IAEA事務局長が来週訪日 福島原発を視察へ via NHK News Web
外務省は、IAEA=国際原子力機関のグロッシ事務局長が就任後初めて来週、日本を訪問すると発表し、福島第一原子力発電所を視察するほか、茂木外務大臣らと会談し北朝鮮の核問題やイランの核合意への対応などをめぐって意見が交わされる見通しです。 アルゼンチン出身のグロッシ氏は、病死した天野之弥氏の後任として去年12月、IAEAの事務局長に就任しました。 外務省は、グロッシ事務局長が就任後初めて今月24日から28日までの日程でtを訪問すると発表しました。 グロッシ事務局長は、25日には茂木外務大臣や梶山経済産業大臣らと会談し北朝鮮の核問題やイランの核合意への対応のほか、日本とIAEAの協力関係の強化をめぐって意見が交わされる見通しです。 そして翌26日には、福島第一原子力発電所を視察し、原発にたまり続けるトリチウムなどの放射性物質を含んだ水の処分など今後の日本側の対応を聞くものとみられます。 続きはIAEA事務局長が来週訪日 福島原発を視察へ

フィリピンは将来の電力供給不足の脅威と戦うために、長年中断していた原子力エネルギー計画を復活させようとしている。台風と地震に見舞われやすい国で、安全性への懸念を呼びそうな展開だ。 アルフォンソ・クシ・エネルギー相は、フィリピンは国連傘下の監視機関である国際原子力機関(IAEA)の安全性やその他の基準を満たすために同機関と協力しており、ロシア、韓国、中国、米国の潜在的な供給源企業を調べていると語った。 「原子力は我々がエネルギーミックスに組み込みたいものの一つだ」。クシ氏はフィナンシャル・タイムズ(FT)紙のインタビューで、こう語った。「フィリピンは安定していて安全かつコストが安い電力源を必要としており、原子力はそれを達成するのに役立つ」 フィリピンはフェルディナンド・マルコス大統領の独裁支配の時代に、マニラに近いバターン半島に原子力発電所を建設した。しかし、一般市民の反対を受け、後継のコラソン・アキノ大統領が1986年に権力を握った時に計画は棚上げされた。 (略) 環境保護団体グリーンピースのフィリピン代表、レア・ゲレロ氏は、「どこに原発を建設しようと、二重の危険がある。核汚染の危険があり、その危険が国の地質条件によって悪化しかねないからだ」と指摘。さらに、活火山が連なり、地震が頻発する環太平洋火山帯に言及し、「我々は『リング・オブ・ファイアー』に入っている」と語った。 新たな関心が生まれた兆しとして、ロドリゴ・ドゥテルテ大統領は10月にモスクワを訪問した際、ロシアの国営原子力企業との間で原子炉技術について協力する趣意書を交わした。 ■韓国の支援も クシ氏によれば、フィリピンは韓国の支援を得てバターン原発を修復することも検討している。完成したが一度も稼働していない元の原発を建設したのは米国に本社を構えるウエスチングハウスで、同社が新しい施設を建設する可能性もある。この点については「確定したことは何もない」と同氏は話している (略) IAEAは昨年、フィリピンに使節団を派遣しており、同使節団はフィリピンには原子力戦略を策定し、安全性その他の問題に対処する「強い決意」があるとの結論を出した。 ■稼働にはもう7~8年か クシ氏は、原発を稼働させるまでには、すべての関連法案が可決した時点から7~8年かかると述べ、フィリピンは石油、石炭、ガス、再生可能エネルギーを含め、原子力以外の電力源も検討していると付け加えた。 一部のアナリストは、他の大型インフラ計画が直面した遅延に加え、コストを理由に、原発計画を遂行するフィリピンの能力に懐疑的な見方を表明している。 (略) By John Reed(2019年12月24日付 英フィナンシャル・タイムズ電子版 https://www.ft.com/) 全文は[FT]フィリピン、原発計画復活に意欲
