程管理で栽培、出荷された農林産物を示すマーク。デザインは「FUKUSHIMA」の「F」の文字をテーマに、県産農林産物の「安全・安心で豊かな実り」と未来に向かって成長する様子、本県の多様な作物を表現した。

2件に認証書交付

同マークの発表に合わせて、県は同日、県庁で、FGAP初認証となった日光林キノコ園(白河市)とキノコ生産者の野原勇一さん(37)(西会津町)に対する認証書の交付式を行った。

2020年の東京五輪・パラリンピックの選手村で農畜産物を提供するには、国際認証「グローバルGAP」か日本版認証「JGAP」、都道府県による公的認証GAPの取得が条件。東京五輪を契機とした原発事故の風評払拭や県内農業の振興へ、県は20年度までのFGAPの220件認証を目標にしている。

UCS Senior Scientist Wins American Physical Society’s Leo Szilard Lectureship Award via Union of Concerned Scientists

WASHINGTON (October 24, 2017)—Late yesterday, the American Physical Society (APS) announced that Edwin Lyman, a senior scientist at the Union of Concerned Scientists (UCS), is the winner of its annual Leo Szilard Lectureship Award “for using his technical expertise and tireless advocacy to maintain and strengthen U.S. policy on nuclear nonproliferation and reactor safety and security.”

An internationally recognized expert on nuclear weapons and nuclear power, Dr. Lyman testifies regularly before Congress and the Nuclear Regulatory Commission, which oversees U.S. commercial nuclear reactors. Since joining the Global Security Program at UCS in 2003, he has published articles in a number of journals and magazines, including Arms Control Today, Bulletin of the Atomic Scientists, Energy and Environmental Science, Nuclear Engineering International, Science, and Science and Global Security, and has been cited in thousands of news stories. Dr. Lyman also co-authored the critically acclaimed book, Fukushima: The Story of a Nuclear Disaster (New Press), which was published in February 2014.

The Leo Szilard award was established in 1974 by the Forum on Physics and Society as a memorial to the Hungarian-American physicist Leo Szilard in recognition of his concern for the social consequences of science. The award was endowed in 1998 by donations from the John D. and Catherine T. MacArthur Foundation, the Energy Foundation, the David and Lucille Packard Foundation and anonymous individuals. According to APS, the award recognizes “outstanding accomplishments by physicists in promoting the use of physics for the benefit of society in such areas as the environment, arms control, and science policy.” As the award-winner, Dr. Lyman will give lectures at an APS meeting and at two or more educational institutions or research laboratories over the next year.

唱歌「故郷」と福島の被災者 via 毎日新聞

山里の情景を描いたこの歌を、東日本大震災の津波や原発事故でふるさとを追われた福島県の人たちは、歌えなくなっているという。その理由を尋ね歩き、企画「歌えない『故郷』」(東京本社版朝刊で9月24~29日、計4回)を連載した。

中には「歌える」という人もいた。既に福島県に戻っていたり、埼玉県に定住を決めたりと、気持ちに区切りをつけた人が中心だった。一方で25人ほどが「涙が出る」「聴きたくない」と打ち明けた。我慢強いとされる県民性からか、日ごろの苦労も「仕方ない」と耐え忍ぶ人が多いのに、この歌の話をすると、せきを切ったように言葉があふれだした。かつての暮らしを失った、無念の気持ちだった。

また、福島県楢葉町からさいたま市に避難する女性(67)は「この歌を聴く度、何事もなかったように暮らす都会の人々との落差を感じる」と語った。

 一人娘を連れて長野県松本市に移り住んだ、いわゆる「自主避難者」の女性(37)も、この歌に涙した一人だ。今年6月、同市で開かれた震災のチャリティーコンサートに参加すると「故郷」が流れた。つらかったのは「こころざしを果たして いつの日にか帰らん」という歌詞。「帰れるなら明日にでも帰りたい」という気持ちがこみ上げた。

 自宅は原発から約70キロの距離にあり、避難区域ではない。だが「娘に何かあったらどうしよう」という不安を断ち切れなかった。地元に残った友人にかけられた言葉が忘れられない。「なんで逃げるの」「福島を捨てるの」

 地元を離れてから、娘に言い聞かせたことがある。「ふるさとは福島だよ」。県外に出た福島の子どもたちが偏見にさらされ、いじめに発展したケースがあるのは知っていた。けれど、「悪いことはしていない。どこかでふるさとを思いながら生きてほしい」と自主避難の道を選んだ。

 この女性のように福島の人たちは震災後、数々の条件や価値観の違いで分断されてきた。自宅は避難区域か、賠償金をもらったか、放射線の影響をどう考えるか、帰還するのかしないのか……。結果として県民の間にさえ、あつれきが生まれた。福島の人たちにとって、唱歌「故郷」を聴くこと、歌うことは、震災前の暮らし、そして帰還がままならない震災後の生活を無意識のうちに呼び起こしているのだと思う。

Kazakhstan Opts for Nuclear Engagement, Not Deterrence via Huff Post

In 1991, Kazakhstan hosted one of the largest nuclear test sites of the Soviet empire, as well as the fourth largest nuclear arsenal in the world, larger than those of the UK, France, and China combined. Although wedged between two nuclear-armed giants, Kazakhstan chose to accede to START-I, the Nuclear Non-Proliferation Treaty, and the Comprehensive Test-Ban Treaty. Under these, Kazakhstan relinquished all nuclear warheads to Russia instead of maintaining and building up an independent deterrent it could ill afford. This was vastly consequential — and highly controversial.

As one study suggests, when full-fledged political and economic chaos immediately ensued after the disintegration of the Soviet Union, Kazakhstan’s leadership not only lacked a clear vision of how to proceed with the massive nuclear arsenal but also the information and capacity to administer it. In that unprecedented and uncertain historic moment, Nazarbayev opted for strategic ambivalence to gain time. However, after weighing the decision for half a year and the political and economic costs of both keeping and getting rid of the nukes, the Kazakh leadership finally decided to take a chance and opt for a nuke-free future.

Nazarbayev not only embraced nuclear disarmament but made it a part of his country’s brand. The new international identity for Kazakhstan is widely associated with safe and responsible nuclear policy. For example, Kazakhstan brokered the Treaty of Semipalatinsk, which established the Central Asian Nuclear-Weapon-Free Zone comprised of all five former Soviet republics of the region, and disposing of highly enriched uranium in cooperation with the U.S.

Nevertheless, as the largest producer of uranium ore in the world, Kazakhstan has not renounced civilian nuclear technology. The capital, Astana, recently hosted Expo 2017. The international exposition’s theme was “Future Energy”, featuring nuclear energy rather prominently. To combine its lucrative nuclear energy business and uniquely determined non-proliferation foreign policy, Nazarbayev’s government also came up with an International Atomic Energy Agency (IAEA)-sponsored low enriched uranium (LEU) bank— the very first of its kind in the world. By creating this, Kazakhstan seeks to store low enriched uranium (the fuel for civilian nuclear reactors) in their country instead of in other countries under a guarantee of international supervision to assure the uranium hexafluoride is only processed for peaceful civilian purposes, and then shipped back to the customer. The LEU bank is operated by the IAEA in agreement with nuclear powers, including the United States, and neighboring Russia and China, who hold key strategic positions when it comes to transportation of the nuclear material.

Reclassify waste to shift the nuclear landscape via Nature

The US Department of Energy should classify and dispose of nuclear rubbish according to risk.

The United States has a single deep geological repository for nuclear waste. Since 1999, the Waste Isolation Pilot Plant (WIPP), 655 metres down in a massive salt formation near Carlsbad, New Mexico, has received 12,000-odd shipments of what it calls transuranic waste. This is clothing, tools and other detritus from the nuclear-weapons programme that are contaminated by elements heavier than uranium. It’s more hazardous than low-level waste, which can be buried closer to the surface, but not as dangerous as high-level waste, for which a disposal site has yet to be found.

WIPP was closed for three years after radiation escaped from a ruptured drum in 2014. It was given the all-clear to reopen only in January; an enquiry determined that the drum had been packed improperly before shipment from the Los Alamos National Labora­tory in northern New Mexico. Concerns remain about safety, as well as the long-term risk of human intrusion into a facility that will remain dangerous for thousands of years after its eventual closure. But by and large, WIPP has functioned as designed, and it could do even more to help the US Department of Energy (DOE) address the fallout from the country’s nuclear-weapons programme. 

Much high-level waste — produced during the reprocessing of spent nuclear fuel into plutonium — is highly radioactive and dangerous. But the evidence suggests that some of the waste that is labelled ‘high level’ technically qualifies as transuranic. This material is still barred from direct disposal at WIPP, purely because of how it was produced. But labels can be changed. If wastes that meet the transuranic criteria could be shipped to WIPP, it would save considerable time and effort as the DOE continues to struggle with the country’s radioactive legacy.

Reclassifying some high-level waste at Hanford, as well as at two facilities in Idaho and South Carolina, offers an alternative path for some of that waste, and one that would reduce an ongoing threat to workers and the environment. More than one-third of the 177 underground storage tanks at Hanford have leaked and contaminated groundwater.

Washington state, which has in place a court-ordered clean-up agreement for Hanford, has been particularly resistant to change. And New Mexico has tied the DOE’s hands at WIPP by banning the disposal of tank wastes and any other materials managed as high-level waste — even if they meet the WIPP criteria. Watchdog groups, meanwhile, are concerned that nuclear-waste reclassification is simply a way of changing the rules and lowering the bar for public and environmental safety. 

The proposal briefly bubbled up to the surface several years ago, but political attention shifted after the leak at WIPP. Now a coalition of local governments from communities across the nuclear-weapons industry is reviving the idea. In a white paper published last month, the Energy Communities Alliance urged a two-pronged approach involving the DOE as well as Congress, which could clarify the definition of high-level waste legislatively. The alliance estimated that the DOE could save at least US$40 billion over the lifetime of its clean-up programme — more than 15% of the estimated $257-billion price tag.

地球の裏側から…知ってほしい『福島の今』 猪狩さん情報発信 via 福島民友

サンパウロ市内で22日(日本時間22~23日未明)に行われたブラジル県人会創立100周年記念式典には、県人会の将来を担う日系3世ら若い世代の会員も出席した。ブラジルで日系人社会の繁栄の基礎を築いた先人に思いをはせながら、自身のルーツがある本県の復興に誓いを新たにした。

「福島の今の姿を知ってほしい」。記念式典に出席した猪狩エリカ夕貴(ゆき)さん(24)は、昨年4月から今年2月まで福島大経済経営学類に留学した経験を踏まえ、交流サイトのフェイスブックに自ら設けたページ「もっと福島」を通じ、地球の裏側で復興へ歩みを進める本県の情報を発信している。

猪狩さんは、祖父陽市さんが富岡町出身の日系3世。

留学中は大学の授業で何度も南相馬市や川内村に足を運び、復興が進む現状を肌で感じた。県産のモモやリンゴのおいしさにも感動した。留学が決まった時、友人たちから口々に忠告された「福島は危険」という状況とはほど遠かった。

フェイスブックのタイトル「もっと福島」には、ブラジルの仲間たちに本県の魅力を深く知ってほしいとの願いを込めた。今年4月に開設して以降、美しい街角の風景や復興に向かう住民の姿など留学中に撮影した写真を公開、ポルトガル語と日本語の説明文を添えている。放射線量のデータも紹介し多くの地域が安全な環境だと訴える。猪狩さんは「福島に関心を持ってほしい」と力を込めた。

福島の汚染土貯蔵施設、28日稼働 用地取得は4割 via 日本経済新聞

 環境省は24日、東京電力福島第1原子力発電所事故に伴う除染で出た汚染土壌などを最長30年間保管する中間貯蔵施設(福島県大熊町、双葉町)の本格的な貯蔵を28日から始めると発表した。同県内では「復興が前進する」との声が上がるが、用地が買収契約済みなのはまだ約4割にとどまるほか、最終処分する県外の受け入れ先の見通しは立っていない。

2020年東京五輪で野球・ソフトボールの試合に使われる県営あづま球場(福島市)。同球場を含むあづま総合運動公園の一角に、大量の汚染土が積まれている。総数1万6千袋以上。

中間貯蔵施設は約1600ヘクタール。政府は総事業費1兆6000億円を投じる計画だ。15年に用地買収を始め、16年から一部施設の建設に着手した。

汚染土を放射性物質の濃度別に分ける施設や土壌貯蔵施設、草木の焼却施設などからなる。28日に大熊町の土壌貯蔵施設が本格稼働するほか、双葉町の土壌貯蔵施設も整備中。運び込む汚染土などは最大で東京ドーム18個分に相当する約2200万立方メートルになる見通し。

ただ、現時点で土壌貯蔵施設の容量は10万立方メートルと搬入予定量の1%に満たない。施設増設と用地確保が急務だが、9月末までに契約を結んだ土地は624ヘクタールと全体の約4割にとどまる。残る土地の7割は民有地で地権者は1200人を超える。

中間貯蔵施設で保管するのは、汚染土などの搬入を試験的に始めた15年3月から最長で30年間。その後は県外で最終処分する計画だが、処分地選定の検討すら始まっていない。環境省の担当者は「汚染土の一部を土木工事などに使う再生技術を開発し、最終処分に回す土の量を減らすのが先だ」と説明する。
