Three men campaigned for decades to raise awareness of the health and environmental consequences of France’s nuclear testing program in the Pacific

But the deaths of John Doom, Bruno Barrillot and Roland Oldham mean others must pick up their work, to support the thousands of Maohi workers who staffed the nuclear test sites.

Tanemaruata Michel Arakino was born on Reao, an island not far from Moruroa Atoll in the Pacific territory of French Polynesia. From the 1980s, Arakino worked for 17 years with the French military unit responsible for collecting biological samples at the French nuclear test site, to determine the spread of radioactive particles. Working as a scuba diver, he plunged into the lagoon at Moruroa Atoll to collect samples of water, seaweed and sediments, just hours after underground nuclear tests had been detonated deep in the atoll.

Arakino reported: “In my job, I was regularly in the so-called ‘hot spots’ to gather samples from the ground and the sea for biological testing on Moruroa and Fangataufa Atolls. It is likely that while diving to gather plankton above ground zero, I swallowed or breathed in radioactive particles. In no case did my senior officers inform me of the risks I might incur.”

Arakino later died of cancer. He was just one of thousands of workers who laboured in support of the French nuclear testing program, with Algerians and Pacific islanders often allocated the most dirty, difficult and dangerous jobs.

Thousands of Maohi (Polynesian) workers staffed the test sites during the thirty years of French nuclear testing in French Polynesia between 1966 and 1996. Five years after the last French test, the association Moruroa e Tatou (Moruroa and Us) took up their cause. John Taroanui Doom, Bruno Barrillot and Roland Oldham co-founded the association on 4 July 2001, eventually uniting a membership of thousands of former workers. They spent years challenging successive French governments and local Tahitian leaders who refused to address the health and environmental consequences of nuclear testing.

A former member of the trade union A Tia I Mua, Roland played a key role in the establishment of a breakaway, militant union confederation in 1992, the Confedération syndicale indépendante et démocratique (CSID). Both unions engaged in bold industrial actions, such as the 1993 general strike against a wage freeze and the 1994 general strike against new taxes proposed by the conservative Flosse government

His long commitment to workers’ rights was also expressed through his support for the thousands of Maohi workers who had laboured on the French military bases at Hao, Moruroa and Fangataufa atolls.

Trade unionist, political campaigner, blues guitarist with the band ‘Atomic Blues’ – he was a man of many parts and a true Pacific warrior. Roland was a driving force in the campaign for reparations for those workers who suffered adverse health effects, finally leading to the passage of France’s compensation law.

However, he later argued that the 2010 Morin legislation ignored a number of key concerns that have been central to Moruroa e Tatou’slobbying. In an interview, he noted: “The draft law covers workers and military personnel who staffed the test sites, but not the local indigenous communities on islands near Moruroa that received radioactive fallout. As well, the law makes no provision for ongoing clean-up of contamination at the test sites.”

Above all, the law contains a provision which states that there was “negligible risk” of radiation exposure, effectively reversing the burden of proof for Maohi workers. Over le last decade, few Maohi workers have been granted compensation, often struggling to find the official documents required to prove that their illnesses were caused by exposure to radiation in the course of their work at the test sites. Following the passage of the Morin law, Roland continued to lobby the French government and the government of French Polynesia to amend the legislation and remove this provision. He bluntly challenged every attempt to use the law as an excuse to avoid further action.

Alongside his work in French Polynesia, Roland was a crucial ally for other nuclear survivors around the region. In 2017, he travelled to the United Nations in New York alongside Fijian activist Vanessa Griffen and Aboriginal campaigner Karina Lester, to lobby governments who were negotiating the Treaty for the Prohibition of Nuclear Weapons (TPNW). To great applause, Karina Lester presented a petition from indigenous groups around Oceania, calling for the treaty to address the health and environmental legacies of testing in the Pacific. The TPNW preamble now recognises “the disproportionate impact of nuclear weapon activities on indigenous peoples.”

Pacific government delegations lobbied hard for specific provisions to support nuclear survivors. This is now reflected in the final TPNW, which was adopted by a vote of 122-1 on 7 July 2017. The final treaty requires state parties to assist victims of nuclear weapons use and testing, as well as environmental remediation of contaminated areas.

After a long struggle with cancer, Roland died on 16 March 2019 in Tahiti, aged 68. In a final interview, he stated simply: “In spite of all the mistakes I’ve made in my life, I’ve tried to learn from them. I think that in all I’ve done, I’ve tried to bring a bit of happiness to others.”

Can 2020 Summer Olympics help Fukushima rebound from nuclear disaster? via Los Angeles Times

Since the spring of 2011, the world has known Fukushima for the massive earthquake and tsunami that killed approximately 16,000 people along the coast. Flooding triggered a nuclear plant meltdown that forced hundreds of thousands more from their homes.

As the recovery process continues nearly a decade later, organizers of the 2020 Summer Games say they want to help.

Under the moniker of the “Reconstruction Olympics,” they have plotted a torch relay course that begins near the crippled Fukushima Daiichi plant and continues through adjacent prefectures — Miyagi and Iwate — impacted by the disaster. The region will host games in baseball, softball and soccer next summer.

Some people worry about exposure to lingering radiation; they accuse officials of whitewashing health risks. Critics question spending millions on sports while communities are still rebuilding.

“The people from that area have dealt with these issues for so long and so deeply, the Olympics are kind of a transient event,” said Kyle Cleveland, an associate professor of sociology at Temple University’s campus in Japan. “They’re going to see this as a public relations ploy.”

The populace began to question announcements from the Tokyo Electric Power Co. (Tepco) about the scope of the contamination, said Cleveland, who is writing a book on the catastrophe and its aftermath.

“In the first 10 weeks, Tepco was downplaying the risk,” he said. “Eventually, they were dissembling and lying.”

It is assumed that low-level radiation increases the chances of adverse health effects such as cancer but the science can be complicated.

Reliable data on radiation risks is difficult to obtain, said Jonathan Links, a public health professor at Johns Hopkins University. And, with cosmic rays and other sources emitting natural or “background” ionizing radiation, it can be difficult to pinpoint whether an acceptable threshold for additional, low-level exposure exists at all.

In terms of athletes and coaches visiting the impacted prefectures for a week or two during the Olympics, Links said the cancer risk is proportional, growing incrementally each day.

The Japanese government has raised what it considers to be the acceptable exposure from 1 millisievert to 20 millisieverts per year. Along with this adjustment, officials have declared much of the region suitable for habitation, lifting evacuation orders in numerous municipalities. Housing subsidies that allowed evacuees to live elsewhere have been discontinued.

But some towns remain nearly empty.

“People are refusing to go back,” said Katsuya Hirano, a UCLA associate professor of history who has who has spent years collecting interviews for an oral history. “Especially families with children.”

Azuma Baseball Stadium was built in the late 1980s with a modernist design, blockish and concrete. Prefecture officials have begun renovations there.

“We changed from grass to artificial turf,” Sato said. “We’re updating the lockers and showers.”

Tokyo 2020’s initial bid included preliminary soccer competition at Miyagi Stadium, in a prefecture farther north of the nuclear plant. Six baseball and softball games were relocated to Azuma during later discussions with the International Olympic Committee.

“We made a presentation about the radiation situation and how to deal with it,” Sato recalled. “They understood and we think that’s why they got on board with this idea of the ‘Reconstruction Olympics.’ ”

Concerns about radiation prompted her to leave the Fukushima town of Koriyama, outside the mandatory evacuation zone, moving with her two young children to Osaka. Her husband, a doctor, remained; he visits the family once a month.

“The reality is that the region hasn’t recovered,” said Morimatsu, who is part of a group suing the national government and Tepco. “I feel the Olympics are being used as part of a campaign to spread the message that Fukushima is recovered and safe.”

元東電社員が突き止めた本当の事故原因

要するに、「津波で電源を喪失し、冷却機能を失ってメルトダウンが起こり、重大事故が発生した」ということだ。

この点に関して、津波の規模が「予見可能だったか、想定外だったか」という議論がなされてきた。しかし双方とも「津波が事故原因」という点では一致し、多くの国民もそう理解している。

ところが、「津波が原因」ではなかったのだ。

福島第一原発は、津波の襲来前に、地震動で壊れたのであって、事故原因は「津波」ではなく「地震」だった――“執念”とも言える莫大な労力を費やして、そのことを明らかにしたのは、元東電「炉心専門家」の木村俊雄氏(55)だ。

木村氏は、東電学園高校を卒業後、1983年に東電に入社、最初の配属先が福島第一原発だった。新潟原子力建設所、柏崎刈羽原発を経て、1989年から再び福島第一原発へ。2000年に退社するまで、燃料管理班として原子炉の設計・管理業務を担当してきた“炉心屋”である。

東電社内でも数少ない炉心のエキスパートだった木村氏は、東電に未公開だった「炉心流量(炉心内の水の流れ)」に関するデータの開示を求め、膨大な関連データや資料を読み込み、事故原因は「津波」ではなく「地震」だったことを突き止めた。

「津波が来る前から、福島第一原発は危機的状況に陥っていた」

「事故を受けて、『国会事故調』『政府事故調』『民間事故調』『東電事故調』と4つもの事故調査委員会が設置され、それぞれ報告書を出しましたが、いずれも『事故原因の究明』として不十分なものでした。メルトダウンのような事故を検証するには、『炉心の状態』を示すデータが不可欠となるのに、4つの事故調は、いずれもこうしたデータにもとづいた検証を行っていないのです。

7基もの原発が稼働中の現在、このことは重大な意味をもつ。「津波が原因」なら、「津波対策を施せば、安全に再稼働できる」ことになるが、そうではないのだ。

Uranium Giant Cameco Can’t Catch a Break via The Wall Street Journal

Jitters over a nuclear accident in Russia are the latest in a cascade of negative sentiment

Monday wasn’t a good day to be in the nuclear fuel business, but then the past eight years hardly have been a picnic either.

News reports are filtering out of Russia about the explosion last week of a nuclear-powered engine at a secretive military base that caused a spike in radiation. That is the latest event to stoke public anxiety about all things nuclear.

Cameco’s slide began in March 2011 following the Fukushima nuclear disaster. Shortly before the explosion, its share price topped $43, and the spot price of uranium was over $72 a pound. Uranium spot prices are up from below $20 in 2016 to around $25 recently, in no small part because of Cameco’s efforts; it shut down its McArthur River/Key Lake mine to curtail supply. But market discipline has been hard to achieve. In late 2017, there was a brief surge of hope that coordinated cuts by Kazakh producers would finally stabilize the market.

Kazakhstan’s uranium production went from a little over 5,000 metric tons in 2006 to a peak of over 24,000 in 2016 before declining modestly, according to the World Nuclear Association. That country is now the leading low-cost producer.

Of course, a Russian military accident has no impact on fuel prices or demand for civilian nuclear fuel in the short run, but events such as Three Mile Island, Chernobyl and Fukushima all proved to be major inflection points for industry growth. In the 1980s there was a new nuclear reactor commissioned every 2½ weeks, on average. Today there are just 53 under construction world-wide, nearly all in Asia, according to the WNA, and many of the world’s 448 existing plants face decommissioning.

Even without fresh safety concerns, the demand picture appears subcritical.

Russia says radiation levels rose by 4-16 times in city after accident: TASS via Reuters

MOSCOW (Reuters) – Radiation levels in the Russian city of Severodvinsk rose by up to 16 times on Aug. 8 after an accident that authorities said involved a rocket test on a sea platform, Russia’s state weather agency said on Tuesday, the TASS news agency reported. 

The defense ministry initially said background radiation had remained normal after the incident on Thursday

ウクライナ政府立入禁止区域管理庁のオレグ・ナスヴィット副長官は今回のAtomikを試飲したそうで、「典型的な高純度のウォッカとは異なる味わいですが、どこかウクライナの伝統的な蒸留手法による風味が感じられます。私の好みですね」と語っており、「安全を第一に考えながら、立ち入り禁止区域に住む人々が通常の暮らしに戻れるように支援を行うことは重要で、今回のプロジェクトを歓迎します」と述べています。

スミス教授の立ち上げたチェルノブイリ・スピリット・カンパニー(Chernobyl Spirit Company)はAtomik販売のための法的問題に取り組んでいるそうです。

Russia Confirms Radioactive Materials Were Involved in Deadly Blast via New York Times

MOSCOW — A mystery explosion at a Russian weapons testing range involved radioactive materials, the authorities admitted on Saturday, as the blast’s admitted death toll rose and signs of a creeping radiation emergency, or at the least fear of one, grew harder to mask.

In a statement released at 1 a.m. Saturday, Russia’s nuclear energy company, Rosatom, said five employees had died, in addition to the two military personnel previously confirmed dead, as a result of a test on Thursday morning involving “isotopic sources of fuel on a liquid propulsion unit.”

With information scarce, residents in cities near the accident site in Russia’s far north were taking no chances. On Friday, there was a run on pharmacies for medicines containing iodine, believed to be of some help against radiation poisoning, the Russian news media reported. Pharmacies in Arkhangelsk reportedly ran out.

A news site, Baza, released a video it said showed ambulances delivering injured people to a Moscow hospital. The vehicle doors were sealed with plastic sheeting, apparently to prevent the release of contamination from the patient’s bodies, and the drivers wore white protective suits.

A Russian maritime authority, the Administration of Western Arctic Ports, announced on Thursday that shipping would be prohibited for a month in Dvina Bay, which is in an area of the White Sea close to the military range where the explosion took place.

Then on Friday, the Russian news media reported that a specialized ship used for collecting and storing liquid nuclear waste from the country’s nuclear-powered icebreaker program had sailed into the area.

One new weapon Mr. Putin had discussed was a globe-spanning cruise missile called Burevestnik or the Petrel, named for the far-flying seabird. It would have an unlimited range thanks to a nuclear propulsion unit, he said. Mr. Putin said the device had already been tested.

It’s unclear how far along Russia is with its new weapons. In announcing their development, Mr. Putin had shown only a cartoonish animation. It illustrated a missile looping gently around the world’s oceans and striking the United States after flying near Antarctica.

The United States abandoned publicly acknowledged research on using nuclear energy to power aviation in the 1960s.

原発安全対策費、5兆円超に 政府の「最安」評価揺らぐ via 朝日新聞

東京電力福島第一原発事故後の原発の安全対策費が、電力11社の合計で5兆円を超えることが朝日新聞の調べでわかった。建設が遅れているテロ対策施設の費用は、当初の想定の2~5倍に膨らんでいる。まだ織り込めていない原発も多く、安全対策費が今後さらに増えるのは確実だ。電源別で原発の発電コストを「最安」とした政府の評価の前提が揺らぎつつある。

朝日新聞は2013年から、新規制基準で義務づけられた地震や津波、火災、過酷事故などの対策にかかる費用の最新の見積額を電力各社に尋ね、集計してきた。建設中を含めて原発をもつ11社の今年7月時点の総額は、少なくとも5兆744億円となり、1年前より約6600億円増えた。

今回新たに、テロ対策施設の審査を原子力規制委員会に申請した時点で想定していた建設費と、最新の見積額を尋ねた。九州電力川内1、2号機(鹿児島県)は430億円から2200億円と約5倍に。関電高浜3、4号機(福井県)は691億円から1257億円、四国電力伊方3号機(愛媛県)は320億円から550億円と2倍近くになっていた。14~16年の申請時から、審査を経て設計や工法が変わったためという。東電も当初、柏崎刈羽1、6、7号機で計550億円と想定していたが、増大しているという(最新の額は非公表)。

中部電力など6社はテロ対策施設の費用を安全対策費に含めていない。

1基あたりの安全対策費は、再稼働した5原発9基で1300億~2300億円の計算になる。中国電力島根(島根県)や東北電力女川(宮城県)、日本原子力発電東海第二(茨城県)は、テロ対策施設の費用が加われば3千億円を超えそうだ。
 政府は15年に、30年時点の電源別の発電コストを検証。原発は1キロワット時あたり「10・3円以上」で、水力(11・0円)や石炭火力(12・9円)より安いと評価した。この際、安全対策費は1基約1千億円と想定し、1千億円増えれば0・6円高くなるとして算出している。安全対策費の増大は、原発を発電コストの安い重要な安定電源と位置づけてきたエネルギー政策にも影響を及ぼす可能性がある。

さらに追加計上の可能性も
 今回の調査で、中国電力北海道電力がテロ対策施設の費用として当初、島根2号機(島根県)で945億円、泊3号機(北海道)で470億円近くを見込んでいたこともわかった。両社はこの費用を安全対策費に含めていない。規制委の審査で設計が変わる可能性があり「意味の無い数字」などと説明するが、今後、大きく増えた額が追加計上される可能性がある。

原発ADR、打ち切り急増 東電の和解拒否で昨年から via 東京新聞

東京電力福島第一原発事故の賠償を求め住民が申し立てた裁判外紛争解決手続き(ADR)で、国の原子力損害賠償紛争解決センターの和解案を東電が拒否し、センターが手続きを打ち切るケースが二〇一八年から急増している。センターは、東電が和解に応じず膠着(こうちゃく)状態となり、解決の見込みがないまま手続きが長期化したことから、住民に訴訟も検討してもらうための対応だと説明している。

東電は賠償への姿勢を一四年に示した「三つの誓い」で「和解案を尊重する」と表明している。住民側の弁護団は誓いを実行していないとして東電を批判している。

センターによると、東電の和解案拒否による打ち切りは一四~一七年の四年間で計六十一件あったが、全て東電の社員や家族が賠償を求めた申し立てで、一般住民の申し立てはなかった。

しかし一八年は全四十九件のうち東電関係は九件で、大部分は住民からのものだった。この中には福島県浪江町(約一万五千人)や飯舘村(約三千人)、川俣町(約五百六十人)の住民が集団で申し立てたADRが少なくとも十八件あり、申立人は約一万九千人に上る。

各弁護団によると、継続中のADRでも東電が和解案を拒否している案件が複数あるという。

東電は拒否の理由として、和解案が国の指針を超える賠償を提示していることなどを挙げる。センターは、指針に明記されていない損害でも個別事情に応じて認められるとして受諾を勧告してきたが、東電は拒否を続けている。
