北海道に核のゴミ捨て場は要りません/「さようなら原発集会」に400人via レイバーネット

10月18日、札幌市・大通公園で「さようなら原発北海道集会」が開催され、地元紙・北海道新聞の報道によれば400人が集まった。

この集会は、北海道平和運動フォーラムなどの主催で、福島第1原発事故後は毎年3月と10月に行われている。今年3月の集会は新型コロナウィルス蔓延の影響で中止となったため、約1年ぶりの開催となった。

福島第1原発事故からまもなく10年。北海道は福島から遠いせいか、反原発運動側はもちろん真剣に取り組んではいるものの、どこか違う世界の出来事のような「ある種の余裕」があった。泊原発の廃炉を目指す取り組みや、核のごみ地層処分研究のための施設「深地層研究センター」(幌延町)の話題が中心で、自分たちが当事者という意識は福島や首都圏などと比べて薄かったように思う。

それがどうだろう。この日の集会参加者の表情は一様に硬く厳しい。自分たちがついに「当事者」になったのだというある種の悲壮感が見えた。理由は言うまでもなく、8月13日以降、明らかになった寿都(すっつ)町、神恵内(かもえない)村の高レベル放射性廃棄物地層処分地への応募表明だ。北海道民にとっての「8・13」は、福島県民が味わった「3・11」に匹敵するものがある。

この日の集会では6人が発言した。地質学者の小野有五・北海道大名誉教授は「今の世代が責任を持たなければならないと文献調査に応募表明した2町村長は言うが、私たちは原子力発電をしてくれなどと頼んだ覚えはない。勝手に原発を始め、ごみを作り出した者が後始末をすべきだ」と電力会社・原子力ムラの責任を追及した。

道内最大の生協組織「コープさっぽろ」の麻田信二理事長は「食と観光、北海道にはこの2つしかないのに、核のごみが来たら両方ともダメになってしまう。北海道産というだけで売れなくなってしまうだろう」と懸念を表明した。実際、この懸念は的外れではない。泊原発の運転が始まった1989年、隣接する岩内町から大手乳業メーカーの工場が撤退した事実もある(「幌延=核のゴミ捨て場を拒否する」滝川康治/技術と人間/1991年より)。処分不可能な危険なごみを生み出し続ける原発。事故がなければいいというわけにはいかない。

食糧自給率が下がり続ける日本にあって、自給率が200%を超える北海道は日本の一大食糧基地だ。生乳(牛乳)に至っては、今年か来年にも全国の生産量に占める北海道産の割合が50%を超える見通しだ。北海道でも農家の廃業は続いているが、それ以上に道外の農業基盤弱体化が進んでいる。道内農業界にとって本来なら喜ぶべきことのように思えるが、生乳生産量全国シェアに占める道産50%超えは「分母」が少なくなった結果としての達成に過ぎないのであり、数字の裏には喜んでいられない現実がある。

こんな危機の時代に、日本の食料生産の大半を支える北海道に核のごみを持ち込もうとする自公政権ほどの愚か者は探してもそうそう見つかるものではない。自民党政権やその支持者はすぐに私たちを「反日左翼」呼ばわりするが、何のことはない。日本を破壊し、日本人全体を食糧難に追い込む自民党をこそ国賊と呼ばずして、いったい誰を国賊と呼ぶのか。

大きな拍手で迎えられたのは、核のごみ処分場への応募に揺れる地元からの現地報告だ。寿都町でペンションを経営する槌谷和幸さんは応募に反対する住民団体を地元で急きょ立ち上げた。労働組合活動の経験はあるものの、こうした住民団体をゼロから設立しての運動経験のある人は地元にはほぼいない。「北海道全体に影響を与える大きな出来事を、小さな一自治体の長の判断だけで決めることができてしまうこの国の現実がある。多くの人が国に対して声を上げ、このようなことができなくさせる新たな法律を作らせることが必要だ」と訴えた。同時に、「寿都にはこちらからお願いしたときに来てくれればいい。過剰な取材、要望やアドバイスはありがたいが小さな町ですべてに応えることはできない。ひとりひとりが国策を止めるため自分にできることをしてほしい」と、現地入りよりも各自が自分自身でできること、やるべきことをきちんとやりきる必要性を指摘した。

政党からは、道下大樹衆院議員(立憲)と畠山和也前衆院議員(共産)から挨拶。核のごみ処分場阻止への決意表明があった。野党からたった2党だけか、と思う人もいるかもしれないが、北海道では先に行われた立憲・国民の合流で、両党の国会議員は全員が立憲に合流。野党共闘への大きなステップとなった。

なお、寿都から現地報告をした槌谷和幸さんと、清末愛砂さんの発言は、いずれも安全問題研究会youtubeチャンネルにアップロードしたので、興味のある方はお聞きいただきたい。また、この集会後に引き続いて行われた野党共闘実現を求める街宣行動では、この前日(17日)に1億もの法外な税金をはたいて国葬が強行された中曽根康弘元首相の生前の「罪状」を示す立看板が登場した。こちらについても記事にした。併せてご覧いただくと、この国の「巨悪」が戦後、途切れることなく連綿と続いて今日に至っていることがきっとご理解いただけるだろう。

Statement regarding the oceanic dumping of contaminated water

from the Fukushima Daiichi nuclear power plant

  Life started in the oceans, evolving over unimaginable timescales.  Everything alive on Earth today can be traced back to its origins in the ocean, and we continue to enjoy the benefits of that same ocean.  This will always be true, as long as there is life on Earth.  Across the planet, people are waking up to the devastation caused by plastic pollution in our oceans, and are collaborating on new technologies in an attempt to restore the oceans.  We are finally starting to reflect on the arrogant way we have treated the oceans that cover 70% of Earth’s surface as an expendable commodity, and are choosing instead to treat it with the respect it deserves.

  The situation in Japan lies in stark contrast.  The disaster at Fukushima Daiichi nuclear power plant in March 2011 gave the lie to the legend that “nuclear power is safe”.  Around the world, countries are shifting policy away from nuclear and toward renewable energy, while new nuclear construction projects are being called off.  This is in part a result of the Fukushima Daiichi disaster demonstrating that we cannot live in harmony with atomic energy.  On the other hand Japan, home to Fukushima Daiichi, refuses to give on up its pro-nuclear energy strategy and now proposes in its intermediate-to-long term roadmap to dump at least 1.34 million tons of contaminated water from the accident (including water retained inside buildings) into the sea over the course of 30 years.

  Time and time again, we have been told that “tritiated water is released from nuclear power plants and other facilities all over the world, without any problems”.  The truth is that experts are divided in their opinions.  The contaminated water collecting at the Fukushima Daiichi site is distinct in that it is liquid radioactive waste that has been in contact with meltdown debris.  In normal circumstances, such waste would be held under strict supervision to ensure not a single drop escaped.  It is thus fundamentally different from the tritiated water that is released from operational nuclear plants.  The actions of TEPCO and the Japanese government in their attempts to rush through an agreement on oceanic dumping have been disingenuous to say the least.

  On August 11th 2015, the Fukushima Prefectural Federation of Fisheries Co-operative Associations (JF Fukushima) described their decision to support TEPCO’s new strategy of discharging contaminated groundwater from sub drains as an “extremely painful decision”.  The federation released a “List of wishes regarding the discharge of sub drain water from Fukushima Daiichi nuclear power plant”, of which item no. 4 was “under no circumstances release water from within the buildings, even after treatment using Advanced Liquid Processing System (ALPS) facilities or similar, without first gaining the understanding of the fishing community and the Japanese public, with such water being stored in strictly managed on-site tanks”.  TEPCO responded as follows on August 25th, 2015.

  The Japanese government (specifically, the tritiated water taskforce of the contaminated water handling committee) is currently undertaking research into various technical options and their efficacy with respect to the tritium-contaminated water that remains after subjecting contaminated water from inside the buildings to ALPS treatment.  Testing of tritium separation technology is also underway.

  The outcomes of these investigations will be properly relayed to the affected parties, in particular representatives of the fishing industry, and no disposal will be carried out without completing this process and gaining the understanding of the parties involved.  ALPS-treated water is being held on the power plant site in tanks.

  It is clear that when this response was released, it was assumed that the removal of radioactive substances other than tritium would be achievable.  The response moreover states that various options and their efficacy are under consideration, and the outcomes thereof would be explained in detail.  However, in late August 2018, immediately prior to an “explanation and hearing meeting regarding the handling of ALPS-treated water”, a media scoop revealed that in addition to tritium, the radioactive isotopes iodine-129, ruthenium-106, strontium-90 and others also remain at levels exceeding the official concentration limits.  No explanation had been given regarding the fact that the separation technology had failed to obtain the anticipated results during testing. Were it not for this media report, members of the ALPS-treated water handling subcommittee (hereafter “ALPS subcommittee”), fisherman, and the general public would never have found out.

  The ALPS subcommittee set up by the Japanese government suggested that “expansion of on-site contaminated water tanks may be possible”, but this was not investigated further by TEPCO.  The Japanese government and TEPCO have also ignored opinions such as “it makes no logical sense to proceed with decommissioning at the expense of the local community” and “storage is necessary until such time as reputational damage is deemed to no longer pose a major risk”.  It is reported that testing of secondary treatment methods will start, based on the assumption that oceanic dumping will be the ultimate disposal method, but the verdict is still some way down the line.

  None of the prerequisites for discussions regarding the acceptability of oceanic or atmospheric release – that is to say testing, viable results, and reporting, have been met.  In other words, the Japanese government and TEPCO have none of the evidence of the viability of oceanic dumping that would be needed before deciding to make such a proposal to the fishing community and other local residents as well as the general public.  What the Japanese government and TEPCO refer to as “tritiated water” is not merely “tritiated water”, and it has not been demonstrated that it can even be considered “treated water”.

  Despite this state of affairs, in February 2020 the ALPS subcommittee reported that “oceanic and atmospheric environmental discharge are the realistic options, with oceanic dumping being the more implementable”.  The Japanese government has adopted the attitude that oceanic dumping is a fait accompli.  In June 2020, the National Federation of Fisheries Co-operative Associations and JF Fukushima adopted a special resolution to “fiercely oppose oceanic dumping”.  This forceful opposition reflects the anger and disappointment in the Japanese government’s abandonment of its previous promise that it would “not carry out any treatment without the agreement of the affected parties” when they consented to sub drain dumping five years earlier.

  It is not only the fishing community that opposes oceanic dumping.  During an opinion gathering session for affected parties starting on April 6th, representatives of forestry and agriculture as well as hotel operators and retailers, and also local community leaders, voiced their clear opposition to the dual proposals for the oceanic and atmospheric discharge of contaminated water and called for greater caution.  Moreover, 21 out of the 59 local authorities in Fukushima prefecture, as well as Koganei city in Tokyo, also adopted written opinions opposing the move.

  The Japanese Ministry of Economy, Trade, and Industry (METI)’s opinion-gathering for the handling of ALPS-treated water has attracted around 4,000 opinions over the four month period from April.  This number surely reflects the level of interest and the deep concerns held by much of the population regarding oceanic dumping.  These opinions will now be analyzed, and should opinions opposed to or wary of oceanic dumping be in the majority, the onus will be on METI to reflect these voices in its policy decisions.

  Tetsu Nozaki, head of JF Fukushima, has spoken of his desire for “a national debate, not limited to the opinions of the local fishermen and communities”.  The issue of oceanic dumping goes beyond the people of Fukushima.  Goshi Hosono, a former minister for nuclear power policy, was way off the mark when he stated that “people outside of Fukushima opposing the discharge amounts to anti-Fukushima discrimination” (July 20, 2020, Abema TV Prime online news, Asahi Television network).  The real “anti-Fukushima discrimination” here is the attitude that “oceanic dumping is the only way for Fukushima to recover” in defiance of the many voices of opposition.  Statements like this do not help the people of Fukushima.  If Fukushima is to recover, we must not use its seas and skies as a dumping ground for contaminated water.

  We call on the Japanese government and TEPCO to listen carefully to the strength of public opinion and abandon its fait accompli stance on oceanic dumping, and to start discussions with the entire population on the fate of the contaminated water. The foundation of democratic policy making is a process of engaging with one anothers’ opinions and seeking the best solutions through dialogue.  It is time to respect those alive now and those who will be here in the future, and to make the decision to treat the ocean that gave rise to life on Earth with the respect it deserves.

Aomori wants reassurance that it won’t be final nuclear waste site via The Japan Times

Aomori Prefecture on Wednesday urged the government to reconfirm its policy of not building in the prefecture a facility for the final disposal of high-level radioactive waste from nuclear power plants across the nation.

The request was made during a meeting of a council for discussions on issues related to the country’s nuclear fuel cycle policy between relevant Cabinet ministers and officials of the prefecture, where a spent nuclear fuel reprocessing facility is under construction. It was the first meeting of the council since November 2010.

At the day’s meeting, the Aomori side called on Prime Minister Yoshihide Suga’s Cabinet, launched last month, to maintain the promise not to make the prefecture a final disposal site, upheld by past administrations.

Participants in the meeting, held at the Prime Minister’s Office in Tokyo, included Chief Cabinet Secretary Katsunobu Kato and industry minister Hiroshi Kajiyama from the central government, and Aomori Gov. Shingo Mimura.

In July, the central government’s Nuclear Regulation Authority concluded that the basic design of the nuclear fuel reprocessing plant in the Aomori village of Rokkasho meets the country’s nuclear safety standards, which were crafted after the March 2011 accident at Tokyo Electric Power Company Holdings Inc.’s tsunami-stricken Fukushima No. 1 nuclear plant.

Japan Nuclear Fuel Ltd. aims to complete the plant in fiscal 2022. The NRA spent over six years screening the Rokkasho facility’s design.

Following the NRA’s conclusion, the Aomori side asked the state to hold a meeting of the nuclear fuel cycle policy council.

Besides the reprocessing plant, a facility to make mixed oxide, or MOX, fuel from extracted uranium and plutonium is also under construction at the same site in Rokkasho.

政府と青森県は21日、首相官邸で開いた「核燃料サイクル協議会」で、使用済み核燃料を再利用する核燃料サイクル政策を推進する方針を確認した。しかし、東京電力福島第1原発事故を機に原子力の信頼は失墜し、核燃料サイクルの推進に不可欠である原発再稼働や高レベル放射性廃棄物(核のごみ)の最終処分地選定は難航。打開策は見いだせていない。

 約10年ぶりとなる協議会は、核燃料を再び使えるように加工する日本原燃の再処理工場(青森県六ケ所村)が竣工(しゅんこう)に近づきつつあることを受けて同県が開催を申し入れた。三村申吾知事は会合で、これまでの確約に基づき最終処分地を県内に置かないよう政府に改めて要望。

The decision comes on the heels of a ruling by a Japanese high court finding that the government and Tepco, the operator of the Fukushima plant, were negligent in their handling of the disaster, and ordered them to pay 1bn yen ($9.5m) in damages to thousands of residents for their lost livelihoods.

The 3,550 plaintiffs in the case before the Sendai high court, one of eight such courts in Japan, had sought monthly compensation of about 50,000 yen ($470) per person until radiation levels subside to pre-disaster levels, seeking a total of 28bn yen ($265m).

The plaintiffs’ head lawyer, Izutaro Managi, hailed the ruling as a major victory, saying: “We ask the government to extend relief measures as soon as possible, not only for the plaintiffs but for all victims based on the damage they suffered.”

The 3,550 plaintiffs in the case had fled their homes in 2011 after the radiation disaster. Radiation that spewed from the plant’s melted down reactors contaminated the surrounding areas, forcing about 160,000 residents to evacuate at one point. More than 50,000 are still displaced because of lingering safety concerns. The plant is being decommissioned, a process expected to take decades.

「原発の汚染処理水を海に捨てるな」福島県内の女性市議らが怒り via 日刊ゲンダイ

原発の汚染水(処理水)を勝手に海に捨てるな」「きちんと説明しろ」――。東電福島第一原発のタンクにたまり続けている汚染処理水について、政府が近く海洋放出を決めた、と報じられた事に対し、福島県民やNGOから怒りの声が上がっている。

 福島原発の建屋内で連日生じている汚染水は、高濃度の放射性物質が含まれており、東電は多核種除去設備(ALPS)を使ってトリチウム以外の濃度を下げた後の処理水をタンクにため続けている。だが、政府・東電は処理水を保管するタンクの設置場所が将来的に不足することを理由に、あらためて処理水の放射性物質の濃度を下げた後で海洋放出する方針を固めたという。

福島県内でも、59市町村のうち、41の市町村議会が海洋放出に反対あるいは慎重とする意見書、決議を可決している。

 20日、衆院第二議員会館で行われた抗議集会には、国際環境NGOのグリーンピース・ジャパンや福島県内在住の女性市議らが出席。郡山市議の蛇石郁子氏は「民意を得ておらず、結論ありきではないのか。国は一体、何を、誰を守ろうとしているのか」と政府の強硬姿勢を批判。別の出席者も「(国や東電から)きちんとした説明もなく、(県民の)意見も聞いてくれない」と話していた。

菅首相は総理就任直後の9月26日、東電力福島第一原発を視察。直後の囲み取材で、「ALPS処理水についても、タンク等を視察してまいりました。今後できるだけ早く、政府として、責任をもって処分方針というものを決めたい、このように思っています」などと話していたが、一体、何を視察したのか。

「口先ばかりのやっているフリ」「住民無視」とは、これまた安倍政権の「負の継承」なのか。

Rio Tinto-owned company in dispute with Federal Government over Kakadu uranium mine via ABC News

The Ranger Uranium Mine in Kakadu is looming as the next great test of mining giant Rio Tinto, following the international outcry over the destruction of the 46,000-year-old Juukan caves in the Pilbara.

Key points:

ERA, with the financial support of Rio Tinto, has already spent more than half a billion dollars on rehabilitating the Ranger Uranium Mine site in the lead-up to its closure.

It is expected to spend an additional $1 billion on rehabilitating the environmentally and culturally significant site and Dr Mudd said the company was legally required to go through with it.

Rio Tinto, which owns about 68 per cent of ERA, has previously said it would work with the company to make sure ERA’s rehabilitation obligations were met “in full”.

Dr Mudd said he gave great credit to Rio Tinto for its commitment to help ERA meet its obligations, but he said the Supervising Scientists Branch was vital to delivering the overall rehabilitation project.

“It was put there as a way to recognise that the supervising scientist was extremely important for ERA to achieve its environmental performance,” he said.

“We need the science to be done because we need to monitor for years to make sure we understand all of the complex aspects [of the mine’s legacy] such as the revegetation and ecosystems, the cultural land uses for the Mirrar [Indigenous traditional owners], as well as things like the aquatic ecosystems and radiation levels.”

He said he could not understand why the comparatively small $2.5 million supervising scientist funding was becoming a point of contention ahead of a $1 billion rehabilitation spend.

Tomorrow, October 21 is the last day to say no to the U.S. Nuclear Regulatory Commission: No nuclear waste in our local landfills!

The NRC’s “Proposed Interpretative Rule on Transfer of Very Low Level Waste to Exempt Persons for Disposal,” would allow dangerous low-level radioactive waste to be dumped into local landfills. “Low-level” radioactive waste includes the same long-lasting, deadly radioactive elements as high-level radioactive waste, and some low-level radioactive waste will remain hazardous for millions of years.

So-called “low-level” radioactive waste includes:

  • Entire nuclear reactors
  • Tons of concrete permeated by radioactive gasses
  • Soil contaminated with radioactive waste
  • Activated metal components and pipes from reactor cores
  • Massive steam generators through which radioactive water flows and in which radioactive rust accumulates
  • Construction debris from buildings housing radioactive reactors and materials 
  • Radioactive booties and gloves might sound innocuous, but they can be contaminated with plutonium, cesium, strontium and dozens of other biologically dangerous radioactive elements.

1 in 500 people exposed for their lifetimes to the proposed VLLW release levels will get cancer according to Environmental Protection Agency risk calculations. Females and youth will be at even higher risk and combined exposure to other stressors will increase the hazard to humans.

The goal should be isolating this dangerous radioactive waste from the environment and the public. Instead, the NRC proposal would allow low-level radioactive waste to be taken to local landfills without monitoring for radioactive leaks, without consideration of people living nearby, if water sources or aquifers would be affected, or if the waste at these sites would be incinerated or recycled.

パンデミックと核を考える オンライン会議を共催 長崎大と米韓研究機関 /長崎 via 毎日新聞

長崎大・核兵器廃絶研究センターは19日、新型コロナウイルスなどのパンデミックによる混乱が核兵器を取り巻く情勢に与える影響について考えるオンライン国際会議を、31日から計4回にわたり米韓の研究機関と共催で開くと発表した。得られた知見を基に、北東アジアの非核化に向けた提言を来年2月ごろにまとめる方針。

 会議は非公開だが、初回の10月31日は動画投稿サイト「ユーチューブ」でライブ配信し、長崎市の田上富久市長がビデオメッセージを寄せる。同センターの鈴木達治郎副センター長は記者会見で「大国間の関係悪化などで核戦争のリスクは高まっている。そこにパンデミックがどう絡むのかを明らかにしたい」と意気込んだ。

 共催団体は米国の非政府組織(NGO)「ノーチラス研究所」と韓国のNGO「アジア太平洋核軍縮・核不拡散リーダーズネットワーク」。

【ソウル共同】東京電力福島第1原発の処理水の処分について、韓国済州特別自治道(道は都道府県に相当)の元喜龍知事は20日、日本政府に海洋放出の中止を要求した上で、放出を決定した場合は「日韓両国で日本政府を相手取った訴訟を起こす」と明らかにした。

 元氏は保守系最大野党「国民の力」所属で、同党の次期大統領候補にも挙げられる。
