For Los Alamos National Security LLC, the private consortium that operates the lab, the stakes were high. Meeting the deadline would help it secure an extension of its $2.2 billion annual contract from the U.S. Department of Energy.

But the following summer, workers packaging the waste came across a batch that was extraordinarily acidic, making it unsafe for shipping. The lab’s guidelines called for work to shut down while the batch underwent a rigid set of reviews to determine how to treat it, a time-consuming process that jeopardized the lab’s goal of meeting the deadline.

Instead, the lab and its various contractors took shortcuts in treating the acidic nuclear waste, adding neutralizer and a wheat-based organic kitty litter to absorb excess liquid. The combination turned the waste into a potential bomb that one lab chemist later characterized as akin to plastic explosives, according to a six-month investigation by The New Mexican.

The lab then shipped a 55-gallon drum of the volatile material 330 miles to the Waste Isolation Pilot Plant, the nation’s only underground repository for nuclear waste, southeast of Carlsbad. Documents accompanying the drum, which were supposed to include a detailed description of its contents, were deeply flawed. They made no mention of the acidity or the neutralizer, and they mischaracterized the kitty litter as a clay-based material — not the more combustible organic variety that most chemists would have recognized as hazardous if mixed with waste laden with nitrate salts, according to interviews and a review of thousands of pages of documents and internal emails obtained through a Freedom of Information Act request.

On Feb. 14, with the campaign to clear the waste from Los Alamos more than 90 percent complete, the drum’s lid cracked open. Radiation leaked into the air. Temperatures in the underground chamber soared to 1,600 degrees, threatening dozens of nearby drums. At least 20 workers were contaminated with what federal officials have described as low levels of radiation — though one worker has filed a lawsuit saying his health has drastically deteriorated due to radiation exposure.

東京電力福島第1原発事故後、周辺の自然はどうなっているのか―。滝川市在住のルポライター平田剛士(つよし)さん(49)が「非除染地帯―ルポ 3・11後の森と川と海」(緑風出版)を出版した。福島第1原発の半径20キロ圏などを回り、人の手が入らなくなった野山や放射能が生態系に与える影響を 探った。平田さんは「福島の現状を多くの人に知ってもらいたい」と話す。

2011年3月の原発事故後、福島をテーマにした本は数多く出版されたが、自然環境や生物多様性の変化を追う視点のルポは珍しい。「週刊金曜日」に昨年春から今年春まで掲載した記事に加筆してまとめた。

「見えない放射能の影響を伝えるのがルポライターの仕事だと考えた」と平田さんは言う。福島県南相馬市小高区や楢葉町、川内村などを回り、猟師や漁師な どの力を借りながら野生のイノシシやアユなどについて調べた。地元で自然と向き合う人たちにも寄り添い、悲しみや怒りを淡々とした筆致で書き留めた。

その中でも、猟師たちが仕留めた鳥獣の肉を放射能汚染で食べられない現実が歯がゆかった。汚染されたイノシシの分布域が拡大するのを防ぐために捕獲を行っており、猟師の「食べもしない動物を殺すのはつらい」という言葉が耳に残る。

耕作されなくなった田畑は黄色いセイタカアワダチソウに覆い尽くされており、平田さんは「元の農地に戻すのにどれだけの時間がかかるのか、絶望的な気持ちになった」と振り返る。アブラムシの形態異常を突き止めた北大の秋元信一教授にも取材した。

原発リスクか安全性か、思い複雑 関西の若手企業経営者で拮抗 via 福井新聞

原発の安全性について、関西の若手企業経営者らの50%が「経済性を考えると最低限のリスクは仕方な い」と考える一方、「経済性より100%の安全性が必要」とする人も48%に上り拮抗(きっこう)していることが、敦賀青年会議所(JC)の意識調査で分 かった。原発の必要性自体は8割超が認めており、電力消費地の複雑な思いが浮き彫りになっている。

調査は原発停止が長引く中、電力消費地の思いも踏まえて市内のまちづくりに取り組もうと初めて企画。今年7~8月、関西6府県庁所在地などのJC会員1027人に対し実施し、419人(回収率40・8%)から回答があった。

原発の長期停止で「何も起こらない」と考える人は12人(2%)にとどまり、359人(78%)が「電気料金の値上がり」、91人(20%)が「計画停 電」を懸念。8割超が自分の仕事に影響するとし、105人(25%)が「原子力は必要だと思う」、242人(57%)が「現時点では必要」と、合わせて8 割以上が原発の必要性を認めた。

一方で、原発の安全性については「経済性を考えると、安全性はできるだけ高めるべきだが、最低限のリスクは仕方ない」とする人が213人(50%)だったのに対し、「経済性よりも100%の安全性が必要」と考える人も201人(48%)と拮抗。

自由記述では「原発事故の甚大なリスクを上回るメリットがあるとは言えない」「使用済み核燃料の最終処理問題が解決していない以上、原子力は活用すべきで はない」といった原発に反対する意見や、「経済が弱体化し貧困となれば別の安全問題が発生する」など、経済の停滞を懸念する意見があった。

また電力供給面の原発の貢献を尋ねたところ、東日本大震災前は関西地域の使用電力量の5割を福井県の原発で発電していたにもかかわらず、40%の人が1~3割にとどまると考えているなど、消費地の理解が十分でないことも分かった。

曲がり角の原発大国3 事故の影響大きいvia 朝日新聞

サンディエゴ市の北約80キロにはサンオノフレ原発がある。1号機は1992年に閉鎖。83年と84年に運転を始めた2、3号機は2012年、取りつけたばかりの三菱重工業製の蒸気発生器に不具合が起き、相次いで運転が止まった。

 事業者の南カリフォルニア・エジソン社は再稼働を模索したが、地元の反対は強かった。                    

 昨年4月、州最大のロサンゼルス市議会は再稼働の判断を急がぬよう、米原子力規制委員会(NRC)に求める議決をした。地元のサンクレメンテ市のロリ・ドンチャク市長(当時)も、NRCに丁寧な安全審査を求めた。ドンチャク氏は「どんなエネルギーも利点、欠点はある。その上で、原発はここには必要ないと考えた」と振り返る。

 昨年6月、サンディエゴ市で「福島からの教訓」をテーマにシンポジウムが開かれた。登壇者の中に福島の事故当時にNRC委員長だったグレゴリー・ヤツコ氏と日本の首相だった菅直人氏がいた。2人は同じことを口にした。「原発は事故が起こった時の影響が大きすぎる」

 シンポを企画したのは、地元の建築家トーガン・ジョンソン氏だ。カリフォルニア州は多くの断層を抱え、米国内でも地震が起きやすい地域の一つだ。福島の事故当時、妻が3人目の子を妊娠していた。9千キロも離れた国から放射能がたどり着いたことに衝撃を受けた。「サンオノフレで福島のような事故が起きないと誰が責任を持って言えますか? 親として、子どもをより安全な環境で育てたいと願うだけです」

 シンポの3日後、エジソン社はサンオノフレ原発の閉鎖を発表した。不具合による運転停止から1年5カ月。NRCの審査が長引き、「先が見通せず、電気の利用者や投資家によくない」と同社は説明した。

 ジョンソン氏は「破壊的な事故の代償を払うほどの電気が必要なのか、私たちは福島の事故で考えた。人々の思いがNRCやエジソン社にプレッシャーをかけたのです」と話した。(山田理恵)

日本原燃、再処理工場で煙 青森、六ケ所村 via 東京新聞

日本原燃は15日、使用済み核燃料再処理工場(青森県六ケ所村)の建屋内で煙が出る事故があったと発表した。負傷者はおらず、放射性物質の漏えいや周辺環境への影響はないという。

原燃によると、事故があったのは使用済み燃料を貯蔵する建屋の隣にある「使用済燃料受入れ・貯蔵管理建屋」。

15日午前10時32分に社員が火災報知機が鳴っているのを確認。地下1階の廊下で、清掃用器具につながっていた延長コードのコンセント付近から煙が出ていた。同11時19分に消防が火災と判断し鎮火した。

同日午前5時25分ごろ、協力企業の作業員が、発電機から火の粉が上がったのを見つけ、消火器で消し止めた。

Radiation From Fukushima Reaches US West Coast: What Danger Does Cesium-134 Pose? via International Business Times

A plume of radioactive material has been on a steady march across the Pacific Ocean since Japan’s Fukushima nuclear disaster in 2011. And it just arrived on the United States’ doorstep. Traces of radiation from the leak have been detected about 100 miles off the coast of Eureka in northern California, researchers from the Woods Hole Oceanographic Institution, WHOI, in Massachusetts reported Monday.

Water samples collected in August contained “minute” quantities of cesium-134, a contaminant linked to Fukushima and the same stuff found in the waters near Vancouver, British Columbia, in February. Cesium-134 does not occur naturally in the environment. The only source of the isotope in the Pacific Ocean today is from Fukushima, researchers said.

Scientists have long suspected that radiation from the 2011 meltdown, which spewed tens of trillions of becquerels (a unit used to measure radioactivity) of radioactive isotopes into the Pacific, would reach the U.S. It was only a question of when. In May, scientists tested kelp samples from all along the U.S. West Coast for signs of ocean-borne radiation. While the tests came back negative, the findings provided a “baseline” with which future tests could be compared, researchers said.

The prospect of a huge cloud of radioactive material colliding with the U.S. has raised concerns about the dangers of swimming in or consuming seafood from potentially contaminated water. Ken Buesseler, a marine chemist with WHOI, emphasized, however, that the traces discovered so far are “only detectable by sophisticated equipment” and are relatively innocuous.

The health risks of exposure to radioactive material have long been debated. The planet’s oceans already contain vast amounts of radiation, as the world’s 435 nuclear power plants routinely pump radioactive water into Earth’s oceans, albeit less dangerous isotopes than cesium. “There’s a point to be made that we live in a radioactive world and the ocean just has radioactive isotopes in it,” Buesseler told Bloomberg Businessweek in February. “People have a limited knowledge of radioactivity.”

米西海岸で微量セシウム「福島から到達」と研究所 via 産経ニュース

米ウッズホール海洋学研究所は15日までに、カリフォルニア州北部沖約150キロの太平洋で、東京電力福島第1原発の事故で流出した微量のセシウム 134を検出したと発表した。1立方メートルあたり2ベクレル未満と、米政府による飲料水基準値の千分の1以下で、人体や海洋生物への影響はないという。

米政府はセシウムを対象とした海洋調査を行っておらず、同研究所が1月に調査を開始、検出は今回が初めて。

セシウム134は自然界に存在せず、半減期が2年のため「流出源は福島しかあり得ない」としている。

City to feds: Get nuclear waste out of San Onofre via Orange County Register

An August decision by the Nuclear Regulatory Commission to let spent radioactive fuel remain in storage at the defunct San Onofre Nuclear Generating Station indefinitely does not sit well with elected leaders in San Clemente, the plant’s closest neighbor.

The City Council, on a 4-0 vote Tuesday night, adopted a resolution calling on the government to create a safe repository for nuclear waste and take radioactive fuel away from San Onofre as soon as it can be done safely.

Reasons for the city’s request include the nuclear fuel’s proximity to a dense population zone and its vulnerability to earthquakes, tsunamis, wildfires and terror attacks, said residents and nuclear activists who attended the council meeting and who wanted the resolution to include stronger public protections from radioactive waste.

The resolution says San Clemente supports Senate Bill 2326, California Sen. Barbara Boxer’s legislation to allow greater participation by state and local governments in decommissioning of nuclear plants.

The resolution also calls on the DOE and NRC to renew efforts to find a lasting solution to the nuclear fuel quandary, including a renewed effort to establish underground storage at a previously planned but canceled federal site, Yucca Mountain, Nev.

Several council members picked apart the resolution, eliminating some clauses including those concerning storage casks, fuel handling, monitoring and repair that nuclear activists wanted included. Mayor Tim Brown said the message should focus on getting the waste out of San Onofre. Councilman Bob Baker said the other issues were a distraction from the main message.
