原発の新増設、明記見送りへ 政府のエネルギー基本計画 via 朝日新聞

 政府が3年ぶりに見直すエネルギー基本計画をめぐり、焦点となっている原発の新設や建て替えについて明記を見送る方向になった。安倍政権下で2014年に決めたいまの計画は、原発を「重要なベースロード電源」と位置づける一方、新増設については触れておらず、原発関連業界などから見直しで盛り込むよう求める声が出ていた。

経済産業省は、原発に対する世論の反発が根強いことなどから、新増設の表現を盛り込むことは時期尚早との判断に傾いている。当面は既存原発の再稼働や運転期間の延長に注力する。

世耕弘成経産相は1日の閣議後会見で、エネルギー基本計画の見直しを議論する審議会を9日に開くと発表した。年度内にとりまとめるとしたうえで「骨格を変えるような状況の変化は起こっていない」と話し、計画の主要部分は変えない方針を示した。

政府は2015年、電源に占める原発の割合を30年度時点で20~22%になるよう政策を講じると決めたが、世耕氏は「(既存原発の)再稼働をすれば、新増設を想定しなくても達成可能だ」と強調した。

経済産業省は一日、国のエネルギー政策の指針となる「エネルギー基本計画」の見直しに着手すると発表した。これまで「想定していない」としてきた新しい原発の建設や老朽原発の建て替えの必要性を、将来の課題として盛り込む構え。しかし原発の建設や建て替えに対する世論の慎重論は根強く、議論は曲折が予想される。

 世耕弘成(ひろしげ)経済産業相は一日の閣議後の記者会見で「現計画の骨格を変える必要はないと思うが、ゼロからしっかり議論する」と話した。

 経産省が選んだ学識者による二つの審議会で話し合い、二〇一八年三月末までに新計画の素案をまとめる。原子炉等規制法は原発の稼働期間を原則四十年、特例を適用しても六十年と定めており、将来は廃炉になる原発が増える。経産省幹部と自民党議員の一部は「原発は必要だ」と強調。経産省は原発の新設や建て替えの必要性を計画に盛り込みたい意向だ。

 しかし原発をめぐっては、放射線を出すさまざまな廃棄物の処分場がないほか、海外での建設費が高騰するなど課題が山積している。それにもかかわらず日本政府は「原発は安い」と主張。主張には矛盾や問題点が多く、国民の反発は根強い。与党内にも「脱原発」を求める声があり、議論は難航しそうだ。 (吉田通夫)

<エネルギー基本計画> 国の中長期的なエネルギー政策の方針で、2003年に初めて策定して以来、おおむね3年ごとに見直してきた。11年の東京電力福島第一原発の事故を受け、当時の旧民主党政権は、将来は稼働する原発をゼロにする目標を掲げたが、12年に自民党が政権に復帰し原発維持に方針を転換。14年に決定した現計画でも原発を「重要な電源」と位置付けた。

米電力会社 原発建設を断念…東芝傘下・WHに発注の2基 via 毎日新聞

 【ワシントン清水憲司】米スキャナ電力は31日、経営破綻した東芝傘下の米原子炉メーカー、ウェスチングハウス(WH)に発注した原発2基の建設を断念すると発表した。建設費の増大で採算が合わないと判断した。建設費は既に地域の電気料金に上乗せされており、地元住民や州政府が東芝などに損害賠償を求める可能性もある。

2号機は2019年8月、3号機は20年8月の完成を予定し、建設費は139億ドル(約1.5兆円)を見込んでいたが、工事の遅れで両基の完成は24年ごろ、建設費も250億ドル規模に膨らむ見通しになった。スキャナのケビン・マーシュ最高経営責任者(CEO)は声明で「計画開始以来、我々では制御できない多くの要素が加わった。なかでもWHの破綻が最も大きかった」と語り、WHが追加コストの負担を約束していた固定価格契約が、WH破綻で実施できなくなったことが、断念の引き金との考えを示した。

 同州法では、原発が完成してもしなくても、建設費を電気料金に転嫁でき、既に計18%の値上げが行われている。東芝が28日、スキャナなどにWHの親会社として支払いを約束した債務保証21億6800万ドル(2432億円)は料金の抑制に使われる。

 同じくWHにボーグル原発3、4号機を発注していたサザン電力も8月中に建設を続けるかどうか検討を終える方針だ。

 VCサマー原発の建設断念に伴い作業員など約5000人の雇用が失われる見通し。米政府は雇用重視などの観点からWH再建の動向を注視しており、トランプ政権が日本政府などに何らかの注文をつけてくる可能性もある。

U.S. Nuclear Comeback Stalls as Two Reactors Are Abandoned via The New York Times

In a major blow to the future of nuclear power in the United States, two South Carolina utilities said on Monday that they would abandon two unfinished nuclear reactors in the state, putting an end to a project that was once expected to showcase advanced nuclear technology but has since been plagued by delays and cost overruns.

The two reactors, which have cost the utilities roughly $9 billion, remain less than 40 percent built. The cancellation means there are just two new nuclear units being built in the country — both in Georgia — while more than a dozen older nuclear plants are being retired in the face of low natural gas prices.

The South Carolina utilities selected an advanced reactor design from Westinghouse Electric Company, the AP1000, reported to have more safety features than earlier models. The utilities planned to build the two reactors next to an existing nuclear unit at the V.C. Summer plant in Fairfield County.

But pitfalls soon followed. Construction began before Westinghouse, a subsidiary of Toshiba of Japan, had finalized its AP1000 design, and several safety changes had to be made midway through the process. Engineers struggled with the complicated, novel project, as various components needed to be reworked.

In 2015, Westinghouse took over as lead contractor on the South Carolina project after buying out its partners, but analysts say the company did not have sufficient expertise in handling large construction projects.

In March, faced with mounting losses at its nuclear endeavors in South Carolina and Georgia, Westinghouse filed for bankruptcy. Toshiba agreed to pay $2.2 billion in exchange for being released from the South Carolina project, but utility officials said that was unlikely to be sufficient to finish the reactors.

Under South Carolina law, the utilities were allowed to charge ratepayers for construction costs before the reactors were finished. The nuclear project now accounts for 18 percent of the electric bills of South Carolina Electric & Gas’s residential customers. Santee Cooper, a state-owned utility, has increased rates five times to pay for the reactors.

Some environmental groups are now urging state regulators to refund those charges, arguing that the companies misled their customers.

“It was evident from the start that cost overruns, schedule delays and problems with an untested construction method” would doom the project, said Tom Clements, a senior adviser at Friends of the Earth. State regulators have set a hearing on the issue for October.

The two nuclear reactors still being built in Georgia are both AP1000s at the existing Vogtle nuclear power plant. Southern Company has agreed to take over construction of the Vogtle reactors in the aftermath of Westinghouse’s bankruptcy, but that project is also facing delays and overruns. The reactors will have to come online before 2021 to qualify for federal tax credits, although Congress is working on a bill to extend that deadline.

Nuclear labs endanger public with radioactive mail via USA Today

At least 25 times in the past five years, nuclear weapons contractors have improperly packaged or shipped plutonium capable of being used in a nuclear weapon, conventional explosives and highly toxic chemicals, according to government documents.

In the most recent instance, Los Alamos National Laboratory, a privately run, government-owned nuclear weapons lab about 50 miles northeast of Albuquerque, admitted five weeks ago that in June it had improperly shipped unstable, radioactive plutonium in three containers to two other government-owned labs via FedEx cargo planes instead of complying with federal regulations that required using trucks to limit the risk of an accident.

The documents show that Los Alamos in particular has been a repeat offender in mislabeling its shipments of hazardous materials: For example, in a previously undisclosed 2012 case, it sent unlabeled plutonium — a highly carcinogenic, unstable metal — to a University of New Mexico laboratory where graduate students sometimes work, according to internal government reports.

The plutonium was accidentally opened there, leading to a contamination of the lab that the university to clean it and Los Alamos to dispose of the debris.

When the waste was shipped out, the university’s chief radiation safety officer at the time told members of the campus safety staff in an email that the disposal was “very difficult … due to the high radio-toxicity of the radionuclide.”

In the past three months alone, nuclear weapons contractors have made at least three shipping errors besides the errant FedEx plutonium shipments, according to Energy Department records.

• In June, the Pantex plant in Amarillo, Texas, accidentally shipped an unsafe quantity of high explosives to an unspecified off-site laboratory.

• In May, the Y-12 National Security Complex at Oak Ridge, Tenn., shipped unlabeled radioactive materials to an unspecified destination.

• Also in May, Los Alamos sent inaccurately labeled highly acidic waste to a Colorado chemical disposal site, according to New Mexico Environment Department records.

In December, shipping personnel at Savannah River sent a container of tritium gas, which is used to boost the potency of a nuclear detonation, to the wrong place. It was supposed to be shipped to Lawrence Livermore but instead was delivered to Sandia National Laboratories in Albuquerque.

In September 2014, the contractors that operate the Nevada National Security Site inadvertently sent unlabeled radioactive material to their own satellite office at Livermore, which lacked a radiation control expert trained to deal with such a surprise, according to an internal Energy Department report.

Spain says it will shut down country’s oldest nuclear plant via News12

MADRID (AP) – The Spanish government says it’s closing the country’s oldest nuclear power station because of lack of support among political parties and companies involved to keep it open.

Energy Minister Alvaro Nadal said Tuesday the license for the Santa Maria de Garona plant in northern Spain would not be renewed as there was too much uncertainty surrounding the plant’s viability.

Production at the 46-year-old Garona was halted in 2012 when its operator, Nuclenor, objected to a new tax. Its board recently failed to reach agreement on keeping the plant open.

住民に当時の状況聞く チェルノブイリ原発事故で移住 via 福島民報

【ベラルーシ・ミンスク州で伊東一浩双葉北支局長】NPO法人ハッピーロードネット(広野町)が主催するベラルーシ訪問団の高校生は31日午前(日本時間31日午後)、チェルノブイリ原発事故による放射能被害が大きかったゴメリ州ナロブリャ地区から別の土地に移住した住民に当時の状況などを聞いた。
移住者の会に所属するガリーナ・カラシニコワさんら3人が、生徒が宿泊しているミンスクのホテルを訪問。事故直後は詳しい放射線量が分からず、数年後に移住が始まった経緯などを語った。カラシニコワさんらは「子どもたちに放射線から身を守るすべを教えるのは非常に難しかった」と振り返った。

Extent of A-bomb dust inhalation in 1945 underestimated: researchers via The Mainichi

HIROSHIMA — The prevalence of acute symptoms among teenage soldiers exposed to dust particles as they helped out with relief operations in the aftermath of the 1945 U.S. atomic bombing of Hiroshima has been found to be at least 10 times higher than those who were unexposed, it has been learned.

The findings came to light following a questionnaire conducted in February last year by a team of researchers including Megu Otaki, a professor emeritus of statistics at Hiroshima University, covering 142 former army cadets aged between 15 and 19 at the time of the atomic bombing.

The army cadets were gathered together outside Hiroshima on the day the bomb was dropped — Aug. 6, 1945 — before venturing into the city to assist with relief operations between noon and around 5 p.m. In the 2016 questionnaire, the former cadets were asked questions about operation content and locations, inhalation of dust particles, as well as their subsequent health conditions — eliciting responses from 64 of them in total.

In its decision on the effects of internal exposure from inhaling dust particles tainted with radioactive materials, the Japan-U.S. research organization Radiation Effects Research Foundation said that, “The amount in this case is low enough to be ignored.” This decision has been used by the Japanese government in recognizing A-bomb survivors as suffering from A-bomb related diseases.

However, Otaki states that, “It is very likely that the acute symptoms and the disorders that A-bomb victims later developed were mainly caused by internal exposure to radiation (from dust particles). The impact (of the dust particles) has been underestimated.”

The survey found that the frequency of acute symptoms such as hair loss and diarrhea was 11.7 times higher in the group (21 people) exposed to dust particles while operating within a 2-kilometer radius of the bomb’s hypocenter than those who weren’t exposed at locations 2 kilometers or more away (22 people, including some unknown). Similarly, the frequency of acute symptoms was also found to be 5.5 times higher among those who were exposed to dust particles more than 2 kilometers away from ground zero (9 people) than those who weren’t exposed. In addition, there were more cases of people developing cancer and leukemia among the groups exposed to the dust particles.

In addition, upon re-examining data released by the foundation in 2001 — which showed the relationship between estimated radiation dose and the frequency of chromosomal abnormalities in 3,042 atomic bomb victims — it has become clear that the radiation dose received by victims who were indoors is possibly 30 percent higher than initially thought. Based on this, the team of researchers has concluded that, “It is very likely that people developed chromosomal abnormalities after being exposed to radiation by inhaling dust particles upon going back into damaged buildings.”

With regard to residual radiation and internal exposure to radiation, the foundation has previously concluded that compared to the initial levels of radiation emitted at the time of the explosion, the residual radiation values are lower, making residual radiation “less of a threat to people’s health.” Based on this conclusion, the foundation devised a formula for calculating the estimated exposed dosage deriving only from the initial radiation, which the government has used to recognize “A-bomb related diseases.”

粉じん、急性症状多発 放影研指標 内部被ばく過小評価か 広島大調査 via 毎日新聞

広島大の大滝慈(めぐ)名誉教授(統計学)らのグループが原爆投下直後に救護で広島市内に入った元少年兵を対象に実施したアンケートで、粉じんを浴びたグループの急性症状の発症頻度が、浴びていないグループの10倍以上と極めて高かったことが分かった。日米共同研究機関「放射線影響研究所」(放影研、広島・長崎両市)は、放射性物質が付着した粉じんなどを吸い込んだ内部被ばくの影響を「無視できる程度」とし、原爆症認定などで指標とされてきた。大滝名誉教授は「被爆者の急性症状や後に起きた障害の主原因は内部被ばくの可能性が高い。影響が過小評価されている」と指摘する。

 アンケートは、当時15~19歳の陸軍船舶特別幹部候補生だった142人を対象に昨年2月に実施。候補生は原爆が落とされた1945年8月6日、広島市外で集められ、正午~午後5時ごろに救護のため市内に入った。作業の場所や内容、粉じんを浴びた状況、その後の健康状態などを尋ねて64人から回答を得た。

 脱毛や下痢などの急性症状の頻度は、爆心地から半径2キロ以内で作業して粉じんを浴びたグループ(21人)が、2キロ以遠で浴びなかったグループ(22人、不明も含む)の11・7倍に上り、2キロ以遠で浴びた人(9人)も5・5倍と高かった。後にがんや白血病になった事例も、浴びたグループの方が多かった。大滝名誉教授は「サンプル数は少ないが、年齢や健康状態、活動時間がほぼ同じでデータの信頼性は高い」としている。

 また、放影研が2001年に公表した被爆者3042人の染色体異常の発生頻度と推定放射線量の関係を示すデータも再検討した結果、屋内で被爆した人の放射線量が実際は約30%多い可能性があることが判明。

放影研は残留放射線や内部被ばくについて「原爆さく裂時に放出された初期放射線に比べてかなり小さい値で、健康リスクに大きく影響しない」とし、初期放射線のみを算定する被ばく線量推定方式を作成。国はこれを原爆症認定に用いてきた。一方で、認定訴訟では原告の体験や症状の検討から内部被ばくの過小評価を指摘する司法判断が相次いでいた。大滝名誉教授は「援護されるべき被爆者らが見捨てられてきた恐れがある。方式を見直すべきだ」としている。【竹内麻子】
