さまざまな分野の技術者OBでつくる「福島原発行動隊」は15日、福島市で本県復興を考えるフォーラムを開き、放射性物質トリチウムを含む処理水の処分などについて討論した。

処理水に関する討論で登壇したのは川内村の猪狩貢副村長、東京電力の木元崇宏福島第一廃炉推進カンパニー廃炉コミュニケーションセンター副所長、北村俊郎元原子力産業協会理事、増子輝彦参院議員、渡辺とみ子元「かあちゃんの力プロジェクト協議会」代表。

会場からは、トリチウムの分離技術や保管するタンクを第2原発に設置する事の可能性について質問があった。

木元氏は分離技術について「トリチウム濃度の高いものを分離する技術はあるが、第1原発にある濃度の処理水を分離するのは難しい」と回答。第2原発へのタンク設置については「(取り出した)燃料を保管する乾式キャスクの保管場所が必要になり、あまり現実的ではない」と述べた。

Holes found in protective liner at SC nuclear fuel factory. Should you worry? via The State

Inspectors at the Westinghouse nuclear fuel factory near Columbia recently found 13 small leaks in a protective liner that is supposed to keep pollution from dripping into soil and groundwater below the plant.

Now, the company plans to check a concrete floor beneath the liner, as well as soil below the plant, for signs of contamination that could have resulted from the tears, which were characterized in a federal inspection report as ‘’pinhole leaks.’’

Foot traffic weakened a liner in another part of the plant that contributed to a 2018 leak of uranium solution through the plant’s floor, according to the NRC. The 2018 leak, which occurred near a spiking station that mixes solutions, contaminated soil, prompting an outcry from community residents about operating practices at Westinghouse.

Since the leak of uranium solution, state and federal agencies have revealed the existence of previously unreported leaks at the plant. Troubles at the plant have sparked public meetings in eastern Richland County, where many neighbors have criticized Westinghouse for not keeping them informed.

The Westinghouse plant converts uranium hexafluoride into uranium dioxide to make nuclear fuel assemblies for atomic power plants. Chemicals used in the process can be hazardous if people are exposed to substantial amounts. Among the threats are kidney and liver damage. Uranium is a radioactive material that also can increase a person’s risks of cancer.

The NRC inspection report, completed in January, said Westinghouse was supposed to ensure that walking pads were across the liner to prevent problems, but “this proved to be ineffective.’’ The report said “13 pinhole leaks were found in the liner, indicating that the liner had been walked on.’’ The problems, discovered Dec. 9, occurred in a section of the plant with a second spiking station, similar to the spiking station where the leak was found in 2018.

The company has a decades long history of groundwater contamination. Regulators say the pollution is contained on the site, and if tainted water does trickle off the property, it won’t flow toward homes in the Hopkins area that rely on wells for drinking water. Groundwater problems include contamination from fluoride, solvents and nitrate. Concerns have risen recently upon the revelation of previously unknown leaks at the plant in 2008 and 2011. Westinghouse knew about the leaks but did not inform regulators for years.

Westinghouse also has had multiple problems in the past five years complying with federal nuclear standards. In addition to the 2018 uranium leak, the company also had troubles in 2016 when inspectors found that uranium had built up in an air pollution control device, creating a potentially dangerous situation for workers. Last year, the company dealt with a small fire in a bin containing nuclear plant refuse, as well as uranium-tainted water leaking from a rusty shipping container.

IAEA reports 189 nuclear and radioactive material incidents in 2019 via Power Technology

The International Atomic Energy Agency (IAEA) reported 189 incidents involving nuclear and radioactive material falling out of regulatory control in 2019, highlighting the nuclear sector’s need to improve its security measures.

According to data submitted to the IAEA Incident and Trafficking Database (ITDB), out of 189 incidents – reported by 36 countries on a voluntary basis – six involved trafficking, following a downward trend since a peak registered in 2006. Of the remaining 183, there was insufficient information to determine a connection with illegal activities.

IAEA nuclear security division director Raja Adnan said: “The ITDB continues to receive reports of incidents involving potentially weapons-usable nuclear material and high activity sources. Some of these incidents also involved attempts to sell the material across borders.

Since 1993, a total of 3,686 incidents have been reported to the ITDB, of which 290 involved trafficking and malicious intent; 12 incidents included enriched uranium and two plutonium.

福島原発2号機最上階 高い放射線量 立ち入りできない状況 via NHK News Web

福島第一原子力発電所の事故原因の調査を再開した原子力規制委員会は、2号機の原子炉建屋の最上階で先月行った調査結果を公表し、1時間当たり680ミリシーベルト余りと、引き続き高い放射線量が測定されました。

原子力規制委員会は、福島第一原発の現場の放射線量が低減してきたことなどから、去年10月から事故の詳しい状況や原因を分析する調査を再開しています。

それによりますと、ロボットによる放射線量の測定の結果、原子炉の真上の床面で、最も高い1時間当たり683ミリシーベルトを測定したということです。

このフロアでは東京電力も事故のあとに調査を行い、同様に高い放射線量を測定していて、事故から9年たっても人が立ち入ることができない状況が続いています。

また、メルトダウンはしなかったものの、水素爆発を起こした4号機の映像も公開され、爆発で鉄骨が露出したとみられる天井などが映しだされ、衝撃の大きさを物語っています。

Olympics minister raps South Korean posters of Tokyo 2020 torch runner in hazmat suit via The Japan Times

Seiko Hashimoto, minister for the 2020 Tokyo Olympics and Paralympics, on Friday denounced South Korean-made posters showing an Olympic torch relay runner wearing a hazmat suit and what appears to be radioactive material spewing from the torch.

The posters were reportedly drawn up by the Voluntary Agency Network of Korea, a civic group. VANK said the intent was to raise the issue of nuclear safety as Japan prepares to host the 2020 Games. The torch relay will start at J-Village, near the stricken Fukushima No. 1 power plant.

Hashimoto said the government will offer sincere explanations to the international community on the basis of scientific evidence to counter moves that could spread groundless rumors about the nuclear disaster.

On Thursday, Chief Cabinet Secretary Yoshihide Suga said the government lodged strong protests about the posters with South Korea using all possible channels.

Your iPhone 11 Pro Emits Twice the Amount of Radiation for Safe Use via Popular Mechanics

  • RF Exposure Lab in San Marcos, California found that the iPhone 11 Pro emits over twice the FCC’s legal safety limit for radiofrequency radiation from a cell phone.
  • The testing builds on former investigative work by the Chicago Tribune, which also found that an iPhone 7—and other smartphones— exceeded federal radiation levels.
  • It all points to how old the FCC’s testing standards are for radiofrequency radiation—as in, they’re way older than our smartphones are and should be updated.

RF Exposure Lab, an independent laboratory in San Marcos, California, tested the iPhone 11 Pro for radiofrequency radiation (RF) and found the levels were twice as high as federal safety limits and far different from what Apple had previously reported.

The lab found the smartphone exposes users to a Specific Absorption Rate—how much the body absorbs radiofrequency energy—of 3.8 watts per kilogram. Meanwhile, the Federal Communications Commission (FCC) has set the maximum exposure rate at 1.6 watts per kilogram.

That’s certainly cause for concern, considering that the World Health Organization has classified RF radiation as a possible carcinogenic to humans since 2011 and the National Institutes of Healthhas found “clear evidence” in animal studies that RF radiation causes cancer. Plus, the radiation has been linked to lower sperm counts, headaches, and effects on learning and memory, hearing, behavior and sleep.

“However, when we bought an iPhone ‘off-the-shelf’ and tested it the same way, RF Exposure Lab found it fails the FCC’s safety limit,” McCaughey added. Such is the case in a previous August 2019 Chicago Tribune investigation, which inspired the Penumbra-sponsored study. The Tribune found that the iPhone 7 similarly had double the rate of radiation that the FCC deems safe for use and other smartphone makers, like Samsung and Motorola, also exceeded the safety threshold.

The real reason behind the conflicting results is likely that the FCC’s guidelines for setting safe radiofrequency radiation levels are extremely old.

“The FCC limits are over 20 years old,” McCaughey told IEEE Spectrum. “Some might argue that the limit is antiquated at this point.” The FCC set its radiofrequency radiation standards some 25 years ago, he said, long before smartphones were even a thought.

To protect yourself, the FCC doesn’t necessarily recommend that you burn your new iPhone and trade it in for another device. After all, most phones won’t operate at their highest power capacity at all times, so radiation measurements are somewhat variable.

Instead, if you want to reduce your exposure to radiation, hold your cell phone away from your body (especially your head) by using the speakerphone setting while talking, or some other hands-free accessory, like AirPods. In addition, don’t carry your cell phone in your pocket, and if you’re in a low service area and have, say, one bar of service, wait to make the call until later—your smartphone will use more power to try to find reception, increasing the radiation output.

福島・双葉町を聖火ルートに追加 via 大分合同新聞

2020年東京五輪・パラリンピック組織委員会は13日、五輪聖火リレーのルートに福島県双葉町を追加すると発表した。東京電力福島第1原発事故による全町避難指示が一部地域で解除されることを受け、復興のPRになるとして県が組織委に追加を要望していた。

同町が組み込まれるのは3月26日のリレー初日。事故の対応拠点として使われたサッカー施設「Jヴィレッジ」(楢葉町、広野町)を聖火が出発した後、いわき市や川内村などを経て同町入りする。詳細なルートは未定。

避難指示の解除は3月4日

<2020年 核廃絶の「期限」>五輪パラ期間・前後 第五福竜丸館休館 競技会場すぐそば via 東京新聞

米国によるビキニ環礁水爆実験で一九五四年に被ばくしたマグロ漁船「第五福竜丸」を保存する東京都立第五福竜丸展示館(江東区)が、東京五輪・パラリンピック期間に合わせて休館する。展示館がある夢の島公園はアーチェリー会場となり、警備で園内の通路が封鎖され、展示館に行くのが困難になるためだ。核廃絶に取り組む市民からは、国内外から観戦客らが訪れる絶好の機会に、核兵器による被害の悲惨さを伝えられないことを惜しむ声が上がっている。 (北條香子)

展示館は七六年に開館し、船の実物を展示。昨年四月に改修工事を終えてリニューアルオープンしたばかりだ。入館無料で、公園を訪れる人らが気軽に立ち寄って核による被害の実態を学ぶ場となっている。

五輪・パラリンピックでは、展示館南側にある陸上競技場でアーチェリーの本選、同じく南東のアーチェリー場で予選が開かれる。

展示館が休館するのは七月三日から。五輪開会式は七月二十四日だが、大会組織委員会の広報担当者によると、五輪の開会式前から競技会場周辺を封鎖して危険物などがないかを細かく確認し、安全な状態を保つ必要があるという。公園内にある熱帯植物館も同様で、いずれもパラリンピック閉会式翌日の九月七日まで休館する。

都オリンピック・パラリンピック準備局の担当者は「競技会場となるアーチェリー場は既に工事で使えないが、展示館や植物館などは大会直前ぎりぎりまでアクセス路を確保する努力をしている」と話す。展示館を管理運営する公益財団法人「第五福竜丸平和協会」は休館中、展示パネルなどを全国に貸し出す方針。

カヌー・スラローム会場が隣接する葛西臨海公園サービスセンター(江戸川区)によると、大会期間中、葛西臨海水族園などは営業する。重量挙げなどが行われる東京国際フォーラム(千代田区)内にある相田みつを美術館は、六月二十二日から十月五日まで休館する予定。

<第五福竜丸> 1947年に和歌山県でカツオ漁船「第七事代(ことしろ)丸」として建造。約140トン、全長約30メートルの木造船。遠洋漁業用のマグロ漁船に改造され、買い取った静岡県焼津市の船主が「第五福竜丸」と名付けた。54年3月1日、操業中にマーシャル諸島ビキニ環礁で米国の水爆実験に遭遇。乗組員23人が被ばくし、半年後に1人が死去。その後も多くの人ががんで亡くなった。船はその後、旧東京水産大の練習船となり、67年に廃船。東京・夢の島の埋め立て地に捨てられていたが、保存を求める声が高まり、76年に開館した展示館に保存されている。

Legal Win Is Too Late for Many Who Got Cancer After Nuclear Clean-Up via The New York Times

Air Force veterans who dealt with a Cold War-era atomic accident in Spain have won the right to sue collectively for health benefits — but not before many had lost battles with cancer or other ailments.

Mr. Skaar, a retired chief master sergeant, was one of 1,600 troops scrambled by the Air Force in 1966 to clean up a classified nuclear disaster by collecting debris and shoveling up plutonium-laced soil. Many were later stricken with cancer and other ailments, and tried without success to get the federal government to take responsibility and pay for their medical care.

He wanted to spread the word about an encouraging development: A lawsuit he had filed against the Department of Veterans Affairs had been certified as a class action, meaning that there was finally a chance to set the plutonium case straight, not just for him but for everyone who was there.

“For many of them, it’s too late,” he said of his comrades. “They’re gone.”

As one of the first cases ever granted class-action status by the Court of Appeals for Veterans Claims, the Skaar lawsuit represents a major step forward for veterans with long-term health issues linked to toxic exposure in the service.

Mr. Skaar, 83, learned during his Air Force exit physical in 1982 that his white blood cell count was way off. He has been fighting ever since to get the military to acknowledge his condition as service related.

“First they told me there were no records, which I knew was a lie because I helped make them,” he said as he sorted through brittle and yellowing documents in his home office outside Springfield, Mo. On the wall was tacked a hand-drawn map he had used in the cleanup, marked with high radiation readings he had jotted in black ink. “Then they told me I had been exposed, but the levels were so low that it didn’t matter,” he said.

The Palomares disaster occurred on Jan. 17, 1966, when an American B-52 bomber on a Cold War patrol exploded during a midair refueling accident, sending four hydrogen bombs hurtling toward the ground. They were not armed, so there was no nuclear detonation, but the conventional explosives in two of the bombs blew up on impact, scattering pulverized plutonium over a patchwork of farm fields and stucco houses.

Plutonium is extremely toxic, but it often acts slowly. The alpha-particle radiation it gives off travels only a few inches and would not penetrate skin. But inhaled plutonium dust can lodge in the lungs and steadily irradiate surrounding tissue, gradually inflicting damage that can cause cancer and other ailments, sometimes decades later. A single microgram absorbed in the body is enough to be harmful; according to declassified Atomic Energy Commission reports, the bombs that blew apart at Palomares contained more than 3 billion micrograms.

The Air Force sought to clean up the disaster quickly but quietly. It threw together a response crew made up of low-ranking airmen with no special training — cooks, grocery clerks, even musicians from an Air Force band — and rushed them to the scene. Wearing nothing more protective than cotton coveralls and sometimes a paper dust mask, they cut down contaminated crops, scooped up contaminated soil, and packed the material in 5,300 steel barrels that were shipped back to the United States to be buried in a secure nuclear waste storage site in South Carolina.

Veterans of the cleanup who filed claims were blocked by a bureaucratic Catch-22. There was so much plutonium floating around during the cleanup that it kept the Air Force from getting accurate contamination readings, and most of the collected data was discarded. But the Air Force went on to conclude that since it did not have readings showing otherwise, none of the troops were exposed to damaging levels of radiation. Based on that assertion, the Department of Veterans Affairs has consistently denied nearly every claim related to Palomares.

Nolan Watson, who slept by one of the bomb craters the night after the blast, had bone and joint problems for the rest of his life, along with multiple cancers. He died in 2017.

Arthur Kindler, a supply clerk who got so covered in plutonium-laced dust a few days after the blast that the Air Force took his clothes and made him scrub in the ocean, developed testicular cancer in 1970, and later had three bouts of cancer of the lymph nodes. He died in 2017 from complications of cancer.

Frank B. Thompson was a 22-year-old trombone player who spent days searching contaminated fields, and later struggled for years with liver cancer. He died in 2018.

John H. Garman, a former security-forces airman who was one of the first on the scene and secured the area around one of the bomb craters, died of respiratory disease in 2019.

It is impossible to definitively connect individual cancers to a single exposure to radiation. And no formal mortality study has been done to determine whether there has been an elevated incidence of disease among the Palomares veterans. All they know is what they have seen happen to their comrades and themselves.

“Larry was very proud of his service,” she said. “We have a flag up in his room. But when you serve and then the Air Force lies about it —” She paused, and began to cry. “There’s no other way to say it, it’s a betrayal.”

For decades, the Air Force has cited urine samples taken in the field in 1966 to support its claim that the cleanup troops were not harmed, even after its own analysis raised alarms about the data. Mr. Skaar was the health technician in charge of collecting the samples; he said conditions at the scene made it impossible to do the job according to protocol.

The doctor in charge of the testing, Lawrence T. Odland, said in a 2016 interview that the retained data was useless, and that the scientists had agreed that the cleanup troops should be monitored for health problems for life. But the registry he set up for them was almost immediately shut down. Dr. Odland died in 2019.

原発維持へ「禁じ手」 原電、敦賀2号機データ書き換え via 東京新聞

原子力規制委員会が「原発直下に活断層」の可能性を指摘し、再稼働が絶望的な日本原子力発電(原電)敦賀原発2号機(福井県敦賀市)。ところが、これをあきらめない原電は「禁じ手」を打った。過去に規制委に出した地質データをこっそり書き換え、新たに審査用資料として提出していたのだ。規制委側は「絶対やってはいけないこと」と激怒するが、原発維持のためならなりふり構わない原電の根深い「体質」が、またあらわになったと言えそうだ。
