「廃炉を含めて抜本的見直しを行う」。30年以上にわたり、総額1兆円を超える国費が投じられた国家的プロジェクトが、水泡に帰す方向性が決定的となった瞬間だった。9月21日、首相官邸の原子力関係閣僚会議。官房長官の菅義偉が初めて公に、高速増殖炉原型炉「もんじゅ」(福井県敦賀市)の廃炉に言及した。

発電しながら消費した以上の燃料であるプルトニウムを生み、かつては「夢の原子炉」と呼ばれたもんじゅ。資源の乏しい日本において、永続的にエネルギーを生み出す核燃料サイクルの確立に向けて、中核的役割を果たすはずだった。

核燃料サイクルには、原子力発電から生じる再利用しきれない高レベル放射性廃棄物(核のごみ)の減量に期待もかけられている。

風評被害を懸念

ドイツの首都ベルリンの西約200キロに位置するニーダーザクセン州ザルツギッター市郊外。牧歌的な風景が続く平地に、鉄鉱山だった時代の立て坑2カ所がぽつんと残る。

かつての坑道を利用し、地下800~1300メートル地点が、廃炉となった原発の設備など中低レベルの放射性廃棄物の最終処分場になることが決まっているコンラッド処分場だ。30万3千立法メートルまで廃棄できると定められ、2007年から建設に入り、22年の操業を目指す。

しかし、その道のりは平坦ではない。同国では、コンラッド処分場の北東約20キロ離れた同州アッセの岩塩鉱山を中低レベルの試験的な処分場とし、1967年から廃棄物を運び込んだが、坑内に地下水が流れ込んだことが判明。不安視する声が上がり、78年に操業を終了し、2009年に実施主体になった連邦放射線防護庁(BfS)が、内部の廃棄物を回収しコンラッドへの運搬を決めた。だが、具体的な方法までは定まっていない。

より強い放射線を出す高レベル放射性廃棄物をめぐっては、さらに混迷を極めている。ドイツでは1970年代から同州のゴアレーベンを候補地として政府が提案。激しい反対運動の中、地層探査が行われてきたが、福島事故後、政府がゴアレーベンについて白紙に戻し、2013年には処分場選定のための新法が成立した。31年の処分場決定を目指すが、「不安施設」の候補地は、どこに決まっても反発は必至だ。

行き場を失った、原子力発電で生じた廃棄物。脱原発にかじを切っても、残されたままだ。コンラッド処分場に反対を強く唱える住民のルートビッヒ・ワスモス(57)も「解決法は分からない」とだけ話す。

Waste, Families Left Behind As Nuclear Plants Close via NPR

A drive 30 minutes north of Omaha, Neb., leads to the Fort Calhoun nuclear power plant. It’s full of new equipment. There’s a white concrete box building that’s still under construction. It’s licensed until 2033. But the plant is closing Monday.

Nuclear power is expensive, especially when compared to some of the alternatives, so the U.S. nuclear power industry is shrinking. As more plants go offline, industry leaders are forced to reckon with what critics call a “broken system” for taking plants out of service and storing radioactive waste.

If the Lindaus are perplexed it’s understandable. The Fort Calhoun plant cranked out electricity for 43 years, and it was licensed for another 17. Decommissioning will cost up to $1.5 billion, and take up to 60 years to complete. Still, Tim Burke figures eating all of that is cheaper than keeping the plant in production.

Burke runs the Omaha Public Power District, which owns Fort Calhoun. He says operating a small plant like this one, especially in a region with abundant wind power and natural gas, just doesn’t make sense.

Nuclear waste is a big part of nuclear energy and when these plants go offline, something has to be done with it, but what?

“So, what is happening is plants across the country are having to store waste on site. Every nuclear plant in the country is storing this high level radioactive waste, on site,” she says.

Simeone says that setup creates a few problems. First, it’s dangerous. Nuclear power plants, and de facto waste dumps, sited near water, can spread nuclear waste, and secondly, it’s expensive. Waste has to be stored in heavy concrete casks, and guarded. The government’s already paid more than $5 billion for that, and Simeone says that figure is likely to mushroom to about $30 billion, minimum, a decade from now.

And finally, she says, it’s not fair to the communities — like the one around the Fort Calhoun plant in Nebraska — that get stuck with the dangers and financial burdens of nuclear waste, without the high-paying jobs, reliable electric power, and tax benefits of a working nuclear plant.

「放射線の影響は考えにくい」に疑問 福島の甲状腺検査 評価部会長が辞表viaYahoo!ニュース(北海道新聞)

「部会長の立場では自分の意見が言えない」
 東京電力福島第1原発事故後に福島県が設置した県民健康調査検討委員会の委員で、子供の甲状腺検査を評価する部会の清水一雄部会長(日本甲状腺外科学会前理事長)が、検討委に辞表を提出していたことが分かった。清水氏は検討委が3月にまとめた「放射線の影響とは考えにくい」との中間報告に疑問を感じ、「部会長の立場では自分の意見が言えない」と辞任を決めたという。

 清水氏は医師で、甲状腺の内視鏡手術の第一人者。原発事故当時に18歳以下だった福島県の子供たち約38万人を対象にした検討委の甲状腺検査では、これまでに174人が甲状腺がんまたはその疑いと診断されている。

「多発は事実。臨床経験から考えると不自然な点も」
 清水氏は「多発は事実であり、これまでの臨床経験から考えると不自然な点もある。『放射線の影響とは考えにくい』とは言い切れない」と説明している。

 次回、開かれる部会で清水氏の辞任が決まる見通し。今後は部会員、委員として議論に関わる考えという。

 【岩内】後志管内岩内町で29日に開かれるドキュメンタリー映画「二十歳(はたち)の無言館」の上映会について、岩内町と町教委が「主催団体の反原発色が強く、政治的主張を行う懸念があり、中立性を損なう恐れがある」として後援を断った。札幌市は同じ団体が開く30日の上映会の後援を決めている。主催団体は「政治的主張を行うつもりはないのに、なぜ断るのか」と同町の対応に疑問を呈している。

ツルハ、福島に1億8千万円寄付 東電との和解金一部via北海道新聞

ドラッグストア大手のツルハ(札幌)は24日、東京電力福島第1原発事故で一部店舗が閉店に追い込まれたとして東電に損害賠償を求めた訴訟が和解したことを受け、和解金のうち1億8千万円を福島県に寄付すると発表した。ツルハは「被災地の復興に役立ててもらいたい」としている。

 ツルハは東電に対し、事故の影響で原発から20キロ圏内の5店舗が営業を続けられなくなったとして損害賠償や逸失利益を請求。21日に、東電が2億8千万円を支払う内容で和解が成立した。

リトアニア、反原発野党が第1党 via デイリー

【モスクワ共同】バルト3国の一つリトアニアの中央選管は23日、9日と23日の議会選(定数141)の結果、反原発を掲げる野党の農民・グリーン同盟が現在の1議席から54議席に大躍進し、第1党になったと発表した。

リトアニアには日立製作所が事実上受注したビサギナス原発建設計画がある。だが2012年の国民投票で建設反対が6割を超え、14年には液化天然ガス基地を設けるなどエネルギー事情が大きく変わり計画は進んでいない。今回の議会選を受けて一層難しくなる可能性がある。

3月末の避難解除で合意=福島・川俣町と政府-福島原発 via Jiji.com

 政府は24日、東京電力福島第1原発事故により福島県川俣町の一部に出されている避難指示を、来年3月31日に解除することで町と合意した。高木陽介経済産業副大臣(原子力災害現地対策本部長)と川俣町・福島県が、解除後も国が責任を持って復興に取り組むことなどを記した確認書を締結した。

対象となるのは、町山木屋地区の556世帯1169人(10月1日現在)。昨年8月末に始まった準備宿泊には、23日時点で47世帯129人が登録している。

By Um Soo-ah, Tokyo correspondent, AsiaToday – It seems Olympic events will take place in Fukushima. Recently, Tokyo metropolitan government and International Olympic Committee have reportedly agreed that some Tokyo 2020 Olympic events should be held in Japan’s earthquake-hit areas .

IOC President Thomas Bach met with Japanese Prime Minister Shinzo Abe on Wednesday and suggested staging some Olympic events in Fukushima, hit by the 2011 earthquake, tsunami and nuclear disaster. After the talks with Abe, Bach met with reporters and told them the affected areas are “one of the options.” He said, “This will send a message of confidence and hope to the people there.”

氷下の米軍基地跡、温暖化で汚染物質漏出の恐れ グリーンランド via AFP

【10月24日 AFP】デンマーク領グリーンランド(Greenland)で、気候変動により北極の氷床の融解が進み、長年雪原の地下に埋もれていた元米軍基地から汚染物質が漏れ出す恐れが指摘されている──。「氷下の都市」と呼ばれている同施設をめぐっては現在、これら廃棄物除去の責任の所在など、難しい問題が持ち上がっている。

問題の基地は、米軍が冷戦期のスパイ映画に出てくるような未来的な軍事基地の建設を目指し、グリーンランド北東部で着工した軍事基地「キャンプ・センチュリー(Camp Century)」だ。雪原の下に張り巡らされた地下トンネルには研究所や病院、映画館、教会まであらゆる施設が整備されている。電力の供給は、小型の移動式原子力発電装置が用いられていた。

だが、同基地からの汚染物質漏出の恐れを指摘する研究報告が8月、米専門誌ジオフィジカル・リサーチ・レターズ(Geophysical Research Letters)に発表された。基地跡に残存する廃棄物には、建築資材に用いられたPCB(ポリ塩化ビフェニル)、タンクに入った未処理の下水、当時の原子炉で使われていた低レベル放射性物質を含む冷却水などが含まれている。

ただ、雪原下に試験用の鉄道を敷設する計画まであったこの壮大なプロジェクトが実を結ぶことはなかった。プロジェクト開始から3年後、氷河の移動スピードが予想よりも速く、トンネルが崩壊する危険性があることが判明し、米国は1967年に基地を放棄した。米軍は基地周辺の氷床が溶けることは永遠にないと考え、原子炉は撤去したものの、地下35メートルに埋められた放射性廃棄物はそのまま放置した。その容量は欧州航空機大手エアバス(Airbus)のA320型機、30機分に相当するという。

地下に埋もれた汚染物質を掘り起こすためには巨額の費用を投じる必要があることから、作業は氷が解けて基地が地表に露出してからになるとコルガン氏は考えている。

コルゲン氏は、1968年にキャンプ・センチュリーから約240キロ離れたチューレ(Thule)空軍基地近くで起きた、水素爆弾4発積載のB52爆撃機の墜落事故に言及し、当時も米国とデンマークとが共同で処理作業に当たったとしながら、今回の作業もさほど困難なものとはならないだろうとの考えを示した。

A year after fiery accident at radioactive waste dump in Nevada, the meter is running on a fix via Las Vegas Review Journal

When Nevada inherited the closed Beatty low-level nuclear waste dump in 1997, it accepted $9 million from the company that had operated it for decades to ensure that the waste — some of it tainted with deadly plutonium — would remain safely buried for a century.

A portion of the money went for its intended purpose — “staff inspection time, the contractor, maintenance and repair of the site,” said Joe Pollock, deputy administrator for the Nevada Division of Public and Behavioral Health. But most was diverted to the state’s general fund over several legislative sessions and spent on other programs, he acknowledged in emails this week.

Now, a year after an underground fire at the dump triggered a series of violent eruptions that spewed hazardous debris 60 feet into the air, that “loan” is coming due.

And the bill to ensure there is no repeat of that frightening accident is expected to be much higher than $9 million.

“It was then that the largest explosion happened (and) we took cover,” Stoddard recalled in a statement included in a 305-page Nevada Department of Public Safety incident report.

Marchand used his cellphone from about 80 yards away to videotape the resulting spectacular-but-scary fireworks.

A bright orange-red fire erupted from a crater left behind by the big blast, emitting a plume of white smoke and “violently expelling” waste from the trench. A series of blasts hurled 11 radioactive waste drums from their graves, depositing two outside the fence that surrounds the dump 11 miles south of Beatty.

Authorities feared that pouring water onto the fire might cause more violent explosions, so they allowed it to burn into the night.

Concerns that the accident could have spread radioactive particles into the air prompted them to close a 140-mile stretch of U.S. Highway 95 — the state’s main north-south artery — for nearly 24 hours as they waited for the chemical fire to burn itself out. School was canceled in Beatty the next day.

NO MENTION OF PLUTONIUM

State officials made no mention of the presence of an estimated 47 pounds of highly radioactive plutonium and uranium isotopes amid the 7 million cubic feet of waste dumped at the landfill from 1962 through 1992.

Plutonium is believed to have arrived in small amounts at the dump. It was legally disposed of as low-level radioactive waste, which typically consists of low-risk items such as medical waste, contaminated clothing and laboratory equipment but can include very highly radioactive items in certain cases, such as parts from inside the reactor vessel in a nuclear power plant, according to the Nuclear Regulatory Commission.

It’s unclear whether any of this special radioactive material was buried within Trench 14.

Nevada’s Radiation Control Program, which took custody of the dump’s license from US Ecology along with 88 boxes of records about what was dumped and where, and the Nevada Division of Public and Behavioral Health, which runs the program, declined to comment.

Most of the drums — 92 — came from a General Electric nuclear facility in Fayetteville, Arkansas. Twenty-two were from the Gulf-United nuclear facility in Elmsford, New York; and two were from the U.S. Bureau of Mines Research Center in Boulder City.

It’s not clear when the cracks in the cap occurred. State regulators had inspected the site April 13, 2015, just over six months before the accident. They noted that “previously reported cracks due to erosion and settling” had been repaired.

A report by the NRC’s Mandeville after his team’s visit in November speculates that “numerous smaller earthquakes with a magnitude range between 2 and 5” might have caused new cracks or widened ones that were already there.

The U.S. Geological Survey’s website bolsters that theory, showing that 21 earthquakes of magnitude 2.0 or greater and centered within a 35-mile radius of the Beatty dump occurred between the inspection and the accident.

The strongest, one of magnitude 3.4, occurred June 11, 2015. The second-strongest, of magnitude 2.4, occurred the day before the incident and was centered only 17 miles from the dump.
