OTSU, Shiga Pref. — Kyoto Gov. Keiji Yamada and Shiga Gov. Yukiko Kada told reporters Wednesday in Otsu that they have submitted a paper to Prime Minister Yoshihiko Noda demanding that the central government halt its planned restart of nuclear reactors in Fukui Prefecture.
