「脱原発の」ドイツでも最終処分に混迷 住民反発、宙に浮く処分場 via 産経ウエスト
「廃炉を含めて抜本的見直しを行う」。30年以上にわたり、総額1兆円を超える国費が投じられた国家的プロジェクトが、水泡に帰す方向性が決定的となった瞬間だった。9月21日、首相官邸の原子力関係閣僚会議。官房長官の菅義偉が初めて公に、高速増殖炉原型炉「もんじゅ」(福井県敦賀市)の廃炉に言及した。 発電しながら消費した以上の燃料であるプルトニウムを生み、かつては「夢の原子炉」と呼ばれたもんじゅ。資源の乏しい日本において、永続的にエネルギーを生み出す核燃料サイクルの確立に向けて、中核的役割を果たすはずだった。 核燃料サイクルには、原子力発電から生じる再利用しきれない高レベル放射性廃棄物(核のごみ)の減量に期待もかけられている。 (略) 風評被害を懸念 ドイツの首都ベルリンの西約200キロに位置するニーダーザクセン州ザルツギッター市郊外。牧歌的な風景が続く平地に、鉄鉱山だった時代の立て坑2カ所がぽつんと残る。 かつての坑道を利用し、地下800~1300メートル地点が、廃炉となった原発の設備など中低レベルの放射性廃棄物の最終処分場になることが決まっているコンラッド処分場だ。30万3千立法メートルまで廃棄できると定められ、2007年から建設に入り、22年の操業を目指す。 しかし、その道のりは平坦ではない。同国では、コンラッド処分場の北東約20キロ離れた同州アッセの岩塩鉱山を中低レベルの試験的な処分場とし、1967年から廃棄物を運び込んだが、坑内に地下水が流れ込んだことが判明。不安視する声が上がり、78年に操業を終了し、2009年に実施主体になった連邦放射線防護庁(BfS)が、内部の廃棄物を回収しコンラッドへの運搬を決めた。だが、具体的な方法までは定まっていない。 (略) より強い放射線を出す高レベル放射性廃棄物をめぐっては、さらに混迷を極めている。ドイツでは1970年代から同州のゴアレーベンを候補地として政府が提案。激しい反対運動の中、地層探査が行われてきたが、福島事故後、政府がゴアレーベンについて白紙に戻し、2013年には処分場選定のための新法が成立した。31年の処分場決定を目指すが、「不安施設」の候補地は、どこに決まっても反発は必至だ。 行き場を失った、原子力発電で生じた廃棄物。脱原発にかじを切っても、残されたままだ。コンラッド処分場に反対を強く唱える住民のルートビッヒ・ワスモス(57)も「解決法は分からない」とだけ話す。 全文は「脱原発」のドイツでも最終処分に混迷 住民反発、宙に浮く処分場
