 県は24日、米山隆一知事が2月1日に東京電力柏崎刈羽原発を初めて視察し、視察後に柏崎市の桜井雅浩市長、刈羽村の品田宏夫村長の3者で意見交換すると発表した。3者会談は約7年ぶりで、再稼働問題などを巡って意見を交わす。

米山知事は、原発の安全性について地域住民が議論する「原発の透明性を確保する地域の会」にも本県知事として初めて出席する。

3者会談は泉田裕彦前知事時代の2010年4月を最後に開かれておらず、地元自治体では不満や批判が高まっていた。共に昨年秋に初当選した米山知事と桜井市長が、3者会談を再開することで合意していた。

現状での再稼働を否定している米山知事と、条件付きで認めるとする桜井市長、再稼働に前向きな姿勢を示す品田村長との会談の内容が注目される。

都議選と脱原発に向けての直接請求 via BLOGOS

都議選の日程が6月23日告示、7月2日投票と決まった。

昨年10月の新潟知事選では原発再稼働の是非が最大の争点となり、新潟県が設置した「原発の安全管理に関する技術委員会」で安全性が確認されない限り、柏崎刈羽原発の再稼働は認めないと主張した米山氏が当選。

東京都でも新潟県と同様な「原発の安全性検証委員会」を設置し、安全性が確認されない限り再稼働に反対するという東京都の姿勢を明確にすることは可能だ。

「原発の安全性検証委員会」は都議会で条例を可決すれば設置できる。この条例制定を求める都民の直接請求ができないかを、直接請求にかかわったことのある経験者から話を聞いている。2012年には都民投票によって原発再稼働を止めようという直接請求があり、有権者の50分の1を超える署名が集まり、条例が都議会に提出された。しかし自民、公明、民主の一部などの反対で否決された。今回は都議選の直前に直接請求を行い、都議候補に賛否を聞き、条例に賛成を表明した候補に投票すれば、条例を成立させることは可能だ。

Fukushima radiation levels far lower than previously thought, study finds via CNBC

Radiation levels remaining from the 2011 disaster at Japan’s Fukushima Daiichi nuclear plant appear to be a small fraction of what previous measurements suggested, according to a recently published study that followed levels in tens of thousands of people living near the site of the accident.

Science magazine highlighted the research Monday, calling it the first study to measure individual radiation levels in locals following a major nuclear disaster. The study was published in the peer reviewed Journal of Radiological Protection in December.

Analyzing the data, researchers Makoto Miyazaki, a radiologist at Fukushima Medical University, and Ryugo Hayano, a physicist at the University of Tokyo, found the participants were exposed to about one-fourth the radiation the Japanese government had previously predicted.

So why the discrepancy? The government’s estimates, based on aircraft surveys, assumed people were spending about eight hours a day outdoors without shielding, when in reality they were likely spending much of the day inside buildings that shielded them from exposure.

The authors cautioned that individual results may vary, and there is no way to know if every resident wore the dosimeters as instructed. But they noted in the paper they do not think this greatly affected the results.

The team concluded its report by saying the “method obtained in this study could aid in the prediction or in the estimation of the external doses of residents in the early phase of future radiation accidents involving large-scale contamination.”

The researchers did not specify what the health and environmental implications of their study might be.

「まだいじめ つづいています」 原発避難の新潟生徒、昨年7月に作文で訴えvia東京新聞

「人間なのに」と題した作文は原稿用紙四枚分。女子生徒が昨年七月に授業で書いた。小学校時代に受けたいじめを書き連ね、中学でも「まだいじめはつづいています」と訴えた。「私のできることはいじめられている人をたすけてあげること」ともつづった。

 「つらいことを思い出して書いている。強くなったねと言いたい」。父親は自宅で取材に応じながら作文を示した。

 両親によると、国語教諭は昨年十二月に謝罪に訪れた際、作文を「最後まで読まなかった」と話した。しかし、二十一日夜の保護者会で校長は、全文に目を通したか明言せず「小学校のいじめの内容と受け取り、中学の部分は見落とした」と繰り返したという。一方、地元の教育委員会は二十一日の会見で「夏休みに最後まで読んだ」とした。

 女子生徒は小学三年だった二〇一二年八月、家族と共に福島県から自主避難した。福島の小学校の担任からは「誰とでも仲良くなれる子だから心配ない」と言われていたが、転校直後にいじめが始まり、自傷行為をしたこともあった。

 中学入学前、両親は小学校でのいじめを踏まえ「娘を注意深く見守ってほしい」と中学側に伝えた。女子生徒は作文以外にも、担任に孤立感などを相談していたという。現在は中学でのいじめで「学校が怖い」と話しており、三学期は一度も登校できていない。

敦賀労基署が任意調査 高浜原発クレーン倒壊事故via中日新聞

関西電力高浜原発(高浜町)で大型クレーンが倒れ2号機燃料取り扱い建屋などが倒壊した事故で、敦賀労働基準監督署が任意調査を始めたことが分かった。

 関係者や関電によると、同労基署は事故翌日の二十一日、職員三人を派遣して事故現場を調査。二十二日から始まったクレーンの撤去については、切断除去したアームの保管を指示したという。

 敦賀労基署は六日にも、高浜1、2号機の運転延長の審査対応していた同社課長職社員が昨年四月に過労により自殺し、労災認定された件で、岩根茂樹社長に労働時間の適切な把握するよう指導をしていた。

The Atomic Origins of Climate Science via The New Yorker

How arguments about nuclear weapons shaped the debate over global warming.

Beginning on the day black rain fell on Hiroshima, nuclear weapons shaped environmental science. In 1949, the U.S. Weather Bureau launched Project Gabriel, a classified meteorological study of weapons and weather. The next year, the Department of Defense, in a study titled “The Effects of Atomic Weapons,” coined the word “fallout.” Researchers considered making the quantity, spread, and duration of fallout the standard measure of the force of a nuclear explosion, but found that approach to be too dependent on the weather. (Instead, they chose blast radius.) They measured and modelled the best weather conditions for explosions and the effects of those explosions on the natural world; they invented and refined tools to detect atmospheric weapons tests conducted by the Soviets; and they investigated the possibility of using nuclear weapons to alter the weather and even the climate of adversaries. Sagan, after finishing his Ph.D. at the University of Chicago, in 1960, worked on a secret military project code-named A119, which had begun in 1958, a year after Sputnik. Sagan was charged with calculating “the expansion of an exploding gas/dust cloud rarifying into the space around the Moon.” The idea was to assess whether a mushroom cloud would be visible from Earth, and therefore able to serve as an illustration of the United States’ military might.

Government-funded environmental scientists began noticing something curious: nuclear explosions deplete the ozone layer, which protects the Earth’s atmosphere. This finding related to observations made by scientists who were not working for the military. In the wake of Rachel Carson’s “Silent Spring,” published in 1962, the U.S. government formed a number of advisory and oversight organizations, including the Environmental Pollution Panel of the President’s Science Advisory Committee. The panel’s 1965 report, “Restoring the Quality of Our Environment,” included an appendix on “Atmospheric Carbon Dioxide,” laying out, with much alarm, the consequences of “the invisible pollutant” for the planet as a whole. In 1968, S. Fred Singer, an atmospheric physicist who had worked on satellites and was now a Deputy Assistant Secretary of the Interior, organized a symposium on “Global Effects of Environmental Pollution.” Four papers were presented at a panel on “Effects of Atmospheric Pollution on Climate.”

The nuclear-winter debate has long since been forgotten, but you can still spy it behind every cloud and confusion. It holds a lesson or two. A public understanding of science is not well served by shackling science to a national-security state. The public may not naturally have much tolerance for uncertainty, but uncertainty is the best that many scientific arguments can produce. Critics of climate-change science who ground their argument on uncertainty have either got to apply that same standard of evidence to nuclear-weapons strategy or else find a better argument. Because, as Sagan once put it, theories that involve the end of the world are not amenable to experimental verification—at least, not more than once.

Farm in ex-evacuation area near Fukushima nuke plant ships milk again via The Mainichi

FUKUSHIMA, Japan (Kyodo) — A dairy farm near the disaster-struck Fukushima Daiichi nuclear power plant in northeastern Japan began shipping raw milk again on Tuesday.

It was the first milk shipped for processing and public sale from an area previously designated for evacuation following the March 2011 nuclear disaster at the seaside plant in Fukushima Prefecture, according to the prefectural government.

Milk produced at the farm in the Naraha district had been checked for radioactive cesium every week from last May to December, with no reading ever surpassing the government-set limit of 50 becquerels per kilogram. In fact, the readings were below the testing equipment detection limit.

Around 400 kg of raw milk from 18 cows was shipped Tuesday.

Similar restrictions are still in place for eight other districts, including the towns of Okuma and Futaba where the nuclear power station is located.

As Trump takes control of nukes, Hiroshima’s ex-mayor urges him to meet atomic-bomb survivors via The Washington Post

Another voice has joined the chorus of those pleading with newly inaugurated President Trump to exercise restraint when it comes to use of nuclear weapons by the United States — this time from a Japanese city that has seen firsthand the devastating effects of an atomic bomb.

Tadatoshi Akiba, the former mayor of Hiroshima, wrote a letter to Trump just before his inauguration, urging him to make “wise and peaceable” decisions regarding nuclear weapons.

Throughout the presidential campaign, Trump faced a recurring charge: that he could not be trusted with the nation’s nuclear weapons.

In August, a group of 50 former national security officials who served Republican and Democratic presidents signed an open letter saying Trump lacked the character, values and experience to be president.

“All of these are dangerous qualities in an individual who aspires to be President and Commander-in-Chief, with command of the U.S. nuclear arsenal,” the group wrote.

The worst-possible scenario was at times unspoken but clear — that Trump’s lack of self-control could spark nuclear war.

“A man you can bait with a tweet is not a man we can trust with nuclear weapons,” his Democratic campaign rival, Hillary Clinton, charged.

Officials in Japan have been paying attention. Two days after Trump was elected, the current mayors of Hiroshima and Nagasaki invited him to visit, the Japan Times reported.

In a statement, Nagasaki Mayor Tomihisa Taue said he wanted Trump to “see with his own eyes, listen with his own ears and feel with his heart what happened under the mushroom cloud,” according to the newspaper.

県内では避難指示解除の動きが続いているが、除染されない住宅が残れば住民帰還の支障になるとの懸念もある

A 100,000-Year Tomb for Finland’s Nuclear Waste via the Wall Street Journal

Other countries have hit political roadblocks in finding a lasting fix to the world’s nuclear-waste problem. Finland, meanwhile, has been quietly breaking ground

OLKILUOTO, Finland—In billion-year-old bedrock, 100 stories below ground, the Finns have found what the whole world is looking for: a place to bury their most dangerous nuclear waste.

From the U.S. to the U.K., Germany and Japan, plans to dig tombs for the highly radioactive fuel rods have hit political roadblocks or faced backlash from locals who don’t want toxic waste in their backyards.

Finland, meanwhile, has been quietly breaking ground.

On this Baltic Sea island off the Finnish coast, the country’s two main nuclear power companies have just begun digging the main chambers of a tunnel system they aim to complete by 2020 to safely house 6,500 tons of spent uranium for the next 100,000 years.

Plans for the U.S.’s Yucca Mountain facility, 90 miles from Las Vegas, for instance were stalled in 2010 by then-Nevada Sen. Harry Reid, who strangled the project’s funding in spending bills. The now-retired Democratic Senate leader called the rods “the most poisonous substance known to man.”

A German scheme to use the country’s Gorleben salt mine as a storage site was derailed after federal politicians in Berlin failed to get local approval behind the project, a political third rail. In Japan, the government spent years asking communities to host sites before giving up and asking scientists to make a shortlist.

And after a county council rejected in 2013 a burial site for highly radioactive waste in Cumbria in northwestern England, the U.K. is starting from scratch canvassing 13 regions of Wales, England and Northern Ireland for volunteers to host a site in what a spokesman for the U.K.’s Radioactive Waste Management office called “a community-led process.”

Meanwhile, the ballooning global stockpile of spent nuclear fuel—266,000 tons of spent uranium fuel were in temporary storage at the end of 2015, according to the International Atomic Energy Agency in Vienna—risks billions in runaway costs for taxpayers and companies until final waste storage is built.

“The technological solutions are largely in place, which is shown by the Finns,” said Irina Gaus, the director of research and development at Switzerland’s National Cooperative for the Disposal of Radioactive Waste. “Society has to decide how to deal with the waste.”
