ノーマ・フィールドさんのお話(書き起こし) via 福島原発告訴団

2016/06/22 福島市民会館 ノーマ・フィールド(Norma M. Field)さん(シカゴ大学名誉教授)のお話 みなさん、こんにちは。今日はいつも告訴団のホームページで見ているイベントを、実際に目のあたりにすることができて、また私も参加することができて、たいへん光栄です。 いま大河弁護士から、アメリカの事例が紹介されまして、かつてのNRC(米国原子力規制委員会)はたのもしかったんだという追憶の気持になりました。いま、日に日にアメリカや世界中にある原子力ムラの人たちが危機感を募らせ、どうやって原子力発電を存続させるか手を替え品を替えして、規制の方もたいへん困難な状況があります。 アメリカの環境庁が、福島からどんな教訓を得たかといいますと、原発事故があった際に、今までの基準では厳しすぎるので、基準を緩めようというものです。セシウム137は、基準を200~300倍、ストロンチウムの場合、3000倍くらいでしょうか、そのように引き上げるというか、緩めることを提案しています。 日本でも、規制当局や、それから市民にも、「こういうことを受け入れなければ、人類にとって非常に大切である原子力発電は続かないんだ」と、福島の悲劇が 利用されかねないわけです。そういう意味でも、告訴団のみなさんがなさっている努力、弁護士の方たち、技術専門家の方たちのやっていらっしゃることは、日 本だけにとって重要なのではなく、もちろんアメリカであり、フランスであり、世界中の生き物にとって重要だと思います。 今日のみなさんのお話を 聞きながら、改めて感じたのは、どうしてこれだけの犯罪的な行為が行なわれたのに、市民がこういう法的手段を取らなければならないのか、しかも福島の人た ちは、もう既にみなさん非常に苦労をされていて、日々の気苦労から、生活の困難から、そういう大きな負担が311の事故によって降りかかってきたのに、ど うしてここまでの追及を、みなさんの責任、みなさんの努力によらなければならないのかと、その理不尽さを改めて感じています。 しかし、逆に考え れば、民主主義とはそういうものであって、一度、例えば日本国憲法ができたからそれで良かった、こういう法律や規制が実現したからそれに頼っていればい い、というものではなくて、民主主義というのは、ある意味では恒久の闘いであって、人々の権利、それから生き物の生命を、常に勝ち取っていかなければなら ないものです。それがいかにたいへんであるかと思うと、ちょっと、震えるような気持ちがします。 (略) 私、 遠いところから来てこういうことを言うのは、非常におこがましいし、申し訳ない気持があるのですけれども、今、感じていることはそういうことです。みんな せっかく生まれてきたんですから、みんな生きていきたい気持を、どうやって大切にできるか、考えていきたいと思います。 まずは今度の選挙に行ってください。ありがとうございました。 全文はノーマ・フィールドさんのお話(書き起こし)
