Two Positions as Human Rights Experts for the 3-year project “Human Rights and Social Inclusion in Macedonia,” Deadline: December 11

The Ludwig Boltzmann Institute of Human Rights – Research Association (BIM-FV) is offering two positions as Human  Rights Experts (one for up to three years, and one for five months).

Duty station will be Skopje, with frequent field-trips to partner municipalities around the country.

THE PROJECT
The project aims at supporting the inclusion of the Human Rights-Based Approach (HRBA)
into the planning processes of the national and local authorities dealing with social inclusion,
social protection and poverty reduction. The specific objective is to strengthen the
accountability of the government in policy making and monitoring on both national and
local level, with a focus on rights-holders and duty-bearers.

On the national level the project will foster the coordination of NGOs working on issues
related to social exclusion, discrimination and poverty through the establishment of the
“National Anti-Poverty Platform” (NAPP). With the support of BIM-FV and the European
Anti-Poverty Network (EAPN), the project will strengthen existing ties between NGOs, link
the Macedonian NAPP to the EAPN and will build the NAPP’s capacity of monitoring and
reporting the dimension of poverty and social exclusion in Macedonia.

On the local level the project shall strengthen the municipalities and the de-centralised
Social Work Centres and offices of the Employment agency in proceeding with the definition
of responsibilities and corresponding policies on social inclusion, social protection and
poverty reduction in the light of the decentralisation process.

RESPONSIBILITIES

  • Provide know-how on human rights promotion in development planning, and on related political, legal and social developments;
  • Develop and implement strategies and actions towards the project goals based on the provisions in the project document;
  • Review national and local strategies towards social inclusion, providing suggestions and comments related to the promotion of human rights;
  • Deliver trainings on the Human Rights-Based Approach and other necessary issues;
  • Prepare materials for both internal and external use, including training and action materials;
  • Elaborate reports and other relevant documents;
  • Maintain an overview of political and human rights developments in Macedonia;
  • Participate in and facilitate the collective coordination of the work of the team;preparing and agreeing detailed work plans, budgets and schedules; setting priorities; monitoring progress and quality control including approving materials according to relevant guidelines, and adhering to standards; establishing systems to ensure mutual support and accountability; and identifying training and development needs;
  • Translate official and internal documents from English to Macedonian and/or Albanian and vice versa;
  • If necessary, provide interpretation during meetings, workshops and other relevant events from English to Macedonian and/or Albanian and vice versa.

QUALIFICATIONS

  • Advanced University Degree, preferably in law, political science, international relations or other disciplines related to human rights;
  • At least 5 years of working experience in Human Rights promotion and protection;
  • Solid knowledge of the international and national human rights framework, preferably also experience with the Human Rights-Based Approach;
  • Research and publication experience;
  • Experience in conducting trainings;
  • Ability to set priorities, meet specific objectives, use political judgement and knowledge;
  • Sensitivity towards different cultures, including gender issues;
  • Ability and experience of working in a team;
  • Ability to work with individuals from a variety of cultures and backgrounds;
  • Ability to draft text in a variety of styles, e.g. project reports, government correspondence and action materials;
  • Ability to explain complex issues and ideas simply and clearly;
  • Fluency in written and spoken English and Macedonian, preferably also Albanian. Knowledge of Roma language is an asset.
