地震で損傷の可能性 国会事故調報告書 via 東京新聞

東京電力福島第一原発事故の原因や背景を調べている国会の事故調査委員会は五日、調査報告書を発表した。最悪レベルの事故が起きた直接の原因について、地震で重要な機器が壊れた可能性を指摘。原因は「想定外」の大津波だとする東電や政府と異なる見解を示した。   黒川清委員長は同日、横路孝弘衆院議長、平田健二参院議長に報告書を提出。全文はインターネット上にも公表された。  報告書は最初の揺れで原子炉が緊急停止後に最大の揺れがあったことなどを根拠に、「安全上重要な機器の地震による損傷がないとは確定的には言えない」と指摘。特に1号機では、原子炉内の高圧蒸気を格納容器内に逃す装置が動かなかった可能性があるとし、配管に開いた小さな穴から時間をかけ冷却水が漏れた可能性を否定できないと結論付けた。 続きは 地震で損傷の可能性 国会事故調報告書

【福井】知事、原子力の必要性主張 via 中日新聞

県議会は五日、予算特別委員会を開き、十委員が質疑をした。鈴木宏治委員(民主・みらい)から、原発に対する考えを問われた西川一誠知事は「原子力に代わる新たな電源の展望がないのが現状で、日本経済にとって引き続き重要な基幹電源。頭だけで議論しては、現実的な解決にならない」と述べ、当面は原子力に頼る必要があるとあらためて主張した。  一方で、使用済み核燃料の中間貯蔵引き受けはきっぱり否定。「蓄積された使用済み燃料は貯蔵量の限界に近づいている。野田佳彦首相には六月十六日の面談で、具体的な協議を始めるよう要請した」と述べ、政府に十分な対応を求めた。  今後の原発の在り方も議論された。日本原子力発電敦賀3、4号機(敦賀市)の増設計画に対し、西川知事は「国が議論を主導しながら3、4号機を含め、責任ある見解を示すことが必要」とし、八月に国のエネルギー・環境会議が打ち出す方向性を注視する姿勢を見せた。   続きは 【福井】知事、原子力の必要性主張

東京電力福島第1原発事故の報告書を公表した国会の事故調査委員会は5日夜、記者会見に臨んだ。元日本学術会議会長の黒川清委員長は「事故はまだ終わっていない。提言実現の一歩を踏み出すことこそ、失われた信頼を取り戻すことになる」と報告書の意義を強調した。  質問に身ぶり手ぶりを交えながら淡々と答えた黒川委員長。「国会事故調でなければ出なかった結論はあるのか」と厳しく問われると、「(原発問題について)日本のメディアが普段から世界に向かってどれだけやっていたか知りたい。国民や世界の前で、同時通訳を入れ、(当時の責任者が)どういう反応するか見てもらったのは一つの進歩だ」と語気を強めた。  委員からは反省の弁も。放射線医学総合研究所の元主任研究官、崎山比早子委員は「地震大国に原発を54基も造ったが、その問題が国会事故調ではほとんど手付かずで残念」と述べた。  弁護士の野村修也委員は「規制される側の電力会社が、規制する側をとりこにした」とした上で、「事故回避のチャンスはあったが、そのたびに電力会社が対策を取らなくていいように規制を骨抜きにした」と指摘。会見では、「委員会を公開し、情報配信したのは意味があった」「憲政史上初めての試みで、それなりの理もあった」と自画自賛とも取れる発言も目立った。  「事故終わってない」=意義強調、委員ら自賛も―国会事故調
