福島第1原発 高校生が廃炉作業見学 復興の課題実感via 毎日新聞
福島県立福島高校(福島市)の生徒13人が18日、東京電力福島第1原発を視察し、廃炉作業が進む原子炉建屋や免震重要棟などを見学した。東電は入構の条件を「原則18歳以上」としており、高校生の視察は原発事故後初めて。同校側の要望を受け、保護者の同意などを条件に許可した。東電は今後、18歳未満の視察を個別事情に応じて認めていく方針。 この日は、物理学の特別授業などで同校と交流を続ける東京大の早野龍五教授(物理学)や教諭らが引率。バスの車内から約1時間、建屋を覆うカバーが取り外されたばかりの1号機や汚染水の貯蔵タンクなどを視察した。免震重要棟にも入り、2011年3月の原発事故時から24時間態勢で稼働する緊急時対策室を見て回った。 視察したのは、同校スーパーサイエンス部などに所属する1、2年生で、原発事故後の風評被害や被ばくによる健康への影響について学んできた。廃炉や事故処理を見届ける若い世代として、復興の課題について考えを深めるのが目的という。 […] 東電によると、今回の視察による被ばく線量は最大で10マイクロシーベルトだった。 同校1年の幕田優菜さん(16)は「自分の目で見て、燃料棒の取り出しや廃炉作業で出た廃棄物の処理など、大きな問題がまだまだ残っていると感じた」と話した。1年の菅野翼さん(16)は緊急時対策室が印象深かったといい、「事故を起こした東電に対しては複雑な感情があった。でも、対策室を見て福島のために廃炉に真剣に取り組んでいることが分かった」という。 もっと読む。

<洗車汚泥>風評被害恐れ公表されず via 河北新報
[…] ◎整備業界苦悩、自ら対策 <人目を忍び除去> 「油水分離槽がもう限界だ」。住宅街の一角にある整備工場の緊急連絡。驚いた業界関係者が駆け付けると、床下の分離槽に流れ込んだ汚水が逆流し、工場内に噴き出す光景を目の当たりにした。昨年1月のことだ。 「恐れたことが現実に起きてしまい“第2の汚染水”とパニックになった」と業界幹部。その2カ月前、汚泥のサンプル検査から国の指定廃棄物基準(1キログラム当たり8千ベクレル超)を大きく上回る値を検出、国や東電に対応を急ぐよう求めたばかりだった。 今も洗車の汚水は日常的に分離槽へ流れ込み、底には汚泥がたまるばかり。人目を忍ぶ除去作業を強いられる。「深夜にふたを開け、ひしゃくで汚泥をくみ上げている。飛散しないかと心配で。社員にはさせられない」と工場主の一人。分離槽の汚泥を移し替えたドラム缶に次々と保管場所をとられ、車検に来た客の車が止められない工場まで出てきた。 福島労働局に放射線対策を相談すると「1万ベクレルを超える汚泥だと厳重な防護対策が必要」と手作業を問題視された。八方ふさがりの状況だ。 <話し合い平行線> 「被害は顕在化していませんよね」。昨年7月。東電福島復興本社(福島市)での話し合いで飛び出した担当者の発言に、業界側はがくぜんとした。社会問題化しなければ取り合わない-そう言っているように受け止めた業界側は、担当者に食ってかかった。「工場に濃度の高い放射性物質があると知れたら客が来なくなるじゃないか」。以後、東電とは平行線のままだ。 […] <資金面など課題> 対応を迫られた整備業界は現在、県内全域の「洗車汚泥」を一括して扱う本格的な中間処理計画を立ち上げ、環境省などと再び協議に入っている。例を見ない民間主導の試みで、県内の用地確保も独自に進行中だ。 業界幹部は「万が一、処理業者に頼んだ汚泥が処分に困って不法投棄でもされたら、工場は排出責任を問われて認証を取り消されてしまう。確かな処理先を確保したい」と決意は固い。 だが、当面の資金調達をはじめ課題は尽きない。除染費用を事後賠償することになる東電との話し合いも先行きは見通せていないという。 全文を読む。
