The Nuclear Regulatory Commission has drafted new guidelines that nuclear plant operators and license applicants can use to calculate whether an explosion from a nearby facility — or from a passing vehicle carrying explosives – could seriously damage their nuclear reactor.

After laying out a complex set of risk-analysis equations, the NRC reaches the conclusion that operators can find acceptable a one-in-ten-million chance that an adjacent explosion could create an “overpressure” of one pound per square inch on the nuclear plant. If the chances were greater than that, the nuclear plant operators ought to develop security plans to mitigate the risks of such nearby explosions, indicated the Draft Regulatory Guide (DG-1270), which was publicly unveiled in a Federal Register announcement posted on July 20.
